scholars of Mayor Annette
Flores-Balgan joined her
when she filed her Certificate
of Candidacy (CoC) last week.
Balgan is running against
her brother, former Mayor
Leonardo Flores.
“I already want to declare
myself as winner after seeing
all your love and support for
me. I only wanted to see my
scholars but I got much more
and very surprised,” said Balgan. She made education the
priority of her government
since 2010.
Balgan has some 1,500 college scholars, spending “millions from her own pockets to
help poor ones beat poverty
through education,” said municipal official Con Macalino.
Balgan said “this is the hard-
est problem in my life because I
am facing my own brother.”
“But I am willing to face
the challenge for the sake of
my present and future scholars,” she added.
In her speech, Balgan also
took a swipe at children who
are spoiled brats. She urged
parents “to stop early wrong
practices and attitudes of
their children.”

If Gov. Lilia Pineda is known
for her advocacy to improve the
health services in the province,
VG Delta is known to be a first
responder during times of disasters and calamities. In fact, he
has motored to the province of
Nueva Ecija during the height of
Typhoon “Lando” to help in the
province’s evacuation efforts.
It can also be recalled that the
Vice Governor personally went
to Tacloban after the onslaught
of Super Typhoon “Yolanda”, extending food and non-food assistance to the survivors there.
Yesterday, he went to the
towns of San Luis and Candaba
to check and assess the situation
in the towns, and urged residents there to immediately evacuate. There is a possibility still
for the Pampanga River to reach
the spilling level.
As of this writing, 11 barangays in San Luis are affected by
floodwaters left by Lando’s wake.
In Candaba, meanwhile, the
Vice Governor brought with him
rescuers, two military trucks,
one rubber boat to be used in
rescue efforts. A loader has also
been brought in the area to clear
the water lilies.
Pineda also assured residents
in the affected areas that the provincial government will distribute relief goods and other assistance to them soon.

Mathematics in 21st century

Y PERSONAL experiences as a mathematics teacher and instructional leader in my
own right at various year levels has shown
me that the favoured learning styles and approaches
of elementary school pupils are not taken into significant consideration in the learning of mathematics. According to Dunn, the incongruity between the
teaching styles of teachers and the learning styles of
pupils leads to hindrance and absence of continual
educational and intellectual development and formation. Similarly, educational psychology experts elucidate that when pupils are taught with approaches and
methods discordant from their learning style preferences, they do not prosper in understanding and mastering the subject matter as rapidly as they could have.
Additionally, pupils are projected to form and create
their own mathematical knowledge, uncover relationships and find facts by employing their own learning
styles and strategies rather than memorizing mathematical formulas and procedures.
Mathematics teachers need to hone and apply their
practice so as to fit more relevantly and closely with
the roles, values and philosophies underpinning the
mathematics curriculum they teach. Experts avowed
that teachers need to pair and match their teaching
styles to pupils’ preferred learning styles for complex
tasks, and to support the learning of contents by using
various teaching strategies. The study conducted by
the Department of Education, the National Curriculum Guideline indicates that: Mathematics teachers
are not necessarily good at teaching in schools by using active learning methods for exploiting the advantages coming through promoting learners’ learning
styles and strategies.

It is envisioned that pupils will guide their learning
of mathematics in relation to their preferences. Secondly, the hindrances students might encounter to use their
own learning preferences will be identified. Thirdly,
the assistance pupils demand to use their own learning preferences will be identified. When children do not
learn the way they are taught, then the teachers must
teach them the way they learn.
This shows that teachers must teach corresponding
to the interest of their pupils and organize their teaching strategies so as to suit the preferences in the learning styles and strategies of their students. Moreover,
educational pedagogy experts stressed that learning
styles are mostly an individual’s personal characteristics and these characteristics are subdivided to include
environmental, emotional, sociological, physiological
and psychological categories.
Some of the mathematics teaching and instruction
concerns include the out-dated teaching strategies and
approaches still employed by mathematics teachers, the
prevailing incorrect perceptions and conceptions on
mathematics, lack of reference materials, poor preparation of mathematics teachers, lack of professional development programs developed in the school systems, and
the absence of motivating and encouraging students’
prior experiences and knowledge. The other significant
problem that also occurs in elementary mathematics
education is the incompetence and inability to provide
parallel venues and opportunities for the pupils to employ and practice their own learning styles and strategies in the learning of mathematics.
As educational psychologists argue, pupils should
be encouraged to use their preferred learning styles
and strategies in order to understand the subject they
learn. Similarly, educational pedagogy experts discuss
the importance of learning styles and strategies for
learners’ better achievement. To this end, following the
ratification of its International Mathematics Education
and Training Policy (IMETP) in 2004, IMETP has been
engaged in a very comprehensive reform process to realign its education system to meet the needs of learners. As the policy clearly stipulated in its objectives: the
development of the physical and mental potential and
the problem-solving capacity of learners; bringing up
citizens who… appreciate aesthetics and show a positive attitude towards the development and dissemination of science and technology in society; and cultivating the cognitive, creative, productive and appreciative
potential of citizens by appropriately relating education
to environment and societal needs.
More importantly, one major reform that should
be designed by policy-makers is the measure taken to
improve the teaching of mathematics, which in turn
contributes to the production of qualified professionals
that in turn enhances the development of science and
technology in the global setting.

Wendy’s was founded by Dave Thomas in 1969 and
named after his daughter, Melinda Lou Thomas. The
first Wendy’s restaurant was in Columbus, Ohio.
Dave developed an innovative method to prepare
made-to-order hamburgers, allowing the staff to quickly
serve high quality food on a daily basis.
Quality meant everything to Dave, but it was not just
about the food. His passion was seen in the way he lived
his days, even coining the phrase “Quality is our Recipe”
and making it a part of the Wendy’s way of life.
To date, the number of Wendy’s restaurants worldwide grew to over 6,500. •

communities.
The family was nominated to the
5th JFVA by Anicia Guzman, one of
the sponsors of the school that the
Domulots help built. She lauded
the positive impact the family has
made and are still creating for the
Aetas along with its strong cultural
and social implications.
Another witness to the selfless
deeds of the family is Essie Villavito who shares the passion of
Carlito in helping protect and empower the Aeta tribes.
“Si Kuya Carlito ang nanguna
sa preservation ng kanilang cultural heritage along with the Department of Education, so they
were able to put up schools in their
community. He also attended International conventions for in-
digenous people, so he really is a
great help,” said Villavito.
The Domulots received a cash
prize of P300,000, a trophy designed by renowned sculptor Michael Cacnio, and P10,000 worth
of Jollibee gift certificates. They
are among the six winning families, championing various advocacies and equally honored during the Gabi ng Parangal para sa
Pamilyang Pilipino awards night.•

“To our members whose houses need repair after
the typhoon, they may avail of cash assistance through
our Direct House Repair and Improvement loan window, which now only carries an interest of six percent
per annum,” Ocay said.
Ocay said qualified SSS members and pensioners
have until December 31, 2015 to apply for loans and
advance pensions while deadline of application for the
Direct House Repair and Improvement Loan, is up to
one year from issuance of its corresponding circular.
As of October 19, the NDRRMC has not yet declared
calamity areas affected by Typhoon ‘Lando’ which
made landfall over Casiguran, Aurora last October 18. Based on the latest NDRRMC report, a total of 4,892
families were evacuated to evacuation centers due to
the typhoon.•

OCD-3: 10-hr drive to reach

CITY OF SAN FERNANDO – Damaged roads and bridges and
flooded highways are hampering the delivery of food aid to
typhoon victims in Aurora and
parts of Nueva Ecija, a top official
of the Office of Civil Defense 3
(OCD-3) said.
“Truckloads of relief goods
will take about 10 hours to reach
its destination specifically Au-
rora and parts of Nueva Ecija due
to present roads condition,” said
OCD-3 Director Nigel Lontoc,
who motored to Baler town to assess the situation.
He said cargo trucks carrying
food aid going to Aurora have to
travel via Tarlac as main thoroughfares including bridges in
some Nueva Ecija areas remain
impassable.
“There are roads that are still
blocked by debris such as top-
pled electric posts and uprooted
trees… but government engineers are conducting clearing
operations on the double to make
all roads accessible,” said Lontoc.
Aside from food aid, Lontoc
said the Department of Health 3
(DoH-3) also mobilized a truckload of medicines intended for
thousands of evacuees still reeling in different evacuation centers being supervised by local
government units.
Aurora and Nueva Ecija were
the provinces in Central Luzon
badly hit by strong winds and
flashfloods.
OCD-3 reports have it that
a total of 53 roads and bridges
remain impassable to light and
heavy vehicles. It said nine bridges linking Nueva Ecija and Aurora collapsed due to strong current of floodwater at the height of
heavy rains triggered by Typhoon

for uplifting lives of fellow IPs

Domulot family of Botolan, Zambales, was recognized as one of the
six exemplary Filipino
families during the 5th
Jollibee Family Values
Awards (JFVA).
Their advocacy of
uniting the different
Aeta tribes around Mt.
Pinatubo and protecting their rights, earned
them the distinguished
recognition.
The JFVA is the leading fast-food chain’s annual search for exemplary Filipino families
whose works of compassion and generosity
make a significant difference in their communities. Now on its
milestone 5th year, the
campaign hopes the new
batch of winning families will serve as role
models and inspiration
for other Filipino families.
Carlito Domulot, the
head of the family and
the chieftain of their
Aeta tribe, fought to secure one of the first Ancestral Domain titles of
the Aeta community in
an effort to protect them
against potential land
grabbers. Since then,
he and his family have
made it their mission to
uplift the lives of fellow
Aetas.
When Carlito realized
the immense power of
education and its positive effects, he equipped
himself with the necessary knowledge and skill
so that he can impart
this to his community.
The rest of the family followed suit and pursued
various professions—education, urban farming,
among other things—to
benefit and empower
their fellow Aetas.
The Domulot family
was able to establish a
school within their community and sought the
help of different organizations to cover the students’ school supplies.
To date, their literacy
and livelihood programs
have benefitted about
5,000 families.
Today, the Domulots
are active members of
Lubos ng Alyansa ng
mga Katutubong Ayta
sa Sambales (LAKAS)
which help protect the
rights of other indigenous communities and
further their education.

SSS to grant calamity aid to typhoon-hit members

has approved the grant of a
calamity relief package for
SSS members and pensioners
affected by Typhoon “Lando”
for calamity areas declared
by the National Disaster Risk
Reduction and Management
Council (NDRRMC).

of the agency’s calamity relief package. The tentative
start of the program is on October 26 depending on the
NDRRMC declaration.
The SSS calamity relief
package consists of the Salary
Loan Early Renewal Program
(SLERP) which allows members to renew their loans earlier than the prescribed date;
the SSS Direct House Repair
and Improvement Loan Program, which offers a lower interest rate of only six percent
per annum; and three-month
advance payment for members receiving pensions under
SSS and Employees’ Compensation Program.
“This is our way of providing immediate assistance
to our members affected by
Typhoon ‘Lando’. They can
renew their loans or advance
their pension even before they
are due for renewal or payment,” Ocay said. “We hope
that through this calamity
package assistance, our members would be able to provide
for their basic needs like food,
shelter and health care.”
Ocay said the grant of salary loans under SLERP will
be subject to the same eligibility guidelines of regular
salary loans. “To further help
them in their recovery, we will
waive the one-percent service
fee charged on proceeds of
said loans,” she added.

personnel and aid, Smart
Communications (Smart) deployed emergency communication services before, during
and after the onslaught of Typhoon Lando.
In compliance with directives of the National Telecommunications
Commission (NTC), emergency alerts
via SMS and cell broadcasts
were sent out to Smart and
Sun subscribers before Typhoon Lando made landfall
to provide vital safety information. In coordination
with local government units,
early warning SMS broadcasts via Smart’s Infoboard
service were also sent out to
residents of Northern Luzon,
particularly Aurora province.
Smart
communication
support and personnel were
also prepositioned for Libreng Tawag services in areas to be hit by the typhoon.
Smart also provided satellite
phones to the Department of
Social Welfare and Development to facilitate coordination and deployment of rescue and relief efforts.
Immediately after the
storm hit, Smart personnel
set up free call and power
charging stations in the areas
hardest hit.
“Communications as aid
plays a crucial role for frontline responders when coordinating rescue and relief activities. Our satellite services,
free calling and charging services, and donation platforms
provide vital communication
links for agencies performing pre- and post-disaster
response functions, and for
our subscribers who want to
take part in the relief efforts,”
said Ramon R. Isberto, Smart
Public Affairs Head.
Upon instructions of the
NTC, two emergency disaster alerts were sent on October 17 to Smart and Sun
subscribers in the affected
provinces of Northern Luzon.
