Calexico School Board Considering Bond Measure

The Calexico School Board
will consider placing a bond
measure at the November ballot
if they can get sufficient support
from the community.
The Calexico School Board
met in special session Monday,
March 14, to discuss the possibility of putting a bond measure on
the ballot for the improvement of
school facilities in the district.
The CUSD Board of Trustees had
previously heard presentations
from consulting firms such as
MTA Mission Trail Advisors,
Urban Futures, DS&C, and
Caldwell, Flores & Winters Inc.
for and asked to be considered to
be hired as their financial consultants for this bond measure.

Assistant
Superintendent-Busines Services,
spoke about the status of Measure
J funds that was approved by voters in 2004 by more than 55%
authorizing the issuance and sale
of general obligation bonds, not
to exceed $30,000. The funds
would to facility improvements
and capital improvement projects. Some Measure J funds
where misspent and that led to a
forensic audit that recommended
stronger internal controls but
found no evidence of fraud.
Randle said they need to
remove the negative stigma of
Measure J and promote what was
accomplished by Measure J such
as the construction of Cesar
Chavez Elementary, the Enrique
Camarena School Site, and the
Calexico High School modernization.
"Too many projects where
promised under Measure J that
could not be met because of lack
of funding." Randle said.
The next steps for Measure J
are to re-establish the Citizens
Oversight Board in order to continue using its funds that have not
been used since 2012. Randle
finalized her presentation highlighted the ongoing projects
going on right now such as the
construction of the new swimming pool, the remodeling of
CHS Varner Gym, new Ward
Field bleachers, new concession
stand and bathrooms at football

County Librarian Retires Nine Locals Arrested In
Online Pedophilia Sting

A group of individuals were
arrested this week thanks to operation by local law enforcement
agencies to capture online predators.
In a press conference that was
held last Tuesday, Imperial
County Sheriff Ray Loera
announced nine individuals
arrests that have been made during an internet crimes against
children operation, for luring a
minor for sexual exploitation,
attempting to commit sexual conduct with a minor under 14, and
attempting to commit molestation of a minor under 14.
Seven of the arrested individuals currently reside in the
Imperial Valley while other ones
are out of State.
Imperial County Sheriff Ray
Loera said that all cases have
been filed to the District
Attorney's Office and thanked all
the agencies for their support during the week long operation. The
individuals remain in custody
except for one that was able to
post bail. The officers posed as
teenagers on social media and
tracked the individuals who tried
to lure what they believed where
kids.

Valley Senior Troupes Perform At Fair & Fiesta

On the afternoon of Friday,
February 26, the Plaza De Las
Culturas building was the place
to be for Valley seniors as several
free performances by their fellow
groups highlighted a day of fun at
the California Mid-Winter Fair &
Fiesta.
The event, coordinated by
Brawley senior advocate John
Hernandez, brought together
groups and clubs from Calexico
and Brawley to the Imperial
Valley Expo.
"We did this for the Fair a
couple of years ago," said
Hernandez. "Last year, they fair
tried to do it themselves and it
didn't work, so they asked me to
come back!"
Due to shade concerns, the
seniors day event was moved
from the Calico stage near the
north entrance to the Plaza's stage
east of the main building. More
than 300 seniors and supporters
arrived to watch and cheer their
fellows.
Performances during the
afternoon included the Calexico
Senior Aerobics class, led by

Rosa Maria Lopez and Lily Diaz,
Calexico's Groupo de Danzon,
led by Juan Hernandez, and the
Tai-Chi group led by Marco
Calderon. A Brawley Seniors
Zumba class, led by Mary
Sonico, also performed on stage.
Between
the
groups,
Brawley's Lock N Load music
band performed traditional songs
and classic oldies.
Seniors were also given free
access to the Fair on the first day
with a coupon. Groups of seniors
were also transported in shuttles
provided by the Imperial County
Transportation Commission.
Senior groups are an important part of both Brawley's and
Calexico's parks and recreation
department, with hundreds part
of Calexico’s numerous programs

Family Style Buffet Closes After Two Decades Of Service

One of Calexico's longest
running restaurants closed down
unexpectedly last week as Family
Style Buffet is no longer in business.
For more than 20 years,

the favorite places for people in
Mexicali and Imperial Valley to
eat and was owned by Calexico
Chamber of Commerce immediate past president, Carlton
Hargrave. The restaurant opened
in 1993 as part of the Hometown
Buffet franchise but later decided
to separate itself and become a
local restaurant. The restaurant
continued with its normal operations and recently finished its latest remodeling of the interior
restaurant.
Back in 2014, Family Style
Buffet received funding from the
Local Entity 2012 Competitive
Mitigation Program for business
and workforce development.
Hildy Carrillo, Executive
Director of the Calexico
Chamber of Commerce, said that
among the reasons that Family
Style Buffet closed was because
of the peso devaluation, the
increase in minimum wage that
caused the restaurant to have low
sales in recent months.
"Family Style was hit several
factors recently that led to its closure." Carrillo said. It is yet to be
determined if the current location
will host another restaurant or a
business establishment going forward.
Calexico Economy Suffers
This is not the first restaurant
that closed its doors this year in
Calexico. Carrows closed its
doors late last year after its 20
years lease with the building
expired. Burger King in Imperial
Avenue also shut down early
2014 after having low sales at
their current location and decided
to close down. However, new
businesses have opened in
Calexico such as Panda Express
next to Walmart and an ALDI
store will open in the next few
months.
It was announced recently
that B.H. Properties LLC sold the
the old Kmart building in
Calexico and the adjacent properties. B.H. Properties sold the
145,378 square foot property to
an affiliate of Pacific Properties
Group Inc. for $5.3 million. Built
in 1982 and situated on 10.7
acres, Dollar Tree and Fallas
Paredes anchor the center.
Among the clients that
Pacific Properties have is
ULTRA, Chipotle Mexican Grill,
Verizon, Safeway, Michaels,
Smart & Final, Best Buy, Lucky,
among others.
County And IID Launch Restoration Focused “SaltonSeaNow” Website
Recognizing the importance
of 2015 and 2016 at the Salton
Sea, Imperial Irrigation District
and Imperial County have joined
forces on a new public awareness
effort to highlight the challenges,
recent success and progress being
made to restore the Salton Sea,
avert a public health crisis and
develop renewable energy in the
region.
Components of the campaign
include an updated website, outreach through print media and
social media platforms, three display billboards at the Sacramento
airport and two highway billboards in Imperial and Coachella
valleys.

Afternoon Blaze Leaves Inferno
Restaurant Damaged But Still Open

Brawley’s Inferno Restaurant
suffered a minor fire towards the
back of their building on the
afternoon of Friday, March 11.
Citizens alerted the Fire and
Police Departments and safety
crews responded within minutes.
The blaze was extinguished
shortly after arrival.
While the fire is currently
under investigation by the
Brawley Fire Department, restaurant personnel believe the cause
was old and faulty wiring that
ignited, with a moderate breeze
fueling the blaze.
The blaze was concentrated
on the rear of the building and the
patio’s outdoor stage. Damage to
the stage caused the cancellation
of a scheduled concert and has
put future events in jeopardy.

Damage to the building and
stage was estimated to be
upwards of ten thousand dollars.
The restaurant will remain open.
This was not the first fire to
affect the corner of North Plaza
Park and Main Street in
Brawley’s downtown area.
In September 2012, the former Superior Furniture location
was destroyed in a fire that was
part of a string of downtown
blazes that hit the city over six
months.
The perpetrators of those fires
were later discovered to be
teenage thieves using the blazes
to hide their other crimes.
Investigations by the Federal
Bureau of Alcohol, Tobacco and
Firearms eventually led to the
arrest of the arsonists.
In early 2015, entrepreneur
Raymond Babb opened Inferno
800 as an upscale “artisan eatery
and has allowed his restaurant to
become a center for entertainment and other events in the city.

Since late January of this
year, the Brawley Chamber of
Commerce has been led by
Interim Director Katie Beth
Luna.
Luna, formerly with the
Imperial Valley Small Business
Development Center, took over
from Jason Zara after two and a
half years at the position.
A transplant from Los
Angeles, came to the Valley eight
years ago for a visit and moved to
Imperial County five years ago.
“I love the Valley,” said Luna
in an exclusive interview with the
Weekly-Chronicle. “It feels like
a second home and I love the
people here.”
While in the interim position,
Luna has been involved in organizing several events, such as
farmers markets and chamber
networking mixers.
“Each category of event has
it’s own special moments,” said
the business and show them off to
the rest of the Chamber. For
grand openings, everyone is
happy. I really enjoy all of them.”
While Luna ahs been serving
as Interim Director, a committee
of Brawley Chamber members
have been working on hiring a
new permanent director.
The process has included
application review and interviews. While Luna applied for
the permanent position, she was
not selected for an interview.
“There were several applicants,” Luna stated, adding that
the a new director could be
announced as soon as early April.
Brawley has gone through
several directors over the years,
with few lasting more than three
years in the position.
With that, Luna does have
advice for her eventual replacement.
“Don’t stress out,” said Luna
but if you support your chamber
then your chamber will support
you.”

Ortega said that school facilities
are in a dire need of repair and
they should take the opportunity
to rectify that and have better
school facilities, he said.

Calderon said that schools in
Calexico need better facilities
and need to convince the residents that they will get their
monies worth.
"Some schools need to be
complete rebuilt and need a big
overhaul but we need to be very
careful who we trust to help us
with this bond measure."
Calderon said.
Trustee Lorenzo Calderon Jr.
said that the District is in a healing process because of the past
Measure J bond.
"We still feel the scars of that
fund and I don't think right now
the voters will support and get
behind this measure. Our bonding capacity is $22 million but
the reality is that we need $190
million I think we should pay for
our existing debt and come up
other numbers." Calderon Jr.
Superintendent Maria Ambriz
told the board that parents have
participated on the LCAP meetings and have showed their interest in improving Calexico
schools academically and structurally.
"The best thing we can do to
is to pull our community and talk
to them about this bond measure
that will be used to improve our
school." Ambriz said. "I can take
my superintendent cap off and
speak as a parent and have the
legacy of this board and future
boards is to have the Calexico
community look forward to better school by investing these onetime monies wisely." Ambriz
stated.
The board agreed to move
forward and choose a firm next
meeting that will help them do
the polling with district resident
and determine with there is
enough support to but the bond in
November.
Trustee Ciro
Calderon suggested having townhall meetings with parents to talk
to about this bond measure.

Border Officials Recommend Acquiring
I-94 Travel Permits Before Easter
U.S. Customs and Border
Protection officials in the
Imperial Valley are anticipating
an increase in applications by
Mexican travelers for the
required I-94 permit during the
Easter holiday season and spring
break. Mexican border crossing
card holders who plan to visit the
U.S. for more than 30-days and
or will travel more than 25 miles
from the border during the
upcoming travel season, are
urged to obtain the essential document early instead of waiting
until the day of travel.
“During holidays we tend to
experience an increase in traffic
at the ports of entry, so we urge
travelers to obtain the I-94 permit
as much as a week or two early to
avoid congestion and potential
delays,” said Pete Flores,
Director of Field Operations for
the ports of entry on the
California border with Mexico.
“If they apply early, they will
obtain the required document
faster and more conveniently.
Travelers may obtain the permit 24 hours a day at the
Calexico downtown port of entry
and 6 a.m. to 10 p.m. at the
Calexico East port.” At the
Andrade port travelers may
obtain the permit between the
hours of 6 a.m. to 10 p.m. daily.
All traveling family members
need to be present during the I-94
application process.
Those
requesting the permits must be
able to establish financial solvency and proof of residency outside
the U.S., and must demonstrate
that they have sufficiently strong
ties to their country of origin
including a home abroad they do
not
intend
to
abandon.
Applicants who present a border
crossing card are not eligible to
work in the United States.
When crossing the border,
travelers must declare all agriculture products such as meats,
fruits, vegetables, and holiday
decorations that may have hay or
straw as an ingredient. Many of
these items are not allowed into
the U.S. due to possible insects
and diseases that could harm the
nation’s agricultural industry.
CBP is reminding the traveling public that cascarones (confetti-filled eggshells) are restricted to quantities of 10 per passenger and the shells may be decorated or etched but they must be
empty, clean and free of any egg
residue.
Cascarones are a restricted
commodity by CBP in order to
prevent further spread of
Newcastle Disease through contaminated eggshells. Newcastle
Disease is a highly contagious,
fatal viral disease that affects a
substantial number of bird
species, attacking respiratory,
nervous and digestive systems.
Mortality is up to 90 percent of
exposed birds.
In addition, Kinder Chocolate
Eggs are banned for sale and
import into the United States
because they contain a toy surprise hidden inside that poses a
choking/aspiration hazard for
children younger than three years
of age.
The Kinder Eggs contain
small toy parts which violate the
Small Parts Regulation issued by
the Consumer Product Safety
Commission.
CBP officers have the responsibility to inspect travelers and
their belongings. This may
include luggage, vehicle, and the
search of a person, and is meant
to enforce our laws as well as
protect travelers.

Half-Million In Cocaine Seized In Calexico
U.S. Customs and Border
Protection officers at the
Calexico East port of entry
arrested a 23-year-old woman
Saturday after discovering
approximately $530,000 worth of
cocaine, and about $25,000
worth of heroin stashed in the
doors and behind the seats of the
rental car she was driving.
At about 7:30 a.m. on March
12, the woman entered the
Calexico East border crossing
driving a 2008 Nissan Sentra
sedan. A CBP officer referred the
woman and her vehicle for additional inspection.
During the inspection, officers utilized the port’s imaging
system and detected anomalies in

"This is technology used by
ICAC San Diego in which all the
agencies that are part of this operation use this technology for
investigations." said Sgt. Jimmy
Duran.
When asked if this operation
was going to continue and investigate online child predators,
Loera said that the operation was
only for nine days where there
was a lot intense work. He said
however that there is a task force
being formed to tackle online
predators and support the D.A.
Office in their efforts to hire more
staff to tackle this issue.
"Our children are exposed to
this on a daily basis and there is a
lot of abuse to them because of
this." D.A. Otero said, "We have
two year olds being victims and
that is something we deal on a
daily basis and that is why it is
important to be involved in this."

I would like to start by thanking everyone for supporting this
column for the last three years.
This month we celebrate the third
anniversary of the "Latest News"
here in the Calexico Chronicle
newspaper and feels like yesterday when I started writing the
column. It was always a goal of
mine to write a column and talk
about what I feel and about
important subjects. Three years
ago I decided to ask Steve Larson
if I could write my own column
for the Chronicle. He got back to
me days later giving me the green
light to start writing a column the
first week of every month. It's
been a great ride so far where I've
put forward a vision of Calexico
and what needs to be done. My
thanks also go to publisher
Brenda Torres for giving me the
opportunity of expanding my column to twice every month.
Sadly, in the nearly eight
years that I had the pleasure of
working for the Calexico
Chronicle I have seen Calexico in
its worst shape. It started in 2008
with a financial crisis that layoff
many employees, and earthquake
that affected many businesses,
the revolving door of city managers, dirty elections, dirty politics, and a City Council that is
dysfunctional. It gives good
material for news articles but that

is not what Calexico should be.
Many people are trying to
diminish the value of Calexico's
role in the Imperial Valley and
what the city can achieve. The
goal of my column is to create a
robust political conversation that
looks at the issues and moves
Calexico into the premier city the
rest of the valley wants us to be.
During the last three years I have
stated that Calexico needs to
focus on an aggressive plan for
economic development in order
to bring to bring high level industrial jobs as well as retail.
Calexico's main focus should
be to attract new jobs to the city.
The City should have an aggressive plan to get real estate brokers, developers, and investors
bring jobs. The current situation
calls for the immediate action and
I have promoted that in different
ways to encourage it and have the
council take action on this. The
City should develop and economic development plan and a border
impact study to determine who
Calexico can capture the
Mexicali shopper that is fleeing
to El Centro.
The political conversation is
not being carried by our leadership in the Calexico City Council
so I took it upon myself to start
the conversation and have this
column as the avenue for it to
happen. You may not agree with
me all the time or with my ideas
but the goal is to have people talk
and spark a debate.

Change Of Location Adds Visibility To Brawley Farmers Market

The Brawley Chamber of
Commerce held their latest
“Second Saturday” Farmers
Market during the mid-day hours
of Saturday, March 12, 2016 at
the North Plaza area of downtown Brawley.
While the official theme of
this particular street fair was St.
Patrick’s Day, it still had the feel
of an average Brawley farmers
market, with the usual selection
of local craftmen and artisans,
food vendors, informational
booths and other groups that typically arrive at these events.
The change of location was
made to increase visibility for
travelers headed west along Main
Street and to utilize the north
plaza area, with the hopes that the
kiosk and surrounding park could
be used in the future.
The change of location did
little to stymie enthusiasm as
hundreds of people came to the
market to enjoy the festivities,
much less other markets or events
taking place around Imperial
County.
To close out the 2015-16 season, the Brawley Chamber of
Commerce will also host the first
“Best Burger in Brawley” com-
petition on Saturday, April 16.
While usually scheduled for the
second Saturday of the month,
April’s market was moved to
accomodate the city for another
event at the Plaza area.
April’s Farmer’s Market will
also start later in the afternoon, at
4 pm, and run until 8 pm.
“We wanted to send off our
season with a big barbecue battle,” said interim Chamber
Director Katie Luna. “Have
some good, fun competition and,
at the same time, have some good
hang out time with the family.”
Farmer’s Markets are typically used to sell local, farm fresh
produce as fundraisers for events
and activities. In recent years,
every city in Imperial County
have begun hosting monthly markets to promote various aspects
of their respective city.

George "Bill" W. Allen, 77, of Boise, died Friday, March
11, 2016 at his home. Bill was born on May 18, 1938 in Holtville,
CA at home on the family ranch. He was the third child, first boy,
of four children to Eva Andrea Kendall and Cecil Dennis Allen. He
grew up attending Holtville Friends Church. He graduated from
Holtville Union High School in 1955.
At the age of 19, Bill went to work for Pacific Telephone
as an engineer and continued work until 1992 when it was known
as Pacific Bell. His work took him from El Centro to the San
Francisco area and then to the San Diego area. Bill married Donna
Lair at the age of 22 and they had two wonderful boys, Steven and
Paul. Their two sons gave them three wonderful granddaughters:
Rochelle, Dana and Amy.
Upon retiring from Pacific Bell he took a two year hiatus
and then worked 10 additional years for various cell phone companies in California.
Bill and Donna moved to Meridian, Idaho in 2005 as his
son Paul and family had moved to the Meridian area and he wanted
to be closer to family as he had had some health problems. Shortly

Senator Hueso Presents Imagine School With $306K Check

Hueso made a special visit to the
Imagine School in El Centro on
Friday morning presenting the
school with a check for $306,273.
Senator was treated to a
demonstration from the schools

Spangled Banner and by the
schools drill team after which the
Senator talked to the students
with an affiance of the importance of getting a good education.
The senator recommended that
they became scientist.
Senator Hueaso then took
questions from the students such
as, Have you met President
Obama, which he responded to

3 times. Some of the other questions were about his job as a senator and whet he would like to do
after his term expires.
The check for $306,273 was
awarded under the Charter
School Facility Grant Program.
The funding will go towards
building improvements that were
made in the beginning of the
school year. The improvements
include an additional 33 classrooms, library, cafeteria, auditorium, and special education classes.
"It is with great honor that I
present $306k dollars to Imagine
School," stated Senator Hueso.
"I am thrilled that this funding
has improved and enhanced the
learning environment for our
children through the addition of
classes and classrooms. Our children can now learn in a comfortable setting and take advantage of
programs that meet their educational needs."
The Charter School Facility
Grant Program was enacted by
SB 740 in 2001, and provides
funding assistance to charter
schools for rent and lease expenditures that meet specific eligibil-
ity criteria. The law was updated
in 2015 by the state budget bill,
codified in statute by Assembly
Bill (AB 104).

THE CITY COUNCIL OF THE CITY OF BRAWLEY, CALIFORNIA,
DOES ORDAIN AS FOLLOWS:
SECTION 1:
Section 12.5 of Chapter 12 of the Brawley Municipal Code
is hereby amended to read as follows:
Section 12.5.1: Inspection; right of entry.
1) The chief engineer, or any member he or she may
designate, is authorized and empowered to inspect
from time to time, but not less frequently than twice
yearly, all buildings or premises where accumulations of combustible materials or other hazardous
conditions are liable to exist, and to order such
changes or removals as in his opinion are necessary
for safety from fire, principally in the business and
industrial sections; provided, that such changes or
removals are authorized by law or ordinance. For
the purpose of inspection the chief engineer is here
by empowered to enter any and all buildings or
premises at any reasonable hour. Records should be
kept of all inspections, including notes and
sketches, which shall become permanent records of
the fire department.
2) The chief engineer, or any member he or she may
designate, is authorized and empowered to inspect
all premises that are licensed by the City to conduct
business within the city limits on an annual basis
whether or not accumulations of combustible
materials or other hazardous conditions are liable to
exist, and to order such changes or removals as in
his opinion are necessary for safety from fire;
provided, that such changes or removals are
authorized by law or ordinance. For the purpose of
inspection the chief engineer is hereby empowered
to enter any and all buildings or premises at any
reasonable hour. Records should be kept of all

6) Records of self-inspections shall become
permanent records of the Fire Department.
Section 12.2.3: Fees
1) The City Council may, by resolution, establish
fees for inspections conducted by the Fire Marshal
pursuant to this Code.
2) The City Council may, by resolution, establish a
fee for processing records of self-inspections
conducted pursuant to this Code.
SECTION 2: Ordinance 2009-03 is hereby repealed.
SECTION 3: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk shall cause a certified copy of this ordinance to be published one
time within fifteen (15) days after its adoption in the Imperial Valley Press, a newspaper
of general circulation printed in Imperial County and circulated in the city of Brawley.

of Imperial, establishing requirements for an expedited or streamlined building permit process for Small
Residential Rooftop Solar Energy Systems (SRR-SES) for on-site consumption, in accordance with a
Califomia State Requirement through Assembly Bill 2188, which amended Section 714 of the California
Civil Code and Section 65850.5 of the California Government Code.
