rescues in January
Air Test and Evaluation Squadron 31’s
search and rescue team had one of its busiest
rescue months on record in January 2014.
Three calls came in from local civil authorities requesting the unit’s services. The
first call came in from Death Valley National
Park on Jan. 3 for a missing couple from
Pahrump, Nev., who were stranded in the
remote Hunter Mountain area. The SAR
crew received the call in the early afternoon
on a flex-Friday and was dispatched to the
area to search. Immediately prior to launch,
the Death Valley National Park Service notified the crew that one member had been

Tuition Assistance Program funds awaiting Sailors’ use
VIRGINIA BEACH, Va. (NNS)
— The Center for Personal and
Professional Development is asking Sailors to submit their Navy
Tuition Assistance requests — and
now would be good — said the
director of Navy Voluntary Education March 3.
According to Ernest D’Antonio,

the expenditure rate for TA funding
is currently below normal levels,
which means there’s more funding
available than usual at this time of
the year. “We use historical ‘burn
rates’ as a guide for allocating TA
funding throughout the year,” he
said. “We plan really well for routine
years. After furloughs and a government shutdown, Fiscal Year 2014
hasn’t been a routine year,” he said.

unused amounts don’t carry over.”
D’Antonio said, “We want Sailors to continue to pursue their education and submit
their TA requests — we work hard to allocate
every TA dollar available to give Sailors the
most opportunities to use their TA funding
allotment for each fiscal year.”
He said more than 25,000 Sailors have
used TA benefits so far this fiscal year and
emphasized that a Sailor’s command is an
important part of TA authorizations because
they’re the first step in the process after a
Sailor submits a request.
“It’s each command’s responsibility to ensure their Sailors are aware of and meet all
relevant TA policies, are comfortable with
their Sailors’ ability to complete a requested
course, and process each Sailor’s TA request
promptly,” said D’Antonio.
“A command approver can review a Sailor’s
request and deny it if all Navy requirements
aren’t met, if the Sailor’s performance isn’t
up to standards, or if the command’s mission
might not permit the Sailor to complete the
course. Ultimately, it’s the commanding officer’s decision,” said D’Antonio.
D’Antonio also recommended each command approver continually review the Sailor’s
education progress.
“Our biggest reason for disapproval of TA
requests is they aren’t received from the
Sailor’s command approver prior to the
course start date, as required by DOD instruction. Often when we review a TA request,
a Sailor may be missing some of the TA prerequisites such as a current education counseling by a Navy College Office (NCO) or
Virtual Education Center counselor, or an

Making the Decision
When we’re in pain or sick, we’re anxious and it can be hard
to think straight. We want relief as soon as possible. When a
child is hurt or ill, the anxiety can be even greater. In those moments, it is can be hard to determine if you need to go to the
emergency room or if an urgent care center will do. It’s important
to make that distinction because making the wrong choice will
cost both time and money.
Generally, if a condition is threatening to life, limb or eyesight, or
causes the beneficiary to require relief from pain, it is considered
an emergency and calls for a trip to the emergency room. TRICARE
defines an emergency department as an organized, hospital-based
facility available 24 hours a day providing emergency services to
patients who need immediate medical attention. Emergency departments affiliated with a hospital are most likely TRICARE-authorized providers. Beneficiaries and their families will get the appropriate level of care and save money by having urgent care needs
met in urgent care facilities.
Over the last two decades, over 9,000 urgent care centers have
emerged across the country and this may lead to more urgent care
facilities in an area than emergency rooms. However, beneficiaries
who seek care at an urgent care facility need to ask if it is affiliated
with a hospital-based emergency department. If it isn’t, the
beneficiary will need to make a decision about getting care elsewhere
or being responsible for those facility charges.

years ago, according to D’Amato. “It is part of a multi-phase effort to bring the Main Fitness Center into a new
era,” he said. “The design was the talent of Charles Browne at Public Works using the talents of staff in Public
Works, FEAD and a talented contractor to make this effort a success. The effort itself involved a tear out of the
old sloped floor, counters, and lights, replacing with state of the art surface, a sleek and more efficient counter
area and updated light system. Funding was from our local PW support funds investing in our quality of life facilities at approximately $123,000.”

are unable to fund the TA request, D’Antonio
said. “So I repeat this message constantly:

too soon for Sailors to submit their TA request. In fact, a TA application can be submitted a year before the actual class start
date, which will help ensure the Sailor’s TA
request is funded and allows us to better
manage expenditures.”
D’Antonio also stressed that Sailors should
work closely with an NCO or VEC counselor
to help them reach their educational goals.
“The VOLED team is here to help, bottom
line. Our job is to work with Sailors, inform
them about options, provide impartial counseling and point out avenues for Sailors to
pursue their life-long educational and credentialing goals.”
According to CPPD Commanding Officer
Capt. John Newcomer, Navy leaders are
committed to providing Sailors with voluntary
education opportunities.
“We know that educated Sailors are strong
performers with well-developed critical thinking skills and the ability to make informed
decisions,” said Newcomer. “A college degree
is an investment in a Sailor and a contributing
factor in Navy mission accomplishment.”

Since 1904, NMCRS has been providing
financial assistance through interest free
loans and grants; budget counseling, education, health education and post-combat
support, budget for baby classes, emergency
travel, disaster relief, and other programs
and services to members of the Navy and
Marine Corps, their eligible family members,
widows/widowers and survivors. The society
is also responsible for receiving and managing
donated funds to administer these programs
and services. NMCRS also assists other
branches of the military through a Memorandum of Agreement.
NMCRS world-wide team consists of 3,791
volunteers, 170 administrative staff, 25 com-
bat casualty assistance visiting nurses, and
28 Traditional Visiting Nurses. In 2013,
65,358 clients received $48,600,000 assistance. NMCRS earned the coveted 4-Star
rating from Charity Navigator (America’s
largest independent charity evaluator) in
2013 for the Society’s sound financial management practices and commitment to accountability and transparency.

Journey Leadership Development
Program aims to shape tomorrow’s leaders

NAVAL AIR SYSTEMS COMMAND,
PATUXENT RIVER, MD. — 184 of
NAVAIR’s future leaders gathered for a national kickoff of the 2014 Journey Leadership
Development program Feb. 12.
JLDP is part of NAVAIR’s plan to create a
long-range workforce strategy that gives employees the tools they need to excel in key
skill areas and contribute more effectively
to NAVAIR’s overall mission. This new class
brings the program to 546 civilian and military employees from every NAVAIR site and
artisans at the Fleet Readiness Centers.
“This is an opportunity to recognize and
applaud you on your focus and action and
for taking ownership of your career,” said
Gary Kurtz, NAVAIR assistant commander,
corporate operations and total force. “It gives
me promise, looking across this room at the
array of skills and talent, for the future of
naval aviation.”
During the orientation, the employees received an in-depth program overview, learned
about the establishment of a continuous
learning culture at NAVAIR and heard a
leadership perspective on mentoring. They
also had the chance to use the new online
developmental program tool created for

“Mentoring is the first basic tenet of workforce development,” Kathleen Donnelly, director of Engineering, Aircraft Launch & Recovery Equipment and Support Equipment,
told the 184 new participants of NAVAIR’s Journey Leadership Development Program
Feb. 12.
During her presentation, “Mentoring: A Leadership Perspective,” Donnelly listed five
questions to ask while creating an individual development plan and before meeting
with a mentor:
What is it you really want to do?
What are you doing well that helps you get there?
What are you not doing well that prevents you from getting there?
What will you do differently tomorrow to help those challenges?
How can a mentor help?
JLDP, NAVAIR Leadership Development
Program (NLDP) and Engineer Scientist
Development Program participants. The tool
helps employees chart their progress, stores
documents pertaining to their program, and
automates forms to eliminate paperwork.
Electronics Engineer Kristin Davis, a new
JLDP participant, said she liked the new
user-friendly tool because it will help her
track all her program milestones. She said
she also enjoyed listening to the guest speakers
emphasize the importance of refining her
job skills, mapping her future career path
and working in a team environment.
“The orientation provided us with a wealth
of knowledge and tools that I am confident
will certainly navigate all of us on our journey
of learning, growth and development,” Davis
said. “With the encouragement of my supervisor and mentors, I aspired to join JLDP
so that I can strengthen my skills and abilities,
so that one day I may lead others to expanding
their horizons.”
New participant Marc Tolentino said he
joined JLDP to contribute to NAVAIR’s mission, learn more about the organization and
its people, and grow professionally.
“As I learned while on active duty with
the U.S. Navy, what makes or breaks an organization are the people,” he said. “Good
people who are well led can accomplish great
things. I would like to someday become one
of the people leading and growing others, to
their benefit and to that of our customer,
the warfighter.”
About the JLDP
Intended to target journey-level employees,
JLDP complements the more senior-level
NLDP. The one- to two-year program includes
networking, classroom-based leadership
training, computer-based organization and
operations training, job shadowing and interviews with senior leaders.
Participants produce an individual development plan to chart their career aspirations
and formalize at least one mentoring relationship using iMentor, NAVAIR’s online
application that matches mentors with
mentees.

MyCAA offers military spouses a scholarship of up to $4,000 to pay
tuition for training or education that will lead to a career in high
demand. This is not a loan. This is tax free money that you do not have
to pay back. You do not have to write an essay or compete to win this
scholarship; it is available to most spouses registered in DEERS under
a service member who is E-5 or below. Since there are some restrictions,
it would be good to contact the MyCAA counselor.
MYCAA will pay for most Associate’s Degrees, training courses,
license examinations and certifications. Have you ever wanted to
be a hairdresser, chef, real estate agent, police officer, legal secretary
or IT professional? These are just a few of the numerous education
paths that MyCAA will fund. Many of the military spouses at
China Lake have used their MyCAA scholarship to earn an
Associate’s Degree from Cerro Coso Community College.

the other. The SAR crew arrived overhead
the position and commenced searching the
snow covered mountain and roads. They
spotted the survivor almost immediately and
prepared to insert a medic and rescue aircrewman via helicopter rappel. The survivor
had experienced moderate hypothermia and
the crew prepared him for evacuation. The
crew used the helicopter’s hoist to evacuate
the survivor and crew and transported him
to Ridgecrest Regional Hospital for further
attention.
The second rescue occurred two weeks
later with the crew being recalled during a
training mission to assist the Kern County
Sheriff in Indian Wells Canyon. The crew
received a call via radio from the airport
manager at Inyokern Airport relaying a request to search for two missing hikers. The
crew worked to identify more precisely where
the men were last seen and the path they
likely took by gathering more information
from the sheriff ’s office, then commenced a
search. The hikers were located after a brief
search on a rock formation from which they
were unable to climb down. The location of
the hikers eliminated the option to land to
effect a recovery and so a helicopter rappel
was required to deliver a medic in order to
pick up the stranded men. Once aboard the
helicopter, the men were delivered to Inyokern
Airport where an ambulance was waiting to
treat their injuries.

the rest of the afternoon for the man and returned to NAWS China Lake due to fuel constraint. The search was suspended that night
and crews again launched the next morning.

VX-31’s SAR maintains a 24-hour alert
posture and receives tasking from federal,
state, and local authorities to respond to
calls in and near the Indian Wells Valley. In
addition to rescuing military personnel from
the ranges near Ridgecrest, the SAR department has also assisted in firefighting efforts
and also conducts test flights from the base
on a limited basis. Currently, the team maintains three full helicopters and helicopter
crews.
