With approximately three-fourths of all
future local job growth being created by
existing Baton Rouge area businesses,
BRAC has committed a significant amount
of time and resources to fostering an active
business retention and expansion program.
In 2008, we continued to build on the previous year’s performance by
securing nine retention and expansion project wins. The wins resulted in
1,810 jobs and over $580 million in capital investment.
In order to identify potential projects and possible opportunities to provide
retention/expansion assistance, BRAC conducts target industry site visitations
with local business leaders. Business development staff members administered
43 such visits in 2008. Besides the aforementioned nine announced wins, these
visits have produced nine more “Class A” prospective projects that could secure
over 800 jobs and generate capital investment of over $33 million. Many of these
visits are conducted in cooperation with our Capital Region partners.

BUSINESS
When evaluating BRAC’s 2008 business recruitment
efforts, a plausible conclusion may be that it was a turning
point in the Baton Rouge area’s economic future. While
the number of projects was relatively small, their impact
on the region’s reputation was quite large.
The four project wins secured close to 450 jobs and over
$20 million in capital investment. More importantly, they
included a Fortune 1000 corporate headquarters, the
first-ever North American standalone quality assurance
(QA) center for the world’s leading digital media company,
and a manufacturing facility in a long-vacant building in
East Feliciana Parish. The successful completion of these
projects sends a clear message to the site-selection
consultants and relocation experts across the country that
the Capital Region is a positive location for investment.

2008 was also important for a myriad of other reasons. It was
the second year of our agreement with East Baton Rouge
Parish to successfully act as the business development
arm of the city-parish. BRADIC, the consortium between
BRAC, the Baton Rouge Area Foundation, LSU, and the
East Baton Rouge city-parish created to foster the digital
media industry, initiated contact with Electronic Arts,
Inc. that led to their eventual QA center. We partnered
with LSU to create and implement a public return-oninvestment model to be used to ensure the responsible
use of public funds for economic development. Finally,
we created and successfully passed an East Baton
Rouge-specific Industrial Development Board incentive,
which greatly enhanced the parish’s competitiveness.

advertising, we delivered highly-positive results in 2008.

In the 1st quarter, we reinforced our commitment to growing
the digital media industry by creating a direct marketing
campaign developed to bring awareness of the region to
digital media executives. The direct mail piece consisted
of a classic viewfinder featuring exciting images promoting
the Baton Rouge area’s burgeoning digital media industry.
The pieces were shipped to over 100 company prospects
identified by BRADIC staff.
Picking up where we left off in 2007, we contracted with
national public relations firm, Development Counsellors
International (DCI), to manage our national and
international media outreach. DCI generated Capital
Region-focused stories on such topics as digital media,
Pennington Biomedical Research Center, the health
of the area economy, and energy. These stories were
included in many renowned media outlets including
Bloomberg News, Christian Science Monitor, Nikkei, XM
Radio, Fox Business News, and The Wall Street Journal.
By utilizing industry-specific advertising vehicles and
Internet paid search listings, BRAC greatly increased
the Baton Rouge area’s visibility. Such publications
as Business Facilities, Nutraceuticals World, Building
Systems®, Bio News, Business Xpansion Journal,
Food and Drink Quarterly Magazine (FDQ), and
Supply Chain Management provided appropriate
messaging to targeted industry decision-makers.
Additionally, Google’s pay-per-click listings afforded
us an opportunity to market the region in a cost-
effective, appropriate manner.

The ability to provide detailed information about the Baton Rouge area and the
regional economy is a crucial element in BRAC’s business development activities.
At the end of January, BRAC presented the Baton Rouge Area Forum
2008: Insights for Action. The annual event provides a national,
state, and regional perspective on the region’s economy. The
data is derived from a comprehensive survey, conducted in
collaboration with the Greater Baton Rouge Business Report,
of area business leaders, interviews with key experts, and
national economic reports.
We added another business intelligence tool to
our arsenal when we sponsored a logistics study
that positioned the Baton Rouge area as more
attractive than Houston, TX; Mobile, AL; and
Jackson, MS, for locating regional distribution
centers. As one of BRAC’s target industry
sectors, regional distribution centers provide
a clear point-of-differentiation between the
region and our competitors, and the study
reinforces this competitive advantage.
The destruction of Hurricane Gustav
forced BRAC’s business intelligence
capabilities into action in September
when we were called upon to provide
information and assistance to local
businesses. Soon after the storm, we
called hundreds of businesses across the
region to assess damage sustained and
offer recovery information and assistance.
BRAC and the Louisiana Technology Park
(LTP) quickly partnered to establish a Small
Business Administration (SBA) Business
Assistance Center at the LTP to provide loan
application assistance to Baton Rouge area
businesses. In addition, we made efforts to
connect businesses that could assist in overcoming
operations obstacles (e.g., connecting temp agencies
to businesses with workforce issues).

The availability of a special opportunity fund provides BRAC an incalculable
competitive advantage as critical economic development situations arise
unexpectedly. The flexible nature of the fund means that its availability can
be leveraged to make an immediate impact.
In 2008, the Special Opportunity Fund was accessed three times in crucial
situations. In the 1st quarter, we used the fund to option property in East Feliciana
Parish for what would become Superior Homes of Louisiana’s manufacturing
facility. Next, the fund was employed to purchase a generator for Electronic
Arts, Inc.’s quality assurance center. The generator was invaluable during
Hurricane Gustav. Finally, the Special Opportunity Fund was used to conduct
a location study related to a regional partner business prospect.

While aggressively promoting the Baton Rouge area to businesses
considering a relocation or expansion, BRAC is also actively
working to address many of the area’s weaknesses, therefore
improving the “product” that the region has to offer.
The addition of two special sessions to go along with the regular session of
the Louisiana Legislature required substantial focus of BRAC’s governmental
affairs efforts. That effort paid large dividends as successful passage of the
BRAC-initiated ethics reforms, led by LA Ethics 1, pushed Louisiana up to #1 in
national ethics laws and enforcement rankings.
Other areas of success were seen in workforce, Louisiana Economic
Development (LED), LSU, Pennington Biomedical Research Center (PBRC),
public education, business taxes, and transportation. Another bright spot was
the solid working relationship established between BRAC and the Capital
Region Legislative Delegation. This fellowship will only help the future of
the entire Baton Rouge area.
In order to augment our legislative priorities, we released a series of
strategy papers that emphasized the importance of upcoming legislation.
In December, we developed a white paper that detailed a first-of-its-kind
strategy for transforming PBRC into a nationally recognized, top-tier
research institute.
BRAC also established and convened a business-led regional transportation
group that evaluated the impact of various regional transportation projects
on congestion reduction and will advocate for the identification and
procurement of adequate resources.

A mainstay of any
community is its ability to educate
and train the individuals capable of making
a meaningful contribution. Additionally, an
educated workforce is an essential component
of our regional economic development strategy.
BRAC spent significant resources in 2008 working to improve
public education in our area, especially in East Baton Rouge
Parish (EBR). Early in the year, we endorsed a school system
tax renewal, which passed in March. A key aspect of the
endorsement was the creation of a new career and technical
high school and our involvement in its formulation.
A notable reform in the legislative session was the overhaul of the
aforementioned workforce delivery systems.
We strongly supported these important
actions, which included improved integration
between stakeholders and increased funding
for the Louisiana Community and Technical College
System, among other things.
Later work revolved around the search for a new EBR school
superintendent. After calling for and securing a national search
for the new leader, BRAC assembled a coalition of stakeholders,
who presented the school board with a list of recommendations
spelling out the selection criteria for the new superintendent.
Most of the recommendations were accepted.
In December, we aggressively advocated for the state takeover of
twelve failing EBR schools identified by the state’s accountability
rankings. Doing so would provide a tremendous opportunity
to cement our future success by injecting new, innovative

strategies into underperforming schools that can positively
affect the next generation.

As the political action
committee of the Baton Rouge
Area Chamber, FuturePAC‘s mission is
to support issues and candidates that promote
economic development in the Baton Rouge area. Working
to improve the business climate in the Capital Region, it engages
on top economic development issues that are placed on public ballot and
also conducts education programs for voters and elected officials on issues critical to
economic development.
FuturePAC successfully performed in all areas of its mission, making for
a memorable 2008.
FuturePAC actively recruited and endorsed multiple winning Metro Council members,
publicly supported the re-election of Mayor-President Melvin “Kip” Holden, and contributed
to capital area and state legislative leadership.

Louisiana Purchase Venture Capital Forum
Year after year, the Chamber to Chamber program continues to provide BRAC members
and members of other regional chambers of commerce a great opportunity to meet in a
casual setting to showcase the parish and build business relationships with each other.
Despite a forced cancellation of the 3rd quarter event due to Hurricanes Gustav and
Ike, 2008 brought three successful, well-attended events: Pointe Coupee Parish
(Ma Mama’s Restaurant in March), Ascension Parish (Cabela’s in May), and
the Chamber to Chamber Holiday Celebration in East Baton Rouge Parish
(Perkins Rowe in December).
For the ninth consecutive year, BRAC was a proud host and presenter of the Louisiana Purchase
Venture Capital Forum October 21–22. This increasingly popular forum continues to connect
statewide investors, venture capitalists, and professional service providers with Louisiana’s
most promising and innovative entrepreneurs. The two-day event provided six businesses –
iCanMentor Payment Services; Body Evolution Technologies, Inc.; Ultix Technologies,
Inc.; Innovative Resuscitation Technologies, LLC; The New Orleans Exchange,
Inc.; and Rawskills, Inc. – with the rare opportunity to present their business
plans before a captive audience.

Second Home Legislative Reception
BRAC and the City of Baton Rouge once again co-hosted the
annual Second Home Legislative Reception on March 31,
2008. As the official welcoming party for Louisiana
legislators on the first day of regular session,
this event immediately follows the governor’s
address in downtown Baton Rouge and
showcases our region’s rich cultural
traditions, premier entertainment, and
the culinary talents of area chefs.
