It could contain, but not be limited to the following: The Advantage Arkansas Program, the InvestArk Tax Credit, the Tax Back program, the ArkPlus program, Customized Training Incentives, and the Create Rebate Program. Choice of pre-zoned industrial sites, with all utilities available immediately. The Arkansas Economic Development Commission (AEDC) often partners with companies and communities to share the cost of project infrastructure needs. Those infrastructure needs can include, but are not limited to, site work, parking lots, relocating roads, sewer and water improvements, and rail spurs, where needed. If taxable, or non-taxable, municipal Industrial Revenue Bonds are used to finance the land, building, and equipment for this project, we will execute a letter of agreement for a Payment in Lieu of Taxes (PILOT). State law requires that the agreement provide at least 35% of the regular annual tax rate until the bonds are retired. Jonesboro Unlimited will pay the water main tap fee and the sewer main inspection connection fee required. The plant manager assigned to the facility will become a member of the Northeast Arkansas Existing Industries Association. (A local manufacturers’ association which meets six times annually.) The system is comprised of campuses across northeast Arkansas in Jonesboro, Beebe, Mountain Home and Newport.
