In accordance with The Tabling of Documents Act, and on behalf of the Board
of the Community Initiatives Fund, it is my pleasure to present to you the
Annual Report of the Community Initiatives Fund for the period of April 1, 2010
to March 31, 2011, inclusive.

Message from the Chair and Executive Director
Dear Partners and Community Leaders,
CIF’s vision
is for vibrant,
resilient,
sustainable
and proud
Saskatchewan
communities
whose citizens
are engaged and
working together.
During 2010-11 great strides were taken by Community
Initiatives Fund (CIF) representatives to significantly
strengthen the presence and effectiveness of the
CIF among Saskatchewan communities.
One priority was to validate the organization’s mandate by
conferring with partners, stakeholders and beneficiaries

throughout Saskatchewan. These efforts culminated in
renewed vision, mission and values for the CIF, and helped
identify CIF’s priorities for the next three years. The CIF will more strongly
assume a leadership role in support of community organizations, position
itself as a strategic and innovative funder, and strengthen its capacity for

delivery and accountability.
Inauguration of the Community Vitality Program, tailored to address small capital needs
and community pride events and milestones, increased CIF’s investment in communities
by 123 grants totaling $2,630,140 during the year. This program, announced in May 2010,
was designed to draw upon CIF’s accumulated reserve funds so as not to impact regular
CIF programming. Up to three million dollars in grants is designated for Saskatchewan
communities each year until 2013.
During the year, the CIF Board approved 581 grants, disbursing $9,501,052 through
programming. CIF received just over $8 million in revenues, representing CIF’s portion of
net revenues from the Regina and Moose Jaw casinos.
Branding and communication efforts during this time contributed significantly to CIF’s
enhanced presence among partners and Saskatchewan communities. CIF’s new visual
identity logo and guidelines, website, brochure and display were developed with CIF’s
programming and Saskatchewan’s communities in mind. A media event in March
highlighted the Community Vitality Program and profiled the CIF.
CIF’s partners continue to be the core of effective program delivery and community benefit.
We recognize our grant review partners—including Regional Intersectoral Committees,
Saskatchewan Parks and Recreation Association, the Saskatchewan Branch of the Canadian
Mental Health Association, Urban Aboriginal Committees throughout the province—and
thank them for their continued support and engagement. We also recognize our volunteer
adjudication committee members for their work with the Community Vitality Program.
Our appreciation is extended to the Ministry of Tourism, Parks, Culture and Sport and the
Government of Saskatchewan for their foresight in establishing the CIF. We are proud to
work with the Ministry, our partners and community leaders to help residents Connect
with the CIF, Engage as volunteers, and Thrive as proud and sustainable Saskatchewan
communities. We’re looking forward to another great year in 2011-12.

Our Board
The CIF is a Special Purpose Fund created through The Saskatchewan Gaming
Corporation Act, governed by a board of eight members, and accountable to the Ministry
of Tourism, Parks, Culture and Sport. Board members are appointed by the Government
of Saskatchewan, and are volunteers with extensive community-based experience. We
acknowledge and extend our appreciation to Paul Merriman of Saskatoon, who resigned
from the Board in October 2010.

We have audited the accompanying financial statements of Community Initiatives Fund, which comprise the
statement of financial position as at March 31, 2011, the statement of operations and accumulated surplus
and statement of cash flows for the year then ended, and a summary of significant accounting policies and
other explanatory information.
Management’s Responsibility for the Financial Statements
Management is responsible for the preparation and fair presentation of these financial statements in
accordance with Canadian generally accepted accounting principles, and for such internal control as
management determines is necessary to enable the preparation of financial statements that are free from
material misstatement, whether due to fraud or error.
Auditors’ Responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted
our audit in accordance with Canadian generally accepted auditing standards. Those standards require that
we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about
whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures
in the financial statements. The procedures selected depend on the auditors’ judgment, including the
assessment of the risks of material misstatement of the financial statements, whether due to fraud or error.
In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation
and fair presentation of the financial statement in order to design audit procedures that are appropriate
in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s
internal control. An audit also includes evaluating the appropriateness of accounting policies used and the
reasonableness of accounting estimates made by management, as well as evaluating the overall presentation
of the financial statements.

1. Nature of operations:
The Community Initiatives Fund (the “Fund”), previously known as the Associated Entities Fund, was
established on August 23, 1996 by The Saskatchewan Gaming Corporation Act. It is managed by a Board
consisting of eight people appointed by the Lieutenant Governor in Council. The Board is responsible for
managing and operating the Fund.
Pursuant to The Saskatchewan Gaming Corporation Act, the Government of Saskatchewan receives, into
the General Revenue Fund, certain gaming revenues. The Minister of Finance transfers a portion of these
gaming revenues to the Fund. The Board of the Fund grants these revenues to persons, organizations
or associations in Saskatchewan for purposes prescribed by the Lieutenant Governor in Council upon
application to and approval by the Board.
The Fund has an agreement with Sask Sport Inc. to provide administrative services to the Fund. In 2011
Sask Sport Inc. was paid $190,740 (2010 - $187,000). The term of the current agreement is April 1, 2009 to
March 31, 2012.
2. Significant accounting policies:
The Fund uses generally accepted accounting principles as recommended by the Public Sector
Accounting Board of the Canadian Institute of Chartered Accountants (PSAB). The following accounting
policies are considered significant.
Grant expense:
Grants are recognized when a completed grant application is received from an eligible organization and
approved by the Board.
Grant returns:
Grant returns are recognized when a completed follow up report is received indicating funds were not
fully utilized and approval is obtained from the Board.
Use of estimates:
The preparation of financial statements in conformity with the PSAB requires management to make
estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of
contingent assets and liabilities at the date of the financial statements and the reported amounts of
revenue and expenses during the period. Actual results could differ from those estimates. Differences
are reflected in current earnings when identified.
Revenue Recognition:
Transfers from the General Revenue Fund are recognized when received or receivable. Interest revenue
is recognized when earned.
Investments:
Investments are recorded at amortized cost.

3. Designated net assets:
Pursuant to directions given under the governing legislation, the Board of the Fund has designated net
assets as follows:
• Community Grants to provide project grants to community initiatives that enhance human
development;
• Community Vitality to provide project grants to community initiatives that encourage local youth,
voluntary and community actions to build sustainable communities and improve quality of life;
• Physical Activity to fund projects aimed at increasing physical activity;
• Problem Gambling for initiatives to address problem gambling;
• Regional Exhibition Associations;
• Urban Aboriginal to support program development and leadership opportunities relating to culture,
sport and recreation for First Nations and Métis peoples in 14 urban municipalities in Saskatchewan;
• Youth Leadership to increase access of youth projects to CIF funds and to promote engagement and
leadership capacity of youth, including Aboriginal youth.
These designated net assets are not available for other purposes without the approval of the Board.

5. Financial instruments:
Community Initiatives Fund, as part of its operations, carries a number of financial instruments which
include cash, investment income and other receivables, investments, accounts payable and grants
payable. The carrying amount of the Community Initiatives Fund financial instruments approximates
their fair value due to their relative short term maturities. Community Initiatives Fund is not subject to
significant interest rate or credit risk.

6. Related party transactions:
These financial statements include transactions with related parties. The Fund is related to all
Saskatchewan Crown agencies such as ministries, corporations, boards and commissions under the
common control of the Government of Saskatchewan. Also, the Fund is related to non-Crown enterprises
that the Government jointly controls or significantly influences.
During the year, the Fund paid grants of $427,904 (2010 - $492,760) to certain Saskatchewan Regional
Health Authorities, Health Affiliates and Health Care Organizations for various initiatives.
Other transactions with related parties and amounts due to/from them are described separately in these
financial statements and the notes thereto.
7. Grants (net of returns):
Grant expense is reported on the Statement of Operations and Accumulated Surplus net of grant returns
received during the year. In 2011 grant returns were $155,584 (2010 - $351,225).
8. Budget:
The budget was approved by the Board on June 15, 2010.
9. Comparative figures:
Certain of the 2010 comparative figures have been reclassified to conform to the current year’s
presentation.
