It assesses the archaeological potential of an area of land at Aberdare Hospital, Aberdare, which is being promoted for development. It provides an assessment of the potential for significant archaeology in accordance with the policies contained within the current Local Plan and the Deposit Draft Local Development Plan. There are no Scheduled Monuments or other sites with cultural heritage statutory designations located within or in the immediate environs of the study site. The study site does not lie within a Registered Historic Landscape or within a Conservation Area. The Scheduled Ancient Monument (SAM GM527) lies over 300m to the west of the study site and Aberdare Park a Cadw Registered Park lies 800m to the west. Neither Abernant House nor any of the buildings associate with the hospital are listed buildings. The study site has low potential for all periods until the 19th century, when Abernant House and gardens were built. During the same period the very north of the site contained stable buildings relating to the Abernant Iron Works. The assessment concludes that the archaeological potential of the study site is not of sufficient importance to constrain development and that no areas of archaeological significance or ancient monuments, as referred to by Policy CON7 of the Rhondda Cynon Taf (Cynon Valley) Local Plan will be destroyed or adversely affected. In the absence of any archaeological deposits, remains or features it is concluded that the archaeological potential for the site is low and that no further archaeological work is necessary on the west side of the site. The loss of the remains associated with Abernant House could be mitigated, if appropriate, through a photographic record of specific features. © CgMs Limited 3 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 1.0 INTRODUCTION AND SCOPE OF STUDY 1.1 This archaeological desk-based assessment has been researched and prepared by Hannah Heard and Greg Pugh of CgMs Consulting, commissioned by Cwm Taf NHS Trust. This report assesses the archaeological potential of an area of land at Aberdare Hospital, Aberdare, which is being promoted for development. 1.2 The assessment considers an area of land approximately 18.7 hectares in extent, located on the north side of Aberdare. The study site is centred on National Grid Reference 300560, 203270. 1.3 In accordance with government guidance on archaeology and planning (Welsh Office Circular 60/96) this assessment draws together the available archaeological, topographic and land-use information in order to clarify the archaeological potential of the Proposed Development Site. 1.4 The assessment comprises an examination of evidence in the Gwent Glamorgan Archaeological Trust (GGAT) Historic Environment Record (HER), the Royal Commission on the Ancient and Historic Monuments of Wales (RCAHMW) and aerial photographic collection and the Glamorgan Record Office, Cardiff. It incorporates published and unpublished material and charts historic land-use through a map regression exercise. Development Site. It further includes a visual inspection of the Proposed This report has been prepared in line with the Institute for Archaeologists Standard and Guidance for archaeological desk-based assessment (IfA 2001) and the Model Brief and Specification produced by GGAT (GGAT 2008). 1.5 As a result, the assessment enables relevant parties to assess the archaeological potential of the Proposed Development Site and to consider whether there are any heritage issues that may present a constraint on the development of the study site. © CgMs Limited 4 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 2.0 PLANNING BACKGROUND AND DEVELOPMENT PLAN FRAMEWORK 2.1 In March 2002 the Welsh Assembly issued ‘Planning Policy Wales’ which sets out the Government’s land-use planning policies in Wales. In particular, the guidance lists relevant legislation and sets out policy guidance relevant to the historic environment. In November 2004 the Wales Spatial Plan was adopted and this has since been updated following the approval of the Wales Spatial Plan 2008 Update. The Wales Spatial Plan is designed to ensure that the Welsh Assembly Government can make the right investment decisions across Wales. It contains a commitment to preserve and enhance the quality of the archaeological sites and historic monuments of Wales. 2.2 Planning Policy Wales draws attention to the significance of nationally important archaeological remains, whether scheduled or not, and the desirability of preserving a listed building. In other instances, the physical preservation of archaeological remains may not be justified and guidance is provided on procedures for assessing archaeological remains during the planning process and recording them ahead of development (paras 6.5.1-6.5.13). 2.3 More detailed advice and guidance on procedures was issued in Welsh Office Circular 60/96 ‘Planning and the Historic Environment: Archaeology’ (December 1996) and 61/96 ‘Planning and the Historic Environment: Historic Buildings and Conservation Areas’ (December 1996). Circular 60/96 encourages early consultation on proposals, promotes the assessment of the archaeological implications of development proposals, provides guidance on the circumstances and scope of field evaluations, options for physical preservation (in situ) and archaeological excavation and recording, and provides model conditions to secure archaeological objectives. 2.4 In considering any planning application for development, the planning authority will be mindful of the policy framework set by this government guidance, by current Development Plan policy and by other material considerations. 2.5 In this instance Rhondda Cynon Taf County Borough Council is the planning authority. The Development Plan Framework in the County Borough is currently provided by The Rhondda Cynon Taf (Cynon Valley) Local Plan 1996 - 2006 (adopted January 2004). The plan was originally prepared by the former Cynon Valley Borough Council. The following policies relating to Archaeology is contained with the Local Plan: © CgMs Limited 5 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare POLICY CON7 THERE IS A PRESUMPTION IN FAVOUR OF THE PRESERVATION OF SCHEDULED AND OTHER NATIONALLY IMPORTANT MONUMENTS AND THEIR SETTINGS. DEVELOPMENT PROPOSALS WHICH WOULD HAVE AN UNACCEPTABLE ADVERSE EFFECT ON SITES WOULD HAVE AN UNACCEPTABLE ADVERSE EFFECT ON SITES OR AREAS OF ARCHAEOLOGICAL SIGNIFICANCE, INCLUDING THE SETTING OF SUCH REMAINS, WILL ONLY BE PERMITTED IN EXCEPTIONAL CIRCUMSTANCES POLICY CON8 WHERE DEVELOPMENT IS LIKELY TO AFFECT A KNOWN ARCHAEOLOGICAL SITE OR AREA SUSPECTED OF SIGNIFICANT ARCHAEOLOGICAL INTEREST, THE PROSPECTIVE DEVELOPER WILL BE EXPECTED TO ARRANGE FOR AN ARCHAEOLOGICAL FIELD EVALUATION TO BE CARRIED OUT PRIOR TO THE DETERMINATION OF ANY PLANNING APPLICATION. 2.6 The Division is currently preparing a new Local Development Plan (LDP) in accordance with the Planning and Compulsory Purchase Act 2004 and this plan will supersede the existing development plan framework upon adoption in July 2010. The Rhondda Cynon Taf County Borough Council Deposit Draft Local Development Plan 2006-2021 contains the following policy that provide a framework for the consideration of development proposals affecting archaeological and heritage features. POLICY AW 7 - PROTECTION AND ENHANCEMENT OF THE BUILT ENVIRONMENT DEVELOPMENT PROPOSALS WHICH IMPACT UPON SITES OF ARCHITECTURAL AND / OR HISTORICAL MERIT AND SITES OF ARCHAEOLOGICAL IMPORTANCE WILL ONLY BE PERMITTED WHERE IT CAN BE DEMONSTRATED THAT THE PROPOSAL WOULD PRESERVE OR ENHANCE THE CHARACTER AND APPEARANCE OF THE SITE. DEVELOPMENT PROPOSALS WHICH AFFECT AREAS OF PUBLIC OPEN SPACE, ALLOTMENTS, PUBLIC RIGHTS OF WAY, BRIDLEWAYS AND CYCLE TRACKS WILL ONLY BE PERMITTED WHERE IT CAN BE DEMONSTRATED THAT :1. THERE IS A SURPLUS OF SUCH FACILITIES IN THE LOCALITY, OR; 2. THE LOSS CAN BE REPLACED WITH AN EQUIVALENT OR GREATER PROVISION IN THE IMMEDIATE LOCALITY; OR 3. THE DEVELOPMENT ENHANCES THE EXISTING FACILITY. © CgMs Limited 6 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 2.7 Accordingly, Local Plan Policies CON7 and CON 8 and Draft Deposit Local Development Plan Policy AW7 may apply. This assessment aims to clarify the specific potential of the Proposed Development Site and identify the need for further assessment or mitigation measures. © CgMs Limited 7 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 3.0 GEOLOGY AND TOPOGRAPHY 3.1 Geology 3.1.1 The underlying superficial geology of the study site is identified as comprising diamicton till (Devensian) Deposits. The underlying solid geology consists of mudstone, siltstone and sandstone deposits of the South Wales Middle Coal Measures Formation (British Geological Survey Sheet 231, Merthyr Tydfil, 1979). 3.1.2 There have been no geo-technical boreholes or trial pits carried out within the study site to date. 3.2 Topography 3.2.1 The study site is located on the north side of Aberdare and sits on a southwest facing slope above the River Cynon/Afon Cynon. The site lies at c. 160m Above Ordnance Datum (AOD) at the north end, falling to 130m AOD at the south. The area occupied by the hospital buildings has been terraced and landscaped in order to accommodate the buildings and car parks. This area is not flat, but lies between 150m AOD and 140m AOD. © CgMs Limited 8 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 4.0 ARCHAEOLOGICAL AND HISTORICAL BACKGROUND Including Map Regression Exercise. 4.1 Timescales used in this report. Prehistoric Palaeolithic 450,000 - 12,000 BC 12,000 - 4,000 BC Neolithic 4,000 - 1,800 BC Bronze Age 1,800 - 600 BC 600 - AD 43 Mesolithic Iron Age Historic 4.1.1 Roman AD 43 - 410 Post-Roman/Early Medieval AD 410 - 1066 Medieval AD 1066 - 1485 Post Medieval AD 1486 - 1800 Modern AD 1800 Present The Historic Environment Record (HER) for the Rhondda Cynon Taf County Borough Council is held by GGAT. This database contains information relating to known archaeological and historical sites within the area. Only HER entries within a 1km radius of the centre of the Proposed Development Site were reviewed. The Royal Commission on the Ancient and Historic Monuments of Wales (RCAHMW) was also consulted for any additional records that this may contain using the same search radius. Data provided by both sources is included in Appendix A of this report. 4.1.2 There are no Scheduled Monuments within the study site or its surrounding area and it does not lie within, or adjacent to a Registered Historic Landscape. There are no listed buildings within or adjacent to the study site which does not lie within a Conservation Area. 4.1.3 It is the aim of this assessment to review the available data and to construct a predictive model of the archaeological potential of the study site. It will also seek to identify whether any part of the study site merits further investigation. © CgMs Limited 9 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 4.2 Previous Archaeological Work 4.2.1 No previous archaeological work has been carried out within the study site. Within the surrounding area investigations have been limited to a desk-based assessment of the area to the immediate northeast of the study site (CGMS 2004), and archaeological fieldwork undertaken in Aberdare (OAU 1993, OAU 1994). 4.3 Aerial Photographs 4.3.1 Aerial photographs of the study site held by the Central Register of Aerial Photographs for Wales and RCAHMW were viewed at the National Monuments Record of Wales. A range of vertical photographs were available for the study site ranging in dates from 1945 to 2006 (a list of the aerial photographs viewed are recorded at the back of the report). The vertical photographs showed the study site and its environs under a wide variety of environmental and lighting conditions. Four oblique photographs cover the study site, however these were not suitable for examining potential archaeological features across the area. The historic land use of the study site is agricultural and from the construction of Abernant House, parkland and garden. From the 1940s onwards the majority of the Abernant House grounds was laid to grass, with a number of mature trees present throughout the grounds. The northern section of the site is subject to agricultural activity and is seen variably under crop in 1947-8, 1955 and 1985. The 1984 vertical photograph shows plough marks, of probably Post-Medieval date across the northern and western extent of the study site. The 1971, 1975 and 1988 photographs clearly show the expansion of Aberdare Hospital. Grass is generally considered to be a slower indicator of soil moisture deficit, and therefore of buried archaeological features, than cereals (Wilson 2000). It generally only shows marks in conditions of extreme drought. 4.3.2 No crop-marks of possible archaeological origin can be clearly identified within the study site. Former plough marks can be seen across the northern and western extent of the study site. 4.4 Prehistoric - Palaeolithic-Iron Age 4.4.1 The GGAT HER and RCAHMW contain no records relating to any known activity dating to this period within the study site. The archaeological investigations undertaken to the south and southeast of the site revealed no evidence of Prehistoric activity. While it is acknowledged that there has been only limited archaeological investigation in the © CgMs Limited 10 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare area and that areas of ‘permanent’ pasture, such as present within the west of the study site, precludes systematic archaeological prospecting by aerial survey and fieldwalking, the south Welsh valleys area generally sparsely distributed with finds and features from this period. On this basis a low potential is identified. 4.5 Roman 4.5.1 As with the Prehistoric period, the HER and RCAHMW database contain no records relating to Roman activity dating within the study site or the surrounding 1km radius. The presence of Roman activity in southern Wales is well documented. The archaeological investigations that have been undertaken around Aberdare have provided no evidence of Roman occupation, suggesting the site formed part of a marginal or woodland landscape. 4.5.2 It is therefore unlikely that archaeological remains from the Roman period are present within the study site and a low potential is identified. 4.6 Post Roman and Early Medieval 4.6.1 The period between the departure of the Romans and the Norman invasion is one of the least well documented and understood parts of the history of Wales. The area of Aberdare is no different, with the GGAT HER and RCAHMW database containing no records for this period either within or immediately surrounding the study site. 4.6.2 While this absence may in part reflect the lack of archaeological work, there have been no stray finds or evidence of Post-Roman activity recorded during the development of the Hospital site and Abernant House. No such evidence was recorded during the archaeological work undertaken to the south of the study site. 4.6.3 It is therefore probable that the study site was either woodland or used for pasture and it in light of this a low potential is identified. 4.7 Medieval 4.7.1 Neither the GGAT HER nor the RCAHMW NMR contain any records of this date on the study site. It is likely that the area changed little over this period remaining wooded or part of a sparse agricultural community focused on homesteads. There is no evidence of settlement at Aberdare during this period. A low potential is therefore identified for the study site. © CgMs Limited 11 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 4.8 Post Medieval and Modern 4.8.1 Cartographic evidence combined with archaeological records held by GGAT and the RCAHMW suggest that the study site continued to be used for agricultural purposes until the arrival of the Abanant Iron Works (HER34069 and HER40441) in 1801. Yate's 1799 Map of Glamorgan (Figure 2) shows the area on the north bank of the River Cynon opposite Aberdare as pasture with two buildings, probably farm houses. Previous reports have suggested (CGMS 2004) that one of these buildings is Abernant House (HER265636) but the date of the map and location do not seem to match. What is clear is that the habitation of Aberdare was an established road side settlement, though it has been stated that prior to 1799 there were no workers houses in Aberdare (Llewellyn 1853). 4.8.2 Greenwood's Map of Glamorgan, while not showing the study site in detail does show the extent of the Abernant works and the area of the study site is shaded with some potential buildings in the southeast corner (Figure 3). Unfortunately the site falls within the fold of the map so it is not possible to identify Abernant House with any certainty. 4.8.3 Abernant House was built by James Birch when the iron works was founded at the turn of the century. Birch was co-founder of the Iron Works with Jeremiah Homfray, formerly owner of the Ebbw Vale iron-works and later high sheriff of Glamorgan (1809-10). The house and the iron works were sold to Mesers. Tappenden in 1807 and then to Rowland Fothergill in 1819. Rowlands nephew Richard Fothergill who extended and transformed Abernant House into a mansion with formal grounds, which are still known today as 'Fothergill Park' (Price 2007). 4.8.4 The house is clearly visible on the Ordnance Survey of 1833 (Figure 4) and shown in greater detail on the Aberdare tithe map of 1847 (Figure 5). The road leading to the house follows roughly the same line as the extant road and passes through an small patch of woodland. There are two fields to the west and a smaller field in the northwest corner. A row of workers house lies to the immediate north of this (HER286057). Other open fields are depicted to the north and east of Abernant House. 4.8.5 The plan of the Parish of Aberdare of 1853 (Figure 6) identifies Abernant House for the first time and indicates that the structure has been extended since shown on the Tithe award of 1847. The 1853 map also shows different field boundaries to those shown on the earlier map. However, as the 1885 Ordnance Survey (Figure 7) shows a © CgMs Limited 12 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare similar layout as to that shown on the tithe map and as both of these maps are more detailed than the 1853 map, the 1853 map is not considered reliable. 4.8.6 The 1885 and 1901 Ordnance Surveys (Figures 7 and 8) show Abernant House, associated outbuildings to the northeast and extensive grounds. The area immediately around the house (the eastern half of the study site) is wooded, with the west side mostly open fields. A track is shown curving around to the north from the house. What appears to be stables are shown in the northern part of the study site. The tramway is located just to the north of the stables. Beyond the site, to the west is an airshaft. The iron works lies to the north and west. The Aberdare and Hirwaun Tramway (SAM GM527) is shown to the west of the study site. 4.8.7 The house was occupied by St Michael's Theological College from 1st march 1892 until 1907, when the college moved to Llandaff. From 1917 the house was used as Aberdare General Hospital. The Rhondda Cynon Taf Libraries Heritage Trail Website records: 'The movement for a hospital began in 1907 and the initial site chosen was at Godreaman, but following delays an offer from the Marquis of Bute to lease Abernant House was taken up. Public donations raised £14,428 towards the cost of the hospital and the local coalowners contributed £10,000. The work of converting Abernant House was carried out by Horace J Davies of Bargoed at a cost of £10,300. On July 17th 1917 Aberdare General Hospital was opened.' 4.8.8 The main part of Abernant House was destroyed by fire in 1929, leaving no trace of the former splendour of the interior. The hospital was reopened in 1933. 4.8.9 The expansion of the hospital is visible on the Ordnance Survey maps of 1921, 1951, 1964 and 1969 (Figures 9-12). These maps also illustrate the shift from industrial to residential land uses in the area surrounding the study site. 4.8.10 Looking at these plans in more detail, shows two features within the western half of the study site. The first is a square structure located between the house and the stables, the second is a small oval mound towards the southwest corner. The structure is visible on the 1901 Ordnance Survey, but the mound is not. The tram way has fallen out of use and many of the earlier industrial features are now described as 'old'. © CgMs Limited 13 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 4.8.11 The 1951 edition of the Ordnance Survey shows the stables to the north have gone, as has the rectangular feature. The oval mound is still present. The new main building of the hospital can be seen clearly. 4.8.12 By 1982 (Figure 13) the oval mound is no longer visible and no further hospital expansion has taken place since before 1969. Additional new buildings constructed in the 1990s are shown on the 1999 Ordnance Survey (Figure 14). 4.9 Summary 4.9.1 There are no Scheduled Ancient Monuments or other sites with cultural heritage statutory designations located within or in the immediate environs of the study site. The study site does not lie within a Registered Historic Landscape or within a Conservation Area. The very north of the site contained stable buildings relating to the Abernant Iron Works. © CgMs Limited 14 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 5.0 SITE CONDITIONS AND THE PROPOSED DEVELOPMENT 5.1 Site Conditions 5.1.1 A site visit was made on 28th August 2009. The study site comprises two distinct areas. The western part comprises two open fields with pasture (Plates 1-3), a small copse (Plate 4). The west and southern parts of the study site are bounded by a stone wall which is nearly 3m high in some areas and has totally collapsed in others (Plates 5-7). The wall is likely to represent the estate wall for Abernant House. Whether it was built as part of the original house in 1801 or was part of Richard Fothergill's extensive renovations and building programme is unclear. 5.1.2 The east part of the site comprises the buildings, grounds and car parking areas of Aberdare Hospital (Plates 8-13). The hospital buildings comprise the rebuilt main building previously known as Abernant House (Plates 14 and 15) and subsequent new buildings built throughout the 20th century. In particular a wall forming the northern boundary of a car park for the Child and Family Clinic may be the remains of a wall from one of the late 19th century outbuildings (Plates 16 and 17). 5.2 Proposed Development and Potential Impact 5.2.1 The study site is currently be considered for redevelopment. Precise details are not currently available but it is clear that earthmoving and excavation for foundations, services and associated infrastructure required for such a development would remove or damage any archaeological deposits within the west part of the study site. 5.2.2 The area occupied by the hospital has been subject to significant landscaping and terracing as well as earthmoving for the construction of the buildings. Any archaeological deposits predating the construction of Abernant House and the Aberdare Hospital are likely to have been heavily truncated or totally removed. The fire at Abernant House in 1929 caused significant damage and the site visit did not reveal any features of significance relating to the 19th century house. 5.2.3 However, this assessment has established that there is, overall, a low potential for significant archaeological deposits within the study site other than those associated with Abernant House and garden. On this basis, it is concluded that the west side study site is unlikely to impact on archaeological deposits. The removal of the hospital buildings could be mitigated, if necessary, through a rapid photographic recording of the older elements. © CgMs Limited 15 GP/HH/11081 Archaeological Desk Based Assessment Aberdare Hospital, Aberdare 6.0 SUMMARY AND CONCLUSIONS 6.1 This assessment has established that there are no Scheduled Ancient Monuments on or immediately adjacent to the study site and that it has a low potential for archaeological deposits predating 1800. Remains associated with Abernant House may still survive but most of these are likely to have been lost or severely compromised by the fire in 1929 and the expansion of the hospital during the 20th century. 6.2 The study concludes that, based on current evidence, the archaeological potential of the study site is not of sufficient importance to constrain development and that no areas of archaeological significance or ancient monuments, as referred to by Policy CON7 of the Rhondda Cynon Taf (Cynon Valley) Local Plan will be destroyed or adversely affected. In the absence of any archaeological deposits, remains or features it is concluded that the archaeological potential for the site is low and that no further archaeological work is necessary on the west side of the site.
