Background Anne Arundel County has approximately 533 miles of shoreline along the Chesapeake Bay and its tributaries. This resource provides the opportunity for the marine industry to flourish, providing services to the commercial and recreational boaters. In 1976, the first Boating and Marina Study was completed in the County. At that time, the County had 57 Marinas and 1,767 slips.1 Since that time the County has experienced significant growth in all aspects of its economy including the marine industry. This report was prepared as an update of the 1997 Anne Arundel County Marinas Study2 and includes an updated inventory and mapping of marinas in the County. II. Marinas The term “marina” normally indicates that an extensive package of boating-related services is provided. The County’s definition of a marina is, “a facility located along the shoreline that has docks, moorings, supplies, and other services for watercraft and watercraft passengers.”3 Marinas may stand alone, may be part of a boatyard4, or may be an amenity to a larger residential or business project. Marinas are often more than just places to store boats and might include services for boaters, such as fuel and repair facilities, restaurants, and stores. In Anne Arundel County the term “marina” is used broadly and includes all boatyards, yacht clubs, sailing clubs, and even ramps without boat storage. There are a total of 221 marinas containing 10,462 boat slips in the County (Table 1). This number includes community and commercial marinas and excludes communal recreational piers, residential boating piers and marinas in the City of Annapolis. The principal services that are provided at marinas are facilities for storing, launching, and hauling boats. However, other services often include fresh water supply for the docked boats, electric power, repair, fuel, grocery sales, marine, hardware, restaurants, restrooms, tennis, swimming pools, ice, boat sales, boating schools, and sometimes motels. See Appendix A for a listing of the variety of services and amenities that might be found in a specific marina. For the purpose of this study, private properties which rent slips or marine services or mechanics have not been included. The marinas listed in this report fall into two categories; commercial or community. A. Commercial Marinas A commercial marina as defined by the Zoning Ordinance is “a marina for servicing, fueling, and storage of watercraft that may include covered or uncovered wet storage slips, dry storage of watercraft, and boat sales.”5 Anne Arundel County has 91 commercial marinas containing 7,857 boat slips located within 5 maritime zoning districts. Commercial marinas encompass a wide variety of sizes and types, which is the reason for the different zoning classifications for commercial marinas. The MA 1, 2, 3 zones are for light commercial marinas. They permit the services that most marinas are likely to provide. The MB district is for general commercial use and provides a full range of commercial services. The MC district is very similar to MB with the differences being that MC permits industrial operations that provide services such as marine salvage, towing operations, and storage of watercraft in excess of 150 feet.6 Yacht clubs are a type of commercial marina that requires membership in order to use the marina facilities. A yacht club as defined by the Zoning Ordinance is “a private, nonprofit club with land and facilities owned or leased, maintained, controlled, and managed by the members that provides limited marina facilities for the use of members and their guests.”7 Yacht clubs differ from commercial marinas because they are not for profit and membership is required. For this reason Yacht Clubs are zoned MA3. This is zoning only for yacht clubs and is different than MA2 because they cannot sell fuel, watercraft, marine engines, and watercraft trailers. B. Community Marinas A community marina as defined by the Zoning Ordinance as “a marina that provides limited watercraft services in a recorded residential riparian subdivision for residents and their guests and that is located on property leased or owned by a homeowner’s association.”8 The County has 130 community marinas consisting of 2,605 slips that are used for boating by both waterfront and non-waterfront residents in water accessible subdivisions. Community marinas are permitted by right in the MA1 zone; however, all existing ones are not currently in this zone. Some subdivision communities have built and enhanced their water facilities by obtaining special exceptions and variances rather than applying for MA1 zoning. In developing this report, it was determined that community marinas are not only found in maritime zones, but also found in residential, commercial, industrial and open space zones. III. Marina Inventory, Table and Maps A listing of the 221 marinas of Anne Arundel County existing in 2010 can be found in Appendix A, followed by maps showing the locations of these marinas in Appendix B. The listing of marinas is organized first by waterway, moving north to south and then in alphabetical order by marina name. The maps are based on a gridding system which breaks down the County waterways into 13 maps. The report did not consider whether or not a marina had any zoning violations. Marinas were identified by their attributes determined by a variety of methods including a telephone survey, site visits, and aerial photographs. TABLE 2 Term Marina Name Definition The most recent name of the facility. Marinas often change names, so former names have been provided when available. SLS Indicates the number of slips for wet storage. Zoning Indicates the official zoning on the property. Features Describes the amenities of the marina including storage options, fuel and boat ramp availability and additional businesses located on the property. Type Denotes type of Marina: CYM- Community; COM- Commercial (excluding Yacht Clubs); YAC- Yacht Clubs. IV. Impacts of Marinas A. Direct Benefit When someone makes a favorable remark about Anne Arundel County as being a pleasant area or great place to live, he or she probably has boating in mind and the plentitude of marinas along the counties 533 mile long shoreline. The commercial marinas have more than four times as many boat slips as community marinas and increase the amount of such access accordingly. Economic Impact The marina industry (NAICS 713930) for Anne Arundel County accounts for over one-third of the number of paid employees, annual payroll and total number of establishments for the marina industry in Maryland according to the Census County Business Patterns from 1998 to 2007; ranking the County the highest economic contributor for this industry.9 For most of the decade (1998-2007), the number of establishments has gradually declined. However, in 2007 the number of establishments increased nearly 10 percent from the previous year, reflecting a trend that continues to date. In 2007, the marina industry accounted for 456 jobs in the County and $14 million in sales and personal income.10 During this reporting period, the marine industry annual payroll closely followed the trends for the annual payroll for all industries in the county (excluding government). Examining the related industries of pleasure boat renting and repairing, retail marine supplies, and sale of fuel for boats, the economic impact from the annual revenues for sales and employee income could be as high as $840 million annually.11 Although specific data is not available to compare the economics developed in the previous 1997 report, the U.S. Census data through 2007 indicates that the marina industry continues to have a very positive economic impact on the county. 9 U.S. Census Bureau, Economic Census Data from 2002 and 2007.
