Explore Minnesota Tourism is Minnesota’s
state tourism promotion office. This
agency pursues an entrepreneurial
approach, leveraging the state’s tourism
investment with increased involvement by
the private sector. A council of
representatives from the state’s tourism
industry connects Explore Minnesota
Tourism more strongly with tourism
businesses and organizations.
Explore Minnesota Tourism is organized
into three program areas: Marketing and

Travel Information. Tourism is an $11 billion industry in Minnesota, a key sector of
the state’s economy. The leisure and hospitality industry, a major provider of tourism

The Minnesota DNR’s Division of Parks
and Trails provides a multitude of bicycling
opportunities on state trails and at state
park and recreation areas. The Division
manages 24 state trails, including more
than 1,200 total trail miles. More than 540
miles of the state trails are paved, and the
state trail system expands by
approximately 25 paved miles a year.
Most Minnesota state trails are located on
former railroad grades, so they provide
level and easy routes for riders of all ability
levels. About a third of Minnesota’s 74
state parks and recreation areas have
surfaced bike trails, and 15 of the parks
have mountain bike trails.
Newsletters/Communications:
• State trail maps show where to find parking, restrooms, and picnic areas
along Minnesota state trails. Download copies at mndnr.gov/state_trails
or order printed copies by calling
1-888-MINNDNR.
• The Minnesota State Parks and Trails Bicycling Guide highlights paved,
unpaved, and mountain bike trails
throughout the state. The brochure also
includes how many miles of bike trails
are available at each location along with
a map and a list of bicycle events. These
brochures can be ordered by calling
651-259-5579.
• A Programs & Special Events catalog,
published seasonally, lists activities for all
ages at Minnesota state parks and state
trails, including guided bike tours, family
fun rides, and geocaching on wheels.
There is no charge for most of these
events, but a vehicle permit is required
to enter all Minnesota state parks and
recreation areas. Catalogs are available
at the parks or by calling the DNR
Information Center at 1-888-MINNDNR. Events are also listed in an online
calendar at mndnr.gov.
• Get updates on trail conditions, detours,
special events and more by following
mnstateparks on Twitter or by “liking”
the Minnesota State Parks and Trails
page on Facebook.
Marketing assistance: Bulk quantities
of the maps and other publications listed
above are available free of charge to
resorts, hotels, chambers of commerce,
bike clubs, and other organizations that
would like to help promote bicycling to
their visitors and customers.
Other resources: Trail Planning, Design,
and Development Guidelines, a
technical manual for trail-building
professionals, includes diagrams, photos,
and detailed specifications to help build
and maintain sustainable recreational trails.

The Mississippi National River & Recreation Area designated 72-miles of the
Mississippi River as a part of the 392-unit
National Park System. Centered around
the Twin Cities metro, the Mississippi
National River & Recreation Area works
in partnership with local, state and other
federal agencies and private organizations
to protect and interpret the nationally
significant resources of our Great River.

The Rivers,Trails, & Conservation
Assistance Program (RTCA) is the
community outreach arm of the National
Park Service. RTCA supports
community-led natural resource
conservation and outdoor recreation
projects. RTCA staff provide technical
assistance to communities so they can
conserve rivers, preserve open space,
and develop trails and greenways. RTCA
works in urban, rural, and suburban
communities with the goal of helping
communities achieve on-the-ground
conservation successes for their projects.
Our focus is on helping communities help
themselves. The RTCA website contains a
wide range of information, anywhere from
applying for community Project Assistance
to Helpful Tools including publications,
reading lists, project tips and various
funding sources ideas.

Parks & Trails Council of Minnesota
The Parks & Trails Council of Minnesota
is a grassroots membership organization
that has worked vigorously for more than
56 years to expand, protect and enhance
Minnesota’s parks and trails for the public’s
use and benefit. Fueled by charitable
contributions from individuals,
foundations and businesses, the Parks &
Trails Council has been instrumental in
adding nearly 10,000 acres of land valued
at $29 million to key areas within the
state’s vast network of public parks and
trails. The 3,400-member-strong nonprofit
organization has become the state’s most
powerful voice for parks and trails at
the state Capitol thanks to our working
relationships with grassroots community
groups, legislators and local governments
from throughout the state.

Adventure Cycling Association’s nonprofit
mission is to inspire people of all ages
to travel by bicycle for fitness, fun, and
self-discovery. The Association has 44,500
members nationwide and as part of their
mission also researches and produces
cycling maps, leads bike tours, works on
bicycle advocacy projects and provides trip
planning services for bicycle travelers.
Adventure Cycling also publishes
Adventure Cyclist magazine offering a

The Bicycling Around Minnesota (BAM)
Bike Tour began as a part of the State
Non-Motorized Transportation Committee with a goal of promoting Share the
Road, fitness, tourism and bicycling as a
transportation mode. The Committee also
wanted to use the ride to promote the
Scenic Bikeways System in Minnesota. In
2008 BAM adopted articles of incorporation to become a separate non-profit
organization and has produced a ride each
year since then. In 2011 the BAM tour was
in the Southwest region.

2) Bike rides are available that are: 1-easy

3) Accommodation is available at waypoints along suggested routes that
minimize the need to shuttle guests

place to stay at the end of each day,
but well –placed options that allow
for a week from say three different
locations. Being able to string together
accommodations of a consistent quality is important.
4) Accommodations need to offer: 11-50
rooms to handle groups of 14-22; be
reflective of the area and preferably are
memorable (no international chains);
be of 3 or 4-star standard offering amenities such as swimming pool, restaurant/bar, quiet and scenic setting etc.
5) Other activities are widely available:
walking, parklands, lakes for kayaking,
swimming, historic sites, arts, shopping,
restaurants, etc.
6) Region is easily accessed by air service
to allow for nation-wide sales.

The committee’s mission is to promote
non-motorized transportation in
Minnesota by individually and collectively
strengthening and encouraging community
support for non-motorized transportation
throughout the state through continuous
and active participation with government
agencies and allied organizations, though
education, public affairs campaigns and
political initiatives. The committee currently
has 15 citizen members and 12 agency
members and conducts 5 meetings per
year. The executive committee and various
short-term issue committees work on
specific priority projects. The SNTC and
Mn/DOT bike staff work to coordinate

THE DNR OFFERS THE FOLLOWING GRANT PROGRAMS FOR TRAILS IN MINNESOTA.
Park and Trail Legacy Grant
Program —The Parks and Trails Legacy
Grant Program provides grants to local
units of government for projects that
support parks and trails of regional or
statewide significance. Funding for this
grant program is from the Parks and Trails
Fund created by the Minnesota Legislature
from the Clean Water, Land and Legacy
Amendment passed by the voters in 2008.
Eligible projects include acquisition,
development, restoration, and
maintenance of park and trail facilities that
are considered of regional or statewide
significance. Grants are reimbursement
based up to 75 percent of the total eligible
project costs, and recipients must provide
a non-state cash match of at least 25
percent. The minimum grant request is
$20,000, and the maximum grant award is
$500,000. In FY 2012, there is
approximately $7,143,350 available for
parks and trails projects. Applications for
the next round of funding are due on
October 31, 2011.
Federal Recreational Trail
Program—The Federal Recreational Trail
Program (FRTP) provides 50/50 matching
grants up to $150,000 to units of
government for projects to develop and
maintain recreational trails and trail-related
facilities for both non-motorized and
motorized uses. Grants are funded from
federal gas tax revenues to the Federal
Highway Trust Fund attributed to
recreational use. This program was first
funded in 1991 through the Intermodal
Surface Transportation Efficiency Act
(ISTEA). Since that time, this program has
funded 301 trail projects in Minnesota.
There is approximately $3 million available
annually for trail related projects. Applications are due annually on February 28.

TOURISM OFFERS GRANTS TO HELP COMMUNITIES PROMOTE THEIR AREAS OF THE STATE.
Organizational Partnership/Scenic
Byway Grants are available to use in
marketing programs that will attract travelers to the state.
Organizations must represent a single
facet of the travel industry, or be a local
organization representing all facets of
the travel industry and designated as the
primary tourism promotion
organization for a city or community to
qualify for Organizational Partnership
Grants. The maximum grant amount for
the 2010 grant program was $10,000,
although this amount is determined on an
annual basis. Organizations are required
to provide at least 60% of the total project
cost. Guidelines for the 2011 grant
program will be posted in July, 2010.

MNDOT TRANSPORTATION ENHANCEMENT PROGRAM
About $15 million in Federal Transportation funds are programmed annually for Transportation Enhancement projects. Transportation
Enhancements are transportation-related activities that are designed to strengthen the cultural, aesthetic, and environmental aspects of
the Nation’s intermodal transportation system. Provision of bike and pedestrian facilities, safety and educational activities, and
preservation of abandoned railway corridors for bike and pedestrian facilities are three of the 12 eligible activities. Projects are
programmed by seven Area Transportation Partnerships and the Metropolitan Council.

ASSISTANCE PROGRAM
The Rivers, Trails, & Conservation Assistance Program (RTCA) is the community outreach arm of the National Park Service. RTCA
supports community-led natural resource conservation and outdoor recreation projects. RTCA staff provide technical assistance to
communities so they can conserve rivers, preserve open space, and develop trails and greenways. RTCA works in urban, rural, and
suburban communities with the goal of helping communities achieve on-the-ground conservation successes for their projects.
