Adult Party - Aug 19th Fall Festival - Oct 22nd More details TBA On March 30th, the County Planning & Zoning Office approved the sketch plan for the Sabrina Park Phase III development (outlined in red) on the northern boundary of the Chartridge subdivision. The proposed development would have 28 new houses (outlined in purple) in addition to the large house that is already in the middle of the 8-acre parcel of land. The existing house will remain on 1 acre of the property so the remaining 28 houses and the associated roads, recreation area and required offsets between subdivisions will occupy the remaining 7 acres. The drawing included with this month’s Chatter shows the layout of the new subdivision and the adjacent lots in Chartridge and Severna Chase. The Severna Chase Phase II lots that were built in 2001 (the left half of Idlewild Road, as viewed on the map) are significantly smaller than the lots built in the initial development of the Severna Chase subdivision in 1991. In most cases, these lots are half the size of the Chartridge lots along the north side of our subdivision (Alfreton, Croxton, Fairford and Gainsbrough Courts). However, the new lots that are proposed for development are even smaller and will be developed using “cluster development” principles which, according to County Code, is to “preserve open space, tree cover, and similar natural features.” Since the seven acres of mostly wooded property is intended to be clear-cut, it is not clear how they are meeting the County’s definition for “cluster development.” However, the greater concern for all of us in Chartridge will be the significant amount of storm water runoff that is currently being absorbed within this wooded property will now be diverted to the Chartridge common area. Chartridge has provided the County with our concerns and comments on each of the developer submittals and met with the Planning & Zoning Office on multiple occasions. We’ve also been joined in our opposition of this development by the Greater Severna Park Council, Magothy River Association, Growth Action Network, Broadneck Council of Communities and Chesapeake Legal Alliance. Our concerns are primarily focused on Storm Water, the misuse of cluster development, offsets and lot sizes that are less than required by the Code, and the fact that the current property owner has existing R5 Code violations (the large house is a multifamily home and there are two residences on the 8 acre lot). So far, the County has not provided any feedback to address these concerns and to demonstrate that the design does indeed meet the County Code requirements. Therefore, the Chartridge Board of Directors, along with adjacent property owners in Chartridge and Severna Chase, joined together to appeal the sketch plan approval. In the next few months, our appeal will be heard by the AACo Board of Appeals where we will present our arguments and the County will need to defend their approval of the sketch plan and any associated modifications to the County Code. ~Tom Scott P AGE 2 Changing of the guard C HARTRIDGE C HATTER As a new year begins in the HOA, a big THANK YOU to all those volunteers who are leaving their posts, and welcome to those who have joined. It is utilized heavily during pool season, and in use year round by pool management and the Common Area Committee. The dumpster is not provided for general community use. Anne Arundel County provides an excellent curb-side pick up for most materials once a week. TREE REMOVAL Is the tree along your curb dead or dying? Dead tree limbs are not only an eyesore, but are a hazard to pedestrians and cars parked under them. Thanks to the damage caused by the Emerald Ash Borer Beetle [Dec 2015 Chartridge Chatter for history on the beetle], many ‘street trees’ within our community were removed this past fall. Now that Spring has sprung, if your tree doesn’t have leaves on it, please contact the Anne Arundel County Department of Public Works to arrange trimming or removal. Thank you to all of those who assisted with pool cleanup on Saturday, May 14th, and those who have volunteered time on an ongoing basis during the offseason to prepare for this summer. Here’s an overview of what to look forward to this pool season! Six new square tables and chairs to replace the old plastic ones More lounge chairs and low chairs for the pool side DON’T BUG ME! Spraying for mosquitoes and ticks will be provided by Mosquito-Man this summer courtesy of the Pool & Common Area Committees. Treatment will occur around the perimeters of the pool, playground area, volleyball court, and soccer field, between May-October. You will just sign in with your name and address at entry. As advertised in the pool packet, to help alleviate the long line on opening day, those who have paid their assessment in full can come for early check-in and pickup a “fast pass” on Wed. May 25 between 6-7pm at the pool. With the fast pass you can bypass the check-in tables on opening day and go straight to the guard on duty. We are hoping this will make check-in fast and smooth. Play a pickup game of soccer or kickball, participate in volleyball on Wednesday nights (about 8pm), or take the kids for a postdinner swing at the park. Observe the wild life down at the pond. Can you spot the turtles? Did you see the blue heron? Cast a line and catch a fish! Grab some grub on Food Truck Fridays. Don’t stress about dinner! Food for purchase available in the Common Area parking lot. Participate in a Wacky Wednesday activity down at the pool or Common Area. Activities vary per week; details available at the pool; contact [email protected] with questions or if you’re interested in helping coordinate an activity. Enjoy Open Mic Nights at the pool. Go for a walk! Did you know you can log over 5 miles within Chartridge? Take a stroll in and out of all our courts from Yorkshire down to Charington, up Retford and back, and watch those steps add up. Members of the Architecture Committee will be conducting a neighborhood walk-through this Spring/Summer to ensure homes and properties are up to code with the Chartridge Bylaws and Covenants. Any issues requiring homeowner maintenance or attention will be provided in a notice to the occupant. As a reminder, the HOA maintains the right to address any egregious issues left unresolved and bill the homeowner for the cost incurred. Take action now to begin addressing any issues on your property. Some common violations include not maintaining required clearance of tree limbs and bushes around the sidewalk, repair of dilapidated fences, and extended parking of trailers, boats or commercial vehicles within the community. Looking for a way to beat the summer heat? Wondering what to do with your little ones before the pool opens? The community is once again planning a Chartridge Kiddie Camp that invites parents and their kids to participate together in fun activities. The camp is scheduled to take place in the Common Area, during the week of July 11-15th (Mon-Fri) from 8:30-10:30 AM, weather permitting. No worries if you can't make everyday! Just register the days you can come! The activities are intended for kids ages 2-5 years old and their guardians. This is not a drop off camp. Guardians are required to stay and engage with their child, and may bring younger siblings if supervised. If you are interested, please send an email to [email protected] by June 10th to receive a registration form. All participants must register in advance. This event is open to Chartridge residents and their families. Sponsored by Chartridge HOA. C HARTRIDGE C HATTER From the Editor Submissions for the next edition of Chartridge Chatter are due via email by Friday, August 5th for newsletter distribution the week before Labor Day. Submissions should be emailed to [email protected], with subject line “September Chatter”. Inclusion of submissions are based on available space, and are subject to editing and/or approval from the Editor & Board of Directors in order to maintain a family-friendly publication. Sidewalk Patches Depending on where you live or how frequently you walk the neighborhood, you may have noticed that there have been patches of asphalt popping up on the sidewalks around Chartridge. Earlier this Spring, the BoD walked the community with our AA County Constituent Services Officer, Pat Daly, to assess the condition of our sidewalks and identify trip hazards (4” lift or more) or other areas requiring improvement/repair. The Department of Public Works (DPW) is in the process of responding to the list of needs generated from this assessment. A representative from DPW explained that as soon as they're notified of a trip hazard they're obligated to repair it through wedging/ramping with asphalt. The process further includes a visit from the masonry department after the wedging and ramping is completed, to see how many of those hazards are severe enough to warrant new concrete, and which ones were minor, with the asphalt being considered the final repair. P AGE 5 P AGE 6 C HARTRIDGE C HATTER Each edition we shine the spotlight on different HOA Committees to help residents better understand what purpose the committees serve to our community and what opportunities there are to get involved. This edition we highlight Swim Team & Common Area Committee. Next edition we’ll turn the spotlight on Safety Patrol and the Bylaws & Covenants Revision Committee. Swim Team The Chartridge Tidal Waves, a community-supported swim team, is open for all residents ages 5-18. This summer, a new, junior swim team will be available for children who are able to swim a length of the pool, but aren’t ready for swim team yet (approximately ages 5-6). The Tidal Waves maintain membership in the Central Maryland Swim League (CMSL), which provides opportunity to compete against other teams both locally within Severna Park, and across the region. Swim season runs from June through July, practicing daily Mon-Fri at the Chartridge pool. Meets are held on Saturdays. Check out the meet schedule, available on page 3, and come down to the pool during a home meet to cheer on our swimmers! The Tidal Waves have some eager new faces leading their team this season. We greatly appreciate the leadership and dedication of our former coaches Matt and Stephanie. Please meet our new Head Coach, Katie Parker, Assistant Coach, Lauren Duvall, and our Jr. Swim Team Coach, Jean Nagle, introduced below. Katie Parker, Head Coach—I am very excited for the opportunity to be your coach this coming season! As I am the new one to the team, I wanted to let everyone know a little bit about myself… I attend James Madison University in Harrisonburg, VA where I am pursuing a degree in elementary education, as well as swimming for their Division I varsity team. Prior to JMU I swam year-round at SPY for 9 years, as well as the Severna Park High School team, and Shipley’s Choice Swim Team for 14 years. In my spare time I love to go to the beach, hike, and spend time with my family and friends. I have heard great things about the team and community and I can’t wait to meet everyone and get the season rolling! Common Area with Mike Husselbee The Common Area Committee is charged with responsibility for community property throughout Chartridge, the main being the Common Area or park at 455 Retford Drive. As described in the last Spotlight, responsibility for the pool itself falls to the Pool Committee. The Common Area Committee has an operating budget which covers grass cutting at the park and the community entrances; maintenance of the gardens at the entrances and minor low-level trimming of street trees. General maintenance at the park is handled by volunteer effort where appropriate, including playground equipment, pond fountain, benches, volleyball and basketball courts, baseball backstop, disc golf basket and trash pickup. The committee solicits proposals for work which falls outside of volunteer capabilities. The committee also coordinates the annual visit of Anne Arundel County clean-up program dumpsters, and provides support to social committee and swim team activities. Volunteers are active throughout the year overseeing and monitoring the park, and reacting to maintenance and security issues as they arise. The committee coordinates closely with the Security Patrol and Pool Committees. Improvements at the park have traditionally been driven by community input, and requests tempered by the realities of budget and site conditions. Much of the work of the committee and volunteers is to protect and enhance improvements made incrementally and refined over a long period of time, for the continued enjoyment of all Chartridge residents. To get involved you can become a member of the committee, volunteer at clean-ups, join the security patrol, organize an activity which uses the park, or just make time to walk the property for fun. All of the great facilities that we have to share Lauren Duvall, Assistant Coach—Lauren is a sophomore at James and which enhance our lives and property values stand on the Madison University, and plays lacrosse for the school. She has worked as efforts of community members going back 30 years, and to a lifeguard for many years at local area pools. those people we send a big thanks! Jean Nagle, Jr. Swim Team Coach—With a parent coach, the Jr. Swim Team practices will focus on the fundamentals of swimming, building up strength, and fun! Some of our junior varsity swimmers may even be moved up to the swim team by the end of the season! Look for us on Tuesdays and Thursdays at 11:30 a.m. as we splash our way into creating solid swimmers! Jean is a parent from within Chartridge, a lifelong swimmer on a variety of competitive swim teams, and coach for many years. She looks forward to getting back into the swim lane. Mike Husselbee has served as the Common Area Committee Chair for the past 15 years! He will be stepping down in Spring 2017 from his role, and is working with the newly identified co-chairs, Tim Bowerman and Jim Miller, over the coming year to transition the committee to their leadership.
