ASEAN Automobile Production of JAMA Members and their ASEAN Counterparts
JAMA Members’ Automobile Sales by Country
A total of 3,735,043 units of passenger cars, trucks and buses were produced in 2014, a drop of 3.4% compared to the previous year due
to market demand weaker than expected in the world.
Out of the 3.2 million new passenger cars, trucks and buses sold in ASEAN in 2014, around 85% (2.7 million units) were contributed by
JAMA member companies and their ASEAN counterparts, highlighting the key role these partners play in the region.

In 2014, a total of 1,343,869 units were exported by JAMA member companies and their ASEAN counterparts. 79% of these (1057,780
units) were bound for destinations outside ASEAN, with the remaining 21% (286,089 units) classified as intra-ASEAN exports.
A total of 177,475 people (about 12% increase) were directly employed by 93 facilities (11% growth) of JAMA Members and their ASEAN
Counterparts in 2014.

Promoting Regional Integration
ASEAN integration is expected to further generate economies of scale in the region and contribute to the future development of the
ASEAN automotive industry. To facilitate this, strengthened competitiveness will become increasingly important.
ASEAN continues to execute its ASEAN Economic Community Blueprint in service of the goal of establishing the AEC by 2015. The
Blueprint aims to create: (1) a single market and production base, (2) strongly competitive regional development, (3) equitable
economic development, and (4) enhanced integration with the global economy. These efforts are making steady progress through
actions such as the enactment of ATIGA (the ASEAN Trade in Goods Agreement).
With the overall goal of strengthening the
competitiveness of the ASEAN automotive industry,
JAMA has been participating in the AEM-METI1
Economic and Industrial Cooperation Committee
Working Group on the Automobile Industry (AMEICCWGAI) meetings, starting from the group’s inception
in 1998. With aims of bolstering regional integration,
enhancing supporting industries, and ultimately
strengthening the competitiveness of the ASEAN
automotive industry, this AMEICC-WG has been
implementing programs such as the Experts Dispatch
Program which sends Japanese experts to assist local
auto parts suppliers in developing manufacturing
technology, improving production and quality control,
and bolstering human resource development.
At the 15th AMEICC-WGAI held in August 2014, opinions and information were exchanged concerning the latest status and future
issues with respect to the implementation of Self-Certification of Origin by authorized exporters, establishment of suitable policies
and procedures, the formulation of basic views on the RCEP (Regional Comprehensive Economic Partnership), regional market
integration, and cooperation regarding road safety policy within the ASEAN region.
JAMA considers there to be four issues of prime importance with respect to strengthening the competitiveness of the ASEAN
automotive industry and facilitation of regional integration. These issues include:
• Further promotion of trade facilitation (establishment of flexible and user-friendly Rules of Origin and certification systems,
further-simplified customs procedures),
• Harmonization of technical regulations and promotion of Mutual Recognition of Approval,
• Improvements in fuel properties and harmonization of fuel specifications, and
• Strengthening of supporting industries, human resources and other related matters.
JAMA is dedicated to taking proactive measures to enhance the international competitiveness of the ASEAN automotive industry
and promote regional integration, including activities such as participation in AMEICC-WGAI.
Promoting Trade and Investment Liberalization
JAMA believes that further trade and investment liberalization will enhance the competitiveness of the ASEAN automotive industry,
and has therefore advocated for the establishment of economic partnership agreements (EPAs) between ASEAN and Japan. JAMA
has promoted the undertaking of cooperative projects under EPAs, further enhancing competitiveness.
As for RCEP, currently in the midst of negotiations expected to complete by the end of 2015, it is anticipated that this agreement will
greatly contribute to the further development of world economies, including those of ASEAN member states.
This framework is expected to generate more diversified markets for consumers in the region.
JAMA welcomes RCEP’s dedication to achieving higher levels of liberalization and is hopeful that some flexibility in this regard might
also be considered based on the unique conditions found within individual countries’ automotive markets. During the JAMA-AAF
(ASEAN Automotive Federation)’s Information Exchange Meeting, JAMA exchanged views on RCEP with each automotive association
and subsequent rounds of meeting are expected to take place in future.
JAMA Technical Experts Working Together with ASEAN Partners Towards More Comprehensive
Certification Systems and Safety / Environmental Regulations
Harmonization of Technical Regulations and Mutual Recognition of Approval (MRA)
To further promote auto industry development, JAMA advocates the harmonization of technical regulations and Mutual Recognition of
Approval (MRA) based on the United Nations WP29 (World Forum for Harmonization of Vehicle Regulations) 1958 Agreement, the only
international agreement providing a legal basis for auto parts and systems. Under MRA, contracting parties agree to mutually recognize
each other’s approvals without the need for re-certification.
JAMA has been putting in great effort to promote the 1958
Agreement in concert with the Japanese Government in
the past decade through gatherings including AAF/TC3JAMA1, Asian RACE, JASIC Asia Government and Industry2,
ACCSQ-APWG3, and others. In 2006, Thailand and Malaysia
successfully acceded to the 1958 Agreement, and other
ASEAN countries have started to form national committees
to work towards accession.
In anticipation of the worldwide trend heralded by the
1958 Agreement’s extension of MRA from auto parts/
systems to whole vehicles, in collaboration with the
Japanese Government, JAMA has been promoting the
concept of International Whole Vehicle Type Approval
(IWVTA) during WP29 discussions. JAMA experts provided
discussion updates for ASEAN industry members during
the 21st AAF/TC3-JAMA Meeting held in Sapporo in
September 2014; updates included deliberation on revising the 1958 agreement in order to facilitate recognition of certificates constituted
by older versions of technical regulations, review of voting systems, and plans for submitting the IWVTA proposal to WP29 in November
2013, with expected IWVTA completion in March 2016.
Given that the ASEAN MRA technical regulations for auto-parts and systems (to be established in 2015) are nearly substantial enough to
facilitate an MRA for entire vehicles (similar to the IWVTA), JAMA experts are encouraging ASEAN members to consider participation in
IWVTA Informal Group discussions and to work in parallel towards a MRA for whole vehicles. This recommendation was endorsed during the
21st AAF/TC3-JAMA Meeting held in Sapporo in September 2014, in which it was decided to recommend that each ASEAN country align its
Vehicle Type Approval system with 1958 Agreement Type Approval and to gradually align with IWVTA in future.
Safety and Environmental Regulations
The development of harmonized certification systems in turn requires the harmonization of vehicle safety and environmental regulations.
Although ASEAN governments aim to adopt the UN Regulations annexed to the 1958 Agreement as a basis for harmonizing safety
regulations, some regulations may be unsuitable for the ASEAN climate and thus require review. In view of assisting countries in their
adoption of UN Regulations, JAMA experts have worked to provide information to industry associations and authorities through the
presentation of updated studies on UN Regulations suitable for adoption within ASEAN.
Based on such studies, the AAF/TC3 has presented an updated roadmap for the adoption of UN Regulations to the 12th ACCSQ-APWG
held in Manila in 2010. In addition to this, during the July 2011 AAF/TC3-JAMA Special Meeting, JAMA experts provided ASEAN automobile
industry members with general recommendations regarding the ASEAN MRA Draft and specific recommendations on versions of UN
Regulations to be adopted under the ASEAN MRA Draft. Furthermore, in the February 2013 Luangprabang Meeting, with the help of JAMA
experts, AAF/TC3 members consolidated an industry perspective on an ideal ASEAN MRA for submission to the ACCSQ-APWG and respective
authorities for consideration.
Environment (Exhaust Emissions and Fuel Properties)
To promote air quality improvement in ASEAN countries, JAMA fuel experts have drafted specifications for Euro 4 fuels along with biofuel
specifications for both ethanol and FAME4 that take into consideration Southeast Asian climates and vehicle usage. In March 2010, these
specifications were discussed and endorsed by AAF/TC3 members in the form of the AAF/TC3 Fuel Specs. However, due to rising needs
for biofuel blending and ever-more stringent emission regulations, revised fuels specifications for Euro 4 and Euro 5 fuels incorporating
biodiesel of up to B5 (blending 95% diesel with 5% FAME) and bioethanol of up to E10 (blending 90% gasoline with 10% ethanol) were
proposed by JAMA experts in the 19th AAF/TC3-JAMA Meeting and subsequently endorsed by AAF/TC3 members at the 20th AAF/TC3-JAMA
Meeting. During the 21st AAF/TC3-JAMA Meeting held in Sapporo, AAF/TC3 members agreed to continue to recommend the endorsed
specifications to concerned authorities in ASEAN countries.
Although some fuel-related issues remain, in the 22nd AAF/TC3-JAMA Meeting, AAF/TC3 members agreed to continue their support towards
the implementation of Euro 4/5 emission regulations as long as each ASEAN Member State provides their (1) corresponding fuels are
provided, (2) clear and consistent target implementation time-line for each vehicle categories, and (3) sufficient lead time to the industry.
In future, JAMA will continue to contribute to enhanced ASEAN-centered trade competitiveness and investment liberalization
across Asia.

In Summer 2015, Daihatsu extended its ADM passenger car engine production line . The new line has an annual

New Auto Plant
In Jul 2013, Honda Automobile (Thailand) Co., Ltd laid the first stone for its
new assembly plant in Prachinburi, representing an investment of 17.15 billion
baht and reinforcing Honda’s commitment to growing its business in support
of an ever-more prosperous Thai society. The new assembly plant will have an
annual automobile production capacity of 120,000 units and is expected to start
operations in 2015 from CKD parts, employing 2,500 associates.

Reinforcing its Malaysia operations, in January 2013 Honda Malaysia Sdn Bhd (HMSB) officially opened its new No. 2
production line in Malacca.
With a total investment of 382 million Malaysian Ringgit, the No.2 Line has doubled HMSB’s production from 50,000
vehicles to 100,000 units annually.

P. T. Honda Prospect Motor (HPM) officially opened its new automobile plant (worth 3.1 trillion Indonesian Rupiah)
in Kerrawang, West Java. With an annual production capacity of 120,000 units, this new plant has increased HPM’s

increases from 50% to around 80% and initial employment for approximately 2,000 associates.

Mitsubishi announced the commemoration of a new manufacturing plant in Bekasi Prefecture in Indonesia on March
24, 2015. The new manufacturing plant will start operations in April 2017. The production models will be an all-new
Pajero Sport SUV, followed by a brand-new small MPV model and then the COLT L300.

Nissan and Tan Chong to Assemble Vehicles in Myanmar
Nissan and Tan Chong Group jointly announced the approval of a license to manufacture and distribute Nissan
vehicles in Myanmar. The application was approved by the Myanmar Investment Commission on 15 August 2013,
and it grants Tan Chong Motor (Myanmar) Co. Ltd. the rights to assemble and distribute Nissan vehicles locally. With
this approval, the Tan Chong Group will embark on a three-year project to build a local manufacturing facility in the
Bago region industrial area. Nissan and Tan Chong Group are planning to produce over 10,000 units per year at full
production.

Second Auto Plant in Thailand
Nissan Motor Co., Ltd announced plans to invest 11 billion baht (358 million dollars) in a second assembly plant in
Thailand. Scheduled to start production in August 2014, the plant will have an initial annual production capacity of
75,000 units, expanding to 150,000 units per year. This new plant will maintain Thailand’s place as Nissan’s largest
manufacturing center in the ASEAN region and key strategic global export hub.

Datsun launches DATSUN GO+ PANCA in Indonesia
Datsun, a brand of Nissan Motor, launched its first Datsun car for the Indonesian market, the Datsun GO+, at its new
plant in Purwakarta, West Java. The new 60,000 m2 plant, including engine assembly, body, paint, trim and chassis,
will be dedicated to the production of Datsun cars for Indonesia.
Societal demands on automobile performance regarding global
warming and air pollution issues as well as safety enhancements for
passengers and pedestrians on a global scale have been increasing
at a fast pace. In order to best respond to these demands, continued
harmonization of vehicle and parts regulations that differ between
countries as well as promotion of mutual worldwide recognition of
motor vehicles and parts are becoming more and more important.
In 1958, an agreement on the world-wide harmonization of technical
regulations for automobiles and mutual recognition of approval
of vehicle structures and equipment relating to safety and the
environment was adopted by the United Nations (known as the “1958
Agreement”). At present, 50 countries and one region have acceded
to the Agreement, with 135 UN regulations already developed under
its auspices. In addition, further efforts towards global harmonization
and mutual recognition are currently being undertaken within the
World Forum for Harmonization of Vehicle Regulations (UN/WP29). As part of its plans for achieving economic integration by 2015,
ASEAN is currently working toward establishing the ASEAN Mutual
Recognition Arrangement (MRA) to promote harmonization and
mutual recognition of motor vehicle technical regulations within the
ASEAN region. This arrangement will initially target mutual ASEAN
recognition of 19 UN regulations set forth in the 1958 Agreement.

contribute to the strengthening of ASEAN automotive industry
competitiveness :

• Promoting safer, more environmentally friendly vehicles and parts.
• Simplifying certification procedures.
• Speedier sourcing of substitute parts and components during
natural disasters.
As part of its intensifying efforts toward global harmonization and
mutual recognition, the Japanese government submitted a proposal
for an “International Whole Vehicle Type Approval (IWVTA)” system
at the UN/WP29 March 2010 meeting, where it was agreed to by
member countries. Implementation of the proposal (targeted for
2016) is currently under discussion.
IWVTA, originally based on the 1958 Agreement, advances mutual
recognition from the equipment and parts level to approval of the
“whole vehicle”. As IWVTA related efforts continue to promote
the facilitation of vehicle imports/exports, we look forward to the
utilization of this framework by ASEAN members.
Promotion of harmonization and mutual recognition will help bring
safer, more environmentally friendly vehicles to market and will
strengthen international competitiveness in ASEAN countries where
the growth of motorization is substantial. In view of this, JAMA seeks
to actively cooperate in efforts to establish the ASEAN MRA.

Suzuki Receives Myanmar Government Approval for Establishment of 100% Invested Subsidiary
Suzuki Motor Corporation has been approved by the Myanmar government to establish a new company, permitting
Suzuki to resume automobile production in the country, where production operations have been halted since
2010. Suzuki is now preparing for the establishment of this new automobile production and sales subsidiary, Suzuki
(Myanmar) Motor Co., Ltd., facilitated via100% Suzuki investment.
Suzuki (Myanmar) Motor Co., Ltd. is scheduled to produce its Carry compact truck at a plant located in Yangon, where
the former Myanmar Suzuki Motor Co., Ltd. (closed in 2010) previously produced automobiles. It plans to expand
its automobile production and sales in Myanmar as infrastructure development advances in line with economic
liberalization.

In March 2013, Toyota opened a second production plant in Karawang,

Opening of Second Engine Plant in Indonesia
In early 2016, Toyota will open a second engine plant in Karawang, Indonesia, with
a production capacity of 216,000 units per year. Toyota will invest approximately

Launch of Mobilio
In 2014, Honda first launched Mobilo, the first LMPV designed for Asian market in Indonesia
followed by Thailand, Singapore, and the Philippines respectively. To serve the market
demand, the car was produced at Honda’s manufacturing plant in Indonesia and Thailand.

Launch of Attrage and Mirage
July saw the launch of the new Attrage. Even though domestic sales were less than 50,000 units in 2010,
by launching Mirage in 2012 and Attrage in 2013, MMTh was able to achieve annual sales of 100,000 units.
Production volumes exceeded 300,000 units for the first time, reaching 357,000 units in 2012. MMTh’s export
volume of completed vehicles saw significant boosts due to the Mirage and Attrage, surpassing 200,000 in 2012
and reaching 242,000 units in 2013.

In November, MMTh launched its all-new Triton. The all-new Triton gets its full redesign in nine years and is
produced at MMTh’s Laem Chabang Plant. MMTh plans to roll out the all-new Triton sequentially in ASEAN,

and sales milestones. The celebration of these milestones is good news for the overall

Opening ceremony of the new automobile plant in Indonesia
Suzuki has held an opening ceremony for its new Cikarang automobile assembly
plant on 29 May, 2015. Upon completion of the plant, “Ertiga” assembly was
transferred from the Tambun Plant. Suzuki’s production capacity in Indonesia is
approximately 250,000 units.

Seizing growth opportunities in Asia and other fast-growing markets, UD Trucks invested 2 billion baht to extend
its Samut Prakarn plant by 20,000 square meters, including a modern assembly line, new cab plant and paint shop. Located in an eastern suburb of Greater Bangkok, the plant will have a technical production capacity of up to 20,000
units approximately per annum.
With these changes, the plant will become the first completely built-up production facility for UD Trucks outside of

Back to School
The Isuzu-TESDA Auto Mechanic Training Center in Tacloban, Leyte held a ceremony
to mark its reopening on February 16. The facility had to be closed in November
2013 due to extensive damage caused by the strongest typhoon ever to hit the
Philippines. All 67 live-in students, who had left school and returned to their families,
came back to the school after an 18-month absence. The school was established
in 2008 to help youths in disadvantaged communities develop skills necessary
for stable careers as auto mechanics. All classes have already resumed and new
applicants will start being accepted soon.

An automatic transmissions (AT) manufacturing joint venture was established between Akashi-Kikai Industry
Co. Ltd. (a Daihatsu subsidiary) and Perodua (a Daihatsu joint-venture company) in February 2012. The company
began local manufacturing in March 2013, the first time in Malaysia.
Establishment of R&D Proving Ground
In May, MMTh opened a new product proving ground in Thailand to further

Honda Eco Mileage Challenge
Honda Eco Mileage Challenge is the competition in which participants using Honda engine (110cc)
to create a vehicle to compete fuel efficiency. The 2014 is the 5th competition. With the slogan
“How many km you can travel with 1 liter of gasoline”, this competition is not only the playing
ground for people who loves technology but also increase their awareness of environmental
protection through their competition, team work and creation. In 2014, this competition attracted
129 teams from mostly universities, colleges nationwide, the current record of this competition is
1,164.848 km/l. And Honda Vietnam is preparing to hold the 6th competition in 2015.

Safety Thailand Program
In Thailand, with remarked economic growth, the number of road accidents is rising with the
sharp increase in number of motor vehicles in use. In 2013, road fatalities numbered more
than 14,000, and prompt measures are desirable. Under such a circumstances, A.P. Honda
Co., Ltd.(APH) has run the Safety Thailand Program to spread knowledge and technology for
safer driving since 1989. The main activity is safer riding training at its facilities. More than 23
million people have taken part in this program until 2014. Moreover, APH has also promoted
the establishment of new safer riding training facilities in collaboration with vocational schools
since 2011 with an ultimate plan to provide training in all the provinces of Thailand.

Youth Camp for Disaster Prevention and Road Safety
Honda Automobile (Thailand) Co., Ltd. has held youth camps for high school students to
offer the opportunity of learning disaster prevention and road safety since 2013 with Thai
government. 100 students took part in the camp held in August 2014. Following a lecture on
disaster prevention, the students carried out practical training with expert instruction, including
rescue and relief methods for the injured when an earthquake or a fire. Also, there was a safe
driving lecture by an instructor from Honda’s dealer.

“Bale Santai Honda” (Rest Area for motorcycle riders during Ied Mubarrak Holiday
During the Ied Mubarak public holiday, PT. Astra Honda Motor create “Bale Santai Honda” to
serve all travelers (pemudik) by provide rest area at 24 Places along the way to hometown,
spread from Lampung to Bali in 7 days. Recorded, 17 places open for 24 hours and 7 places open

Mazda Sales Thailand (MST) worked to support northern hilltribe elementary school children.
Via the venue of a test drive between Chiang Mai and Chiang Rai, MST organized events

painting walls with blue sky and white clouds reminiscent of SKYACTIV TECHNOLOGY.

Since 2010, MMTH has donated for schools in poor and remote areas, supporting their

MMPC Helps Rebuild Banaue Rice Terraces
MMPC responded to a call for volunteers for the February rehabilitation of the Banaue Rice
Terraces. The Banaue Rice Terraces, hailed as UNESCO’s Eighth Wonder of the World, were hit
last year by a series of typhoons, causing landslides and damaging a portion of the Terraces.
In addition to helping rebuild the Terraces. MMPC took an opportunity to further help the
community through the donation of funds and teaching materials for the use of schoolchildren
at the Batad Elementary School. MMPC recognizes the significance of education in molding
the minds of future generations. Over the years to come, schoolchildren in Batad will be the
stewards of this living heritage.

Plant Tour
MMPC has expanded its commitment to continuing education by opening its doors to plant
tours from various schools and other entities. At least six schools visited MMPC during the
1st quarter of 2013, where they were given the chance to see how thousands of parts are put
together by man and machine during the process of bringing a Mitsubishi vehicle to the roads.
MMPC Donates Mitsubishi FUSO Truck to Cainta Municipality
Mitsubishi Motors Philippines Corporation donated a Mitsubishi FM 657H Truck to the Municipality of Cainta,
Rizal. The truck will be used in rural areas for the purpose of transporting goods, large containers, and so on, in
service of local business needs.

Donations in the Wake of Super Typhoon Yolanda (Haiyan)
Offering its sincerest condolences and sympathies to those affected by the recent super typhoon Yolanda
(Haiyan), MMPC donated one million pesos (USD 23,000) to the Philippine Red Cross (PNRC),intended to help
victims of this recent typhoon said to be the strongest and most destructive in history.
MMPC also continued its partnership with the Falcon Crowne Shelter Foundation, Inc., an NGO working to help
the government provide decent and affordable housing in affected areas.

Toyota Safety Driving Seminars by Dealers
Since 2010, Toyota has been conducting safe-driving courses. In 2014, Toyota began sharing
safe-driving knowhow with 130 dealers nationwide, including seminars for customers by 37

Sathorn Road Traffic Congestion Management Project
In April 2015, Toyota Thailand and Chulalongkorn University jointly began a traffic management project

Mampang Intersection Traffic Congestion Improvement
In November 2013, the Toyota Astra Foundation and Toyota Group companies, in collaboration
with the Japanese government, undertook a pilot project to enhance infrastructure and traffic
management at Jakarta’s Mampang intersection. Under the project, traffic congestion in the
busiest lane saw a 77% reduction.

Starting in July 2015, Toyota Mobility Foundation will partner with the Da Nang City Government in

Toyota Mekong Club Championship: Soccer Tournament for Mekong Countries
From 2014, Toyota has launched soccer tournament for Mekong countries. For 2015, the 2nd
Mekong Cup soccer Championship will be held in November and December, featuring teams
from Cambodia, Laos, Myanmar, Vietnam and Thailand. Toyota will also provide football training
for youth in Thailand and Vietnam.

Nissan International NGO Partnerhip Supporting Community Development
Nissan Motor Co., Ltd has partnered with the international NGO Habitat for Humanity in order
to implement social projects including housing, water and sanitation across the ASEAN region.

Suzuki Motor donated funds for aTree Planting Project partially supported by profits from the Ertiga Family Party
which took place in January. About 30,000 trees, consisting of 30 species, were planted in West Java Province.
