This profile was produced by NEXCAP and a comprehensive update was completed in July 2013. Since community, site, and facility information changes periodically, the profile may contain outdated material. BorgWarner was known as a major supplier of manual transmission and transfer cases for Ford Motor and other automobile producers. Multiple expansion and renovation projects were conducted from 1945 to 1970, including paving and additional accessory office and manufacturing buildings, elevated steel tanks, and oil storage tanks. The Muncie plant reached its peak employment shortly after the World War II as BorgWarner began producing Ford-O-Matic at the Kilgore Avenue plant. During the 1950s, approximately 6,100 local residents were employed in this plant. After the 1970s, the plant began laying off workers because of the decline of its main product, automotive transmissions. In 1998, BorgWarner sold its last manual transmission line on this site. After several investments in equipment in attempt to create jobs and increase productivity, and after the failed negotiations with the United Auto Workers, BorgWarner announced the closure of the plant in February 2007. The plant was finally closed in April 2009. Current Ownership This property was taken over by Middlefield Industrial Complex Inc. after its closure in 2009. It is now available for sale and lease. The local real estate company, Coldwell Banker Lunsford, acts as the broker for this property. This site was also involved in IDEM’s voluntary remediation program starting from April 2003. Four separate groundwater plumes were identified in the Remediation Work Plan (RWP). In August 2009, representatives of IDEM conducted industrial/hazardous waste generator inspection on various areas and facilities of this site. The inspection shows this site was a large hazardous generator but no violation was found, and no action is required. In February 2012, a representative of the IDEM Office of Water Quality conducted an inspection on this site and observed five PH violations and one Total Recoverable Copper violation. IDEM will conduct follow-up inspection in the future. The site is currently zoned “II,” Intense Industrial, which allows a wide range of industrial uses including heavy manufacturing. The intense industrial zone requires certain performance standards in storage, setbacks, screening, height, emission, sound, and other environmental concerns. The City of Muncie’s interactive zoning map: http://delcogis.maps.arcgis.com/home/webmap/viewer.html?webmap=c555b 66047344e87a4ba74930b5aef1d&extent=-85.4119,40.1814,-85.3586,40.2071 City and county’s zoning ordinance and land use regulation documents: http://www.co.delaware.in.us/egov/apps/document/center.egov?fDD=210&fCS=&path=browse&id=7 Local Land Use and Planning Effort In 2010, State Senator Sue Errington pushed for a new Community Revitalization Enhancement District (CRED) for the former BorgWarner plant. Errington believed that this economic development tool could encourage redevelopment in this vacant facility and bring new jobs. The current two CREDs of Delaware County are the former Delphi Battery site and the former Asea Brown Boveri facility, both of which were authorized in 2004. 18 Last updated: November 15, 2013
