Franklin Park’s Annual
FESTIVAL IN THE PARK 2011
The 26th annual Festival in the Park will continue to grow on the fun we had last year! This year’s summer tradition of
our community day will be held on Saturday, June 25, 2011. The day will kick off at 2:30 PM when kids and adults
alike can enjoy the inflatables, pie eating contests, water balloon tosses, petting zoo and many other types of great,
family friendly entertainment. The summer celebration is held on the lower fields of Blueberry Hill Park. Come
and enjoy the day, watch your children play, cool down in the shade under the two-story pavilion, sample the festival
foods, explore the Log House, connect with your neighbors, take in the musical entertainment in the evening and cap
your night off with a magnificent display of fireworks which will start around 9:30 PM. Keep your eyes open for the
Festival mailer to see the complete schedule of the day’s events. See you at the park!!

Fund Balance Restored
In 2008 & 2009 our country experienced the worst economic recession since the Great Depression. As a precaution to this
economic downturn, Franklin Park reduced expenses by approximately $600,000 in the 2010 Budget. These cuts were
achieved primarily by reducing road maintenance/resurfacing and eliminating equipment depreciation. 2010 revenues
came in better than anticipated thereby strengthening the Borough’s balance sheet. At the beginning of 2010 the
fund balance was $650,096. On December 31st it

• CHAMPIONSHIP LEVEL DISC GOLF COURSE
The Borough of Franklin Park and The Pittsburgh Flying Disc Society (PFDS) are pleased to announce the design and
construction of a championship level 18 hole disc golf course at Linbrook Park. Seven holes have already been cleared
throughout the park with the goal of having the front nine completed by late spring. The Ron Merriman Family and
PFDS have agreed to buy the first and second baskets in order to have these holes available to the community as soon as
construction is complete.
Disc golf is a fast growing outdoor activity that everyone can enjoy. The game is very similar to golf, except that instead
of using clubs and a ball, disc golfers use a flying golf disc that is thrown towards the “hole”, or basket. Learning to play
disc golf is easy and economical, as discs can be purchased for around $10 and the course at Linbrook Park will be free to
play. Anyone interested in helping to provide the Franklin Park community with this new and exciting outdoor recreational
pursuit should contact the Parks and Recreation office. Be sure to check the Borough’s electronic message board for updates
and information on the grand opening!

FRANKLIN PARK POLICE LAUNCH WEBSITE!
New in 2011, the Franklin Park Police Department introduces its first website. The goal of the site is to provide residents
with the latest information on events, safety tips and criminal activity.
Some of the highlighted features of our site are:
¾ A “Crime Map” page which has an interactive map, detailing recent criminal activity in the Borough.
¾ A “Safety Tips” page listing suggestions and reminders for homeowners and motorists.
¾ A “Links” page that connects you with other sites where you can find useful information and answers to commonly
asked questions.
This new site also provides you with information about our Department history, our Officers and other related items. We
hope that this new site will provide faster, more accurate and reliable information to our community. Please visit www.

ASSISTANT PARKS AND RECREATION DIRECTOR
Bonnie Hoolahan joined the Borough staff as the new Assistant Parks and Recreation Director on September 13, 2010. Bonnie
comes to us with considerable experience and education in the field of recreation. After graduation from Hampton High
School, she went on to receive her Bachelor of Science degree in Sports Sciences from Ohio University. After graduation,
she worked at the U.S. Navy NAS Key West, FL MWR as a Supervisory Recreation Specialist/Sports Coordinator. From
there she moved to the Mission Valley YMCA in San Diego, CA where she worked as their Sports Director. She then moved

On March 23, 2010 the Pennsylvania Recreation and Park Society, Inc. (PRPS) selected Brianne Morris, Franklin Park
Borough’s Assistant Parks and Recreation Director, as the “Outstanding New Professional” for the state of Pennsylvania.
Brianne was with us for four and a half years. She resigned her position as of September 14. She was married on September 17,
after which she joined her husband in Virginia.
Our intern student for the summer of 2010, Carly Greene, also received an award at the same conference for “Outstanding
Student” of the year in the state of Pennsylvania.
PRPS presented these awards during a ceremony at the 63rd
Annual PRPS State Conference held at Seven Springs, PA.

In 2010 a number of improvements were made that
enhanced park aesthetics and provided greater opportunities
for park use. At Old Orchard Park, grading of the lower
level activity area began. This site will eventually contain
additional recreation facilities.

The Linbrook Eagle Scout Trail is complete. A trail head
sign has been installed recognizing the ten Eagle Scouts
that constructed the trail. The sign also has a map of the trail showing the various loops and their distances. An adventure
trail, which is indicated on the map, will be added in the future. The new lacrosse field was completed and seeded. New
directional signage has been installed throughout the park to aid visitors in locating facilities. Construction of a disc golf
course has begun throughout the park.
At Blueberry Hill Park the major project for 2010 was the installation of lights on the volleyball and basketball courts. The
electrical connections for the lights will be completed this winter/early spring. Guide rails were installed along the road to
the new pavilion to enhance the safety of the area. A removable volleyball court was installed near the new pavilion. This
court is available for use part of the year and removed during football season.
The emphasis for park projects in 2011 will continue to be more towards completing pending projects and improving existing
facilities. This work will include; Acorn Park – (1) clearing the hiking and mountain biking trails and installing signage;
Old Orchard Park – (1) improve drainage, (2) top dress existing walking trail, (3) complete grading and seeding of the
lower level activity area; Blueberry Hill Park – (1) complete electrical connections for the lights at the sand volleyball
and basketball courts, (2) transition one of the basketball courts into a tennis court, (3) install a new roof on the baseball
concession stand, (4) install horseshoe pits near the new pavilion, (5) landscape the entrance road into the park, and (6)
install park directional signage. Linbrook Park – (1) complete installation of a new entrance sign, (2) complete construction
of the disc golf course, and (3) install split rail fencing at the new lacrosse field.

(mostly true) stories, and community history.
More Franklin Park Stories continues the narrative, following Franklin Park’s growth from a quiet rural community to the
vibrant multi-cultural suburban community it has become. Current and former residents are invited to participate. Everyone

Copies of Franklin Park Stories are available at the municipal building. The hardbound book features 233 pages of
photos, stories and history of the community from its beginning as Franklin Township to its emergence as Franklin Park
Borough fifty years ago. The cost is $20. Make checks payable to “Franklin Park Borough”. Add $6 for each copy you

Light Up Celebration 2010
Our 1st Annual Light Up Celebration 2010 was a HUGE success! Thank you to all of our sponsors listed below and to
all the men of our fabulous Franklin Park Borough Volunteer Fire Department! We also want to thank Julie Bologna
from WPXI for being our first emcee for the event. We were able to brighten the day of many of the children at

Leaf Bag Collection
The Borough will only collect leaves in biodegradable paper bags. PLEASE REFRAIN FROM PUTTING ROCKS,
STICKS, PLASTIC BOTTLES, ETC. IN THE BAGS. These items will contaminate the mulch. DO NOT CLOSE
LEAVE BAGS WITH DUCT TAPE!! Duct tape is not biodegradable and must not be used. Please leave enough room at
the top of the bag so you can either fold or roll it closed.
Biodegradable bags are available at the municipal building at a cost of $.40 each, or you may purchase them at retail stores.
The leaf mulch will be available at Blueberry Hill Park in the spring.

Brush Chipping
All brush (1/2” to 4” in diameter only) must be placed at the curb. Our Public Works Department provides brush-chipping
service twice a year in the spring and fall.

several weeks to get to all areas of the borough depending on the amount of brush placed at the curb. Although we cannot
provide specific dates, they will get to your area as soon as possible. THIS SERVICE IS PROVIDED FOR BRUSH AND
TREE TRIMMINGS ONLY. If you have a tree or trees to dispose of, you must contact a private contractor. Borough crews
will not spend more than 15 minutes chipping brush at your home. Please cut and place your brush perpendicular to the
curb with the butt end out. Chips and compost are free to Borough residents only. The wood chips and leaf compost will
be located at the south end of Blaine’s Way in Blueberry Hill Park, near McDevitt Road. NO DUMPING OF ANY KIND
IS PERMITTED IN ANY BOROUGH PARK.
HISTORIC RECORDS COLLECTION GROWS
Thank you to Franklin Park resident Bill Wiskeman for the gift of his grandfather’s journal, which is over 100 years old and
narrates the family’s daily farm activities. Thank you also to a North Hills resident who generously donated a collection of
historical materials to the borough’s collection. Another recent addition to the collection is a series of photos and maps of
county built roads within Franklin Park dating between 1833 and 1928. A selection of early maps and photos are displayed
in the municipal building’s general meeting room.
The Franklin Park history office holds a growing collection of documents, maps, clippings, photos and research that pertains
to community and family history. Please consider donating copies of local family histories and other historic materials to our

The recycling event will take place at the
Franklin Park Municipal Building at 2344 West
Ingomar Road, in the parking lot at the rear of the
building. This event is sponsored by Goodwill of
Southwestern PA. Recycle unwanted computers,
monitors, printers, fax machines, TVs, VCRs,
stereo systems, cell phones, digitial cameras,
microwaves and more! All items recycled for
free! (Some restrictions may apply.)
All data hard-drives are destroyed to Department
of Defense standards. Goodwill of Southwestern
Pennsylvania is the non-profit choice for
Safe, Easy and Free recycling of computers
and electronics. By donating your unwanted
computers, you are helping Goodwill provide
employment to those who refurbish and salvage
them. Goodwill also offers expert services to help
people overcome physical, mental, educational,
social and economic barriers that stand between
them and having a meaningful job.

Last summer Franklin Park Borough’s Mayor, Dennis
O’Keefe was requested to represent the western part of
Pennsylvania through a statement concerning the value
of parks and recreation in communities. Following is
the Mayor’s quote that was used in the article “Rally
Around” in the magazine Pennsylvania Borough News:
“I am very proud of the year-round exceptional
recreation experiences available to all of our residents,”
said Mayor O’Keefe. “Obviously, Franklin Park
Borough places great importance on recreation because
it is valuable to our residents. Recreation also maintains
good property value. I could go on and on listing event
after event. Recreation brings the community together
and provides the opportunity to make new friends and
renew old friendships. When I go to blueberry Hill Park
and see all the fields and play areas filled with children
laughing and playing, that is the ultimate reward.”
Mayor O’Keefe was one of three Borough Mayors in
Pennsylvania who was asked to make a statement for
this article.
Franklin Park Borough undertakes several events annually to raise private funds for our scholarship program. Council and
Mayor will award ten (10) $1,000 scholarships in 2011. Only high school seniors who reside in Franklin Park are eligible
to apply. Applications are available at the North Allegheny High School Guidance Office, the Municipal Building or online
at www.franklinparkborough.us. Applications must be submitted by March 15, 2011. Once received the applications are
turned over to the Scholarship Selection Committee comprised of seven members, for review.
BLUEBERRY HILL PARK CLOSED ON JUNE 2nd
Blueberry Hill Park will be closed to the general public on June 2, 2011 from 9:00AM - 3:00PM so that it can be reserved
for the Western Pennsylvania Chapter of The American Public Works Association’s Equipment Show. The purpose of the
Equipment Show is to educate municipal officials on the latest equipment and technologies available to increase efficiency
and effectiveness of public works departments. Equipment vendors will display and demonstrate the new equipment for
snow removal, street paving and repair, sanitary and storm sewer maintenance, sport field maintenance, roadside vegetation
control and any other tasks that are performed by public works departments. Elected officials, municipal managers, public
works directors and supervisors and any other person from western Pennsylvania municipalities whose jobs involve the
construction and maintenance of municipal facilities are invited to attend.

As a means of enhancing the Borough’s emergency response capabilities, we are collecting the names of any amateur ham
radio operators. Any operator who is interested in assisting the Borough during an emergency should submit his/her name,

VOLUNTEERS NEEDED
We are in need of volunteers to assist with our
summer playground program. This is a great
opportunity for youth and teens to do some
volunteer community service. Not only is this an
enriching experience, but it is also a substantial
part in the selection of candidates for the Franklin
Park Borough Scholarship Fund. Adults are also
welcome to volunteer to help with the playground
program.
Many residents, especially Boy Scout Troop
36, have volunteered their time over the years
to make our programs successful. We sincerely
appreciate their help and look forward to working
with them in the future. However, we need more
volunteers as our programs expand. Please
consider volunteering for some of our other
programs such as: the SNAPS, Easter Egg Hunt,
Special Needs Family Fun Days, Halloween Party,
etc. The personal satisfaction that can be derived
from volunteering is indescribable. Contact Jim

Acorn Park offers deck hockey, playground equipment, grill, picnic tables,
hiking trails, restrooms and a mountain bike trail.
Blueberry Hill Park offers picnic tables, baseball/softball fields, basketball courts,

cages, concession stand (open during ballgames), restrooms, an activity center, horseshoe pit,

HOW TO RESERVE FRANKLIN PARK
RECREATIONAL FACILITIES
Picnic shelters, ballfields, volleyball and basketball courts can be reserved for group use. Groups using a facility are required
to leave such facility clean, orderly and deposit garbage in appropriate receptacles.
Permits for picnic shelters may be obtained through the Franklin Park Borough Office.
Athletic teams or organizations desiring to use ballfields must obtain a permit from the Franklin Park Borough Office. Proof
of adequate insurance coverage and a modest user fee will be required.
The volleyball and basketball facilities at Blueberry Hill Park may be reserved on Mondays or Thursdays. Permits for twohour periods may be issued for those days. On other days the volleyball, basketball and tennis facilities are available on a first
come-first serve basis.
The activity center, gazebo and pavillion at Blueberry Hill Park can be reserved for various group functions.

PILLO POLO HOCKEY
CHILDREN’S PROGRAMS
Pillo Polo Hockey is a sports game that combines floor hockey, polo, field hockey and ice hockey in one safe,
soft, and easy to learn game that is played indoors! The equipment is specially designed for young children. The
“hockey” sticks are made of soft urethane foam (the pillo) attached to a flexible hollow plastic stick with a
contoured handle. This all makes for safe fun and easy skill building for young players. Pillo Polo Hockey uses a
7-inch foam ball and a 4-inch “sponge” puck for maximum fun and excitement! The league will be 4 weeks long
beginning Feb. 26 and will run every Saturday through March 19. Games will be played 9:30AM – 11:30AM.
The league is open to all children ages 5 to 7, so start stretching out and be part of the hottest new sport in town!

simple welcome activity. Once all children have arrived we will move to circle

various materials to create different masterpieces, including paints, crafts or
clay work. We will run, jump, skip and hop our energy away through plenty of
large motor activities. Each class will reinforce number and letter recognition,
social interaction, and listening skills. The children will become accustomed
to a routine and adapt to a flexible “my first” classroom environment. All

START SMART BASEBALL
CHILDREN’S PROGRAMS
Start Smart Baseball prepares children (ages 3-5) for organized tee ball, baseball and softball in a FUN, non-threatening
environment. The program focuses on teaching children and their parent(s) a variety of baseball skills including: throwing,
catching, batting, and running/agility. Start Smart Baseball sessions are held one hour a week for six weeks. Each week
the exercises become increasingly more difficult as the class progresses and the children show improvement. At least one
parent must participate.

Bring your preschool children out to enjoy a morning of playground fun. The program is designed for children who have

This program is a developmentally appropriate introductory tennis program for children ages 5 – 7.
The program prepares children for organized tennis in a fun, non-threatening environment without
competition or the fear of getting hurt. Specific equipment will be used to teach ground strokes,
serving, volleying and running/agility. The program features four different stations, where children
can learn about and practice various aspects of the game. Children are taught to master simple tennis
skills, such as balancing a tennis ball on their racket while moving in different directions, bouncing
the ball on their racket as many times as possible, hitting the ball in midair in the direction of their
parent and negotiating an agility course created by the instructor before the session. At least one parent must participate.

Come and take part in an active afternoon outside at Linbrook Park. Children will each be given a rubber ducky they will
get to send down Big Sewickley Creek. Racing against one another, the rubber ducks will finish at a designated finish

The Baierl Family YMCA operates a Summer Camp for students with disabilities who live in northern Allegheny County
and are between the ages of 3 and 12. Every child participates in a well-balanced and well-structured program at the
YMCA. Our goal is for all children who participate, to develop, discover, and enjoy a new awareness of themselves and
their community. Since 1972, Camp High Hopes has provided structured recreational and social activities for campers

This program has existed for 15+ years in surrounding states and now it is in its fourth year here in Pennsylvania. It is
designed for boys and girls ages 4-15 to help promote and instill self-esteem, self-confidence, coordination, physical
fitness, flexibility and team work wrapped up in a fun and exciting program. This is a “pay as you go” program with a
one time registration fee. The registration fee is $7.00 and each class is $7.00 per week. (Participants must purchase a
uniform to participate in competitions.)

College, participants from the Franklin Park Young Champions
Cheerleading Program competed against other local area programs
with great success! The squads from Franklin Park Borough
showed that hard work and determination pays off. Along with
the enthusiasm, talent and support of coaches LaTasha Bower and
Tanya Phillips the girls performed exceptionally well and placed

This character-building running program, through NAYS, trains kids ages 8-13 to participate in a 5k run. This curriculumbased program equips the kids with the physical training and goal-setting mentality needed to accomplish their running
goals. Issues like enhancing confidence and self-esteem, respecting authority, dealing with peer pressure and fueling their
bodies through proper nutrition are covered during this 12-week session. Above all, kids have a blast seeing what they

Flag football is an excellent way to learn the fundamental skills of football without
the physical contact. Passing, receiving, running the ball, and offensive/defensive

age, and compete on teams of up to ten players. The season will include playoffs and

ULTIMATE ECO-ADVENTURE CAMP
This was a hugely successful camp last year! Get ready for an amazing week of eco-adventures in and around some of
Blueberry Hill Park’s wild places and open spaces. The objective of the Ultimate Eco-Adventure Camp is to foster within
each camper the appreciation, knowledge, values and skills necessary to inspire sound decisions that are in balance with
the human and natural environments. Events throughout the week will consist of indoor and outdoor hands-on activities,
hiking, cooperative games, nature projects, scientific experimentation, wildlife and plant identification, storytelling and
special tours – all with an environmental awareness focus. This program is for campers who want to be outdoors and

Composting is nature’s way of recycling. By utilizing the natural process of decomposition, organic materials often
considered “waste,” such as grass clippings, food scraps, autumn leaves and even paper, can be recycled back into a rich soil
conditioner. Through this transition, soil organisms, many of which are too small to see, break down the organic material
in a compost pile so that valuable plant nutrients can be released for future generations of plants to use. Composting
helps you reduce your waste stream, it improves the health of your gardens, and most
of all its easy to do and enjoyable. This workshop thoroughly covers the importance of
composting, setting up a compost pile, proper maintenance and ways of using finished
compost. Participants will receive an Earth Machine Compost Bin with attendance. This

The over 22 adult basketball program held at Franklin Elementary Gymnasium on Thursday evenings from 7:30PM9:30 PM has had good participation throughout the year. We have been playing four or five full court games each evening

over the age of 22 interested in playing some hoops, getting some exercise and meeting some new people is encouraged

Clover Hill Golf Course is continuing our partnership with Jr. Team Golf. This program has received great reviews
and continues to exceed expectations. Please see insert for additional information. The golf course will be continuing
to prepare and construct a new first hole green complex in 2011. The architect Ron Forse will be preparing additional
drawings and establishing locations and grades for the first hole. We will also be completing the rough and final
grading as well as the seeding of these areas. The actual green construction may take place based on time and fiscal
constraints. The fifth hole will also be receiving attention this year in preparation of its planned expansion. The
first step of the expansion is the removal of trees and stumps; this has been budgeted for completion this year. The
drawings of the course improvements will be on display in the clubhouse.
The golf course will not raise greens fees for the sixth consecutive year. The golf course continues its reputation of

Youngworld’s Summer Camp will be hosted in Blueberry Hill Park
for its third year. It will begin on June 9, 2011 and run through August 24, 2011. Activities
will include: kid’s choice, best summer fun, swimming twice a day, lots of woods and
trails, nature and science, weekly themes, arts and crafts, sports camps and monthly field
trips (including: Zoo, Idlewild and Moraine State Park). We will provide hot lunches on a daily basis. Call or email

FRANKLIN PARK LADIES AUXILIARY SPAGHETTI DINNER
The Franklin Park Volunteer Fire Company Ladies Auxiliary will host a
Spaghetti Dinner on Saturday, May 7, 2011 from 4:00PM – 7:00PM at the
Franklin Park Fire Hall, 2360 Rochester Road. Tickets are available now:
Adults $7.00, Children (ages 3-12) $4.00, Ages 2 and under are free. Tickets
will also be available the day of the dinner: Adults $8.00, Children $5.00. For

EARNED INCOME TAX
Your 2010 final return will be sent the second week in February and will be due April 18th 2011. If you are on
extension please submit a copy of your extension form to this office. Do not forget to include a copy of your proof
of earnings (W-2, Schedule C, K-1 or 1099 Misc.). Also if you had no income in 2010 you still must submit a final
return indicating no income.
Starting in 2012 earned income taxes will be collected by Keystone Municipal Services and employers will be
required to withhold earned income tax if you have W-2 income. More information on this will be provided later

Jr Team Golf now registering for 2011!
2011 will be our fourth year! We had over 200 kids in the program last year and we are now registering boys and
girls ages 7-16 from your neighborhoods and school districts who, want to have fun golfing with their friends and
other kids their age. The investment you make today in your child s golf game will provide a lifetime of enjoyment!

2011 BUDGET HIGHLIGHTS
The 2011 General Fund Budget maintains necessary expenditure levels for all departments and restores the cuts
made to the Road Department in 2010. Likewise, the 2011 budget prepares the Borough for the future by updating its
codes to encourage quality commercial and residential developments. Based on an analysis of survey data gathered
by the North Hills Council of Governments, Franklin Park Borough continues to provide a very efficient and effective
level of service to its residents (source and data on Borough website, click on 2011 Budget page 23). The long-term
financial forecast also looks optimistic. No tax increase is anticipated for the foreseeable future. One of the most
pressing needs, restoring the GF fund balance, was achieved in 2010. Preserving the reserve for emergency use will
be of utmost importance.
Notable highlights for 2011 are:
• Implement recommendations contained in the new Comprehensive Plan, (The primary objective
in 2011 will be to complete the Zoning and Subdivision Ordinance update, to achieve the
Comprehensive Plan objectives. Adopt a new Zoning Map to reflect the changes proposed in the
updates.)
• Spend $574,214 to upgrade equipment and facilities.
• Resurface 3.7 miles of roads which is slightly below the 3.9 miles required.
• Pay down $1,030,000 of principal debt, (The total current bond debt is $3,115,000 or $239 per
resident.)
• Retain the emergency reserve/rainy day fund at or above $1 million to deal with emergencies and
contingencies.
• Develop an ordinance to regulate natural gas extraction
• Begin the improvements to hole # 1 & #5 at Clover Hill Golf Course
• Complete the wash-bay addition to the Public Works Garage to comply with MS-4 requirements
• Negotiate two union contracts, Police and Public Works

PROGRAM REGISTRATION INFORMATION
Priority Registration Policy
Please register early. Programs are filled on a first-come, first-served basis.
Waiting Lists
When programs reach their maximum enrollment, interested participants are placed on a waiting list in the order registrations are received. These lists provide us with a name and
phone number in case of cancellations or the addition of new classes.
Program Cancellations or Changes
The Borough reserves the right to cancel, postpone, or change the time, date, cost or location of programs or to make any revisions that may be necessary.
Refunds
Refunds will be granted according to the following guidelines:
1.
If a minimum number of participants are not reached, the program will be cancelled and a full refund will be issued.
2.
If a maximum number of participants are reached, the program will be closed and a full refund will be issued.
3.
If for any unforeseen reason the Borough has to cancel a program, a full refund will be issued.
4.
There will be a $5 processing fee for all program cancellation requests.
Please allow 2-4 weeks for refunds to be processed.
Program Fees
Program fees are determined by the instructor’s fee and include supply costs and other expenses for minimum enrollment. All fees collected support and finance the program.
NOTE: Some classes may require additional fees or supplies.
