Inslee spoke on a number of topics including: water needs in the state and locally, the wine industry, climate change, transportation, education and the benefit of healthcare reform. Mayor Paul Warden gave a warm welcome to the Governor and guests to begin the luncheon. City Finance and State Auditor By Victoria Walker The information concerning the City of Prosser and State Auditors Office (SAO) was publicized Wednesday evening on a local TV station. Mayor Paul Warden stated that the information came from an exit conference with the SAO on Sept. 10. “We own up to an error on the Schedule Expenditures Federal Award report. However, the error was not material, and in my opinion should have been a management letter level error at worst and not a finding. We noted the correct amounts in the narrative explanation part of the SEFA (Schedule of Expenditures of Federal Awards) after consulting with the SAO that is now finding fault with how we reported. We protested the finding level error to the Assistant Director of the SAO, but she backed her staff’s decision. Very frustrating.” “It was an audit finding for 2012 budget. The finding was because items were not reflected correctly in financial statements, although all items were fully disclosed,” stated Regina Mauras, Finance Director for the City of Prosser. “Being short staffed in the Finance Department in 2012 (with the departure of Finance Director-Kathleen Coch to the City of Richland) prior to my arrival, staff depended on the State Auditor’s Office to make correct decisions in the Financial Statement Presentation,” says Mauras. The Auditors office in the Audit Findings and responses wrote ‘the city incorrectly reported $3,515, 878 in U.S. Department of Agriculture loans on the SEFA.’ “When the State Auditor’s Office was questioned on their reliability in the questions poised to them, they informed us that they were “Not Authoritative” and could not be relied on. Because the Prosser city staff relied on the State Auditor’s Office, instead other forms of instruction there was a ‘finding’,” said Mauras. There are three levels of correction from the auditor’s office and they are as follows: David Smith, metal artist and retired Hanford welder created ‘Draco’ the dragon. By Victoria Walker Metal art is all the rage and David Smith, retired welder from Hanford, has taken it to a new level. He has crafted a dragon out of steel sheet metal. The dragon measures 21 feet long from the top of its head to the tip of its tale, and over five feet tall to the top of its head. The Dragon has an interior frame work of 3/16” and 1/4” round bar. The scales are made from steel sheet metal. The claws are all brass. There is a plastic tube inside of the body that comes out of the mouth. This will be connected to a pump so there will water shooting out of the dragon and back into a pond. There are also LED lights in the head that light up the eyes and nose holes. When it was completed, the sculpture received three heavy coats of clear enamel paint. However, it couldn’t be sealed between the overlap of the steel scales, when it got wet from rain water seeped between the See AUDITOR on page 3 Photo by David Smith scales causing it to rust in a few places. “Knowing what I know now I probably should have left the steel raw so that it would rust on the whole thing. Over time it would have rust on the entire thing and made it look more natural,” says Smith. “It took me 14 months to complete the dragon; which is not counting taking a month break from it around the holidays last year,” says Smith. Smith hasn’t sold any of his art but says, “I really haven’t tried. I would be open to offers if they were reasonable. I have not done any art work for anyone except family members. I would consider doing some work for other people. I don’t think I would do anything as big as the dragon as it was too hard to handle and move around because it weighs around a ton.” “I do the artwork to keep myself busy in my spare time. In the past I have only made several small projects including a selection of small vehicles with spark plugs as the base. Some downtown business people were not happy about the shut-off as it directly affected their ability to be open, but understood that the contractors were working as fast as they could to get the job done. Notification was sent out on Sept. 20 stating that City of Prosser Public Works Department would be making repairs to a portion of the water service main. With rain, wind, and you name it, the balloons didn’t fly and the glow didn’t happen for the first time in 24 years, despite best efforts by many volunteers. He debuted on the Grand Ole Opry stage at age 17. Coleman’s natural inclination to the piano was clear by the age of five. In addition to his formal training, Jason displayed an uncanny reflection of his grandfather’s styling’s. Most famously he performed piano duets with Floyd on “Music City Tonight” hosted by Lorraine Crook and Crystal Gayle at the age of nine, and on “Nashville Now” hosted by Ralph Emery at four years of age. Most memorable for Coleman, however, was his performance at the induction of his grandfather into the Country Music Hall of Fame with the Opry House Band. PROSSER RECORD-BULLETIN COMMUNITY It’s a dog’s life Benton County Historical Museum By Frankie Wallace The Benton County Historical Museum was founded in 1968 by the late Inez Thompson and the members of the Pioneer Club. The club wanted a place to donate and loan their cherished family items for all to enjoy. Many of the antiques have been at the museum since its opening. It is not uncommon for visitors to almost rush past the front door in hopes to see the items on display from their parents or grandparents. There have been times when the Museum has photos that the visitor has not seen. In that case they go make a copy and are so appreciative - usually a donation is given to the museum. Our Museum has well over 3,500 artifacts on display. These include quilts, dresses, geological specimens, art work and many photos of early families of the Prosser area. For the most part our displays are form the early 1900’s to the 1940’s.currently the Museum is running out of room. In order By Prosser Branch Staff dropped off at the front desk of the library. The Friends of the Library are happy to accept donations in good condition, especially children’s books and popular fiction. Also, if you have any horror or scary stories for any age that you would like to donate, the Prosser library is offering an ‘All Hallow’s Read’ event on Oct. 30. Kids and teens can take home scary stories that are donated, as well as choose from a selection of spooky library books to check out! These items are informally communicated. ‘Management Letter’ – A little more serious and communicates less significant instances of non-compliance and makes recommendations for strengthening internal controls. These are referenced, but not included in the final report. ‘Findings’ – These formally address issues in an audit report. OMB Circular A-133 defines issues that must be reported as a finding with regards to noncompliance and internal controls 3 to display items from the 1940’s within the Museum will need to expand in the near future. According to the Museum’s bylaws our mission is to: collect, preserve and display records, books, maps, charts, and other items of historical interest to Prosser, Benton County, or the State of Washington. The Museum is funded by memorials, donations, special events and entry donations. We receive grants that are to be used for specific projects such as preservation and building updates. Tickets are still available for the Spaghetti Fundraiser Dinner on Oct. 3 at 6 p.m. at the Sacred Heart Church. The cost is $12 for adults $6 for children. The guest speaker is Dale Wunderlich, Prosser Alumni, and former Secret Service Agent. Off the Shelf: Library News The general meeting of the Friends of the Library will be next Tuesday, Oct. 8, at 3:00 p.m. Members, new and old, are invited to vote on officers and the budget for 2014. If you cannot make the meeting but would like to participate, please contact the library prior to the Oct. 8. The Friends Board is looking for those interested in training for future board officer positions, as well as more hands to assist in projects such as the book sale, a holiday fundraiser, and spring landscaping. As a reminder, book and movie donations for the Prosser Friends of the Library book sale should be OCTOBER 2, 2013 • PAGE over federal grants and loans. “I absolutely agree that there should have been a ‘Management Letter.’ Things were not reflected correctly in the financial statements; however, the staff depended on the SAO to make the decisions that were made. The State Auditor’s Office should be held accountable for this as well,” stated Mauras. In a nutshell, what happened was a result of the auditors finding: “On a go forward basis, the staff has and will continue to obtain additional training. Additional steps have been taken to improve this process,” stated Mauras. Young Frankenstein returns to the big screen in Prosser Prosser - The Princess Theatre in Prosser will show Mel Brooks’ comedy Young Frankenstein on its big screen on Friday, Oct. 18 at 7:30 p.m. as part of its monthly Must See Movie series. The movie is ranked 13 on a list of the 100 funniest movies of all time. Mel Brooks and Gene Wilder wrote the screenplay which is a parody of the classical horror film genre. Wilder, as Dr. Frankenstein’s grandson, has spent years living down the family reputation. Then, he inherits his grandfather’s castle and repeats the experiments. Released in 1974, the movie also stars Madeline Kahn, Teri Garr, Cloris Leachman, Marty Feldman, Peter Boyle, Kenneth Mars, Richard Haydn and Gene Hackman. The Princess Theatre will host a social hour from 6:30 p.m. to 7:30 p.m. in its Green Room, adjacent to the theatre. The social will include a costume contest, trivia and prizes. Local microbrews and wines will be available for purchase by the glass. The social hour is free to the public; movie admission is $5 per person. Tickets will be available at the door. Also in October, the Princess Theatre will present its fifth annual “Rocky Horror Picture Show Event” on Saturday, Oct. 26. Movie times will be 8 p.m. and midnight. A Prosser, WA 99350 (509) 786-2002 phone | www.cooperatingincare.org PAGE 4 • OCTOBER 2, 2013 FORUM PROSSER RECORD-BULLETIN City Council votes on six ordinances, Boys and Girls Club report and hears citizens’ concerns By Rebecca Fink Tuesday, Sept. 24, Prosser City Council was called to order - the agenda heavy with six ordinances ranging from requiring locking mailbox clusters in all new subdivisions to establishing a Public Safety program, ratifying an agreement between WSDOT and the City of Prosser for the design phase of Old Inland Empire Highway improvements project to amending Prosser Municipal Code 3.51.010 and creating Fund No. 301- Real Estate Excise Tax - First Quarter percent. All were voted on and accepted by the Council. The highlight of the meeting came with Chris Cisneros, Program Director, of the Boys and Girls Club gave his quarterly report. Cisneros had a prepared PowerPoint presentation and spoke of the trips to Silverwood, the Gingko Petrified Forest and Wanapum Dam, NW Trek Wildlife Park, and the college tours. Cisneros explained that the college tours were funded by the Taco Bell Foundation and they visited 10 colleges. The three trips took the club from Whitman College to the Seattle Art Institute, to UW Tacoma and the University of Oregon, all with the intention of opening the eyes of these Boys and Girls to a plethora of opportunities. Cisneros continued with the Summer of 2013 Travel numbers: 90 hours and 44 minutes of travel time; 5,242 miles traveled and 4,596 impact hours. Next up for the Club: Minivan Purchase, Seahawks Spirit of 12 Partners, Tri-city Americans, the Dust Devils and CBC Basketball. Where to next? Hawaii?!? The Council also heard a few of Prosser’s citizens. Derek Howell and Clark Hymas came urging the Council to revisit the ordinance with regard to parking RV’s, Boats, and one-ton trucks in driveways. Howell spoke to Councilman Rainer before the meeting and was encouraged to take part. Howell wants the ordinance to include provisions to allow RV’s to be parked at the owner’s home, “my idea is an RV owned by the property owner, used for its intended purpose and in operable condition be allowed to stay on the owner’s property,” stated Howell. “Most of the RV’s that you see in Prosser are not trashy. This is something to look at. Lots of people have RV’s in Prosser and this is a sign of a good economy,” Howell continued. Hymas questioned the Council with revealing an encroachment permit he purchased from the city in 2006 for the express purpose of parking his RV next to his home. “How can you go back on me for following the letter of the law?” Hymas continued with, “I don’t want to park my 70 thousand dollar RV at some $20 lot.” Both concerned with the challenges all Prosser citizens would have if relocation of their RV’s, boats, and other recreational vehicles were enforced. Up next, Mike Schmitt, with handouts, brought to the Council’s attention the change in Washington legislation requiring jurisdictions to reconsider the use of Wheeled All Terrain Vehicles (WATV’s) by the public on public roads. July 28 saw the change in the legislation and Schmitt was before the Council to suggest Prosser adapt its own rules, so owners can use these vehicles on the streets of Prosser. In cities and towns, operations of WATV’s on roads within their jurisdiction with a speed limit of 35mph or less is not allowed UNLESS the perspective City Councils, by ordinance, approves. Council members raised concerns: Are these vehicles licensed? Insured? Safe? Washington State legislation would require an affixed license, renewed every seven years, and an additional licensing tab must be affixed to operate on public roadways. Brunell President, Association of Washington Business Dangerous Duels With Americans Caught in the Middle After spending a couple of days last week in Washington, D.C., I wonder how Congress and President Obama will settle their differences without hurting the taxpayers or crippling our struggling economy. There is a high-stakes duel going on inside the Beltway. House Republicans have approved a continuing resolution that provides stopgap funding for the federal government after Sept. 30, - except for Obamacare, the president’s costly health care law. Their position is that Senate Democrats and the president can avoid a government shutdown if they approve the legislation. In return, Republicans would reluctantly support raising the debt ceiling above the current $17 trillion limit. Democrats fire back, “Hell no!” They have no intention of defunding Obamacare, and they’re confident that the Republicans will be blamed for a government shutdown and pay the price in the 2014 election. This ‘crisis’ wrangling has become all too common: There have been 17 government shutdowns since 1976 lasting from one day to three weeks. Once again, the American people are caught in the middle of a political food fight. On one hand, a majority of Americans oppose Obamacare, which adds trillions to our already bloated national debt. On the other hand, if Congress doesn’t approve a continuing resolution by Sept. 30, federal agencies will quickly run short of cash, hurting those like military personnel who depend on government funding. Today, we spend $1.6 trillion on Social Security, Medicare and Medicaid. That figure will double in the next 10 years. By that time, these payments are projected to consume $3 of every $4 of government spending. The biggest threat to our entitlement programs is if we do nothing. According to the most recent Social Security Trustees Report, beneficiaries will face a painful 23 percent benefit cut in 2033 when the Trust Funds are exhausted. At that time, even those who are currently on Social Security may experience indiscriminate cuts in benefits at a time when they are increasingly reliant on the program. The President and Congress must bite the bullet and launch reforms now. They cannot continue to “kick the can down the road.” It’s time to take corrective action to address the unaffordable path of entitlement spending, to stabilize federal finances and to undertake fundamental tax reform to strengthen the American economy. Political warring isn’t new. History teaches us that politics in America has always been volatile. In 1804, Vice President Aaron Burr shot and killed former Treasury Secretary Alexander Hamilton in America’s most notorious political duel. Fortunately, today’s political clashes are largely rhetorical in nature. So, what’s at the root of this latest row over Obamacare? It is symptomatic of a deeper problem: our federal debt. According to the General Accounting Office, the President’s national health care law will add $6.2 trillion to our long-term federal debt - that’s on top of our current debt, which amounts to $145,000 for every American taxpayer. The problem gets worse as increasing numbers of Americans flock to sign up for Social Security, Medicaid and Medicare. Social Security is funded by the payroll taxes of current workers to pay the benefits of current retirees. But the system is not sustainable. This alert covers three topics: Washington - Will Employment Security and WorkSource stay open if the federal government shuts down? Will unemployment benefits be paid? We will post additional updates here if any of the following information changes. Will Employment Security and WorkSource remain open? The Employment Security Department and local WorkSource centers are supported primarily with federal funds. We plan to keep all offices and functions operating through this week (Oct. 4). If Congress doesn’t approve a bill this week, we will have to start shutting down some of our functions next week. We will post additional details on this site later this week. Will unemployment benefits continue to be paid? We plan to continue paying unemployment benefits through this week (Oct. 4). We don’t know yet if we’ll be able to maintain operations if the federal shutdown lasts into next week. Continue to monitor the website for updates. order to be eligible for benefits. At the same time, a small decline in the total labor force, combined with an increase in unemployed people actively looking for work, nudged the estimated unemployment rate up to 7 percent from 6.9 percent in July. “Statewide, our steady job growth has decelerated a little in the past couple of months,” said Paul Turek, a labor economist for Employment Security. “That creates less incentive for people to enter or re-enter the labor force, which has slowed progress on our unemployment rate.” Industries with job gains in August were government (predominantly in K-12 education), up 2,500 jobs; retail trade, up 1,700; wholesale trade, up 1,500; construction, up 1,200; transportation, warehousing and utilities, up 600; information services, up 400 jobs; education and health services, up 300; other services, up 200; and leisure and hospitality, up 100. Industries that reported job losses included manufacturing, down 2,200 jobs; financial activities, down 500; professional and business services, down 400; and mining and logging, down 100. Washington added an estimated 62,500 jobs in the past year and has regained 85 percent (174,800) of the 205,000 jobs lost in the recession (all seasonally adjusted). The story is a little different for the Seattle/King County/ Everett area, which has recouped all the jobs it lost during the recession. The seasonally adjusted unemployment rate for that area last month was 5.2 percent. The metro area accounted for about 44 percent of all jobs in Washington last month, but only one-third of the unemployed. Cantwell announces Farm Bill Research, Export Grants for Central and Eastern Washington New grants to support pear, apple and cherry research, and Washington wine exports Washington D.C. – Today, U.S. Senator Maria Cantwell (D-WA) announced critical support for Central and Eastern Washington farmers and agricultural researchers to help boost specialty crop yields and sales. The U.S. Department of Agriculture (USDA) awarded $3.2 million in Specialty Crop Block Grants to support agricultural research and export promotion for Washington state crops, including sweet cherries, pears, wine grapes, dry beans and apples. Cantwell has been a Congressional leader in calling for passage of a Farm Bill that would support agricultural jobs in Washington state and around the nation. The Farm Bill’s current extension is expiring on Sept. 30, making these the last round of specialty crop grants unless Congress acts. The Specialty Crop Block Grant Program awarded a total of $3.2 million in grants for 24 projects across Washington state. Specific grant projects that will support Central and Eastern Washington agriculture jobs include: Increasing sales of Northwest pears in Southern China with educational programs about pears’ nutrition and usage; Educating cherry growers on effective methods for controlling pests and diseases; and Expanding acreage of white wine grapes by identifying water requirements and optimal irrigation techniques. “Agriculture is a cornerstone of the economy in Central and Eastern Washington. Cherries, apples, wine and other products from this region are in demand around the world,” Cantwell said. “These grants support the research and export programs that grow our state’s agriculture economy. That’s why the Farm Bill is the most important jobs bill Congress can pass.” Washington state is a national hub for agriculture and leading center for agricultural research. The agriculture industry employs 160,000 people and generates $40 billion for the state economy. Farm Bill grants at the Yakima Agricultural Research Laboratory have supported research to reduce crop damage from flies and other insects and to prevent Zebra Chip disease in potatoes. Washington State University (WSU) has received Specialty Crop Block Grant investments to develop new planting and harvesting methods for tree fruit to increase crop yields, protect workers and reduce labor costs. WSU was also awarded a grant in 2012 for the development of an early warning system for Zebra Chip. The WSU Agriculture Research Center has conducted more than $83 million worth of USDA research over the past 5 years. The Economic Research Service estimates that for every $1 invested in publicly funded research, $10 of economic activity is generated. Cantwell has been a leading voice in the Senate calling for bipartisan action on the Farm Bill. In August, during visits to Spokane and Vancouver, she urged the House and Senate to begin a conference to work out the differences between each chamber’s Farm Bill. She also hailed the Senate’s passage of a new Farm Bill on June 10. Leading up to the Senate vote Cantwell went on a statewide tour in May of 2013 to urge the Farm Bill’s swift passage. Her tour included stops in Spokane, Pasco, Yakima and Seattle. The Senate approved a five-year Farm Bill on June 10, with Cantwell’s support. The House passed its version on July 11. The proposed Senate Farm Bill would double investment in the Specialty Crop Research Initiative to $50 million by 2017, and it would increase investment in the Specialty Crop Block Grant Program by 30 percent from the current $50 million to $70 million. They were treated to a romantic package, including a fantastic massage for two. Later they were joined by good friends to enjoy dinner and the town. Randy graduated in 1967 and Sandy in 1971 from Prosser High School. They met for the first time at the Columbia Center in Kennewick, in 1970 after Randy returned from Vietnam. Both were shocked when they met and started talking about themselves - they lived in Prosser and had never met before. Truly it was love at first sight and the wedding bells rang as they married in 1973 at Prosser’s Calvary Baptist Church with many families and friends attending. Rose, our favorite nurse was on hand to provide free blood pressure checks for one and all just before lunch. Friday was quiet, with the ladies exercising with tai chi action. Saturday afternoon the volunteers were busy preparing the Center for the big pancake breakfast on Sunday. With Mustangs ahead 3-2 at the half, the ladies scored four unanswered goals in the final 40 minutes to take down the Kennewick Lions 7-2 in their final pre-season match. Although Prosser led at halftime, head coach Marcelino Rodriquez saw his team waste a number of chances to put the Lions away. “Everything we were doing in the first half - we were just centering at the keeper. Second half we came back, and we started doing away more from the keeper and it worked a lot better,” Rodriquez said. In the first half, Prosser netted twice in the first 20 minutes and looked like the route was on. Jasmine Lemos scored on follow up on her own rebound, and Makensie Forysth scoring off a corner-kick from Rylee Suhadolnik in the 16th minute. But following the goals, Kennewick started to control the game. Limited on shots on goal, the Lions did stretch out the Mustangs defense, and got their first goal from a set-piece. Hannah Templeton’s corner kick found the head of Darby Havrelock for the goal. Four minutes later in the 36th minute Kennewick tied the score at 2-2 with Templeton scoring from distance. You have to stay active and anticipate what’s going to happen. In the second half we came we got the win and got some goals,” Rodriquez said. It took a moment of magic for the Mustangs to re-take the lead, and the magician was Forsyth. The senior mid-fielder controlled the ball from the touchline 40-yards out, and dribbled around the Lions defense, and finished the ball into the net with her left-foot. Following the break, Prosser’s first goal created by Matti Boyle’s cross that found Jamie Fassler, who put the ball into the back of the net, which unleashed the Mustangs offense. Prosser put the game away with two goals in a matter of three minutes. To go up 5-2, Boyle raced onto a through ball from mid-field and scored past Amy Martinez. For the past couple of seasons, the Red Devils has been a team that seemed to always get the best of the Mustangs. But on Tuesday night, in front of a loud crowd, Prosser beat East Valley 23-25, 26-24, 26-24, 2523 in four sets in non-league action on the Mel Bowden court. “It’s a huge win for us, we haven’t beaten these guys for the past couple of seasons, and it’s a big confidence builder for us,” head Coach Wendy Meirndorf said of her teams victory. In the first set, Prosser looked to be in charge leading 21-15, but East Valley rallied back, and took the first set 25-23. Prosser bounced back in second set. Prosser trailed the entire set until the Kailey Scott nailed a crosscourt winner to give Prosser the lead at 20-19. As the set wore on, Prosser finally got the victory with an ace by Brook Haringa. The third was the definition of a back-and- fourth game. The two teams exchanged the lead six times, and were tied 10 times. But Kassidy Durbin ended the set with a spike to give Prosser the 2-1 set advantage. Just like the first three-sets, the fourth set was in doubt until the very end. Both teams held leads, and both teams let them fade away. The game was tied at 22, when Cheyenne Silva took the server line, and with three consecutive points, Prosser captures the game and the match. Leading the way for Prosser was Rachel Harle with 25 digs, Hayley Pederson with 12 kills, and Taylor Meirndorf with 27 assists. The Mustangs have just one more non-league game until Central Washington Athletic Conference (CWAC) starts. During the preseason, Prosser’s lone lose was to the undefeated and state title contenders - West Valley. East Valley will also be a league title contender, and the head coach thinks the victory is just what the Mustangs needed as the head into the CWAC. “I think this win will give us momentum and confidence before we play to top teams,” Meirndorf said. INSLEE on page 1 a toast to Prosser, “Home of Mustangs, home of Clore Center, home of Chuckar Cherries and the most beautiful children in the State of Washington and the soon to be home of the Clore Center, Horse Heaven Hills ‘waterslide’ (an inside joke).” The Governor began with kudos to the wine industry. “We will be tripling the wine industry, which already has 800 wineries in the state and not just on the east side; there are 38 wineries in Woodinville. This is a state wide success story,” said Inslee. This Center (Clore) is a great step in continuing the future of the industry. Inslee said there are a few other issues that need addressed in order for the state’s economy to continue to grow, “Water is huge, with the increasing demand and growth, and we have climate change that is affecting our snow pack and that is the battery for irrigating our agriculture.” He said that transportation was essential to the economic growth of Prosser and surrounding areas. “It is pivotal that we maintain freight mobility and it is pivotal that we make sure tourists are able to enjoy this area.” Transportation systems are crucial to the entire economy of the state. “We need to repair a giant hole in the transportation safety account,” said Inslee. About education Inslee stated, “In financing our education system the state Supreme Court has ordered the K-12 system see an increase of four billion dollars. We did one billion this year, but have a long way to go. This will be a bi-partisan challenge. We will do it.” The Governor followed the topic of education with healthcare. “Oct. 1 there will be the opportunity to improve our economy with healthcare reform. A lot of people need this. There will be an injection of millions of dollars into local economy creating up to 10,000 new jobs and subsidies for small businesses giving them tax credits.” Deb Heintz, Executive Director of Prosser EDA spoke after the governor concerning the economy and benefits of the wine industry in the city, county and state. “The economic impact from the states wine industry is 8.6 billion dollars; Benton County wine industry contributes 1 billion dollars, the states jobs in the wine industry account for 27,000, of which Benton County contributes 20 percent of that.” Heintz went on to say, “A number to take home with you today; 40 percent of the states’ wine is made in Benton county, and the majority is produced in and around the Prosser area.” She remarked on the value of WSU Irrigated Agriculture Research Extension Center. “There are currently 18 scientists and research extension people out there with an additional 200 fulltime WSU employees.” Heintz spoke of the need for tourism infrastructure. “Washington wineries enjoy 2.4 million visits each year accounting for 1.1 billion dollars in spending. That’s where the Clore Center will help fill the gap in providing a neutral location in the state to educate consumers, with a facility to be used as a type of a ‘hub’ for the wine industry,” said Heintz. Executive Director, Vicky Scharlau of Washington Wine Industry Foundation and Washington Association of Wine and Grape Growers spoke and said, “We started a path with the past governor who, with a little urging, went to DC with a group of agricultural leaders and we would really like to see that continue. It shows that this state understands that there is more that Microsoft and Boeing and that agricultural really is the number one industry in Washington State.” Brenton Roy, fourth generation farmer in the Yakima Valley, spoke to the governor and said, “I am the result of generations of focused effort and dedication. Eastern Washington is a great place to grow; we have cold winters, dry summers, and more hours of sun than they have in Calif. We have water on demand. Those things combined give us a massive edge over other areas in the world. We have more organics than any other state in union. We are still finding new crops to grow,” said Roy. “Our challenges are: two basic categories; competiveness category - research funding, funding for technology, higher education funding, being thoughtful when adjusting platts and growth, transportation, and foreign markets, as Washington is dependent on exports,” said Roy. Beyond competiveness Roy spoke about the labor issue. “It can walk us back. On my farm it is the number 1, 2, and 3 concern. I know it is a federal issue, but I am asking governor to keep this in front of the government, specifically the lack of beds. We have 60,000 seasonal workers to get was crops off in the state,” said Roy. The meeting ended just in less than two hours, with a number of topics addressed by speakers and the governor. Prosser Record-Bulletin • 786-1711 Mustangs overcome a slow start win big over Toppenish By Tim Curtiss To be fair it wasn’t a classic Mustangs football performance, but sometimes a football team needs to win ugly, and that’s what Prosser did on Friday night. After struggling in the firsthalf, the Mustangs scored 20 unanswered points in the second to beat the upstart Toppenish Wildcats 33-6 at Toppenish High School. “Our guys were a little sluggish here and we have to learn from that because we have a longer road trip next weekend against a very good team,” Head Coach Benji Sonnichsen said about the teams’ first-half performance. Prosser did take the lead on their first drive as Kyle Steinbock scored an 8-yard run, and Toppenish scored on their first drive of the game with a 27-yard field goal by Isaac Lopez. The Mustangs offense struggled to move the ball down the field, following the Toppenish field goal. On their next three possessions Prosser was held to punts, and just like everyone else in the first-half, the special teams were off too. As the Mustangs lined up to punt with 9:20 left in the second-quarter, on their 32-yard line, a bad snap went over the head off Mustangs’ punter Cody Johnson, who then picked up the ball, but was stopped on the 14-yard line. On their last drive of the first half, with just two minutes remaining in the half, the Mustangs hurry up offense finally got Prosser into rhythm. Javier Diaz intercepted Emilio Diaz on the Wildcats next drive, and Prosser scored 13-plays later with another Lochrie touchdown run from 3-yards out. The Mustangs final score came with 9:20 minutes left in the fourth quarter as Schutt found Steinbock for a 6-yard touchdown reception. “We did a nice job in the secondhalf by playing more physical and scoring on our drives, and the defense was getting stops,” Sonnichsen said. In the first CWAC league match of the season, the Lady Mustangs shut-out the visiting Othello Huskies 3-0 on Saturday morning at the Prosser soccer fields. The Mustangs went into the high wind in the first half, and head Coach Marcelino Rodriquez said the team adjusted to the windy conditions in the first half. “It wasn’t helping out (the weather), I told the ladies we had to play it on the ground a lot of the times, and not send it over because the wind will take it,” Rodriquez said. Prosser took the lead 11 minutes into the first-half, as senior Rylee Suhadolnik firing in a shot from just outside of the penalty area. For the remainder of the first-half, both teams battled the conditions, and scoring chances were limited. In the second-half, with the wind at their backs, the Lady Mustangs started to press Othello defense, but couldn’t extend their lead. Prosser finally doubled their lead in the 65-minute with Makensie Forsyth scoring on a shot from 18-yards out after Othello failed to clear the ball from their box. Three minutes later, the Mustangs put the game out of reach, with a goal from Abi Stutzman from a Matti Boyle cross. He was born on Oct. 6, 1942 in Monterey, Calif. to Charles and Rosalie Argo. His family eventually settled in the Tri-city and Prosser area where he graduated in 1960. Uncle Sam sent him greetings and salutations which took him to Vietnam where he served the Army and received an honorable discharge in 1966. Upon his arrival back in the States he attended Edison Tech University in Seattle. Chuck proclaimed himself to be a “jack-of-all-trades, and master of none.” He worked as an electrician’s apprentice in Walla Walla, a computer tech for Boeing in Renton, a wheat rancher in Prosser, and then finally worked for Lamb Weston in Hermiston for 10 years. In 1985 he transferred to Lamb Weston in Quincy where he retired as a maintenance supervisor in 2005. In Chuck’s retirement years he was very proud to be the benefactor and Chairman of the Board of Community Cents Thrift Store, a charity dedicated to helping the community at Lakeview, Wash. Chuck’s passion for living was electrifying and contagious. His hobbies were numerous and included ham radio (KG7D), motorcycles, flight, electronics, science, hunting, hiking and long distance cycling (completing many organized races). Anyone who knew him saw his many ongoing projects and zest to do everything attitude. His adventures, misadventures, and escapades kept his family and friends on their toes. Known affectionately as ‘Mr. Wonderful’ to his wife, his passing will leave a great emptiness in the lives of his family whom he loved quietly and fiercely. Chuck is survived by his wife of 42 years, Judy Argo of Ephrata; his son Stephen Argo (and daughter-inlaw Tracie) of Ephrata; his daughter Michelle Boyle, his daughter Christy Green (and son-in-law Mike) of Lake Stevens; his sister Verla Argo Charles Robert Argo of Vancouver, Ore.; his sister Beth Holdeman of Grandview; and his grandchildren: Cassandra Luhr, Kreig White (Bo), Jessica Argo, Lesa Argo, Jadon Argo, Michael Green, and our latest addition Bibi Lynn Green. Chuck wished to have his extended family mentioned as people who played an important part in his life. His memories were filled with love and he knew they always had his back; Ken and Rita Nehls of Perrump of Nev.; Dick and Carla Dowd of Pasco; Ron and Marilyn Nester of Moxie; and Harry and Judy Holmquist of Colville. In lieu of a funeral, his request was for a celebration for family and friends to get together and enjoy the time we were able to share in friendship and love. Altha Caroline Barnhart Patricia Julia (Boast) Beeman March 25, 1914 – September 28, 2013 Altha Barnhart, resident of Hearthstone Cottages in Ellensburg died peacefully on September 28, 2013. Altha was born March 25, 1914 in a homestead house in Fergus County, Montana. The house was about 20 miles from the spot where the town of Denton would eventually grow. Her parents were Alma (Hill) and Roy Cross. She was the first of five children. When she was seven, the family moved to Denton, where Roy was the manager of the coop grain elevator. In about 1931 Roy came down with Parkinson’s disease. Altha met Barney Barnhart at about the same time,. In 1934, in the depths of the Depression, Altha’s family moved to Prosser, to be close to Roy’s parents. At this time, Altha was in Helena at Intermountain Union College. Altha graduated in 1936, with a BA in Education and English. After graduation, Altha followed her family back to Washington. She couldn’t find a teaching job, so she became an office manager. Her first job was in Yakima, at Yakima Hardware. She worked there until 1939, when she and Barney got married. Soon after, she got a job in Grandview, at the Chevrolet dealership. After the war started, the Chevrolet dealership closed, since no cars were being made. At that time, Altha became a licensed insurance agent and got a job at Grandview Investment. She worked there until she retired in 1976. In 1943, Altha and Barney bought a 20 acre farm near Prosser. They lived on the farm until 2008, when failing health forced them March 17, 191924 – September 23, 2013 to move to Royal Vista, and then Hearthstone Cottages in Ellensburg. Altha formed many strong friendships during her five years at Hearthstone. Altha, bought a sewing machine when she retired and did a lot of sewing, for herself, for her mother and a few others. She and Barney bowled, and belonged to several leagues. They spent a lot of time gardening, both flowers and vegetables. They had several campers, and did trips to Arizona, the Black Hills in North Dakota, and Montana. They often traveled to spots where they could find rocks and petrified wood. They belonged to the Grange for awhile. Altha belonged to the Methodist Church, and sang in the choir during high school. Altha is survived by brother Jack Cross of Mt. Vernon, ; Barney’s godson Steve Hanson (Jackie) of the Tri-Cities, nine nieces and nephews: Michael Cross (Susan) of Snohomish; David Cross (Carol) of Ellensburg; Debi Leitholt (Les) of Spokane; Cyndi Loveland (Dale)of Ellensburg, Lorena Denny (Rick) of Federal Way; Larry Cross of Seattle; Patty Merrill (Brian) of Chelan; Wes Cross (Sue) of Seattle; Cecelia Bellcross (Wayne) of Atlanta and numerous great and great-great nieces and nephews. This compares with the national average that has fallen 5.8 cents per gallon in the last week to $3.43/g, according to gasoline price Patricia Julia (Boast) Beeman, age 89, was born on March 17, 1924 and passed away on Sept. 23, at Prestige Care & Rehabilitation in Grandview. Mom lived her entire life in the Lower Yakima Valley and called it home. She was a first generation American, born to immigrant parents Isaac and Dina Boast on the kitchen table of the family farm on East Euclid Road in Mabton. She was proud to say she was half English and half Norwegian. Patricia grew up on the family farm and graduated from Mabton High School in 1942. She then worked in Seattle for a short time where she met Raymond Cecil Beeman from Pueblo, Colo. at a USO Dance while Dad was recuperating from a World War II injury, while serving in the US Navy on the USS Enterprise. After a short courtship, they were married March 24, 1945 at the Presbyterian Church in Grandview. They settled on the family farm in Mabton and raised seven children. Mom was the homemaker, but also worked in the fields at home and on surrounding farms. After the kids were older, she also worked at Prosser Pack until her retirement. After Dad and Mom retired, they hit the open road towing their travel trailer and saw most of the United States, but always returned home to the family farm. They attended numerous family reunions, kids and grandkids sporting events and other activities. Mom was known for her premature white hair starting at age 40 and her Saturday weekly trip to have her hair done. Mom rarely missed a Mariners game on TV. However, Mom enjoyed and was most happy spending time with all her family. She will be dearly missed and was greatly loved by her family and friends. She is survived by her seven children: Nancy (Neil) VanWyk, Prosser, Wash.; Gary (Sheryl) Beeman, Yakima, Wash.; Julia (Rodney) Peeler, Seattle, Wash.; Wayne (Kathy) Beeman, Mabton, Wash.; RoseAnn Beeman, Prosser, Wash.; Rick Beeman, Williston, ND; Peggy (Loren) Headrick, Minot, ND.
