NOTICE is hereby given that West Sussex County Council proposes to make two permanent
Traffic Regulation Orders under the provisions of the Road Traffic Regulation Act 1984, the
effect of which will be to:
Prohibit waiting at any time (Double yellow lines) on Renfields in Bolnore Village, between
its junctions with Sadlers Way and Little Pithfield; and
To introduce a 20 MPH speed limit on the following recently constructed roads in Bolnore
Village: Centenery Way, Chandlers Field Drive, Ferny Croft, Isewoods Way, Pond Meadow,
Renfields, Rushy Grove, Sadlers Way and Trubwick Avenue; and
To prohibit driving except for buses and cycles on Renfields, between its junctions with
Sadlers Way and Little Pithfield.
Full details of the proposals in this notice can be viewed on our website at
www.westsussex.gov.uk. The website includes a response form for any comments or
objections.
The documents may also be inspected at County Hall Chichester, during normal office
hours, and at Haywards Heath Library, 34 Boltro Road, Haywards Heath during normal
library opening hours.
Any comments or objections about the proposal must be received before 11 February 2016.

STATEMENT OF REASONS
FOR PROPOSING TO MAKE THE ORDER
West Sussex County Council proposes to make two permanent Traffic Regulation Orders,
the effect of which will be to:
Prohibit waiting at any time (Double yellow lines) on Renfields in Bolnore Village, between
its junctions with Sadlers Way and Little Pithfield; and
To introduce a 20 MPH speed limit on the following recently constructed roads in Bolnore
Village: Centenery Way, Chandlers Field Drive, Ferny Croft, Isewoods Way, Pond Meadow,
Renfields, Rushy Grove, Sadlers Way and Trubwick Avenue; and
To prohibit driving except for buses and cycles on Renfields, between its junctions with
Sadlers Way and Little Pithfield.
A section of the new Bolnore Village residential property development is being constructed
on land to the south of Bolnore Road in Haywards Heath. The planning permission for this
development was determined by the Secretary of State and specified that a bus gate be
installed on Renfields to prevent vehicular traffic other than buses entering or leaving the
new development via Bolnore Road.
The bus gate feature will comprise of an automated bollard which will lower to allow buses
through, but otherwise remain in position to prevent access by other vehicles. It is
proposed to prohibit vehicles from waiting at any time on the length of road immediately
either side of this automated bollard to prevent the bus gate from being obstructed.
The roads within the new development have been designed to a standard that supports
the installation of a 20 MPH speed limit to maintain safety in these residential roads.
This speed limit is to be enacted by a Traffic regulation Order.
The new Orders are therefore proposed to improve the amenities of the area through which
the affected lengths of roads run and to facilitate the passage of traffic.
The attached drawings, numbered TQ3223NWS (parking restrictions), 1995-C101131-C
(Location of Bus gate) and CMS9011 (Speed Limits) show the lengths of roads affected
by the proposed Order.

(HAYWARDS HEATH: BOLNORE VILLAGE) (VARIOUS ROADS 20 MPH SPEED
LIMIT) AND (RENFIELDS: TRAFFIC REGULATION) ORDER 2016
West Sussex County Council in exercise of their powers under Section 84 (1) a of the Road
Traffic Regulation Act 1984 ("the Act"), and after consultation with the chief officer of
police in accordance with Part III and Part IV of Schedule 9 to the Act hereby make the
following Order:1.
This Order shall come into operation on the ***** day of ******* and may be
cited as "West Sussex County Council (Haywards Heath; Bolnore Village) (Various
Roads 20 MPH Speed Limit) And (Renfields: Traffic Regulation) Order 2016".
2.
In This Order “Public Service Vehicle” has the same meaning as in Section 1 of the
Public Passenger Vehicles Act, as amended.
Speed Limit Provisions
3.
No person shall cause or permit any vehicle to proceed at a speed exceeding 20
miles per hour in the lengths of roads specified in the First Schedule to this Order.
4.
Nothing in Paragraph 3 shall apply to a vehicle being used by naval, military or air
force purposes while being driven by a person for the timebeing subject to the orders
of a member of the armed forces of the Crown on an occasion when –
(a) the person driving the vehicle is a member of the special forces as defined by the
Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations
2011; and
(b) the vehicle is being driven(i) in response, or for practice in responding, to a national security emergency by a
person who has been trained in driving vehicles at high speeds; or
(ii) for the purpose of training a person in driving vehicles at high speeds.
Prohibtion of Driving Provisions
5.
No person shall cause or permit any vehicle to proceed on the length of road
specified in the Second Schedule to this Order.
6.
Nothing in Paragraph 6 shall apply to:
a) A Public Service Vehicle being used in the course of operating a local service; or
b) A Pedal Cycle; or
c)
Any vehicle proceeding to gain access to off street parking areas adjacent to the
affected length of road, provided that ay such vehicle does not pass between the
bollards located on Renfields at its junction with Saddlers Way; or
d) Any vehicle being used by the Police, Fire or Ambulance Services in the event of
an emergency.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2
(1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road
Traffic Regulation Act 1984 ("the Act") as amended and of all other enabling
powers and after consultation with the Chief Officer of Police in accordance with
Part III of Schedule 9 to the Act hereby make the following Order:1. This Order shall come into operation on the ***** day of ******
2015 and may be cited as "West Sussex County Council ((Mid Sussex
District) (Parking Places & Traffic Regulation) (Consolidation No.2) Order
2006) (Haywards Heath: Bolnore Village Amendment) Order 2016".
2. The “West Sussex County Council (Mid Sussex District) (Parking Places &
Traffic Regulation) (Consolidation No.2) Order 2006" is hereby amended
by the replacement of the plan specified in the First Schedule to this
Order, with the plan specified in the Second Schedule, attached hereto.
