FOUNDER’S MESSAGE
What SCOPE does is very simple: SCOPE provides hope. For
thousands of economically disadvantaged children living every day
in parts of our community that few of us dare to walk through, the
promise of a summer away at camp provides a measure of hope that
maybe, just maybe, tomorrow might be a better day. And, it’s not
just the “tomorrow” spent away at camp, that SCOPE brings, but the
possibility of many brighter tomorrows one can achieve when they
strive for something better.
History
When over 50% of the children served by SCOPE never finish high
school, SCOPE was established as the antidote to the despair and
cycle of failure now rampant in our underperforming communities.
SCOPE rewards children for staying in school with a summer at camp.
And, once in camp, they are embraced by the strong supervision of camp professionals working
to instill solid values, build their social skills and enhance their self-esteem, self-confidence and
resilience – all key building blocks to becoming a success, contributing member of society.
SCOPE was the founded in 1991 by camp directors from the American
Camp Association’s New York Section (ACA-NY) who were motivated by
their belief in the educational and developmental benefits of camp. They
recognized the need to provide equivalent camping opportunities to
all children – regardless of their socio-economic background – and thus
established the SCOPE program in an effort to do so.
The camp community, and those who understand and embrace the values that a camp experience
can provide, have through SCOPE, made a commitment to improving our future, one child at a time.
Over 1400 children each summer benefit from a camp experience that SCOPE provides. Together, we
have created hope for thousands of children over the years and, I trust, for most, a better life reaching
for the American dream that we all cherish so much.
Over the years, SCOPE has experienced extraordinary growth and
positive change. In 2005, the SCOPE Board of Directors, in cooperation
with the Board of the ACA-NY, determined that it could achieve even
greater potential as its own entity – separate and apart from the ACA-NY.
Therefore, the SCOPE program became its own charitable organization,
while still maintaining close ties to ACA-NY.

In 2007, SCOPE began to expand nationally and partnered with a group of
camp directors from the American Camp Association’s Illinois and Wisconsin
sections to launch its first affiliate, SCOPE Midwest. Children in the Midwest
will now derive the many benefits of summer camp through SCOPE.

In 1992, SCOPE’s first summer, 26 children received “camperships”. Since
that time, the funds raised from SCOPE supporters have provided more
than 10,000 underserved children with a summer camp experience.
SCOPE has gained regional and national recognition for its work with
children and camps and in 2003, was the recipient of the American
Camping Foundation’s prestigious Eleanor P. Eels Award for Program
Excellence, presented at the American Camp Association’s National
Conference in San Francisco, California.

EXECUTIVE DIRECTOR’S REPORT
The success of SCOPE’s fund-raising during the past year has enabled
the organization to become financially secure and to engage many
of our major funders to expand and solidify their commitment.
The dedication of our individual contributors and corporate and
foundation partners is greatly appreciated. I am proud to report
some of the major highlights for 2007.
The Brooklyn Borough President, Marty Markowitz, expanded the
Camp Brooklyn funding to provide camperships for 125 Brooklyn
children in 2007. The partnership with Camp Brooklyn has grown
significantly over the years and continues to be a mainstay of SCOPE’s
fund-raising success. The boards of the Heckscher Foundation for
Children and the NYMEX Charitable Foundation renewed their
support, each funding 200 children in 2007. Their belief in the benefits of summer camp is evident in
their unparalleled and long term support.
PRESIDENT’S MESSAGE
The year 2007 marked SCOPE’s 16th summer and the second year as an
independent nonprofit. I am happy to report, that with your support, more
than 1400 children attended camp through our funding! The summer was
a huge success for the children who escaped the heat and hazards of the
city streets, as well as for the 36 not-for-profit camps that provided a safe
and enriching experience for them.
In 2005, when SCOPE separated from ACA-NY, we were all hopeful that
the organization would grow and expand. Since that time, SCOPE has
increased its funding by more than 50%. Truly none of us envisioned such
extraordinary results in just two short years! The seeds were planted by
visionary leaders in the camp industry when SCOPE was launched in 1992
and provided 26 children with camperships.
This past year was a very exciting one for us, as we embarked on a new course with the expansion to the
Midwest. Under the leadership of Chicago area private camp directors - Dayna Hardin and Dana Cohn of
Lake of the Woods/Greenwoods Camps and Brad Schwartz of Banner Day Camp - SCOPE Midwest
became the first SCOPE affiliate, benefiting the nonprofit camps from the Illinois and Wisconsin ACA
Sections. All proceeds raised by the Midwest committee are earmarked for the camps from that area that
apply to SCOPE for funding. We are thrilled to welcome our Midwest colleagues as our newest partners in
helping children.
SCOPE’s goal is to provide a summer camp experience to as many children as possible. It is only with the
support and belief of our loyal donors that we can make this happen. I look back with pride on our past
accomplishments and look forward with confidence that SCOPE will continue to grow and touch the lives
of many more children. On behalf of our Board and of the children you have helped over the years, I extend

The board leadership of the Fred Gabler Helping Hand Camp Fund formed a strategic partnership
with the Carver Center in Port Chester, New York, to identify 10 children to attend camp. “Fred’s Kids”
attended camp through SCOPE funding this past summer. The Gabler Fund seeks to make a multi-year
commitment to these children, who will be followed up year-round at the Carver Center.
The Turn 2 Foundation funded camperships for 100 children who are enrolled in their after school
programs. Many of the campers were returning for a second year through the generosity of the
Foundation. The feedback from parents and campers was outstanding! The camp experience is part
of the continuum of year-round support that is a key element of Turn 2’s mission.
The Brooke Jackman Foundation provided funding for 15 children who take part in their literacy
programs during the school year to attend camp for 4 weeks this past summer. This partnership has
expanded to a long term commitment to the children and to SCOPE.
Forest City Ratner Companies joined the ranks of SCOPE Corporate Partners last spring. Their desire
was to provide camp experiences for children in their Brooklyn communities. Through the joint efforts
of SCOPE and Forest City Ratner leadership, 20 children benefited from a summer at camp in 2007.

SCOPE’s Impact
Educators in the camp industry understand that summer
camp has a unique role to play in our overall system
of child development. An important adjunct to school,
camp helps children develop self-esteem and social skills,
promotes intellectual growth in a non-academic setting,
and provides children with a safe, structured environment
in which to mature.
Too few inner-city children benefit from the camp
experience. Although scores of not-for-profit camps in the
region seek to serve these children, declining funding and
increasing expenses have led to empty beds, numerous
camp closings, and too many idle children roaming the
city streets. Only by harnessing new resources will we
be able to offer children in need the same educational
opportunities that are routinely available to their more
affluent counterparts. Unfortunately, low-income, innercity children who would most benefit from a summer camp
experience are too often unable to attend. SCOPE seeks
to provide these children with a summer camp opportunity
that can be transforming.
Children We Serve
The children served by SCOPE are economically disadvantaged youth whose families cannot
afford to provide them with a summer camp experience. Through SCOPE, children escape from
the urban setting to secure environments which foster positive self-esteem, strong self-confidence,
and appropriate social skills. SCOPE affords these children the opportunity to leave the boredom,
pollution, and potential dangers of a city summer and instead experience a supervised, caring
community surrounded by positive adult role models. SCOPE gives children the opportunity to have
a challenging and constructive summer.
In order to participate in SCOPE, campers must:

meet family income eligibility requirements established by the United States Department of
Agriculture for free or reduced-price school lunch

complete an application essay expressing their desire and motivation to go to resident camp

agree to comply with the registration procedures and rules and regulations of the chosen camp

Eligibility
SCOPE was developed not only to help children, but also as a response
to the increased need for funding and support for camps in the not-forprofit sector. In an effort to provide a valuable experience for economically
disadvantaged children, through the provision of camperships, SCOPE
continues its dedication to fund-raising and program designs which
promote camp as a complementary adjunct to formal education. Camps
are chosen based on their adherence to these ideals, as demonstrated in
their written materials, organizational goals or mission statements, and their
expressed commitment to providing quality summer camp experiences.
Camps must demonstrate that they provide safe opportunities for their
campers to benefit from an enriching, character-building and educational
experience. Only not-for-profit camps accredited by the American Camp
Association (ACA) may participate in the program. Camps that are
accredited must meet national standards in camp operation, quality of
program and facilities, staff qualifications, and health and safety.
Participating camps must verify that they:
• Have current 501c3 status as issued by the Internal Revenue Service, and
• Had a valid operating permit for the previous summer as issued by a
state or local Department of Health, and will have a valid permit for the
upcoming summer.
By providing camperships for eligible campers, SCOPE is supporting
the participating not-for-profit camps that are facing funding challenges.
Despite SCOPE’s success, most not-for-profit camps continue to operate
well below capacity. Our goal for the future is to place a child in need in
every empty bunk.

Winter Event for Young Professionals
What else can warm you better on a cold winter night then a gathering with camp friends!
On February 1st, over 200 young professionals turned out at Stereo, in New York City, to
support SCOPE. Justin Mayer and Molly Hott, event co-chairs, and their hard working
committee raised over $30,000 through event donations, Sponsor-a-Child pledges and the
ultimate silent auction! The Winter Event brings together young professionals who believe
in the benefits of camp. This group will someday be SCOPE’s new leadership.
THE SCOPE Anti-Gang
Empowerment
Program (SAGE)
Funded through a grant from the Federal
Government, the SCOPE Anti-Gang
Empowerment Program (SAGE) provided
a year-long intervention to elementary and
middle school children living in communities
with reported gang activity. Developed as
a pilot program in 2006, SAGE funded a
two-week summer camp experience for 44
children, which was followed by year-round
meetings and workshops in their communities.
At the end of the year, the 27 children, who
met the attendance requirements of the
program, returned to summer camp for two
weeks through SAGE.
The SAGE program was offered to children
residing in high-risk communities on Long
Island, primarily the communities of the 3rd
Congressional District of New York. Driven by
research indicating that youth who join gangs
tend to begin their exploration of gangs by
age 13, SAGE targeted its programming to
children between ages of 7 and 12 years. The
SAGE Program Coordinator worked with camp
directors and Community Based Organizations
to identify children who were not already
involved in gangs, were from low-income
families, and exhibited at least one of the other
(non-socio-economic) risk factors.

The program aimed to prevent individual
gang involvement and focused on promoting
five individual qualities and skills among
participants in order to build their capacity
to resist gang involvement: self-esteem,
personal responsibility, value formation,
conflict resolution, and attachment to positive
relationships. In addition, SAGE sought to
educate young people about gangs. The
curriculum was structured to reduce at-risk and
anti-social attitudes and behaviors linked to
gang involvement, and to increase the positive
and pro-social attitudes and behaviors that are
shown to prevent gang involvement.

SAGE carried out activities with community
partners to help support youth participants in
achieving and maintaining the traits described
above. Activities that SAGE identified
i n t h i s a re a o f p ro g r a m m i n g i n c l u d e d :
determining the level of gang activity in target
communities; increasing knowledge of camp
staff about gangs and about the resources
available to them, families, and children;
developing programs and activities for use at
camps and in local schools and organizations
serving campers; and training staff of camps
and other community partners in strategies to
guide youth. These activities were intended
to contribute to collaborative, comprehensive
efforts in the larger community, along with
initiatives by schools, law enforcement,
parents, local residents, community-based
organizations, and researchers.

ANNUAL BENEFIT
DINNER
The 2007 SCOPE Benefit Dinner was a
record-breaking success. The evening
would not have been possible without
the hard work and dedication of Ross
Coleman and the dinner committee.
We recognize and heartily thank
Event Sponsor, Camp America, as
well as the other Dinner Sponsors,
CCUSA, Pierce Day Camp, and the
Long Island Association of Private
Schools and Day Camps.
The 2007 dinner featured the induction
of Monty Moss, Mickey Bonwit
and Eugene Roberts as Legends of
Camping. We were also thrilled to
present the Ben Appelbaum Advocate
for Youth Award to the Association
of Hole in the Wall Camps, the
world’s largest family of camps for
children with serious illnesses and lifethreatening conditions.
THE 10TH ANNUAL GOLF INVITATIONAL
The 10th Annual Golf Outing was a roaring success, with a day of good golf and good
spirits. Thanks to Doug Todd, CEO of NetWorth Management, and the entire Golf
Committee for a job well done!
On September 24th, approximately 100 friends
of SCOPE enjoyed a picture-perfect day at the
prestigious Glen Head Country Club, playing
golf for the benefit of children! The Golf Outing
is the official post-camp reunion for camp
directors and other loyal SCOPE supporters
to help kick off the new year of fund-raising to
provide camperships for children in need to
attend camp next summer.
The Golf Invitational was generously sponsored
by CampGroup, LLC and Sobel Affiliates.

To cap off an already emotionally
charged evening, dinner attendees
broke another record by pledging 93
camperships, as SCOPE founder, Jay
Jacobs, led the Sponsor-a-Child drive.
You could feel the electricity in the room
when CCUSA unbelievably pledged to
match all 93 camperships!!! What a
great finale to a wonderful evening!
