President’s Report
This time last year I was reporting on the fact that a
few sailors were getting into wide-style boards. At
that time there were two ‘full-on’ Formula boards in
the state, a Starboard 155 and a Bic FV 1.1. There
were also a couple of Bic Technos, the odd Mistral
Vision, an F2 305 and an AHD 310. A few of these
sailors were also using BIG sails of around 8 to 8.5
m, and one sailor had a HUGE 9.3.

Well, how things change. Formula windsurfing has
quite literally taken the Tasmanian Windsurfing scene
(and the rest of the world) by storm. At last count
there were 18 ‘full-on’ Formula boards in the state
and most of the owners have a range of sails between
8 and 11 m, with even bigger sails on order !!
Formula boards are wide (1m), quick, plane early,
have a huge wind range (8-25 knots with just two
sails) and are surprisingly easy to sail. Their forte is
upwind and downwind sailing, but they’re also super
fast on a reach, making them ideal kit not only for
racing, but for blasting around as well.
Wavesailing’s definitely making a bit of a comeback
lately. Not only are we seeing some of the old faces
from the ‘80s competing in events !!!!, but we’re also
seeing some new, younger sailors who are full of
enthusiasm. We really should remember that the
conditions in Tasmania are not just good, they’re
world class !! It’s just a matter of making the most
of them.
Doing just that, among others, have been Ken
Woolford and Anthony Houston. They’ve been

getting quite a few good sessions at Cloudy Bay on
Bruny Island. Memorable days include long down
the line waveriding in perfect conditions and many a
Storm Warning with 7-9 m swells and 40-50 knot
winds. These conditions can result in sets out the
back reaching double mast high. Did anyone read in
the paper about the rescue helicopter that was called
out to search for a sailor ‘supposedly’ in distress in
large seas off southern Bruny …….. that was a huge
day !!!
The BIG NEWS for all Tassie sailors is that we will
host the National Formula Windsurfing Titles and
the National Wavesailing Titles, back-to-back in
2003. The Formula Windsurfing event will be hosted
by the Sandy Bay Sailing Club in Hobart from the
19th to the 23th of January 2003 and the Wavesailing
championships will be held at Marrawah in the
North-West of the state from the 27th of January to
the 1st of February 2003. Both events should attract
a top field of interstate and oversees competitors.

sailors, has already booked his ticket to Tassie, so

be more relaxed about
when to change over to
the slalom format, which
should be at around the
18 knot mark.
Other news is that Windsurfing Tasmania and the
SBSC purchased a START learner board earlier in
the year. This board is similar in design to the new
Formula boards, being 1 m in width, and will accept
all conventional windsurfer rigs. The deck is fully
padded and it’s easy to use. It’s hoped that this
board will introduce a lot of beginners to the sport
and that further boards can be purchased down the
track.
The Formula rules for our state titles were also
changed at the AGM. Instead of having potentially
confusing rules regarding boards, sails etc (especially
when quite a few people
still like to sail long boards
in lighter winds), WT now
has just two rules in
regard to the State Slalom
and Formula titles.
In terms of WT
membership, we had 41
members last season.
As you can see on the
graph over the page,
that reflects a fairly good
upward
trend
in
membership over the
past 6 years. Once again, wavesailors who only own
wave-boards accounted for over one quarter of our
membership.
There’s also been an increase in the number of
people on the WT mailing list. which now stands at
92 and is 11 up from last year.
A special thanks go to Cathy and Richard Walker
who have done a fantastic job organising and running
many West Coast Wavesailing Classic’s over the
years. The Walkers have moved back to Hobart,
after calling Green’s beach, Marrawah their local

extraordinaire, has now taken on the role of
wavesailing coordinator within the state.

Quite a lot of Tassie sailors have recently selected
new ‘AUS’ prefix sail numbers in preparation for the
National titles. If you want to update your number to
the new system or get a number for the first time,
check out the sail number register on the official

Year
Membership costs were put up this year, from $20 to
$30, to accommodate a rise in insurance premium
costs (from $12 to $20 per member). Despite the
increase, the AWA has been very lucky to obtain this
cover, given the uncertainties in the industry at
present. However, the ‘member to member’ liability
extension is no longer available, meaning that a
member will not be ni demnified if sued by another
member.
Members can also choose to receive a very stylish
WT key-ring for only $5 extra. Also new this year,
is the opportunity for members to pay a $70 fee
which will allow them a season’s pass to all WT
Windsurfing Tasmania Inc.
For those of you wishing to retain your favourite ‘T’
prefix number, don’t worry, they will still be
recognised.
Windsurfing Tasmania is now incorporated, so from
now on we’ll be known as Windsurfing Tasmania
Inc. With incorporation comes the requirement for a
Public Officer, who will undertake a number of tasks
each year to ensure we comply with the ‘rules’ of
incorporation. Fenton Jones was elected for this
position at the AGM.
Recently, the IFWC sent the AWA, and other
affiliated associations/countries, a schedule for voting
on the proposed Formula Windsurfing rule changes
at the AGM to be held in Sylt. There were nine
criteria to be examined.

IMCO and FW class associations and the Australian
Yachting Federation, who are the local ISAF
representative office. Other AWA roles include
organizing third party insurance provided to AWA
members via their State associations (in 2002, this is
provided by NSW Boardsailing associations public
liability policy), managing a National website and sail
registry, and generally promoting the sport at a State,
National and International level.

At present the ‘rules’ are that you can have one
board, that can be up to 1005 mm wide, 3 fins (max
length 70 cm) and 3 sails (max size 12.5 m). The
proposed rule changes were essentially to reduce the
number of sails and fins to two and to limit sail sizes
to 11 m. There was also the option for freezing the
current rules for 12 or 24 months or adopting the
new rules in 2003 or 2004. Anyway, the AWA
wanted to hear from each of the states to get their
view before voting on the issue. The WT committee,
when asked to comment, certainly favoured the
reduction in sail size and sail and fin number, as it was
definitely one way to cap the costs involved in being
competitive, but eventually voted to freeze the current
rules for a period of two years.
It was generally thought that this was best for the
sport, and that the current rules had only been in
place for 12 months and that any changes could be
detrimental rather than positive. The same view was
held by the majority of other states and, as it turned
out, the rest of the Formula Windsurfing community
around the world, as the result was to freeze the
current rules for 24 months.
Well, daylight savings has started and the season
ahead is shaping up to be a good one, so happy
sailing to you all and see you out on the water.

Report from the AWA President
The Australian Windsurfing Association (AWA) is
the peak National windsurfing body in Australia and
coordinates most of the National events, interfaces
and liaises on behalf of our sport with the
International bodies governing our sport such as the
IWA ( International Windsurfing Association),
Windsurfing Tasmania Inc.

The AWA would like to note its’ appreciation of the
lengthy service provided to our sport by previous
long standing President Bill Joselin from NSW who
has been active in arranging and coordinating many
AWA events over the past years.
One of the initiatives to be introduced by the AWA
during 2002 is the planned introduction of State
nominated specialist Wave representatives into the
AWA (in addition to the FW and Slalom reps
previously included) with the intent of further
combining the respective groups of sailors into a
more unified National body whilst giving these
specialist reps the opportunity to discuss and provide
input to their area/s of experience and expertise.

Preparing to jostle for position at the start of a race at SailMelb.
Formula Windsurfing Nationals 2002
Elwood Sailing Club as part of the Sail Melbourne
International Regatta hosted Australia’s 2nd annual
Formula Championship.
A 5-day program
commenced on Sunday 10 Jan 2002 with registration
and invitation race in the afternoon if time and
conditions permitted. This was to be followed by 4
days of racing with a maximum of 12 races. 3 drops
would apply if 11 races were completed. It should
be noted that the stakes were high as the top 2
Australians qualify to represent Australia at the
“World Sailing Games” in France June 2002.
Registration and measuring of equipment was
extremely efficient with a maximum of 3 sails and fins
being presented and one board to be weighed to
make sure it complied with the strict (but simple)
Formula tolerances.
Unfortunately conditions did not allow for an official
invitation race to take place with a direct off shore
wind of 5 knots one minute and 25 knot bullets
moments later. The race committee did however set
a course for those interested in some last minute
preparation on the water.
Mon 11 Jan 2002, Northwest 25-35 knots, 1.5-2
meter swells.
Race committee wisely decided to cancel the days
racing as the beach break and wind continued to
build past the limitations of safety.
Tues 12 Jan 2002, Northwest 10-15 knots, 1-1.5
meter swells. Both predicted to build.
Race 1. Sam Parker (Drops MB15-Neil Pryde
RS1) was the quickest to adapt to the relatively light
wind and large swell, taking out the first race before
the time limit expired due to an unusually large
windward return course.
Race 2. Wind increased to 15-20 knots. Russell
Brice (Gaastra Nitro2.5) demonstrated some of the
skills learned from participating in the Formula Euro
Cup. Russell won with Sam Parker coming home in
2nd.

Race 3. Wind and swells still on the increase. Sam
Parker made it 2 wins from 3 races with Tasmanian
Stephen Charles (Starboard 186-KA Sails) making
his mark in 2nd.
Race 4. Wind now gusting to 25 knots, combined
with an angry sea. Russell Brice sailed a superb heat
to take the gun with young Kiwi (NZ) Clayton
Dougan (AHD 95-Neil Pryde RS1) recording his
best place for the day in 2nd.
Race 5. Competitors were reminded that fitness as
much as finesse is all part of racing when the race
committee decided to push on with another heat to
make up for the previous lost day. David Morehead
(Starboard 186-KA Sails) became the 3rd winner in
5 races and in the process reminded everyone that
the Tasmanians were serious about Formula racing.
Clayton Dougan finished the day with another 2nd.
Russell Brice deserves a special mention. Not only
did he win 2 out of 5 races on the day, but achieved
so holding down a 12 meter sail in what can only be
described as very testing conditions.
A true
testament not only to the stability of modern race
sails, but to his physical abilities.
Wed 13 Jan 2002, Southwest 12-18 knots.
Race 6. Warm weather combined with a constant
sea breeze, set the stage for a full days racing. Race
committee opted for the Box course configuration.
Mike Nelson’s (Drops MB15-Neil Pryde RS1)
victory produced the 4th winner from the 6 races to
date. He was followed home by one of the everpresent Tasmanians David Morehead.
Race 7. Mike Nelson made it 2 from 2 on the day,
with Clayton Dougan making it 3 seconds in 4 races.

Race 8. Wind increased enough for many to justify
changing down to mid size sails. That said Clayton
Dougan remained on his 12.2 m to take the gun and
in the process making it 5 wins from 8 races. Mike
Nelson made 2nd and effectively sailed himself right
back in contention for the title.
Race 9. Sam Parker finished the day in style
accounting for the last race of the day with David
Morehead completing a satisfying day with another
2nd place.
Thursday 14 Jan 2002, Southwest 9-13 knots.
Race 10. Warm sea breeze combined with the
lightest conditions of the series. Again the Box
course was utilized. Mike Nelson knowing he
needed to pull out a big one to ease the points
pressure for the last race established the largest
winning margin of the series. Clayton Dougan
produced a vital 2nd place though to make sure that
the last race would be a 3-way battle with Sam
Parker for the title. It should also be noted that
Alison Shreeve Mistral one-design skills hadn’t been
wasted when she came home in 4th.
Race 11. Sam Parker did all he could do by winning
the last race with Clayton Dougan producing yet
another 2nd place. Unfortunately for both, Mike
Nelson came home in 3rd and in the process claimed
the overall victor, by just .6 of a point from Clayton
Dougan with Sam Parker another 1.1 points adrift.
Summary
A total of 34 entries with 30 starters, up from just 8
competitors 12 months earlier, enjoyed excellent
well-run racing in a fantastic location. With 5
different winners from 11 heats and just 1.7 points
separating 1st from 3rd it is fair to say that Formula
windsurf racing is and will continue to develop as a
first class racing scene in Australia.
Two
Tasmanians, 2 NSW, a Victorian and a Kiwi made
up the top 6 positions, giving a fair indication of the
spread of talent emerging throughout the country.
This combined with the enthusiasm demonstrated by
both competitors and officials almost guarantees the
continued growth of Formula Windsurfing in
Australia.

Tasmanian state title results
FORMULA AND SLALOM
Round 1: The season started at Swansea on the
State’s east coast in November. With what was
hoped to be an increasing E-NE wind, a large ‘Mshape’ course was set with two laps required before
finishing. Despite the promising forecast, racing got
underway in fairly light winds that rarely got above 12
knots and were mostly in the 6-10 knot range. It
turned out to be a battle between the consistent
raceboards and the ‘planing one minute and dogging
it the next’ Formula boards, with the Formula boards
eventually taking out line honours in the two races of
the day. The light winds took their toll on most
sailors, with a lot of pumping required to either keep
a raceboard competitive or a Formula board on the
plane. First placegetter in the second race, Steve

Charles, finished only one minute ahead of the race’s
90 minute time limit.
Sunday’s forecast was for strengthening Northerly
winds that were expected to reach 30-40 knots on
the east coast later in the day. The morning started
with a light, but warm northerly and a large trapezoid
course was set. By the time sailors got out on the
water it was blowing a solid 20 knots. The steady
off-shore winds provided flat-water for some super
fast racing. Steve Charles sailed consistently to take
out both races using an 8.3 m sail on a Formula
Sailors took time out for lunch and watched the wind
continue to pick up. A briefing was held at 1 PM
and it was deemed too windy to physically change
the course, but racing would proceed. A figure of
eight course would be run from the beach to the
outermost course mark (2 laps). The wind was now
30-35 knots and the previously flat water was
coming through in what appeared to be almost swelllike sets. About 20 kiteboarders had also travelled
to Swansea that weekend, and most of them had
now ditched their kites and were sailing their
waveboards out in the bay using sails around the 4 4.5 m mark. Only 6 racers lined up for the first race
of the afternoon, 4 on slalom boards and two on
Formula boards, with 8.3 and 7.6 m sails (silly, silly,
silly !!!). Anthony Perkins sailed well to take out the
first race and Stuart McKay sailed flawlessly to take
out the second and final race for the day. The gale
force winds continued well into the evening but had
abated the following day, allowing the course marks
to finally be collected.
Round 2: Hawley Beach, North Coast of Tassie
(December). The scene was set for some awesome
sailing. Fine weather, strong winds (25-30 knots),
sand-bar, low tide. A figure of eight course that
extended past the sandbar and out into rough water
was set and four slalom races were held. Anthony
Perkins sailed superbly to take out three of the four
races using a slalom board and a 5.8 m sail. Anthony
was unfortunate not to win all races after breaking a
harness line and falling from first to sixth place in the
third race. Steve Charles and Dave Morehead, who
were keen to get as much practice on their Formula
boards as possible before the nationals, raced the
figure of eight course using 8.3 and 8.4 m sails, with
Steve managing to take out a credible four 2nd’s and

Dave a 4th and three 3rd’s. Stuart Mckay sailed
well to finish with a 3rd and three 4th’s. After the
four races, sailors got in some excellent flat-water
sailing right next to the sandbar.
That evening there was huge BBQ at the Perkin’s
residence, with lots of alcohol consumed and many
tall tales told. The next day there was absolutely no
wind (which was quite lucky for a few) and the grey
clouds set in. At 11 AM it was decided to cancel the
racing and call it quits. Once again, Anthony Perkins
had held a fantastic event, took most of the glory and
together with wife Shanlee, put on a fantastic BBQ.
Round 3: Sandy Bay, Hobart (Australia Day long
weekend). After having fickle winds for racing the
past two years, Hobart sailors wanted to show their
northern counterparts that it does blow in Hobart, but
alas, it was certainly not going to happen this year.
For the first time probably on record, there was no
state title racing held at all over the 3-day long
weekend. After getting the Dash-for-Cash event
finished on the Saturday in very light winds, the
Derwent River resembled a mill-pond for the rest of
the long weekend. Someone thought on the Sunday
that perhaps the wind would pick up if we started
drinking beer. It’s happened before. Sometimes it
only takes one beer, sometimes more, but a carton of
beer later it was still flat calm.

necessary to weave through gently breaking (but still
quite nasty) waves. Heading for that bottom mark
flat out, deciding which way to dodge swells on a
broad reach and then rounding the mark and heading
upwind into quite sizeable waves was a great feeling.
Luckily, the waves weren’t too close together and
you could bear away and miss them quite easily while
going upwind if you wanted to. It appears that
everyone had a ball and the level of sailing improved
dramatically for most sailors throughout the day.
A few sailors decided to change down a sail after the
first race, but most continued to use their biggest race
sails. Steve and Dave, using 10.5’s, took out two
firsts and two seconds each and Anthony Perkins
took out three 3rd’s and 4th. Rob Gordon’s sailing
improved dramatically throughout the day enabling
him to cross the line in 3rd place for the final race.
That evening the wind picked up and it blew all night
from the NE. By morning it was 25-30 knots and
the bay had a big sea rolling in. There was no way a

Round 4: Stanley, in the states NW (March).
Going into the final round, Steve Charles was
narrowly holding the lead in the Formula, while
Anthony Perkins held a comfortable lead in the
Slalom.
The forecast was for moderate nor-easterly winds on
the Saturday, freshening overnight to 30 knots and
tending more northerly, with a further strengthening
during the day for Sunday. Well, what a weekend it
turned out to be. Sunny the whole time and plenty of
wind.
On Saturday there was a constant 15 knot NE wind
and four Formula races were held. The race
committee had set a brilliant course and there was a
big, gentle ocean swell rolling in making all points of
sailing interesting. The bottom mark was set just

course could be set. However, when conditions are
like this, immediately out in front of the caravan park
there’s a little sheltered area where the swell comes
through in sets, but there’s no chop and the wind
funnels through cross-offshore. Dave Morehead
made the most of these conditions going out at about
8:30 in the morning on his wave board powered up
with a 4.7.
The race committee was on the ball and headed
straight round to the inlet to set a slalom course.
There was a briefing at 10:30 AM and sailors were
frantically rigging to be ready for the first race
scheduled for 11:30 AM. The tide was on the way
out and the big long sand-bar was slowly being
exposed. The race committee had to limit itself to
holding only 4 figure of eight slalom races (max. of 8
races per event) and the racing was all over by 1:30
PM.
These were some of the best slalom races that had
been held. Flat calm, 30 knots and just so powered
up. Sailors were leaving the beach at the start
(beach-start) and heading off on a broad reach,
almost out of control. Then, with the curve of the
sand bar, it became more of a tight reach to the far
mark. Being so powered up, made making the mark
easy, but then, after gybing, it was once again a really
broad reach down the sandbar. Anthony Perkins
showed real skill finishing with three 1st places and a
2nd. Dave Morehead did well to finish with a 1st
and two 2nd’s, while Steve Charles managed three
3rds and a 4th.
Morehead – third place’ and could hardly wipe that
smile off his face when he heard ‘Steve Charles second place’. The champ had done it !! Not only
had he secured first place in the Slalom titles, he won
the Formula Overall title. The YD perpetual trophy
was back in the north of the state once again. Well
done to ‘the champ’.
The trophy presentation was followed by a fantastic
meal and then it was back to the caravan park to
watch two hours of great slalom racing footage taken
that day by Robyn Jones using a digital video camera
out on the sandbar.

After racing, some sailors stayed at the inlet, whiles
others drove back around to the caravan park and
rigged wave gear so they could go out and enjoy the
waves that had now picked up considerably out in
the middle of the bay. Super big seas, lots of fun,
hooting down the faces of huge breaking waves one
way and getting massive air on the way back. This
lasted for about three hours before the weary finally
called it a day.
The points for the series were tallied and kept secret
until the trophy presentation. Anthony Perkins knew
that he’d sailed well, especially in the slalom, and
thought he must be in with a chance for the overall.
Dave Morehead and Steve Charles also wondered
how they were placed, having each won the overall
twice in the previous four years.
Tony Fitzgerald presented the fantastic trophies.

After heavy morning rain, competitors revelled in
almost perfect conditions on the first day of action.
Sailing was at Greens Beach, which provided
crumbling 1 m waves and strong cross-shore winds.
WAVESAILING
This year’s SHQ’s West Coast Wavesailing
Classic was held in the first week of January. The
event attracted a good number of competitors, which
reflects the work Cathy Walker has put in to
promote the event over the years. As usual, there
were also a number of interstate sailors down for the
competition.

man-on-man heats replaced with an expression
session format, which gives riders the chance to
come and go from the water as they please, rather
than having to wait on the beach for their heat to

Royal Hobart Regatta Dash-for-Cash
WT had a new event in early February with the
Royal Hobart Regatta hosting a Dash-for-Cash.
Unfortunately this event coincided with miserable
weather and strong blustery southerly winds. Only
four sailors braved the conditions and completed the
two-lap figure of eight course. Despite the conditions
and the turnout, the Royal Hobart Regatta
appreciated the involvement of WT and were keen to
see windsurfers back again this year. Due to a lack
of competitors, the full prize pool ($250) was not
realised.

Judges usually look at the length of the wave rides,
the quality of the transitions on the wave, how good
their turns are, their overall smoothness and of course
jumping. The people who are out there sailing the
most and having the most fun usually end up the
winners.

Kaleb Smith took out the open division, followed by
Greg Pollard and Al Cook. Dan Berry won the
‘mainland’ division, followed by Jimmy Harcourt and
Darrel Gould. In the Master’s, Andrew Barrenger

the women’s section, followed by Cathy Walker and
James Atkinson sailed well to win the Juniors.
The KA SAILS Dash-for-Cash was held on
Saturday 26th January. Twenty-four sailors lined up
at the start, but the light winds took their toll early,
with a number of slalom sailors deciding to turn back
having ventured only a few hundred meters out from
the point. The rest of the fleet moved slowly on a
broad reach across the Derwent. First around the
mark were four longboard sailors, who had already
made a break from the rest of the fleet. As the first
few Formula boards rounded the mark they managed
to pump up onto the plane, giving the longboarders a
bit of a fright, but they found pointing difficult in the
light winds.

The longboards made good time back to the point
with a jubilant Ian Johnston winning the race in a time
of 49 minutes 12 seconds, followed by Jack Van
Eck (49:50), Bernt Gennsen (51:54) and Miles
Watchorn (52:56).
The Sandy Bay Regatta
Association were so impressed by the turn-out and
commitment of sailors, despite the trying conditions,
that they added their provisional $400 of prize money
to the $600 provided annually by KA SAILS. This
money is normally reserved for when the fleet
exceeds 40 competitors. Ian Johnston wasn’t
complaining, taking out 1st OPEN and 1st Master and
$500 in cash. David Gatehouse won the lucky draw
prize of a brand new KA KARVE sail valued at
$485.
A special thanks must go to the Sandy Bay Regatta
Association, KA Sails and Peter Cleary for once
again providing the cash, prizes and atmosphere that
make this event one of the most exciting on the
calendar.
Thanks also to the Volunteer Coastal Patrol who
have set the marks for this event each year. Putting
them to the test this year, were about 8 sailors who
required rescuing due to the light winds that
prevailed.

Bishops Solicitors and Carr Sails ‘Beach-to-Beacon’
The annual Beach-to-Beacon event sponsored by
Bishops Solicitors and Carr Sails turned on the
conditions once again, with sunny conditions and a
solid NW wind providing testing conditions for all.
Numbers were up on the previous year, but there
was still a feeling that more could be done to attract
new blood to this event.
The forecast was for fine weather with a
strengthening NW wind, expected to reach 20-30
knots by late afternoon. Well, by 1 PM it was
already blowing a solid 20 knots, making some of the
guys who only brought Formula gear to the event a
bit worried. The wind continued to build up to 2530 knots by the time the race got underway.
The course was out across the channel, followed by
a small downwind ‘M’ section and then back across
the channel. The chop, especially in the middle of the
channel, was big and steep due to an outgoing tide
running opposite the wind. This made it difficult for
the slalom boards to hit full speed and added an extra
dimension to the already trying conditions.

2002 WAVESAILING NATIONALS :
These reflections must begin with a congratulations to
all involved, especially Rohan Cudmore and Aaron
Constable from the Australian Wavesailing
Association and John Smythe and the team from the
Merimbula Sailboard Club.
Aaron pulled out the big one on presentation night
when he awarded two trips on a yacht for a two
week cruise around the islands of Fiji. He must have
friends in really high places, as the sponsorship deals
he set up were really great. Chales Dalzey and his
Black Ice company were great backers of the
contest, as were all other sponsors whose names
appeared on the rash vests given out at the time of
entry.
Two days of competition may not sound great over a
week, but the wind seems to have been fickle this
year so that is part of the game. (We had had ten
days of miserable rain only a week before the contest
, which would have been totally disasterous ... so I
guess we can count ourselves lucky that the days
were lovely sunny days, and you could surf or golf or
sightsee or whatever during those windless days.)

Marrawah is located on the NW coast of Tasmania.
This event will not include kitesurfers this year and
will be mobile, travelling around the Marrawah area.
From previous years we found that it is best to be
mobile for the chance for all at the best conditions.
Man on man double elimination will produce a winner
most befitting of the Australian Wavesailing Title with
a time permitting ‘Expression Session’ being held
when we have a winner. The Expression Session will
be an ‘enter at own risk’ event as we expect some
big moves in some gnarly conditions.
Due to the chance of high wind and surf conditions
we will attempt to minimise risk to participants by
holding the competition in conditions that everyone
agrees are suitable.

SMACKFEST
Futuristic wavesailing contest is coming!
Negotiations are almost settled regarding network
rights to Smackfest coverage, a key step towards the
running of the contest in the first week of
February 2003.
Says Cisco, “... of course I would love to be part of
this event, also I hear that the conditions could be
pretty fun.”
‘Fun’ is one way to describe the conditions:
‘completely psycho’ is another. Smackfest is to be
held at Marrawah on the west coast of Tasmania.
Competitors can look forward to wind in the 25- 40
knot range and waves ranging from 3/4 mast high to
double mast. Smackfest is all about going big.
The Australasian section will be invite only for
Smackfest 2003, so if you shred, then expect to hear
from Smackfest soon.

WT Windsurfing Dinner
The first of two windsurfing dinners was held in
Hobart on Saturday 26th January. It was a great
night out with 32 people enjoying the fine food and
wine on offer at Mumaluka’s in Salamanca. The
unusually humid conditions, and lightning and thunder
outside, provided realism to the deepest darkest
Africa theme.
The second windsurfing dinner was after the prize
giving for the Formula and Slalom State title events
and was held at Michael's at Stanley. This is a great
little restaurant that provides excellent service with a
great atmosphere.

Sandy Bay Sailing Club Report
Formula Windsurfing has taken off at Sandy Bay
Sailing Club. Last sailing season, a group of keen
Formula sailors approached the club, and regular
racing then took place between September and
April. Whilst we generally didn’t have much luck
with the weather (sea breezes always seemed to
arrive on the Friday or Sunday, but not on
Saturdays!), some great racing still took place. Up
to eight racers took part in the racing most
Saturdays with Dave Morehead and Steve Charles
dominating the top two spots.
The Club has a nice grassed rigging area, full change
room facilities, canteen and beach frontage. This
move has made Formula racing more accessible,
regular and professional in Tasmania. The SBSC
Committee have been very supportive of the new
class, and Windsurfing Tasmania now has
representation on their committee.
An exciting development in this partnership is the
purchase of a Starboard Start learner board for use
by Windsurfing Tasmania and SBSC members. This
will help promote the sport and bring new people into
Windsurfing (and hopefully racing). Sandy Bay
Sailing Club will also be hosting the Formula
Windsurfing Australian Championships on 19th 23rd January 2003.

attracted significant interest from onlookers and
sailors from other classes, particularly young sailors in
Cadets and Lasers. If you are interested in racing, or
just having a go, then come along to the Club and

Kitesurfing – roll on summer
Kitesurfing has exploded worldwide and across
Australia. As more and more people get into the
sport popular spots are getting crowded. Unlike
sailboards kite can take up 30meters of water,
especially if the kite is low. If we are going to have
kitesurfing accepted by other water users it is
essential that we establish and adhere to some rules
of the road. The International Kiteboarding
Organisation (www.ikorg.com) has a set of priority
rules which provide a standard which will enable
kitesurfers to adopt a set of rules similar to the
international sailing and boating rules.
Here are some general rules (mostly they are just
common sense……)
• Give way to all other watercraft. Most other
water users out there don’t understand how a kite
and rider operate and are often unable to
anticipate your course and speed. The safest way
to do this is to park the kite directly above in the
neutral position and wait for the other vessel to get
past. Alternatively bear away and go downwind
of them.
• Never jump within 50m upwind of another
person. I received several complaints from
yachties about some kiters jumping too close to
yachts in the Derwent last summer and causing
them to alter course. Remember they don’t know
how good you are and what you are trying to do.
Don’t spoil it for the rest of us by your thoughtless
actions.
• Know your ability and limitations. Over
confidence is probably the biggest factor in many
accidents think before trying to impress someone.

• Always wear a kite leash. The recent death of a
German female Pro-rider was caused by another
persons run away kite becoming entangled in hers.
Safety leash can be set-up to allow for spins and
rotations without tangles. Besides it’s no fun being
stuck 1 km off shore with no kite.
• Wind up your lines when you come in. If you
come in for longer than 5 mins wind up your lines,
other people want to use the beach, dogs, kids
etc can accidentally get tangled and cause a kite
to flip over and take off. Other kiteboarders may
want to rig up and it is difficult in tight locations
when someone else’s lines and kite are lying
around.
When kitesurfing with other kiteboarders the
following rules if followed by everyone will avoid
accidents and annoying and costly tangles and line
breakages (kite line will cut kite line).
When two kites are heading towards each other the
upwind kite has right of way. Further to this, the
upwind kite should get their kite high and the
downwind kite should keep theirs low.

When heading directly towards each other the
kiteboarder with their right hand forward has right of
way. This is the Starboard rule as in sailing. In this
case the kite on port tack or left hand forward should
bear away and keep their kite low.
Kiteboarders entering the water have right of way.
Most accidents happen on the beach when trying to
get to the water. If there is a kiteboarder trying to get
into the water and started stay away and let them get
going before you come in. When your are trying to
get past rocks or get into bindings the last thing you
want to worry about is someone who is out there and
already in control and going.

Last year WT had 41 members. The more support
WT has, the more WT can promote the sport and
organise racing events, newsletters and functions.
The WT membership form is attached to this
newsletter. Benefits for windsurfers include:

that the insurance premium has almost doubled since
this time last year. However, the ‘member to
member’ liability extension is no longer available,
meaning that a member will not be indemnified if sued
by another member. The collective premium provides
up to $10 million third party cover against public
liability. There is a $1000 excess claim.
This scheme has great merit and puts the onus on
competitors to have cover rather than the competition
organisers (who would have to raise the $10 000, or
thereabouts, premium required to have similar cover).
Cover is 24 hrs a day, so it’s not just when
competing in an event!
Membership cover is from June to July each year.

Racing will be held in winds ranging from 8-35 knots. Any board can be used. There is a maximum size limit
for sails of 12.5 m. Generally, if the course involves an upwind leg, points will be awarded toward Formula
(and Longboard). For all other courses points will be awarded toward Slalom. Generally, Formula races will
not be held in winds above 18 knots and Slalom races will not be held in winds below 18 knots. Please note:
It will be at the discretion of the race committee as to what type of course is set (Formula or Slalom) and
whether points will be awarded toward Formula (and longboard) or Slalom.

6.
Rules
This event will be governed by the 1993-1996 International Yacht Racing Rules (IYRR) and the prescriptions
and safety regulations of the Australian Yachting Federation (AYF), Notice of Race (except as these are
altered by these Sailing Instructions) and the Sailing Instructions. This event is classified as a Category B
event.
7.
Eligibility and Entry
Entry is open to all members of WINDSURFING TASMANIA Inc. or other associations affiliated with the
AUSTRALIAN WINDSURFING ASSOCIATION upon acceptance of Sailing Instructions and payment of
the Heat entry fee ($5), which is paid at the time of registration.
8.
Race Briefing
Briefings will be conducted by the race officials and will include information on:
Course location and configuration;
Sign on/sign off procedures.
9.
Start/finish
At 5 minutes to start, 1 minute to start and upon starting a signal will sound. An alternative starting procedure
of a ‘gate start’ may be employed. Competitors should note their finishing order in relation to other
competitors finishing immediately before and after them.
10.
Abandonment
Race abandonment will be signalled in accordance with Racing rule 4/1 accompanied by 3 sound signals.
11.
Time Limit
The time limit for all races will be 90 minutes for the first to finish in each class or division. Sailors finishing
more than 20 mins after the first to finish will be recorded as “did not finish”.
12.
Alternative penalties
Alternative penalties in accordance with racing rules, appendix B4, 7.1, apply.
13.
Safety
Buoyancy vests or harnesses complying with AS1499 or approved by the Race Committee must be worn as
intended whilst afloat. A competitor not complying in this regard will be ranked as a non-starter. Each
intending competitor shall personally sign on for racing before leaving the shore for any race or racing period
and shall personally sign off from racing upon returning to shore after completion of racing or retirement.
They shall sign off within 30 minutes of the last valid finisher in that race or the last race of the relevant
racing period. Failure to comply in every regard will result in disqualification from that race. If more than
one race is sailed in a racing period, then failure to sign on will result in disqualification from the first race of
the racing period and failure to sign off will result in disqualification from the last race of the racing period.
Failure to both sign on and sign off will result in disqualification from all races of that racing period. The sign
on/sign off area will be indicated at the briefings. In the need for race abandonment, all competitors shall
proceed to the launching area and shall sign off as soon as possible.
14.
Equipment
Formula Windsurfing and Slalom: Any board up to 1005 mm in width and sail of up to 12.5 m can be used for
racing and sailors may change boards and sails during an event.
Longboard: The size of the sail is to comply with the persons weight. Anyone up to 75 kg can sail a 7.5
metre sail (or smaller). Thereafter, to use a 0.5 of a metre bigger sail, you need to weigh the appropriate
weight (e.g. an 8.0 metre equals 80 kg). There is to be a tolerance level of 3 kg (maximum) and a weight
penalty up to that 3 kg to apply. So, the sail size is to be equivalent to weight, plus amount to 3 kg weight
penalty above 7.5 metres/75 kg.
Longboard sailors will automatically be awarded points toward the longboard division as well as the Formula
windsurfing division when sailing Formula races.
15.
Trophies
Trophies will be awarded to the top three place-getters in each division and a perpetual trophy will be
awarded to the winner of the Formula Windsurfing ‘Open’ and ‘Masters’ divisions and the Slalom ‘Open’
division.
17.
