Review Procedures for District/Nonpublic School/ Charter School Educational Technology Plan
Educational Technology Plan Review and Approval:
The County Office of Education will set the timeline for review, submission and approval of district and Charter
School educational technology plans. The County Office of Education will complete an online form by June 15th
indicating the districts and Charter Schools with approved educational technology plans. Nonpublic School
Educational Technology Plans may be reviewed and letters issued by the Certified Technology Plan approvers found
on the Universal Service Administrative Company web site:
http://www.sl.universalservice.org/reference/tech/default.asp.
Notification of Approval:
The NJDOE’s Office of Educational Technology will send a notification of approval to the Chief School Officers of
the approved districts and Charter Schools. Nonpublic School Educational Technology Plan approvals are not listed
on the NJDOE website. Therefore, their approval letters do not have to be submitted to the NJDOE.
Posting your plan:
The NJDOE’s Office of Educational Technology suggests that school districts, nonpublic schools and Charter Schools
post the approved educational technology plan on their web site.

I. TECHNOLOGY COMMITTEE
Collaboration and communication was facilitated via the online use of Google Docs. This allowed document
sharing, chat, forums, and posting resources to develop our goals and objectives in an anytime/anywhere
environment to minimize scheduling face-to-face meetings. In addition, in-person Technology Committee
meetings were held on April 27th and May 6, 2013. This platform proved successful as we came to a
consensus regarding our district plan for technology in the early 21st Century.

II. EXECUTIVE SUMMARY
The mission of the Matawan-Aberdeen Regional School District is to provide every child with the highest
quality of instruction, curricula, and services; to treat every child with respect and dignity; to give every child
the opportunity to learn and mature; to acquire a thirst for knowledge; to experience the satisfaction of
accomplishment; and to become a productive member of a democratic society.
In the 21st Century, our staff, students, and teachers need to be fluent in the use of and implications of using
technology. This includes computers, internet, Web 2.0, hardware, software, web-applications, and
peripheral devices. It is vital for our children to be fearless learners and possess the skills necessary to
navigate our technology-rich world. As educators in the Matawan-Aberdeen Regional School District, our
job is to prepare our children for an emerging global and knowledge-based workplace and to become
informed digital citizens in a society with complex needs, elements, and relationships.
The responsibility of all school districts is to prepare students to live and excel in this ever-changing
world. Technology decisions made today will have major effects on the quality and efficiency of the
education delivered to the students of today and tomorrow. Students entering the Matawan-Aberdeen
Regional School District will graduate and live in a 21st century culture that has been transformed by
technology, and so we must likewise transform teaching and learning. It is generally accepted that
technology will continue to progress at an ever-accelerating rate. Our students need the technological
tools, resources, and mindsets to help them learn and achieve in the future.
In addition to changing student needs, school boards and administration will need information in
timely, accurate, accessible and usable forms. Teachers need to be able to use technology effectively
in their classrooms in order to increase and enhance learning time for students. Educators need to find
new and better ways to accomplish their mission, both effectively and cost efficiently.
Goals:
Currently our school district works toward achieving National, State, and Local goals. The various goals are
as follows:

Goal 1: All students and teachers will have access to information technology in their classrooms, schools,
communities and homes.
Goal 2: All teachers will use technology effectively to help students achieve high academic standards.
Goal 3: All students will have technology and information literacy skills.
Goal 4: Research and evaluation will improve the next generation of technology applications for teaching
and learning.
Goal 5: Digital content and networked applications will transform teaching and learning.

The New Jersey Core Curriculum Content Standards (2009) include two Technology Literacy
standards with the following strands:

New Jersey’s Standards 8.1 (Computer and Information Literacy) and 8.2 (Technology Education) mirror the
International Society for Technology in Education (ISTE) standards. ISTE is recognized as a trusted
source for professional development, knowledge generation, and leadership for innovation.
ISTE standards for students are divided into six broad categories:
1. Basic operations and concepts – an understanding of the nature and operation of technology systems
2. Social, ethical, and human issues – responsible use of technology systems, information, and software;
development of positive attitudes toward technology uses that support lifelong learning, collaboration,
personal pursuits, and productivity
3. Technology productivity tools – productivity tools (Office suite) used to collaborate in constructing
technology-enhanced models, prepare publications, and produce other creative works
4. Technology communications tools – use telecommunications to collaborate, publish, and interact with
peers; use a variety of media and formats to communicate information and ideas effectively to multiple
audiences
5. Technology research tools – use technology to locate, evaluate, and collect information from a variety of
sources; process data and report results using technology tools

INTERNAL NETWORK CAPACITY
Each of the district’s seven schools have switched local area Ethernet networks with a main
distribution frame (MDF), one or more intermediate distribution frames (IDFs), where necessary, and
10/100BaseT autosensing connections in every classroom, media center, computer lab, faculty room,
and administrative office. Typical wiring configurations are as follows:
Classrooms:
5 network drops for student stations
2 network drops for teacher’s station
Media Centers:
15-20 network drops for student stations
2 network drops for teacher’s station
Computer Labs:
32 network drops for student stations
2 network drops for teacher’s station
Faculty Rooms:
2-5 network drops
Admin Offices:
2 network drops per desk
All network drops are connected to the nearest IDF using CAT6 UTP wiring at a connection rate
of either 100 or 1,000 Mbps, depending on the network switch type. All IDFs are connected to the
building’s MDF using multi-mode fiber optic cable with a connection rate of 1,000 Mbps. Each school
building’s MDF is connected to the network core located at the High School using single-mode fiber optic
cable at a connection rate of 1,000 Mbps.
Wireless access is available in 100% of the district’s seven schools and administration building via
203 Aruba 802.11n access points.
FILTERING METHODS
Web Filtering – All district provided Internet access is filtered for content by an in-district content
filtering appliance provided by Lightspeed Systems.
Anti-Virus and Malware Protection – All Windows-based computers and servers are running McAfee
VirusScan Enterprise and AntiSpyware Enterprise.
Spam Filtering – All in-bound and out-bound email is scanned by a Barracuda Spam Firewall.
Firewall – The districts connection to the Internet is protected by a Cisco Adaptive Security
Appliance.

Software and Hardware Used for Curricular Support
Helpdesk – Technology support requests are submitted to the technology department using an
electronic helpdesk management system called Web Help Desk. Tickets are received by the
department are responded to in the order in which they were received.
Email – Staff email services are provided by a Dell PowerEdge Server running Windows 2003 Server
and Microsoft Exchange 2007 Server. All email received and/or transmitted by this server is archived
to a Barracuda Message Archiver email archival appliance. Email is archived for a minimum of three
years per federal regulation.
Student Information System (SIS) – SIS services which include attendance, scheduling, grading,
lesson planner, grade book, special education and parent/student portal components are provided for
by a web-based off-premise solution from Realtime Information Technology.
Parent Notification – Communication to parents which includes telephone, SMS text, and email is
provided for by Realtime’s Notification Service.
Network Authentication – The district utilizes three Dell PowerEdge Servers running Windows
Server 2008 for authentication of staff and students to network resources.
Wireless Authentication and Management – All devices and users connecting to the district wireless
infrastructure are authenticated against a Radius Server. Access Control Lists configured on the
wireless controller limit the resources that devices and users can access.
Files Servers – Each student and staff member has a separate network folder for storing files.
Folders are stored on two separate Dell PowerEdge servers running Windows Server 2008.
Total storage capacity of each server is 1.63 terabytes.
File Backup System – Student- and staff-generated data are archived for a minimum of 30 days
to a magnetic storage system located at a separate physical site. The backup system is comprised
of a Dell PowerEdge Server running Windows 2003 Server with three directed attached storage
arrays and CommVault Simpana 8. Total storage capacity is 12 terabytes.
Print Server – The district currently uses a single virtualized Windows 2008 printer server to
allow staff and students to print to any location to which they have permission to print. A
software product called PaperCut is utilized to track and control all staff printing.

Telecommunications Equipment and Services
Internet Connectivity
In 2011, the district replaced its existing 9 Mbps Verizon connection with a 100 Mbps Metro Ethernet class
circuit provided by Optimum Lightpath. Cost savings to the district is over 20% annually.
Cyber Safety:
Lightspeed® WAM Rocket® offers a Multi-Dimensional Policy Enforcement to set and enforce internet use
rules and priorities, application access and prioritization, and user and group access. Lightspeed provides indepth web content analysis and filtering for all of our users.
All administrators, teachers, staff and students must sign and adhere to Policy 2361: Acceptable Use of
Computer Network/Computers and Resources prior to using any district network or computer. All student
and district employee internet activity is filtered.
Policy 2361 enlists our network filtering software to ensure users to not have network access to illegal,
inappropriate, or obscene purposes. Lightspeed® WAM Rocket®internet filtering software is updated daily
and monitored by our Information Systems Manager daily. Appendix B is a copy of the district Acceptable
Use Policy.
Technology teachers, Media Specialists, classroom teachers, and school administrators educate our students
on online etiquette, cyber bullying, and appropriate interactions with others through social networking sites.
Although our district does not allow access to general social networking sites, students are educated on
proper use of Web 2.0 applications to ensure safety and privacy. Our school district is in compliance with
NJSC6A: 16-7(A3).
The Acceptable Use Policy is enforced by teachers, administrators and our District Technology Department
through observation and evaluation and internet activity is monitored by a web server that logs all use and
flags inappropriate use of computer resources.

Technology Maintenance and Support
The chart below details the protocol and life expectancy for technology equipment. When a machine no
longer supports our current operating system and software needs, it is either used for basic functions (word
processing or research) or used for parts. All repairs are tracked via a web-based ticketing system and can
shorten or extend a machine’s life expectancy dependent upon service records. When a machine is no longer
useful for any purpose, it is sent to a certified recycling center.

Professional Development
For the 2012-2013 school year, the Matawan-Aberdeen Regional School District implemented a new
professional development structure to ensure all staff received meaningful, targeted, and ongoing
professional development throughout the school year. The professional development structure included a
mandatory requirement of 30 professional development hours to be completed by June 30, 2013. On a
monthly basis, each staff member was required to attend a minimum of 3-hours of in-house professional
development consisting of one building based faculty meeting, one content specific department meeting,
and one Professional Learning Community (PLC) articulation meeting. In addition, the district continued
the After School Teacher Academy (ASTA) which promoted offerings by district staff with expertise in a
variety of topics based on interest and identified need. Staff members are also encouraged to continue with
their formal education in Master’s or Doctoral programs at accredited colleges or universities.
To support ongoing district initiatives, teacher and administrator trainings are pivotal components of the
2013-2016 District Technology Plan. These efforts have focused on the implementation of Teachscape, the
district’s teacher evaluation data management system, the use of Realtime student information system for
online grade books and lesson planning and ongoing professional development related to the use of
Promethean Boards, iPads, Google Apps, and other technology investments to promote the appropriate use
of educational technology to enhance the teaching and learning process. Other initiatives in the district’s 3year plan include the continued training and implementation of NWEA MAP student testing, web-based
software, Performance Matters data management system, and Applitrack web-based job application system.
Administrators will have ongoing access to lesson plans which integrate effective use of technology across
the NJ Core Curriculum Content Standards and Common Core Standards.
Educators will receive continuous support from the newly established Technology Teacher (Coach) position
that will allow the district to target the identified needs in the 2013 Technology Survey. The Technology
Coach will be responsible for providing ongoing and embedded professional development to all K-12 teachers
and administrators. In addition, as part of the Realtime implementation, pre-K-12 teachers will be provided
with professional development for implementing online gradebooks and lesson planning, web page
development, and the use of other digital classroom resources (blogging, wikis, e-mail and virtual student
backpacks). The technology team will continue to model and coach effective use of technology across the
curriculum including the use of interactive whiteboards, instant response systems, tablet computers,
document cameras, mobile laptop labs, Google Apps and other evolving technologies.
Technical staff routinely attends workshops and are kept abreast of current trends related to educational
technology. Additionally, as we move to newer server platforms, key personnel are sent to training
related to new technologies and operating systems. School based technology coordinators attend NJ
Techspo on an annual or semi-annual basis.
In May 2013, a district-wide technology survey was created as a “live” form on Google Docs. A total of 136
people responded to this survey. The pages to follow represent a summary of these responses to the survey
questions. The results of this survey will assist in the development of district goals for the 2013-2016 District
Technology Plan. It is with deep appreciation that I thank those who took the time to complete this survey.

Just as technology continues to change each day, the plans to implement effective technology must
also evolve. The Technology Committee will continue to meet and conduct periodic needs
assessments within the district to identify:
Effective ways to integrate technology into all areas of the K-12 curriculum.
Effective ways to prepare students and staff for online testing in 2015.
The Matawan-Aberdeen Regional School District has partnered with NWEA (Northwest Evaluation
Association) to administer technology- based MAP assessments to enable teachers to meet the
educational needs of individual students and utilize effective strategies to enhance their learning
environment. The MAP data analysis is aligned to the Common Core State Standards (CCSS) and
correlated to the NJASK and HSPA state tests to improve student achievement. Educators administer
MAP tests three times per year in our schools. Administrators and teachers regularly analyze results
and focus instruction in areas of student need. This evaluation philosophy will lead to improved
instruction and subsequent student achievement with the effective integration of the NJCCSS and
Common Core Standards through the use of technology.
In order for students and staff to have equitable access to information on the World Wide Web for
research and collaboration, our schools must maintain a robust infrastructure with high speed data
communications, voice over IP communications, and high speed internet access. Beyond this,
educational software and classroom technology must be up to date and configured with effective
operating systems, Microsoft Office software, and subject specific software in support of the NJ CCSS
and Common Core State Standards. In this way we provide students with the opportunity to meet
challenging state standards, collaborate and excel in a global learning environment, and become lifelong learners.
A yearly review of technology plan accomplishments will be made to ensure that monies are being
spent in accordance with state and federal funding requirements, and that technology in MatawanAberdeen Regional School District continues to provide students and staff with the skills they need
to live and excel in the 21st Century. With the implementation of online PARCC testing in 20142015, teachers and administrators have access to a wide variety of technological resources to support
and enhance the teaching and learning process, and ensure all students are prepared for online
testing. Feedback and evaluations of district workshops will continue to provide us with insight for
future training endeavors.
This document is the culmination of work completed by the District Technology Committee in
collaboration with the Board of Education, district staff and community members. It is recognized
that the technology plan is an ongoing effort, which will continue to be refined through our efforts, as
the ever-changing world of technology evolves.

The evaluation narrative must include how telecommunications services, hardware, software and other
services will improve education. Telecommunications services are leased, tariffed, contracted, or month-tomonth services that are used to communicate information electronically between sites. The services MUST

Appendix B - Board Policy on Internet Use
2361 ACCEPTABLE USE OF COMPUTER NETWORK/COMPUTERS AND RESOURCES (M)
The Board of Education recognizes that as telecommunications and other new technologies shift the manner in which
information is accessed, communicated and transferred that those changes will alter the nature of teaching and
learning. Access to telecommunications will allow pupils to explore databases, libraries, Internet sites, bulletin
boards and the like while exchanging information with individuals throughout the world. The Board supports access
by pupils to information sources but reserves the right to limit in school use to materials appropriate to educational
purposes. The Board directs the Superintendent to effect training of teaching staff members in skills appropriate to
analyzing and evaluating such resources as to appropriateness for educational purposes. The Board also, through this
policy, makes it clear that this policy does not give anyone the right to privacy.
The Board also recognizes that telecommunications will allow pupils access to information sources that have not been
pre-screened by educators using Board approved standards. The Board therefore adopts the following standards of
conduct for the use of computer networks and declares unethical, unacceptable or illegal behavior as just cause for
taking disciplinary action, limiting or revoking network access privileges and/or instituting legal action.
The Board provides access to computer network/computers for educational purposes only. The Board retains the
right to restrict or terminate pupil access to the computer network/computers at any time, for any reason. The Board
retains the right to have district personnel monitor network activity, in any form necessary, to maintain the integrity
of the network and ensure its proper use.
Standards for Use of Computer Networks
Any individual engaging in the following actions when using computer networks/computers shall be subject to
discipline or legal action:
A.
Using the computer network(s)/computers for illegal, inappropriate or obscene purposes, or in support of
such activities. Illegal activities are defined as activities that violate federal, state, local laws and
regulations. Inappropriate activities are defined as those that violate the intended use of the
network. Obscene activities shall be defined as a violation of generally accepted social standards for use of
publicly owned and operated communication vehicles.
B.
Using the computer network(s)/computers to violate copyrights, institutional or third party copyrights, license
agreements or other contracts.
C.
Using the computer network(s) in a manner that:
1.
Intentionally disrupts network traffic or crashes the network;
2.
Degrades or disrupts equipment or system performance;
3.
Uses the computing resources of the school district for commercial purposes, financial gain or fraud;

4.
Steals data or other intellectual property;
5.
Gains or seeks unauthorized access to the files of others or vandalizes the data of another user;
6.
Gains or seeks unauthorized access to resources or entities;
7.
Forges electronic mail messages or uses an account owned by others;
8.
Invades privacy of others;
9.
Posts anonymous messages;
10.
Possesses any data which is a violation of this policy; and/or
11.
Engages in other activities that do not advance the educational purposes for which computer
networks/computers are provided.
Internet Safety/Protection
The school district is in compliance with the Children’s Internet Protection Act and has installed technology
protection measures for all computers in the school district, including computers in media centers/libraries, that block
and/or filter visual depictions that are obscene as defined in Section 1460 of Title 18, United States Code; child
pornography, as defined in Section 2256 of Title 18, United States Code; are harmful to minors including any
pictures, images, graphic image file or other visual depiction that taken as a whole and with respect to minors, appeals
to a prurient interest in nudity, sex, or excretion; or depicts, describes, or represents in a patently offensive way, with
respect to what is suitable for minors, sexual acts or conduct; or taken as a whole, lacks serious literary, artistic,
political, or scientific value as to minors.
The school district will certify on an annual basis, that the schools, including media centers/libraries, in the district
are in compliance with the Children’s Internet Protection Act and the school district enforces the requirements of this
policy.
This Policy also establishes Internet safety policy and procedures in the district as required in the Neighborhood
Children’s Internet Protection Act. Policy 2361 addresses access by minors to inappropriate matter on the Internet
and World Wide Web; the safety and security of minors when using electronic mail, chat rooms, and other forms of
direct electronic communications; unauthorized access, including “hacking” and other unlawful activities by minors
online; unauthorized disclosures, use, and dissemination of personal identification information regarding minors; and
measures designed to restrict minors’ access to materials harmful to minors.
Notwithstanding blocking and/or filtering the visual depictions prohibited in the Children’s Internet Protection Act,
the Board shall determine other Internet material that is inappropriate for minors. The Board will provide reasonable
public notice and will hold one annual public hearing during a regular monthly board meeting or during a designated
special board meeting to address and receive public community input on the Internet safety policy - Policy and
Regulation 2361.

Consent Requirement
No pupil shall be allowed to use the computer network and the Internet unless they shall have filed a consent form
signed by the pupil and his/her parent(s) or legal guardian(s).
Violations
Individuals violating this policy shall be subject to the consequences as indicated in Regulation No. 2361 and other
appropriate discipline, which includes but are not limited to:
1.
Use of the network only under direct supervision;
2.
Suspension of network privileges;
3.
Revocation of network privileges;
4.
Suspension of computer privileges;
5.
Revocation of computer privileges;
6.
Suspension from school;
7.
Expulsion from school; and/or
8.
Legal action and prosecution by the authorities.
