1. Consumer Price Index (CPI)
National Consumer Price Index (CPI)1 in March 2008 was higher than in the same month last
year by 28.8 percent points. The annual increase in the national food index – whose share is
61.3% in the overall CPI - was 39.8 percent points. As regards this the increase in the prices of
bread and cereals is significantly higher (by 67.8 percent points).
The non-food index, which has 38.7% share in the overall index, showed an increase of 11.1
percent points in the said period. There was 1.1 percent point decrease in the exchange-rate index
in the period. (Annex I/II)

Among food items, annual increases in the indexes were as follows: “Bread and cereals” (+67.8);
“Oil and fats” (+49.5 percent points up); “Milk cheese and egg” (+17.5); “Fresh and dry fruits”
(+15.3); “Meat” (+9.9); “Vegetables including tubers” (+9.6); “Non-alcoholic beverages” (+4.5);
“Spices” (+3.6); “Cigarettes and tobacco” (2.8); and “Sugar and sweets” (-8.7 percent points).

From February to March 2008, overall CPI increased by 1.7 percent point, with an increase in
the food indexes by 3.7 and decrease in the non-food index by 1.7 percent point. The exchangerate increased by 0.7 percent point in the said period. (Table 1/Annex II)

Of the six locations that report CPI data, the highest annual inflation-rate was observed in
Kandahar (an increase in CPI by 32.2 percent points), Herat (31.5), Khost (29.8) and Jalalabad
(27.5). The highest annual inflation-rates for food items were reported from Kandahar (45.5
percent points), Herat (40.8), Khost (39.9), and Mazar (39.8). For non-food items, highest annual
inflation rates were experienced in Herat (16.8), Khost (13.7), and Jalalabad (11.9). (Table

In Kabul, CPI rose by 27.4 percent points in one year period ending March 2008. Annual
increases in food and non-food indexes in that period were 38.5 and 9.8 percent points,
respectively. A significant increase (65.2%)2 in prices of bread and cereals was noted, in
particular. From February to March 2008, overall CPI increased by 1.7 percent point. In that
period, food and non-food indexes became 1.7 and 0.1 percent points higher, respectively.

Average price of wheat in March 2008 was Afs 23.9/kg, which is 13.3% higher than in February
2007. Table 4 shows a significant annual increase in the price in all of the regions.

The price of local wheat in April 2007 was almost at par with the price in March 2007. The price
in May was 3% lower than its price in April. Further drop in price was observed in June/July
2007. The story this year is completely different. For example, the national average price of local
wheat in mid-April 2008 is Afs 28.4/kg, which is about 19% higher than the average price in

On global market, the price in April compared to March has decreased by about 20%. (Graph
Below) Export price of wheat (US Hard Red Winter, US Soft Red Winter and EU) showed
increasing trend in the period mid-October to mid-December, and mixed trends in December 07
and January 08.
The price in the third week of January 2008 decreased a bit but was still in the range $340 to
$400 per tonne. The price in January-March 2008 again showed an increasing trend. (Annex IX)
Surge in wheat price was observed in January to October 2006. Thereafter the price showed
markedly downward trend up to February 2007. It exhibited mixed trend for the three months
that followed. Since June 2007 the price showed increasing trend up to October. Global market
price of wheat (fob) in August was higher than in July by 5%-15%. The price surged further in
September, with an increase of 21%-29%. It exhibited slightly upward trend in October, but the
price in November decreased by 4-5% compared to the price in October. Since December 07,

FAAHM started collecting market prices of various commodities from border markets from
April 2007. Market prices of various commodities in April 2008 in the following seven border
markets are shown in Annex VI:

2.2. Price of fruits and vegetables
FAAHM started collecting prices of fruits and vegetables from Kunduz, Herat, Kandahar and
Jalalabad markets from October 2007. By July 2008 FAAHM will have collected horticulture
price for about a year and analytical results of horticulture prices will then be possible to provide.
At present horticulture data are presented on “as is” basis. (Annex VII)
2.3. Price of livestock and livestock products
In March 2008, national prices of beef, mutton and chicken were Afs 140/kg, 194/kg, and Afs
100/kg, respectively. Compared to February 2008 prices, there were nominal increases in the
price of meat. The price of one-year sheep shows a mixed trend. (Table 6/7)
In Kabul, the price of meat showed similar trend for beef and mutton, but the price of chicken
decreased by 5.5%.

2.4. Cost of agricultural and casual labour
The labor cost in March (Afs 194.4/day) was about 3% higher compared to the February cost
(Afs 188.5/day). It is usual for agricultural labor cost to increase in March due to higher labor
demand. In February/March costs of unskilled labor showed a very mixed trend (Graph above
and Annex IX/VIII)

Average price of best quality, imported urea ranged between Afs 14.6 and 14.9/kg in January to
March 2008. Price of urea in March was Afs 14.6 per kg.
Average price of of the best quality DAP in March 08 was Afs 30.8 per kg. In March 2007 the
price was Afs 22.6/kg. Like other commodities, the average price of fertilizers in the east is
substantially higher because of their higher prices in Nuristan.
