The final date for comments on the EPA proposed rules to reduce CO2 emissions from new
and existing power plants has passed, so we
would like to keep our Membership updated
on Florida’s response and key upcoming dates
on the proposed ruling. Florida Members sent
in 10,088 comments regarding new power
plants, 15,471 comments on existing plants,
and 25,559 in all through action.coop to the
EPA. Thank you to everyone, Members and
employees, who responded and made sure your
voice was heard. Nationwide, over 1.2 million
comments were sent in by electric cooperative

BYLAWS PROVIDE GUIDANCE FOR
ANNUAL MEETING AND TRUSTEE SELECTION
ARTICLE III
Meetings of Members
SECTION 1. ANNUAL MEETING. The Annual Meeting of the members shall be held once each calendar year
at a time and place in the service area of the Cooperative
as shall be selected by the Board of Trustees and designated
in the notice of the meeting, for the purpose of electing
Trustees, passing upon reports for fiscal year and transacting such other business as may come before the meeting.
SECTION 5. VOTING. Each member shall be entitled
to only one vote. All questions shall be decided by a vote
of a majority of the members voting thereon in person,
except as otherwise provided by law, the articles of incorporation or these By-laws. No voting by mail or by proxy
shall be permitted.
ARTICLE IV
Trustees
SECTION 2. QUALIFICATIONS AND TENURE.
To become or remain a Trustee, a person must meet the
qualifications listed in the By-laws approved and amended
effective September 27, 2008.
SECTION 3. NOMINATION AND ELECTION OF
TRUSTEES
(b) It shall be the duty of the Board of Trustees to appoint
not less than forty-five (45) days, nor more than ninety
(90) days before the date of a meeting of the members at
which Trustees are to be elected, a committee on nominations consisting of not less than five nor more than eleven
members, who shall be selected from different sections of
the Project Area so as to insure equitable representation.
No member of the Board of Trustees may serve on such
committee. The committee shall prepare and post at the
principal office of the Cooperative at least thirty-five (35)
days before the meeting a list of the qualified nominations
for Trustees, but any fifteen (15) or more members acting
together may make other nominations by petition not
less than thirty (30) days prior to the meeting, and the
Secretary shall post such nominations, once the nominee(s) has been qualified in accordance with Article IV
Section 2, at the same place where the list of nominations
by the committee is posted. The Secretary shall mail with
the notice of the meeting, or separately at least seven (7)
days before the date of the meeting, a statement of the
number of qualified Trustees to be elected and the names
and addresses of the candidates specifying separately the
nominations made by petition, once qualified, if any.
The nominations of any Trustee by the methods provided
herein shall be and the same are hereby recognized as the
only proper nominees to be voted upon at the meeting of
the members. All candidates shall be residents of the voting
districts for which they are nominated to serve as Trustees.
Should a Trustee move his or her place of residence from
his or her voting district, a vacancy in his or her office shall
be declared by the Board of Trustees and the said Trustees
shall select a Trustee from said district to fill the unexpired
term. Notwithstanding anything contained in this section,
failure to comply with any of the provisions of this section
shall not affect in any manner whatsoever the validity of
any election of Trustees.

Department Highlights
Most of us take the water that comes out
of the faucet for granted – it is just supposed to be there. The Talquin Water &
Wastewater Team knows what is involved
to make sure that, when we turn on our
faucet, the water is there and is safe for
us and our families. From constructing
and maintaining water mains, to daily
quality testing, to following Department
of Environmental Protection guidelines,
our Water & Wastewater Team is always
busy. They maintain 19 water systems
with 40 well sites, 6 wastewater treatment
facilities, and all the lines in between.
They cover a 1,500 square mile service
territory spanning from the northern tip
of Gadsden County all the way to Shell
Point on the coast. Water is a necessity
for us as people, and this department is a
necessity to keep it flowing. So the next
time you turn on a faucet or the shower,
say a little thank you to all the men and
women that got it there!
Talquin Member Wilma Waller
loves life on the river. After
living all over the United States
and even in Japan, Wilma and
her husband decided to retire
on the Ochlocknee River in
Liberty County. They discovered the Ochlocknee in 1989
when they camped out at Ed
and Bernice’s Campground, and as they
say, the rest is history. If you are familiar
with the section of the Ochlocknee River
below the Lake Talquin Dam, you know
how it tends to flood during heavy rainfall.
Through the years and all the floods, they
have lost personal possessions but have
gained a lot of friendships. Wilma has a
network of friends up river that let her
know when the water is headed her way
and when it is time to start moving to
higher ground. Mrs. Waller has been an
asset to Talquin as she calls to let us know
when the water is getting close to our meters and that we might have to disconnect
power for safety purposes. She said she
appreciates the work the Talquin guys do in
the weather they have to work in and also
the people at the dam who try to control
the water as best they can. When asked if
she would change it, she simply said “You
can’t stop the water, it’s gonna come. That
is just life on the River.”

One Pan Enchilada Pasta Talquin’s 75th Anniversary

2 tablespoon of extra virgin olive oil
2 cloves of garlic, minced
1/2 of a small onion, diced
1.25 pounds of taco seasoned ground turkey meat or 1.25
pounds of lean ground beef and packet of low-sodium
taco seasoning
2 cups of low-sodium chicken broth
1 19oz can of red enchilada sauce
8oz (about 2 1/2 cups) of dried rotini pasta
2 cups of freshly shredded Colby Jack cheese
green onions
black olives
In a large skillet or sauté pan, sauté garlic and onions in olive oil
over medium low heat until softened. Add ground turkey meat
and cook, breaking meat up with a wooden spoon until browned Once turkey meat is cooked through, add pasta, chicken broth
and enchilada sauce to pan.
Bring to a boil, then reduce heat to low and cover. Cook on
low, with pan covered for about 15 minutes. Then remove lid
and let simmer for additional 5 minutes until pasta is tender and
sauce has reduced. Remove from heat and stir in 1 cup of cheese.
Top pasta with additional cup of cheese and melt under broiler
for a minute or tow, or place lid back on pan and let heat from
the pasta melt the cheese.
Garnish with black olives and green onions

2015 WEST FLORIDA LIVESTOCK STEER AND MARKET SWINE SHOW
The West Florida Livestock Steer and Market Swine Show will be
held March 6 and 7, 2015, at the William M. Inman Agricultural
Center in Quincy. Everyone is invited to attend this youth steer
and market hog show.
The show animals will arrive on Friday,
March 6. There will be a Youth Judging
Contest starting at 6:00 p.m. with youth
from surrounding counties in the area participating. The public is invited to come out and enjoy this event.
The Swine Show will be Saturday, March 7, at 8:30 a.m. The
Steer Show will be at 12:30 p.m., and the Heifer Show will
be at 3:00 p.m.
An old fashioned barbeque supper will be served to the public
Saturday, March 7, at 5:00 p.m. at the William M. Inman
Agricultural Center. Plates are $7.00 for adults and $5.00 for
children. Carry out plates will be available.
The awards presentation will begin at 6:30 p.m. followed by the
auction of animals around 7:00 p.m.
The pig scramble for kids 8 years old
and under will be held following the
auction. Registration and release forms for
the pig scramble are available at the pavilion
and must be signed by parents before 5:30
p.m. on Friday. If you have questions regarding the show, please

come out and enjoy this great youth event.

Talquin Electric’s Information Technology
Department embraces the challenge of
searching for ways to lower costs through the
use of technology. Today, many businesses
use technology to improve both productivity
and service; however, these improvements
have traditionally required the installation
of a lot of computer hardware. In 2011,
faced with data-center capacity issues and
ever-increasing maintenance costs, the Co-
operative decided to invest in virtualization
technology. This investment has proven to
be extremely successful in lowering expenses. Virtualization technology has allowed
the Cooperative to break the one-to-one
relationship between software applications
and computer servers. With virtualization,
the Cooperative can now run many applications on a single server resulting in a
decrease in both energy consumption and
maintenance expenses.

do I love saving energy and money? Let
me count the ways…
• Use compact fluorescent light bulbs
with the ENERGY STAR® label.
• Air dry dishes instead of using your
dishwasher’s drying cycle.
• Turn off your computer and monitor
when not in use.

Annual Wakulla Area Swine Show Saturday

Come out for the Annual Wakulla Area Swine
Show! Youth participants will be showing the
pigs they raised, competing in showmanship
and market swine at this family event. The Annual BBQ Cook-Off will be providing lunch
at $7 per plate with entertainment provided
by local artists.
Schedule of Events
Friday Feb 27, 2014: Swine Judging Contest
begins at 7pm. Registration begins at 6:15pm
and is open to the public; anyone ages 6-21
may participate. Admission: FREE
Saturday Feb 28, 2014: 9a.m. Youth Showmanship, Market Swine, and Alumni Showmanship Classes. Admission: FREE
11 a.m. - Annual BBQ Cook Off Contest - for

Noon - BBQ lunch- Provided by the CookOff $7/plate
Important Changes:
1. There will be an auction to sell the pigs
after the show. The public is welcome and
encouraged to attend and purchase a pig. The
auctioneer is Jerry Colvin. To register contact

2. It is an open show so anyone between the
ages of 6 and 21 can bring a pig for the show.
2015 West Florida Livestock Steer and Market Swine Show
Show animals will arrive - Friday, March 6.
Youth Judging Contest starts at 6:00 p.m.
The Swine Show will be Saturday, March
7, at 8:30 a.m. The Steer Show will be at
12:30 p.m., and the Heifer Show will be at
3:00 p.m. An old fashioned barbeque supper
will be served to the public Saturday, March
7, at 5:00 p.m. at the William M. Inman
Agricultural Center. Plates are $7.00 for adults
and $5.00 for children. Carry out plates will
be available.
