Please see our website for full details and contact us with any questions. 2009 Capital Program in Jeopardy, But Safe for Now I n a stunning turn of events on January 26th, an Illinois apellate court ruled that the the capital construction program passed by the Illinois General Assembly in 2009 violated the state constitution. The court ruled that the bill called for a tax increase on a number of items to fund the program, which the court deemed unconstitutional because each of the different tax increases should have been considered under separate pieces of legislation. This is known as the “single -subject rule.” LECET News readers, and basically everyone in and around the construction industry, are well aware of how much time, effort and work were put into getting the capital program passed. The legislation is critical to Illinois’ infrastructure and all the jobs that depend on that industry. So needless to say, the news of this ruling came as an unwelcome shock. LECET, along with government and industry allies, immediately took action to stress to the courts and lawmakers exactly how important that funding is - to the state’s future, our contractors, and workers alike. Currently, Attorney General Lisa Madigan’s office has motioned for a stay of the apellate decision while her office prepares a full appeal to be heard by the state Supreme Court. The stay is expected to remain in place until May, when the appeal is expected to be heard. The stakes are high - billions of dollars of construction funding covering projects large and small across the entire state are in jeopardy. The 10,000+ union Laborers in Chicagoland, however, do. LECET has now given away eight trucks over the past eight years, and will be doing so again on March 18th, at the Laborers training center Chicago location. Talk about incentive. And it’s not a pipe dream. Due to the poor economic climate, the pool of eligible Laborers has shrunk considerably in recent years. While this is not good news at all in a general sense, it is if you’re hoping for a chance at the truck. time around, be advised that any lost time due to an injury in 2011 will disqualify you for next year’s truck giveaway...but stay safe and you’re in the running. We’re extremely excited about our change in venue for the awards luncheon this year. Holding it at the Training Center will put us at the heart of where the Laborers’ safety culture is born. It will also give our guests a chance to see the new state of the art facility so they can more fully appreciate our commitment to training and safety. We have an invite list, and most seats are filled through that, but we do also typically have extra seating that may be available on a first-come, first-serve basis. The nominations process is already completed for this year. So although your fate in relation to winning the truck may already be sealed this Illiana Expressway Gets Green Light T he long talked about and much debated Illiana Expressway - to connect I-55 in Illinois to I-65 in Indiana - has been green lighted through the help of a public private partnership between the states and private groups. Chicago Area LECET was instrumental in helping to ensure that when the construction for this project is bid, it is done so under the protection of competitive bidding, Prevailing Wage laws, Responsible Bidder language, and project-labor agreements. This will ensure that signatory contractors have a fair shot at the work, and that the 4,300 expected jobs it will create will be union jobs. 2011 LECET Wall Calendars Available A s always, Chicago Area LECET printed and distributed wall calendars for 2011. Job Site Banners Available to Contractors A s always, we at LECET are willing to make free job site banners for interested signatory contractors. These would typically be hung on a fence on the perimeter of the job site and are meant to be a way to promote the company building the job and the fact that it’s being built union.
