Special Olympics Missouri Training for Life Campus Jefferson City, Missouri October 23, 2014 WHY JEFFERSON CITY The Jefferson City Area Chamber of Commerce, Jefferson City Convention & Visitors Bureau, City of Jefferson and County of Cole are proud to put forth this proposal to Special Olympics. Jefferson City is the Missouri State Capital and would like to be your partner to develop and build a firstof-its-kind in Missouri- Special Olympics Missouri Training for Life Campus! As the Capital of our state, we believe Jefferson City is a fitting location for your prestigious organization and the innovative and exciting Training for Life Campus project which will serve special athletes from throughout our beautiful state. We want Jefferson City to be the home for Special Olympics Missouri and host the largest facility of its kind in the United States. For 40 years, athletes, coaches, volunteers and staff have not had their own place to call home. The Training for Life Campus will be their transformative place to train, compete and learn the lessons of sport and life that inspire all of us. The time has come to give the nearly 17,000 athletes – and the thousands more who will follow – the place they want most, so they can keep giving so much to all of us. We believe that proven support and resources in the Jefferson City area will contribute heavily in making the SOMO Training for Life Campus an outstanding success. The athletes participating in SOMO are such an inspiration to all of us. Their dedication and conviction are unwavering. They work very hard to be the best they can be and inspire others. These athletes will be so excited for the new Training for Life Campus and where better to build it than in our Capital City! Jefferson City offers a great central location in the heart of Missouri! U.S. Highways 63, 54 & 50 intersect making it immediately accessible from all directions. In addition, Interstate 70 is located just 30 miles north of the Capital City. The location being offered will give Special Olympics Missouri high visibility as the southern gateway for traffic entering and exiting our great capital city. Travelers to and from Lake Ozark, Springfield, Branson, Arkansas, Oklahoma and the entire Midwest will be able to see, appreciate and utilize this facility providing you great exposure and visibility. SPACE The Jefferson City community along with the Jefferson City Area Chamber of Commerce is pleased to offer approximately 15 acres to partner with Special Olympics to build the Special Olympics Missouri Training for Life Campus. The site will be provided at no cost. The site is located adjacent to Highway 54 and Highway 179 along Christy Drive. The acreage will provide space for the current needs as well as expansion plans for the future. Due to the flat topography of the site, it will provide excellent accessibility. The site layout is intended to represent the size and flexibility for the uses and in not intended to be the final site design. See Attachment 1 – pg. 7 Jefferson City, Missouri 1 LAND AVAILABLE AND ACCESS TO SITE The 15.5 acres will be shovel ready and located in the Christy Drive Quarry Development. The drawings include the proposed Training for Life project as well as a development concept for the adjacent land. The proposed site is part of a previously quarried site for construction materials. The site is located in the central part of Jefferson City and the central part of Missouri. It is adjacent to a major north-south Route, Highway 54. Highway 54 intersects with Highway 50, which is a major east-west route. Highway 179 is the outer expressway. See Attachment 1 & 2 – pg. 7-8 PARKING There are three separate access points from the entrance drive to the development and parking. 160 oversize parking spaces are indicated. These designs are preliminary and could be modified based on the needs of the project. See Attachment 2 – pg. 8 SIGNAGE The location of the proposed site will provide Special Olympics with much visibility and exposure. The traffic count is particularly high in this area due to the highway access. The City of Jefferson will facilitate work to provide SOMO with great exposure and promotion and visible signage. The zoning is C-2 and the size of the lot provides significant allowance for building and monument signage. Our goal is to showcase and highlight to travelers what a great and unique campus we have in our community! EXPOSURE/PROMOTION/PARTNERS Healthcare Jefferson City has three healthcare leaders in our great community; Capital Region Medical Center, Jefferson City Medical Group and SSM Health all located within 3 miles of proposed site. Our healthcare facilities have a long history of providing exceptional care to Jefferson City and the surrounding communities and are well equipped to serve the needs of Special Olympic athletes, their families and supporters. They conduct health screenings and have the ability to customize the needs specific to each patient. Comprehensive rehabilitation and sports medicine programs address specific needs of athletes and sports medicine physicals and screenings are offered throughout the community. Residents and visitors of Jefferson City have access to a myriad of health services. SSM Health St. Mary’s Hospital- Jefferson City new $200 million state of the art facility is slated to open November of 2015. Capital Region Medical Center is currently expanding, with the construction of a new outpatient Center that will be completed in summer of 2015. CRMC, JCMG and SSM Health would be honored to have the SOMO campus located in Jefferson City and are continually inspired by the dedication, talent and resilience of the Special Olympic athletes. This is an incredibly exciting opportunity and look forward to the endless partnership opportunities. Lincoln University Lincoln University fully supports the SOMO project and connects well with the mission of Lincoln University. This complex will allow the University through the Special Education and Nursing Programs Jefferson City, Missouri 2 to provide educational and practical services to both students and employees of the project. • Special Education Program - The Special Education program prepares special education teachers for grades k-12. Students complete the requirements for the Missouri Cross Categorical Certification. LU has faculty members who have expertise in the area of Behavior Disorders. In the best of new opportunities, special education majors could complete observations and paraprofessional clinical hours in the SOMO Training for Life campus under the supervision of a university supervisor and a SOMO staff member. These opportunities would provide a broader base of engagement with special needs students outside the traditional public school classroom. • Nursing Program - In 1969, as a result of a collective effort between the administrators of the three Jefferson City area hospitals and Lincoln University officials, a nursing program was established at the university to service the city and surrounding counties. Since then the nursing program has expanded not only in enrollment but also in scope. This year, a newly established four-year Bachelor of Science in Nursing (BSN) program was offered. Both the AAS nursing program and the online RN-BSN programs are accredited by the Accreditation Commission for Education in Nursing (ACEN). Over the last 45 years, the nursing program has continued to flourish and provide quality graduates particularly for the Mid-Missouri area. Having the SOMO Training for Life Campus within the vicinity of Lincoln University will allow for collaboration with the entire University, but more specifically the nursing students and faculty. As a part of the learning experience, nursing students are required to complete community service hours each semester. This is a great opportunity to assist the community while experiencing personal fulfillment and Lincoln University is enthusiastically committed to the partnership with Special Olympics. Jefferson City Police Department JCPD became involved in the Law Enforcement Torch Run for Special Olympics in 1986 when Chief Gary Kempker and the Missouri Police Chiefs Association joined the grass roots effort on behalf of law enforcement nation-wide to carry the Flame of Hope and raise funds and awareness for Special Olympics. Officers from the JCPD have been participating in the Torch Run ever since. Officers from Jefferson City have actually grown with the program and now serve as SOMO coaches in golf, softball and track. Events such as: Over the Edge, Cops of Top, Tip-a-Cop, Torch Run T-shirts sales, Polar Bear Plunge and numerous others raised funds and awareness for the local Special program. This year alone JCPD has raised over $71,000. ACCESS Jefferson City Area YMCA The Jefferson City Area YMCA fully supports the Special Olympics Missouri (SOMO) project in Jefferson City. SOMO’s Training for Life Campus is much more than an athletic complex. It will be a gathering place for athletes from across Missouri. At the recent State Outdoor Games YMCA was honored to be able to host the athletes for their dinner and entertainment evening at the YMCA at no charge to SOMO. The YMCA looks forward to more partnership possibilities. Jefferson City, Missouri 3 Jefferson City Parks and Recreation Jefferson City Parks and Recreation is proud of the wonderful cooperative relationship they have enjoyed with Special Olympics Missouri for the past 30 years. They have operated the local Special Olympics program from its infancy to current participation levels of 130 athletes and dozens of supportive volunteers. As a part of the greater Jefferson City community they have enjoyed hosting numerous Special Olympics state-wide competitions in partnership with many other local support groups and look forward to more opportunities. Hotels Jefferson City has 1,366 hotel rooms to welcome Special Olympics Missouri athletes and staff during their visit to our city. The 14 hotels/motels/bed and breakfast are all located within the city limits and with over 80% of the hotel rooms located less than 3 miles from the Special Olympics Missouri Training for Life Campus proposed site. Each of these city hotel properties would welcome the opportunity to work in creating this exciting and unique project for Jefferson City. The Average Daily Rate is $74.06. See Attachment 3 – pg. 9 Restaurants Jefferson City has over 130 restaurants and catering companies that are ready to provide for your athletes. Whether it is a pizza party for 1000 or a Barbecue for 50, visitors and athletes can experience all the unique flavors Jefferson City has to offer. See Attachment 4 – pg. 10 Grocery Stores Nine Grocery Stores are available in our community all within 5 miles of the proposed site. Gerbes Super Market (2), Hy-Vee Food Stores, Moser’s Foods, Save-A-Lot, Schnucks, Schulte’s Fresh Foods and Walmart Super Center (2). CIVIC GROUP Jefferson City has established a civic group that will actively solicit funds for the construction or operations of SOMO’s Training for Life Campus from local public and private entities. This group is a subcommittee of Civic Progress. Civic Progress is a committee of the Jefferson City Area Chamber of Commerce. The committee was formed to provide direction and revenue for economic and community development projects and initiatives. The committee consists of approximately 50 Chamber-member businesses, each paying committee dues and naming one representative to the committee. While providing financial support for the Chamber’s community development efforts, the committee also supports ballot issues that affect the business climate and quality of life. Jefferson City, Missouri 4 RECENTLY HELD 2014 STATE OUTDOOR GAMES Jefferson City was honored to host the Special Olympic Missouri 2014 State Outdoor Games recently and we will enjoy hosting this event for many years. In 2014, our community was able to secure over 200 Jefferson City volunteers for the State Outdoor Games event and had over 20 business sponsors. We anticipate growing these partnerships exponentially with the proposed project. BUSINESSES & BUSINESS ASSOCIATIONS THAT SUPPORT SOMO Jefferson City leaders and businesses have demonstrated their support for decades to the Special Olympics both financially and through volunteering. There are dozens of business leaders that are coaches, friends, sponsors and volunteers in our community. This project is no exception. Our community’s local and state government officials are very supportive to serve as a host of the SOMO headquarters and the Training for Life Campus.
