A former FBI auditor, he also has worked in parking operations in New York, Chicago and Los Angeles. DC has been kind enough to chronicle some of his cases for Parking Today. -- Editor was hired by a company that owns a number of “honor” lots in the city. Their numbers were down on two of the lots, but the collectors swore up and down that they were reporting all the income. In addition, they had changed the collection staff and the numbers remained about the same. But they knew that something was wrong, Laddie boy, and that I I could figure it out. I decide to stake out the lots and see just what is happening. I’m surprised when about 9 in the morning, a fellow in a white jumpsuit and clipboard arrives and stands in front of the honor box. I just have to find out what was happening, so I drive into the lot as if I were going to park. I decide to stake out his lot and see what happens. Sure enough, that afternoon the fellow from the first lot -- now not dressed in a white jumpsuit -- comes by and when the lot attendant isn’t looking, takes about a dozen tickets off the cars. He then goes to the lot across the street and does the same thing. I tell ya, Laddie, this entrepreneur has a great thing going: He has no investment, no expenses (except perhaps the cost of laundering the jumpsuit) and no supply costs. So if you owned the honor lot, how would you prevent this type of fraud? I want you to know that if you're ever going to make money in this crazy parking business, you've got to be eternally vigilant. You must check your parking lots often so that some Ol’ Sly Fox can't pick you clean. It isn't sufficient to check your lots only once a week. Even only once in the morning and once in the afternoon isn't enough. I've found that you need to check them at least twice in the morning and twice in the afternoon. He wished more could be done, but knew that, as with most problems unique to a community, the solution would eventually come as much from within as from without. He then abruptly changed the subject. He tried to be a gruff cop, but it was difficult for him to carry it off since he also came to my fifth birthday party. The results had been kept from me for more than three decades. I told Bill that Grace Lundquist had come in on a referral and told us she was afraid she had been followed after seeing some sort of rendezvous on the roof of the parking garage outside her Olympic Boulevard office building. She was about to tell us more when she was shot. “I guess she was right about the following part,” said Dad. This was a sticky case for them as it crossed jurisdictional grounds -- Olympic Boulevard being in L.A. proper -- but he was certain the Sheriff’s Department could work out the issues with the LAPD. In the meantime, Dad, Jim and I discussed our next move. I was going to Grace’s office building on Olympic, Jim would work the towncar angle, and Dad would call in a few chips he had with the Sheriff’s Department crime lab to see if they could get anything off the bullet. That all changed with the ringing of the phone; it was Bill Murray at the hospital. Someone had gotten through the ER security and shot up the recovery room where Grace was. There were people down. The shooter got away in a black towncar. We jumped in my jeep and headed for Cedars. Homeland Security Inspectors' Bid for Paid Parking at Dulles Wins Support The start of a good workday usually requires hot java and a parking place. Both cost money. At Dulles International Airport, Customs and Border Protection inspectors, who pay to park, think their agency should pick up the cost. They point out that another part of the Department of Homeland Security, the Transportation Security Administration, provides parking passes to TSA employees who work at Dulles. The concern about parking perks was brought to the attention of Rep. Frank R. Wolf (R-Va.) at a meeting organized by National Treasury Employees Union Local 159. The inspectors told Wolf that parking costs were one of their major workplace concerns, and Wolf spearheaded a letter to bring the matter to the attention of the head of the border protection agency, Robert C. Bonner . The meeting with Wolf came after the airport raised the annual parking fee Oct. 1 for inspectors by $30, to $325. "Imposing substantial parking fees on law enforcement officers engaged in homeland security activities is counterproductive," said the letter, signed by Wolf and Reps. Peter T. King (R-N.Y.) and Thomas M. Davis III (RVa.). "For such a small cost, CBP will add a huge benefit to attract new officers and improve morale among existing employees." The letter also called parking fees "a huge dent in the salaries of these officers," and said the issue is causing morale problems because inspectors are aware that their TSA colleagues receive passes that cover most of their parking expenses at Dulles. Parking Blog comments: Here's the deal -- Dulles airport charges Border and Customs types upwards of $300 a month to park. However, the TSA picks up parking costs for the Transportation Security officers. What to do? Seems pretty easy to me -- If the Border and Customs agency doesn't have the bucks to pay for the parking, it shouldn't. Its employees can then decide if the job is worth paying for the parking or find an alternative. Or they can quit and go work for the TSA. I can see it already: The pressure will be on the airport to provide free parking for all public safety officers. OK, I am going to say something that will fly in the face of what you normally see in this blog. Are you ready? I think that the airport should pick up the cost of parking for the police and fire officers who are there to protect the airport and our country. Just call it good business. If the cops get a little spiff, they do a better job, and we all are safer. What's wrong with that? Notice, I said, "Pick up the cost," not "Provide free parking." The parking isn't free. It has a cost. However, those who stand between us and harm deserve a bit of a thanks once in a while. Why not cover their parking costs? And I would have them assigned spaces spread all throughout the parking structures. That way, you would have armed police wandering throughout your parking facility at all hours, during shift changes, and the like. Not a bad thing. Remember, the safest place to be is Dunkin’ Donuts. After all, it’s always full of police. Philadelphia Says State Takeover of Parking Unit a Failure; May Sue Philadelphia officials, accusing the state of mismanaging the city's parking authority since a 2001 takeover, may sue to get more revenue from unpaid tickets. “The authority is not meeting its commitments to the city, and it's causing real problems,'' said Joyce Wilkerson, an aide to Mayor John Street. “This has forced the city to redo its five-year budget plan, and has had a negative impact on how many police officers and firefighters we can hire.'' Pennsylvania doubled the authority's workforce in the past four years and paid for the expansion with city money, draining funds counted on to close a $3.5 million budget gap, Philadelphia officials say. The mayor is considering a suit to get financial records as the agency begins a push to collect $22 million in unpaid tickets. Philadelphia, with a population of 1.4 million, has cut 1,600 jobs because of the city's budget woes, according to the Pennsylvania Intergovernmental Cooperation Authori- pt 1105 10/23/05 6:17 PM Page 55 ty, the state board that monitors its finances. Philadelphia had about 29,000 employees as of March 2004, including 6,970 police officers and 2,350 firefighters. Gov. Edward Rendell, a former mayor of Philadelphia, last year signed legislation to extend the parking authority's contract with the city for 10 years. The agency said it would pay the first $25 million in profits from its garages, parking meters and tow trucks to the city. Anything above that is slated for the Philadelphia School District. “We're making progress at improving efficiency and bringing in more revenue,'' said House Speaker John Perzel. Before the takeover, the authority “was an underperforming asset,'' collecting at most $17 million a year, Perzel said. It turned a $29 million profit in fiscal 2004, giving Philadelphia's school district a check for $4 million. Parking Blog comments: It seems the state took over the city’s parking authority in 2001, basically because of mismanagement. Now the city is threatening to sue the state for, guess what, mismanaging its parking operation. Now let’s see -- when the parking operation was under the control of the city, it had 500 employees. Anyone want to guess how many there are now? 1,000. Yep, double the number. The city is accusing the state of patronage. (It doubled the size of the board, with each house of the state legislature picking board members.) Well, duh -- that's what politics does, isn't it? The police write the tickets; the authority collects the money. They are complaining that the numbers are down because the police aren't writing enough tickets. Let’s see -- the cops have a choice: Catch a rapist or write a ticket. They have a parking enforcement division, but they aren't talking. I wonder what would happen if the authority had a board of minimally paid members of the community and the authority to write tickets. What if this board hired an executive director with experience? What if the board told the director that his salary was directly related to collections and profit (get the money in and reduce expenses). Nope, wouldn't work -- no politics. I know of a number of companies here in the U.S. that would be happy to fund, build, and run a garage for a hospital or college. And, after 30 or 40 years, give it to the organization it supports. Time to start thinking outside the box. And time for the local press to get a bit real and report the facts instead of the "feelings." What am I saying? We have yet to get a fact out of New Orleans, and we have a thousand reporters on-site. Every day that goes by shows another "fact" is a rumor printed or reported without checking … sigh. Time for a wee whisky, single-malt, with a splash of water … Comment on this blog -John: When I was Director of the San Francisco Parking Authority, I received a number of phone calls from doctors at San Francisco General Hospital complaining about the lack of parking serving the hospital. This was creating a problem for them because SFGH was a major research facility for AIDS, and patients necessary for their research would not show up on a regular basis for appointments if they could not find parking. The parking situation reached its peak when I was invited by the hospital director to attend a meeting to discuss the parking problem and solutions. The meeting had to be cancelled; I couldn't find a parking space after circling hospital parking areas and surrounding streets for 30 minutes. The good news is that I was able to help them fund and build a new parking structure. The hospital functions much better with available parking. Kevin Hagerty PT Parking Shortage MAY Cause Deaths Typical UK headline (above); the emphasis is mine. The problem is that there is a parking shortage around a British hospital and a lot of traffic; therefore, it would seem that an ambulance could get stuck in traffic and a person near the hospital could die ... Well, let’s read the story. The head of the local ambulance company says he hasn't had any problems, or certainly fewer than other ambulances in the nearby communities. So what's the big deal? It’s simple: poor planning in the building of a "super hospital" costing more than half a billion dollars. No money for parking. I don't really have a problem with that -- the parking should pay for itself. And people would pay, if they had a place to park. The Uber Planners in the UK seem to forget that the private sector exists. Oh, yes, and that 20-minute walk away from campus costs the parkers about $9 a month. I wonder what the poor, downtrodden, over-walked students would say if the parking organization at Purdue were to raise the cost to, what, $1 a day and take the extra money to lay on more frequent shuttles? Can you imagine the hue and cry then? A senior at Purdue writes in to the local paper to complain about parking (read it here). Here's the deal: As the university has grown, close-in parking has been used up for those pesky things you find around schools: classrooms. And guess what? The parking has been moved farther and farther off-campus. So the sheltered students complain that they have to walk "20 minutes" from their cars to school, and if they take a shuttle, free by the way, it also might take as much as "20 minutes." Can you believe it? 20 minutes to walk to class. Now I'm not going to give the 30miles-through-the-snow speech, but I remember that my on-campus residence hall (read that dorm) at UCLA was about a 20-minute walk from classrooms. We had to plan our days so we didn't have to walk back to the dorms between classes. Big deal. Olympic Sells SunPark Lots Olympic Management Systems, the parent company of SunPark off-site parking lots, has sold six of its airport lots to the Macquarie Infrastructure Co. of Australia for $64.9 million. The lots include facilities at Buffalo Niagara International Airport and in Philadelphia, Columbus, OH, Houston, Oklahoma City and St. Louis. As part of the deal, SunPark's operational and training offices will move from Buffalo to Philadelphia, but the company's headquarters will remain in downtown Buffalo.
