General Information
Fee Assistance
Mission Statement
Bloomington Parks and Recreation provides a fee assistance policy to
reduce certain fees and charges for those who are unable to pay.
Application forms are available at the Bloomington Parks and
Recreation Department and at the Lincoln Leisure Center.
The Bloomington Parks and Recreation Department
exists to maintain and enhance the quality of life for all
citizens of Bloomington by providing park, recreation,
and leisure opportunities through organized programs
and by acquiring, developing, maintaining, preserving,
and enhancing recreation areas, open spaces, and
facilities, in the most cost-efficient manner.
Applications taken at least two weeks prior to the start of a program will
be given priority processing; however, fee assistance fund availability
and program registration cannot be guaranteed. Proof of residency and
income are required at time of application. All requests will remain confidential.
All requests will be reviewed and applicants will be notified at least one
week prior to program registration deadlines. The decision of the
Recreation Department will be final.

We comply with the Americans with Disabilities Act (ADA) which prohibits discrimination on the basis of disability. We will make reasonable
accommodations for individuals with disabilities who meet essential eligibility requirements for the desired program. Individuals with disabilities
are encouraged to contact the Recreation Department at 434-2260
regarding special accommodations needed for enjoyment of programs.
Those who use the Tele-communications Device for the Deaf (TDD) may
reach the Recreation Department by calling our TDD number 829-5115.

Don’t be shy! Send in your favorite photos from programs, parks, or
special events and see yourself printed in over 17,000 brochure.
Digital photos should be of high resolution.You can either e-mail photos to [email protected] or you can burn a disc and send it to Barb
Wells, Bloomington Parks & Recreation, PO Box 3157, Bloomington,
IL 61702 or drop it off at the Lincoln Leisure Center to attention Barb
Wells. If you are working with prints, just send a duplicate copy to me
at the same address. Please do not send your original photo as we
can’t guarantee it will be returned. Think about sending in photos of
any season. We need photos for all the future program guides.
Now, the fine print...by submitting a photo to the recreation department you
are authorizing us to utilize the material for promotional materials including
program guides, flyers, website or other pieces. Photos received become the
property of the Bloomington Parks & Recreation Department and will be used
only by the Bloomington Parks & Recreation Department for promotional purposes and will not be shared with any other organization without the written
consent of the photographer. You must have permission from whoever is in
the photo and if that person is a minor, you must be the parent, guardian, or
have permission from said person to send in the photo for publishing.

offer. We have programs, classes, and facilities for all

program that is of interest to you. We want to meet you

Code of Conduct: Participant Guidelines
Equal Access - No participant shall on the basis of
race, sex, creed, national origin or disability, be denied
equal access to programs, activities, services or benefits, or be limited in the exercise of any right, privilege, advantage, or opportunity.
Behavior - Participants are expected to exhibit appropriate behavior at all times. The following guidelines
have been developed to make recreation department
programs safe and enjoyable for all participants.
Additional rules may be developed for particular programs and athletic leagues as deemed necessary by
staff. Participants shall:
show respect to all participants and staff
refrain from using foul language
refrain from causing bodily harm to other participants or staff
show respect for equipment, supplies, and facilities
Discipline - A positive approach will be used. The
Bloomington Parks and Recreation Department
reserves the right to dismiss a participant. Each situation will be evaluated on its own merit.

Toddlers will learn flexibility, balance, and strength while developing
their large motor skills. Emphasis will be on having fun and developing

This special class is designed for parent and child to experience
movement games and gross motor activities. It will be just as fun for
the adults as it will be for the kids!

Let's Make Music Too!
Get involved with your child enjoying songs, instruments,
movements, musical stories, and more! This is a great introduction to music, using developmentally based activities.

others. This is a good opportunity to expose them to a semistructured setting, and let them interact with others. Activities
will involve time in the class room for quiet activities, and time in
the gym for active games. No older siblings please.

Mud to Masterpiece
Parent and child will create bowls, animals, and more in this
hands-on class. We will use hand building clay which will be
fired in the kiln, then returned for painting the second week. We

Children will be introduced to a number of gymnastic skills and
equipment. This class will be a great developer of self-esteem as
children learn new skills and overcome strength, balance, and
flexibility boundaries. Instructor: Katrina Lovel and/or her staff
Children will enjoy doing a variety of new and exciting activities.
Each week will focus on a theme and activities will be planned
accordingly. Participants will be told the theme before each
class. A snack will be provided each week. Parents are able to
leave the building during class.

TOTS is designed to begin the development of body coordination
and awareness for 4 & 5 year olds. Soccer is the cornerstone of
the activities, but the focus is building young athletes. The TOTS
philosophy is based on the enjoyment and learning through interactive games and repetitious skill development in a fun and exciting environment. We want children to enjoy being active! Our
goal is to foster the love of sport while having fun! Participants

For all programs, age/grade requirement will be as of the date
of the first class. Please do not sign your child up for a
class in which he/ she does not belong. If you should do
so and we discover the error, it may be too late to get your
child into the correct class because it is full.
Age/grade requirements are set to benefit the children and
make instruction more consistent for the program leader. In
some instances, the requirements have been set for the
child’s safety.

Get involved with Bloomington Parks and Recreation and do

Youth Sports
After School Sports Programs
Track & Field
Each child has an opportunity to learn and develop skills in an atmosphere of teamwork and fun. Fourth and fifth grade boys and girls in Bloomington and Normal can participate. Programs offered this winter/spring are: Basketball and Track & Field. Teams
are formed and practice at both District #87 and Unit #5 public elementary schools
in Bloomington. Children not attending these schools practice at the nearest
Bloomington elementary school. To allow all participants to use skills learned, Saturday
mornings will consist of game play for volleyball, flag football, and basketball. Track and
Field features a meet at the conclusion of the program. Pre-registration is required
for all programs. No on-site registration accepted. Practices are not held on days
when school is not in session. Watch for flyers through the school announcing
the programs.
Softball throw, long jump and various running events are some of the activities in
which 4th & 5th grade boys and girls can
participate. Participants will be taught
proper techniques and training methods
involved in track and field events. Here's a
chance to participate in a program that
mixes individual accomplishment with the
pursuit of team goals.

After School Basketball
Is your child interested in basketball? This popular program is for 4th and 5th grade girls
and boys. They will have the opportunity to participate in organized practices and game
play. The program will emphasize fundamentals, skill development, sportsmanship, fun,
and better understanding of basketball. Games are played on Saturdays at BHS South
Gym. Practices are not held on days when school is not in session.

make up the Young Champions Wushu Program. Wushu

Learn stranger danger techniques, don’t be bullied, non-aggressive

Chinese Tai Chi
Tai Chi uses slow movements based on the meridian
system used in acupuncture to accumulate energy to
the body. It is an ancient Chinese Discipline of meditative movements practiced as a system of exercise. Tai
Chi is a soft style of martial arts promoting good health,

Youth & Teen Sports
Taekwondo
Co-Rec Dodgeball Tournament
Twin City Black Belt Academy, an ATA certified club in the
Songham style, offers instruction in a safe, fun environment
designed for both families and individuals.
Get your friends together and join our dodgeball tournament. Each
team must consist of a minimum of 6 players and a maximum of
10 players. The tournament will begin with round robin play. The
top four teams from round robin play will advance to the playoffs.
Prizes will be awarded to the top three teams. A minimum of 4
teams and a maximum of 6 teams will be in the tournament.
Beginning Taekwondo offers students a chance to become
acclimated to the Songham style including basic hand and
foot techniques, basic self-defense, and more.
Advanced and Intermediate Taekwondo continue your martial arts journey to your black belt and beyond.
Tiny Tigers is designed for 3 - 6 years olds to gain experience
in Songham Taekwondo while learning and practicing physical coordination, interactive social skills, and group conduct.
Tiny Tigers II continues the taekwondo experience and further prepares the student for more complex material. It readies them to participate in a class with older students
Black Belt Club isn’t just for black belts. It includes intense
weapon training, team demonstrations, additional forms, in
depth self-defense, and more. It’s open to students in either
the beginning or advanced training classes, and the tuition of
$50 includes the appropriate beginning or advanced class.

Teens Entertain
Challenge Park Xtreme Paintball Trip
Move over Martha Stewart! Teens will learn all of the
basics of hosting your own fabulous party. This class will
cover invitations, making a menu, decorations, planning
activities, and more. It will all be hands on, and we will
host an actual party.
Spend your day off from school participating in some extreme paintball
on the numerous fields at Challenge Park Xtreme in Joliet, IL. You will
experience urban, forest, old west, and post WWII scenarios on this all
day trip. Fee includes admission, gun and mask rental, 500 rounds of
paint, and lunch (hot dog, chips, and drink). Leave from/return to

We encourage people to become Lifeguard certified and to
be an aquatic employee for BPARD. Beginning in 2008, we
will pick up the cost of a Red Cross Lifeguard Training class
if an individual successfully completes the class in 2008
and then works an entire summer for the department. At the
end of the season, turn in your receipt and you will be reimbursed. Now is the time to become a lifeguard professional.

Summer Adult Softball Leagues
Adult Swim Instruction
It’s time to start planning for the 2008 Summer Slow-Pitch Softball
program. This year’s program will again include men’s, women’s, and
co-rec divisions. Everyone is encouraged to attend the Informational
Meeting scheduled for Wednesday, Feb. 6 at 7:00 pm at the Miller
Park Pavilion. All information regarding the upcoming season will be
presented at this meeting including leagues offered, league format,
rule changes, the registration process, and equipment restrictions.
It is never too late to learn how to swim. An experienced
American Red Cross instructor will help you conquer your
fear of water and teach you basic strokes. Instructors will
work with you at your own individual level. We want you to
set the goals and we will work with you to achieve them.
2007 Softball teams with 50% returning players (minimum 7) have
priority and can register Monday, Feb. 25 thru Friday, Feb. 29. All
other returning teams and new teams register starting Monday,
March 3 on a first-come, first-served basis. All registration takes place
at the Bloomington Parks & Recreation office, 115 E. Washington
Street. A signed team roster with a minimum of 10 names plus the
league fee is due at time of registration.
The 2008 season will officially begin the week of April 28 and will conclude early August (depending on weather and field conditions).
Anyone looking for a team can contact the office to be placed on our
players list and any team managers looking to recruit additional players may contact the office to acquire these players.
League information and roster forms will be available as of Feb. 1 at
our website, www.cityblm.org/sports and at the Parks & Recreation office.

Co-Rec Dodgeball Tournament
Get your friends together and join our dodgeball tournament.
Each team must consist of a minimum of 6 players and a
maximum of 10 players. The tournament will begin with
round robin play. The top four teams from round robin play
will advance to the playoffs. Prizes will be awarded to the top
three teams. A minimum of 4 teams and a maximum of 6
teams will be in the tournament.

Adult Soccer - Introduction to Futsal
Young Champions Wu Bin Wushu
Bloomington Parks & Recreation Department and Midwest Sports
Inc. will be teaming up to present an 8 week Introduction to Futsal
Training league in Bloomington. Concepts and skills will be emphasized with a focus on skills and friendly competition. Futsal is fast
paced indoor soccer played between two teams of five players with
unlimited substitutions on the fly. The field is marked by lines and
players are not allowed to use walls or nets to control the ball. This
emphasizes skill and precision over brute power and makes for an
exciting quick activity to stay in shape during the winter. Teams will
be limited to 12 players and games will be 20 minute halves with
teams calling their own fouls.
We are pleased to say that honorable Grand Master Wu Bin,
coach of famous movie stars Jet Li and Jackie Chan, created the curriculum, forms and levels that make up the Young
Champions Wushu Program. Wushu is a skilled performing
Chinese Martial Art. Students will learn basic through
advanced skills including various flying kicks, jumps, fan,
staff, barehanded, meteor ball, and several other forms.
Students have the option to participate in several local
and international events, which require proper uniforms.

Journal Writing and Photography
You’re sitting around a campfire, stuck in a power outage,
or tucking a child into bed when the question “Can anybody tell a story?” is asked. These days, usually not. If
you take this class you’ll always have a story at hand. No
memorizing! These are stories that happen in your own
words, and improve every time you tell them. You'll watch
fun examples, learn practical tips, and practice telling
with your classmates in very interactive sessions.
Participants will be introduced to journal writing and the use of photography to enhance journal writing. You will discuss the benefits to writing
for self expression and self. Also discussed will be patterns in writing,
what to do when stuck, and self defeating comments that appear in
writing. Techniques like free writing, poetry, 3rd person writing, and narrative will be applied. Instructor: Julie Wright, a practicing LCPC
(Licensed Clinical Professional Counselor).

Joy of Painting
Watercolor: Projects or Independent Paintings
Using the Bob Ross techniques as seen on the PBS television
series, Donna Hopwood (certified Ross instructor) will teach you
how to paint a ready-to-frame picture in 4 - 5 hours. These two
paintings will be done using the larger 18” x 24” frame size.
Paintings will be on display at the Lincoln Leisure Center.
Experiment with watercolor and make new projects like puzzles, luminaries, bookmarks... or work independently on your
own paintings. This class will accommodate beginners through
intermediate to delight and challenge. The products can be
given as gifts to friends, children, or grandchildren and will be
fun to do. You can bring pictures for inspiration. There will be a

Decorated Diaper Contest
As part of the Diaper Derby, every small child is invited to
wear a decorated diaper and participate in the Decorated
Diaper Contest. The contest will be split into two categories: the craziest and prettiest diaper costumes. Be creative! Winners at other contests included a cowboy-themed
outfit (cowboy hat, boots, toy gun, rhinestones on the diaper) and a princess-themed outfit (complete with a pink
and purple long flowing boa). Prizes awarded to winners.

At the Hop Easter Egg Hunt
Celebrate Valentine’s Day at the Miller Park Pavilion. Sample an
assortment of chocolates, then dance off those calories. Cathy
Hempstead will teach an introductory pattern or two in each of
several slow, romantic dances throughout the evening, and provide music for you and your dance partner to enjoy.
Make plans to join us for the annual Egg Hunt. Activities will
take place on the main level of the Miller Park Pavilion, while
the various age groups hunt for eggs outdoors. The bunny will
make a special appearance. Dress for the weather, as the
hunt will take place even in inclement weather.

The Legacy of Lincoln
Come see the 33rd Illinois Volunteer Regiment Band, which is an
authentic reenactment of the actual Civil War Era band that was
mustered at Illinois State Normal University in 1861. Learn more
about the “Great American Story” which is the life and times of
Abraham Lincoln. Max and Donna Daniels, as Mr. and Mrs.
Lincoln, will make an appearance and share some thoughts about
their life before they leave for Ford’s Theatre! The afternoon continues with Michael Lockett telling stories about the Civil War, and
more as we celebrate the year of the 200th birthday of Lincoln.

A Kite Flying Contest will also be part of the Party! Kite flyers are
encouraged to build their own models, but store bought kites are eligible. Participants will be divided into two age divisions (13 & younger; 14
& older). There will be three categories within each age division: Best
Home-Made Kite, Smallest Kite, and Highest Flying Kite.
To be eligible for competition a participant must fly their own kite (an
adult may assist children 13 years & younger with getting their kite in
the air). All kites must fly. Maximum wing span will be six feet. A kite
may win in one category. Registration begins at 2:00 pm in the open
area in front of the fountain. Kites should be flying by 2:30 pm.

Starved Rock State Park - Hiking and Picnic
A Day in May Photography Contest
Enjoy spring at one of Illinois’ State Parks. Families will be able to
work up an appetite hiking the trails along the river and to the
waterfall. A picnic lunch will be provided, and there will be a little
more time for hiking after lunch.
Calling all amateur individuals
or family photographers with a
35 mm camera who are interested in participating in a community wide
photography contest! The rules for this
contest are simple. Come out and pick up your
marked 35 mm roll of film at the Lincoln Leisure
Center Lobby at 9:00 am. Then head out and take
pictures anywhere within a Bloomington Parks
and Recreation facility or park. Return the finished roll of film by 3:00 pm at the same location.
We will then develop the film and return all of your
pictures.

Spend the Morning with the Herb Guild
Work with a unique group of local citizens to learn a little about herbs.
Enjoy herbal treats, including herbal tea, and help with the wonderful garden by the Atwood Wayside on the Constitution Trail. The Herb Guild will

spring gardening, and provide a sampling of food and drink that uses

The purpose of the Miller Park Adult Center is to serve the needs and interests of
mature adults in McLean County. Located in Miller Park in the lower level of Miller Park

The course updates drivers on current Rules of the
Road, explains vision and driving ability examinations,
and prepares applicants for the written and road sign
examination for the State of Illinois. The Illinois
Secretary of States Office and the YWCA Retired Senior

Senior citizens are particularly vulnerable to cold weather and are at an
increased risk of developing hypothermia
- the result of below normal body temperature. Be aware of the danger signals: puffy face, shivering, confusion, stiff
muscles, forgetfulness, sleepy and hard
to wake, stomach is cold to the touch,
trembling arms or legs.

Skating/Stickhandling Clinics
Pick-Up Hockey (aka rat hockey or pond hockey) is your designated scrimmage. Players sign up and split into teams on their
own. No checking allowed. Players officiate themselves.
Half of each session will focus on skating technique or power
and applying that technique to overspeed or game speed
conditions. The second half of the session the skaters will
work on improving their stickhandling skills, along with proper technique and new moves. The skater will work on puck
control and maintaining their speed when they have the puck.

HOCKEY LEAGUES FOR ADULTS
All players must be 2007 - 2008 members of the USA Hockey in
order to participate in the Winter Adult Leagues. Register for USA
Hockey at www.usahockey.com. Please forward the barcode to

All registration for hockey leagues will be processed at the Pepsi
Ice Center. A registration form and additional information are

Adult Winter Leagues (16 goalies; 104 players)
Players (ages 18+) will register as an individual and the Adult
League Committee will form two divisions (low skill and high skill)

with teams formed after that. Games will be on Sundays. If the
number of teams is greater than eight, a once a month game on a
Friday or Saturday night will be necessary. Teams will play 12 total
games. Fees include jersey, officials, time keepers, and ice time.

Youth Spring Leagues
Bloomington Hockey will run a youth elite league that will
skate for 8 weeks (Mar 31 - May 25). Teams will be formed
at the Mite, Squirt, and Peewee levels. Teams will be drafted
as evenly as possible and assigned a coach. Each team will
practice once during the week (Tuesday or Thursday) and
play a full ice game on Sunday morning or early afternoon.
The Sunday time slots will be rotated as evenly as possible.
All games will be played at the Pepsi Ice Center. Players (or
teams) from surrounding areas are welcome to participate in
the league. If you have a team that is interested in joining the
league, please contact Joe Olson at [email protected] for
team fees for practices and games, or just games. The individual player fee for the league is $199. Goalie fees are $99.
Youth Spring Recreational Leagues
Bloomington Hockey will also run a youth recreational
league. This league will play 8 games (full ice) only with a nocoach format. The referee will assign player positions and
make the line changes. The games will be played Apr. 3 May 25. Most of the games will be played on Saturday afternoon or early evening. A few Thursday evening games may
be necessary if there are an odd number of teams in an age
division. All games will be played at the Pepsi Ice Center.
Teams will be formed at the Mite, Squirt, Peewee, and
Bantam/Midget levels. Teams will be drafted as evenly as
possible No experience is required to participate. The individual player fee for the league is $99. Goalie fees are $49.

NOTE: All classes will be 12:1 student-to-instructor ratio,
except Tot - level classes will be 6:1. (This does not apply
to Synchro Skate). Each session meets for 6 weeks.
Class periods are 45 minutes which includes a 10 minute
supervised warm-up.
The “Ice Experience” - Ages 6 & over. Pre-requisite: Delta.
This recommended “sampler” class will serve as an introduction
to freestyle, free dance, ice dance, couples, and pair skating.
Artistry and music improvisation are included.
Helpful Learn to Skate Information
Arrive at the rink 15 - 20 minutes early to collect your
rental skates and prepare for your lesson.
Have young children use the restroom
before class starts.
Wear long pants (no shorts), jacket or sweater, socks,
and gloves or mittens. Dress in layers of clothing.
Clothes should not restrict movement.
Helmets (bike, hockey, etc.) are strongly recommended for children under six and should have a snug fit.
Classes will only be made up if the rink cancels a
class. Pepsi Ice Center Learn-to-Skate staff reserves the
right to cancel any class, combine classes, change
instructors on any class and move students to a different
class level based upon instructor evaluation.

Miller Park Zoo 5K Stampede & Quarter Mile Critter Crawl
Saturday, March 1: Join us for the Zoo’s annual race. A quarter mile fun run for the children will be at 9:30 am, followed by the big race at 10:00 am. There will be prizes for all the children, unique hand-painted trophies for the 5K, and

prestigious acclaim. Sporting two-level greens and fairways, a sandy
waste, lakes and rolling hills, men’s par on this 18-hole regulation

PVG has a full-service pro shop which is open sunrise to sunset,
March - December. There is also a banquet room for rental and a

S.O.A.R.
S.O.A.R.
(Special Opportunities Available in Recreation) is a community
therapeutic recreation program serving individuals who are
unable to successfully participate in regular recreation programs.
Social, leisure, and developmental skills are emphasized to promote the highest level of recreational participation possible.
S.O.A.R. is sponsored by Bloomington and Normal Parks &
Recreation Departments.
S.O.A.R. Brochure
Eligibility
Most individuals with disabilities are eligible to participate in
S.O.A.R. activities. Persons from youth to adults who are in special education classes, workshops, nursing homes, or who have
leisure needs not met by traditional recreation programs are eligible. This includes those with developmental, physical, or learning disabilities; sensory, genetic, or behavior disorders; autism, or
emotional difficulties.
Because S.O.A.R. offers so many programs for the upcoming
session, separate brochures with specific program information–times, dates, fees, locations–will be available at the
Bloomington and Normal Parks & Recreation offices. Registration held January 4 - February 1.
Other Services
Transportation - Transportation is available for some programs
for those with no other means of transportation. There is a minimal fee for transportation.
Volunteers
S.O.A.R. uses a wide variety of volunteers to assist in weekly programs and special events. Volunteers help with program activities
and events and work closely with participants to provide an
enjoyable and quality leisure experience. Past volunteers have
been community residents, college students, and community
service groups. If you are interested in volunteering, contact

Financial Aid - Payment plans and full or partial scholarships are

Facility Rentals
Park Shelters
The Bloomington Parks and Recreation Department has facilities
with rooms available for meetings, parties, weddings, dances,
athletic practices, and workshops.
Open-air shelters located in Airport, Ewing I, Ewing II, White
Oak, Brookridge, Northpoint, Forrest, Fell, Holiday, O’Neil,
Pepper Ridge, P.J. Irvin,
Rollingbrook, Stevenson,
Sunnyside, Suburban East, McGraw, and Bittner Parks are
available free-of-charge on a first-come, first-served basis.
Miller Park Pavilion - This unique landmark was restored in 1977
and continues to be a popular spot for a variety of activities. Rates
vary depending upon room size and type of event. The Pavilion
has three floors and is quite impressive with its rambling porches,
chandelier lighting, and interesting design.
Tipton Park Shelters
There are two large shelters in Tipton Park which may be
reserved. The one off GE Road will be $50 and the one off
Stone Mountain Blvd, $100. Call 434-2260.
McGraw Park Wedding Rental
McGraw Park is now available to rent for outside weddings.
The beautiful fountain and surrounding park lends itself for a
perfect place to have a wedding. Please call our office at
(309) 434-2260 for more information, fees, and availability.
Miller Park Pavilion
Winter Hill Grove
White Oak Community Room - This facility located in White Oak
Park includes a small meeting room that is available for rental.
Lincoln Leisure Center - Once an elementary school, this twostory building consists of a gymnasium and nine classrooms.
Recreation programs are offered on a daily basis. Rental opportunities are available to the public after recreation programs have
been scheduled. Classrooms are $15 per hour, and gym is $45 per
hour. For information on availability or if you wish to see the facility, call Randy Ralston at (309) 434-2260.
Children and Elders Forest, a not-for-profit organization started in 2005 in Bloomington/Normal, encourages teams of children and elders to plant indigenous trees in groves and to
celebrate and deepen bonds among the generations. Winter
Hill Grove was started in Ewing III Park in November 2006,
and is cosponsored by Bloomington Parks and Recreation.

Park Regulations
Parks open at 6:00 am and close at 10:00 pm.
Alcoholic beverages are prohibited.
Motor vehicles restricted to roadways and parking
areas.
20-mile-per-hour speed limit in all city parks.
Pets are allowed in the parks on a leash. (Please
clean up after your pet).

The Parks & Recreation Department is currently experimenting with the development of natural areas within an urban
park setting. Several acres have been set aside in Forrest
Park, Tipton Park, and Ewing Park II to establish prairie
grasses, wildflowers, and other native vegetation. The establishment of these areas offer yet another dimension to the
services of the department. Ideal for group tours and field
trips, these areas are open all year during park hours.

Winter/Spring registration opens for residents beginning
Thursday, Jan. 3, at 12:01 am! Non-residents may register
beginning Thursday, Jan. 10 at 12:01 am.
PIN and Client Barcode Numbers
Before using RECWeb or REC-Line, you need a client barcode
and family Personal Identification Number (PIN). Anyone registered for programs since Fall 2000 or who completed an information form has these numbers. If you haven’t been entered in
the system and would like to use automated registration, stop
by the Bloomington Parks & Recreation Department or download a brochure registration form from our website, fill it out indicating you need numbers and mail or fax to us.
3. You will first be asked to enter the client barcode of the
first person you will be registering; then you will be asked
for your family PIN# (Personal Identification Number). The
system will confirm that this information matches our
records at which point you will begin the actual registration
process.

our 24-hour Internet registration system. Click
on MY BASKET and log in using your Family PIN
and Client Barcode (the same numbers you’ve
used for REC-Line). Search for courses by clicking on the
ACTIVITIES tab; when you find a course you want to register
for, click on the ADD button to place the course in MY BASKET.

How does REC-Line work?
1. Have all of your information ready including:
gram number of the program you want to take. See the
example for the location of the code in the program listing. Note your confirmation number.
5. Continue to follow the instructions for each program
and/or each family member you wish to register.
6. Once you have selected all your program(s) enter your
credit card number and expiration date to process your
payment.
7. A registration receipt will be mailed to you.

Code of Conduct: Participant Guidelines
Equal Access - No participant shall on the basis of race, sex, creed, national origin or disability, be denied equal access to programs, activities, services or benefits, or be limited in
the exercise of any right, privilege, advantage, or opportunity.
Behavior - Participants are expected to exhibit appropriate behavior at all times. The following guidelines have been developed to make recreation department programs safe and enjoyable for all participants. Additional rules may be developed for particular programs and athletic leagues as deemed necessary by staff. Participants shall:
show respect to all participants and staff
refrain from using foul language
refrain from causing bodily harm to other participants or staff
show respect for equipment, supplies, and facilities
Discipline - A positive approach will be used. The Bloomington Parks and Recreation
Department reserves the right to dismiss a participant. Each situation will be evaluated on
its own merit.

Registration Policies & Procedures
General Policy
1. Bloomington residents have the
opportunity to register at least one
week prior to non-residents. All programs have a minimum and maximum
enrollment and are filled on a firstcome, first-served basis.
2. Prior to Jan. 3, registration can be
dropped off, mailed, or faxed. Automated phone and internet registration
begin Jan. 3. Mail-in, drop-off and fax
registration will be processed beginning Thursday, Jan. 3 (phone lines and
the internet will be available at 12:01
am; mail, fax, and drop-off registration
will be processed beginning at 8:00
am). All registrations received prior to
this date will be processed at random.
All registrations received thereafter will
be processed randomly on a daily
basis. To facilitate processing, please
use the form on the opposite page and
complete all sections.
3. Payment may be made by personal
check, money order, VISA , MasterCard,
Discover or American Express. Please
send a separate check for each registration. This eases refunds should
one of your classes be filled. Checks
payable to: City of Bloomington.
4. A service charge of $5 will be assessed
per participant per activity on all refunds
requested by participant.
5. A letter will be sent confirming class
registration or wait list status. This letter
does not guarantee enrollment if the
class does not fill and is cancelled.

Each refund costs the Department in
time and money. The following policy will
be implemented for refunds/credits:
We reserves the right to cancel, postpone, or combine classes. If insufficient
enrollment causes an activity to be cancelled, participants will receive a full
refund in the mail. Please allow three
weeks for the processing of refunds.
To be eligible for a requested refund or
credit on account, the request must be
received no less than three (3) business
days prior to the start of the program. A
$5.00 service charge will be assessed
per participant, per activity. No refund
for programs costing $5.00 or less.
No refund or credit on account will be
granted after the start of a program
except in the case of illness. Written
documentation from a physician
must be provided. A $5.00 service
charge will be applied to refunds.
Refunds or credit on account will not be
given for contractual programs or trips
for which the Department has incurred
costs, except in the event of cancellation
by the Department.

A $15 service charge is assessed on
all checks returned due to insufficient
funds.

Helpful Hints
Friends In Same Class?
If two or more persons from different families wish to be enrolled in the same
class, registration forms and checks must
be fastened together with a note indicating same. (If only one space is available,
no one will be enrolled.)
Why Separate Checks?
List all children in the family on the same
form but send a separate check for each
program. If a combined check is sent and
one or more programs is full, the entire
registration is held until we receive a corrected check. Classes may reach maximums before we can resolve the problem.

Insurance
Individual accident medical insurance for
program participants is not provided by
Bloomington Parks and Recreation.
