The graduation lists shown in this program were prepared prior to convocation and may not reflect final college decisions regarding each student’s eligibility for graduation. As a result, some of the students listed in this program may not
have been formally approved to receive the degree or diploma indicated. The registrar maintains the official list of graduates.
President’s Message
Peter MacKinnon
I want to express a very warm welcome to
the graduates, families and friends who join
us today for this very important ceremony.
It is here at Convocation that we recognize
and celebrate the accomplishments and
achievements of our students as well as the
contributions and support of their loved ones
to their success. You should be proud of this

Alumni Message
heather magotiaux
Congratulations to the class of 2011—the
100th University of Saskatchewan graduating
class.
Our first graduating class in 1912 was small
with just eight graduates. Little did those
farmers, politicians and business people know
that their fellow alumni would one day include
a Canadian prime minister, Nobel Prize
winners, Olympic medalists, Rhodes Scholars,
literary prize winners, and leaders in almost
every imaginable profession and field of study.
As you pass from U of S student to U of S
alumnus, you stand with over 135,000 living
graduates who, year after year, continue to
build upon the foundation of success that
traces back to those eight men and women.
Just as you had the support of your family,
University of Saskatchewan
classmates, professors and numerous others to
help you achieve success as a student, you now
have the support of your U of S alumni family
to help you along your journey of learning and
discovery.
My hope is that future generations will look
upon your achievements with respect and
wonder, aspiring to build upon your success—
just as you build upon the legacy left by the
first 100 years of U of S graduates. I encourage
you to share your success with us, so we can
celebrate together and share it with the world.
Congratulations class of 2011, and welcome to
the U of S alumni family.

university in 1966 in Student Counselling
Services and as a part‑time instructor in the
Department of Psychology. She would later
become director of student counselling, an
assistant professor of psychology and assistant
dean, College of Arts and Science. Under her
leadership, student retention and academic
success were enhanced and the university's
first offices dedicated to student emergency
financial assistance, disability services for
students, and aboriginal student support
programs established.
Dr. Pezer has a long association with the
University of Saskatchewan, earning her
undergraduate and graduate degrees from
the university and serving as associate
vice‑president (Student Affairs and Services)
from 1991–2001. Dr. Pezer first joined the
University of Saskatchewan
She has held volunteer and leadership
roles with the Saskatoon Board of Police
Commissioners, Saskatchewan Centennial
Gala, Hope Cancer Race for Recovery,
Saskatoon Housing Coalition, Persephone
Theatre and the YWCA. Dr. Pezer has
also contributed widely to professional and
amateur sports organizations. She is a member
and current chair of the 1989 Jeux Canada
Games Foundation, director of the 1991 Scott
3
Tournament of Hearts and ceremonies chair
of the 1989 Brier. As a sport psychologist,
Dr. Pezer served as an adviser and trainer
to Canadian curling teams in two Olympic
Games.
An accomplished athlete in her own right, Dr.
Pezer is a four-time Canadian ladies' curling
champion, a Canadian softball champion,
and two‑time member of the Saskatchewan
senior women's golf team. She has received
a place of honour in the Saskatoon and
Saskatchewan Sports Halls of Fame and in
the Canadian Curling Hall of Fame. In 2003,
Dr. Pezer completed her first book, The
Stone Age: A Social History of Curling in the
Prairies. She has just published her second,
titled Smart Curling. Dr. Pezer was honoured
with a Saskatchewan Centennial Medal in
2006, and in 2002, received the University of
Saskatchewan Alumni Award of Achievement.

F
Convocation
The first Convocation granting earned degrees was held
Wednesday May 1, 1912 at the Collegiate Institute.
As a reporter for the Daily Phenix noted, the
ceremony was the culmination of three years’ work
on the part of professors and students, and an event
of great historical importance in the life of the
university. While a handful of graduands huddled
in the lower hall of the Collegiate Institute (now
Nutana Collegiate) waiting to take their place in
the convocation procession, the assembly hall was
“comfortably filled” with students and interested
outsiders, curious to witness the first seven
graduates of the University of Saskatchewan take
their B.A. degrees.
As the procession, including President Walter
Murray, Chancellor Edward L. Wetmore, members
of the faculty, senate and board of governors,
wound its way up the stairs and down the aisle to
the platform, the reporter was clearly impressed
with the spectacle, describing “the flowing robes
with hoods of white, slate blue, violet, gold, apple
blossom, scarlet, according to the various degrees
carried by the owners, a very imposing sight.”
University of Saskatchewan
The following year, the ceremony would move to
Convocation Hall in the newly completed College
Building. In 1931, Convocation moved off campus to
the larger facilities of Third Avenue United Church.
The ceremony moved back to campus in 1950 to
the University Gymnasium in the newly completed
Physical Education Building. Aside from a few
Special Convocations, the ceremony has been held
at TCU Place since 1968.
This year more than 4,000 graduands will receive
degrees during our convocation ceremonies.
Though much has changed at the Univerity of
Saskatchewan during the 100 years since the first
graduating class, the ceremony itself remains
virtually unchanged.

The class of 1912
The U of S had from its inception intended that women should
have access to higher education. The University Act bolstered that
aim, stating “no woman shall by reason of her sex be deprived of any
advantage accorded to male students of the university.” In fact, of
the three students from the class of 1912 who earned honours, two
were women. Mary Oliver, high honours in Classics and the Copland
Scholarship, and Marion Pettit, honours in English and History. David
Hossie earned honours in Latin and English and was Rhodes Scholar.
Might Mary Oliver, the best student that year, have been a contender
for the Rhodes Scholarship? It’s impossible to say since it was a privilege
out of her reach. Oxford University, host institution for the Rhodes,
did not confer degrees on women until 1920; and the Rhodes remained
unavailable to women until 1976. (University Archives)
Twin brothers DOUGLAS (BA'12, LLB'15)
and HOWARD (BA'12) MCCONNELL
enrolled at the U of S in 1909 after moving
to Saskatoon from
Ontario in 1907.
Douglas (top photo)
dived into athletics;
Howard focused on
politics, becoming the
first president of the
Student's Representative
Council (SRC). Both
pursued law studies,
Douglas at the U of S
and Howard at Osgood
Hall in Toronto.
Both built successful
legal practices win
Saskatchewan, but Howard's involvement
in politics brought him into the limelight.
In 1922, he became the first U of S grad to
become Mayor of Saskatoon. In 1927, he was
elected to the provincial legislature as MLA
for Saskatoon, serving until 1934. Howard was
also a member of the U of S Senate from 19231946, and was instrumental in raising funds
to erect the Memorial Gates. Howard passed
away in 1957 and Douglas, who was the last
surviving member of the original graduating
class, died in 1978.
MARION BRUCE PETTIT (BA'12) Like many
early students, Marion Bruce Pettit (BA'12) was
born in Ontario. She began her university career
at Victoria College (University of Toronto).
When her family moved west, she transferred to
the U of S to complete her degree. She earned
honours in English and History, while also serving
on the SRC and as a councillor for Penta Kai Deka, the society for
female students established in 1911. After leaving the U of S, Marion
married lawyer George Cruise. She passed away in 1955.
MARY ISABELLA OLIVER (BA'12) was one
of the brightest students of her year. Mary not
only earned a Copland Scholarship, but was the
president—and likely a founding member—of the
Penta Kai Deka Society. She would earn a degree
with high honours in Classics, and serve as University
librarian. Mary went on to marry fellow alumnus
Frank Lloyd (BA'14). She passed away in 1961.
The life of WILLIAM EXTON (W.E.) LLOYD
remains somewhat of a mystery. We know his
date of birth—January 10, 1890—and that he was
the recipient of the first exam ever given at the
U of S, which was a matriculation exam delivered
in September of 1909. We know, too, that he was a
member of the first U of S track and field team, as
well as a member of the original Graduation Year Book Board. Although
William appears in this photo wearing his convocation robes, it appears
he actually did not graduate from the U of S.
DAVID NEIL HOSSIE, D.S.O, K.C., Q.C.
(BA'12) was the university's first Rhodes Scholar.
A brilliant student, he entered on a Meilicke
Exhibition Entrance Scholarship, earned the
prestigious Copland Scholarship two years in
a row, then capped it all with the 1912 Rhodes
Scholarship. He entered Oxford University, but
soon put his academic career on hold to serve in World War I, for which
he was honoured with the Distinguished Service Order. After the war,
David completed his MA at Oxford and returned to Canada, becoming
a partner in a prominent Vancouver law firm. He died in 1962.
JOHN JAMES MOORE (BA'12) was the only
member of the first graduating class to have been
born and raised in Saskatchewan (although at the
time of his birth it was technically still considered
the North-West Territories). At the U of S, he
played football, boxed and served as president
of the Literary Society. He wanted to become a
lawyer, but like many young men was inspired to
enlist in the 196th Battalion, which was made up of students and faculty
from Canada's four western universities. John was killed in action in 1917,
most likely at Vimy Ridge. He was only 26.
JOHN STRAIN (BA'12, BSA'15) Born in County
Down, Ireland, John Strain (BA'12, BSA'15)
enrolled at the U of S in 1909 at the age of 24. He
went on to study agriculture, earning his BSA in
1915. His life took a dramatic turn when he enlisted
in the Queen's Battery in WWI. In France, he
became a field instructor—not in the science of
war, but at the University of Vimy Ridge, a soldier's
university created by Capt. Edmund Oliver, the university's first professor
of history and first principal of St. Andrew's College. John returned home
in 1919 and farmed in the Birch Hills area until his death in 1973.

an honorary university or college degree
T
he University of Saskatchewan has conferred more
than 400 honorary degrees throughout its history.
The honorary degree is the highest honour the
university can bestow and is intended to award those who
have made outstanding contributions to scholarship,
education, the arts or public service, or to the local,
Canadian or global public good.
Under University Senate bylaws, the following honorary
degrees may be granted by the university:
Doctor of Civil Law, honoris causa – D.C.L.
Doctor of Laws, honoris causa – LL.D.
Doctor of Science, honoris causa – D.Sc.
Doctor of Letters, honoris causa – D. Litt.
Normally, one honorary doctorate is conferred
at each convocation ceremony.
From former prime ministers to physicists to
poets, 418 outstanding individuals have donned
the university's doctoral robe, ‘honoris causa’
bringing honour to themselves and the University
of Saskatchewan.

Fall Convocation 2011 Celebrating 100 years
he
Ceremony
T
T
he word “convocation” arises
from the Latin “cum” meaning
“together,” and “vocare” meaning
“to call.” Our convocation ceremony is a
calling together of the new graduates of the
University of Saskatchewan, symbolizing
the historical practice of calling together all
former graduates. In current times, the major
functions of convocation are the election of
representatives to university governing bodies
and the admission of candidates to degrees.
The chancellor, appointed by senate as the
chair of convocation, is the highest official and
spokesperson of the university.
The convocation ceremony marks the transition
from the role of student to the holder of
a degree with its accompanying rights and
privileges.
University of Saskatchewan
12
The ceremony, solemnized in the presence
of the university community and family and
friends of the graduands, consists of three
parts: a procession marking the leaving of
the old status and entering the new; the
president’s statement to the graduands, the
secretary’s petition and the chancellor’s consent
for their admission; followed by individual
presentation by their dean and admission by
the chancellor to the degrees to which they are
entitled. As graduates are admitted to their
degrees, a graduation hood, which has a colour
symbolizing a particular degree, is placed over
each graduate’s head.

and certificates to which you are entitled”
Entrance
Degree Ceremony
the PRESENTATION
The members of convocation in their
academic robes march in procession into the
ceremony in the following order: graduands
in the order in which their degrees are to
be conferred; faculty; board of governors;
senate; guests of honour; the president;
the chancellor; the lieutenant governor.
When the members of convocation reach
their places they remain standing during the
Vice-Regal Salute, the singing of O Canada
and the invocation.
The ceremony comprises the petition, the
admission and the presentation.
The dean of the faculty, or designate, followed
by the candidates of that faculty, approaches
the chancellor from the left and presents the
candidates with these words:
Order of the Ceremony
The first business is the conferring of
honorary degrees, followed by convocation
address, president’s statement to the
graduands, the conferring of degrees and
the presentation of awards. The meeting is
closed by the chancellor rising and leading the
procession in the reverse order out of the hall.
University of Saskatchewan
the petition
The university secretary on behalf of all the
candidates, addresses the chancellor and
senate in these words:
“Eminent Chancellor, Mr. President, members
of the University Senate and Board, I present to
you the petition of the Council of this University
that the candidates to be named, having fulfilled
all the requirements of the bylaws, may, with
your permission, be admitted to the degrees and
certificates to which they are entitled”.
the admission
The chancellor then addresses the candidates
in these words:
“By virtue of the authority vested in me by the
legislature of this province, and with the consent
of the council of this university, I consent to admit
you to the degrees and certificates to which you
are entitled and to invest you with all the powers,
rights and privileges pertaining thereto.”
13
“Eminent Chancellor, on behalf of the faculty/
school of ______, I present to you these scholars
and ask that you will confer on them the degree of
______ .”
As the dean speaks the candidate’s name in
full, the candidate moves forward in front of
the chancellor. Then the chancellor says, “I
admit you” and the university secretary or the
registrar places the hood over the candidate’s
head. Hereupon the candidate passes to the
chancellor’s right, is greeted by the president,
and receives the degree parchment.
Degrees in Absentia
In such cases, the university secretary says:
“Eminent Chancellor, in the name of the faculties,
I ask you to grant the degrees and certificates,
in absentia, to those students who have met the
requirements to graduate, but were not able to be
present today.”

The Convocation Ceremony
Academic Costumes
Academic costume lends an element of colourful pageantry
to the convocation proceedings. This traditional clothing—
worn on a daily basis at universities in earlier times—is now
more commonly reserved for ceremonial functions.
At the University of Saskatchewan, the following academic
costume is adopted to be worn upon all appropriate
occasions: The gown resembles a long cape with full sleeve
cut to elbow and terminating in a point for the bachelor’s
degree; with long sleeve and a semi-circular cut at the
bottom for the master’s degree; and with round open
sleeves for the doctor’s degree. The material is black for
the bachelor’s degree, and black material or silk for the
master’s and doctor’s degrees. The doctor’s gown may
have a border down the front on either side of a color
distinctive of the character of the degree.
The hoods for the bachelor’s and master’s degrees are of
black broadcloth. The master’s and doctor’s hoods have
a lining and the bachelor’s an edging (and in some cases, a
lining) of a color distinctive of the character of the degree.
This year, the University of Saskatchewan unveils a new
tradition with a redesigned doctoral robe. A departure
from its scarlet and blue predecessor, the new robe
incorporates the U of S colours of green, gold and white
in the silk hood, front panels and velvet chevrons on the
sleeves. The new Ph.D. hoods have a green silk lining with
gold trim and the honorary degree hoods feature a white
satin trim. A velvet Beefeater style hat with a green, gold
and white tassel has also been added.

Honorary Doctor of Letters
DESMOND MORTON
Born in Calgary, Dr. Morton attended
Collège militaire royal de St.-Jean, Royal
Military College of Canada, Oxford
University as a Rhodes Scholar, and the
London School of Economics. As well as
academic appointments in the University of
Toronto and McGill University, where he is
Hiram Mills Professor of History Emeritus,
and still teaches, he was for eight years
Principal of Erindale College, University
of Toronto, and was the founding Director
of the McGill Institute for the Study of
Canada.
Desmond Morton is among Canada’s most
distinguished historians. As a scholar, teacher,
author and media expert, he has dedicated a
career to inspiring in Canadians knowledge of
their own history and an engagement with that
history as the fabric of the national identity.
University of Saskatchewan
Dr. Morton is the author of more than 40
books and innumerable other publications.
He is regularly asked to comment on current
affairs and does so in an incisive, pithy
manner. His books address professional
and general audiences alike. Written in
direct and energetic prose, they are richly
documented with experiences of people
of all conditions—the product of probing
22
archival research. In theme they range from
Working People, a social and political history
of the Canadian labour movement, to many
books in Canadian military history. As a
military historian, Dr. Morton presents war
not only as it is waged on the battlefield, as
in When your Number’s Up, which recounts
how the relentless and random dynamics
of war decided the fates of soldiers in the
Great War. He also explores diverse political,
economic and social dimensions of the
war. Silent Battle, for example, has for its
theme the ordeals of Canadian prisoners
of war; Fight or Pay reveals the struggles
and desolation of the families soldiers left
behind.
A Fellow of the Royal Society of Canada
and an Officer of the Order of Canada, Dr.
Morton is the recipient of the 2010 Pierre
Berton Award, which honours those who
“have brought Canadian history to a wider
audience.”

PETER LI
has published 50 papers in refereed journals,
32 chapters in books, and three entries in
encyclopedia.
Peter S. Li is Professor of Sociology at the
University of Saskatchewan. He received a
B.A. from the University of Hawaii in 1971
and was inducted to Phi Beta Kappa. He
holds a M.A. (1972) and a Ph.D. (1975) from
Northwestern University. He joined the
University of Saskatchewan in 1975.
Dr. Li’s research areas are race and ethnicity,
immigration, Chinese Canadians, and
multiculturalism. He has published 10 books,
including The Chinese in Canada (1988, 1998),
The Making of Post-War Canada (1996) and
Destination Canada (2003). In addition, he
University of Saskatchewan
Dr. Li has served in many professional
associations and boards. He was president of
the Canadian Sociology Association (2004‑5),
and editor of the Journal of International
Migration and Integration (2005-2009). He was
a founding member of the Prairie Metropolis
Centre, and served as the leader of the
centre’s economic domain for more than 10
years. He has also served as the vice-president
of the International Society for the Study of
Chinese Overseas, and an associate editor/
board member of many academic journals.
During the 1994 national consultation
on immigration, Dr. Li was appointed by
the minister of immigration as co-chair
of a national expert panel on immigrant
integration. In 2005, he was appointed by the
Governor in Council, Canada, as a director of
the International Centre for Human Rights
and Democratic Development (2005-2008).
In 2009, he was appointed to the National
Statistics Council.
Dr. Li has received many external research
grants, and has trained many fine graduate
students and visiting scholars in his research
programs. In recent years, he has been active
23
in promoting academic exchanges between
Canada and China.
Dr. Li is the recipient of several awards. In
2001, he was given the “Living in Harmony”
Recognition Award by the City of Saskatoon,
Race Relations Committee, in recognition of a
distinguished record of research, publication,
and policy-related work on race and ethnic
relations, immigration studies and racism in
Canada. In 2002, he received the “Outstanding
Contribution Award” from the Canadian
Sociology Association for his contribution to
sociology in Canada. In 2009, he was inducted
to the Royal Society of Canada.
Dr. Li’s academic achievement was highlighted
in the 2009 citation of the Royal Society
of Canada: “Peter Li is leading sociologist
whose work on the Chinese in Canada,
immigration, and race relations has greatly
influenced academic thinking and policy
development. His prolific writings on the
Chinese in Canada have produced a new
perspective in studying racial minorities and
a body of knowledge that became the basis of
the Chinese Head Tax Redress. His influential
writings on immigration explain many aspects
of immigrant life, including self-employment,
entrepreneurship, economic integration and
racial inequality.”

Fall Convocation 2011 Distinguished Graduate Supervisor Award
ROBERT CLARK
Clark also identifies promising undergraduate
students and supervises their independent
research projects; most of these continue on
to undertake graduate studies in ecology. But
Dr. Clark’s legacy as a supervisor is reflected
in the quality of his supervision skills rather
than the quantity of students he has graduated.
Indeed, all of the 35 mentees contacted were
enthusiastically supportive of the nomination
of Dr. Clark for the Distinguished Graduate
Supervisor Award.
Robert G. Clark joined the University of
Saskatchewan as an adjunct professor in the
Department of Biology in 1987. Despite his
demanding job as a research scientist with
Environment Canada, he excels in his role as a
supervisor to both graduate and undergraduate
students. Dr. Clark’s record as a supervisor
includes 25 past graduate students (18 M.Sc.,
seven Ph.D.) and five postdoctoral fellows, as
well as three M.Sc. and five Ph.D. students who
are currently working under his guidance. Dr.
University of Saskatchewan
Dr. Clark motivates his students to
succeed by leading by example. By asking
interesting scientific questions, using novel
research methods, working long hours and
being highly productive himself, Dr. Clark
motivates his students to do the same. He
encourages students to investigate topics
they are passionate about and guides them to
discover answers to their own questions. Dr.
Clark believes that part of his job is to help
his graduate students find interesting and
fulfilling employment after completing their
studies, and his former students have gone
on to productive careers in a wide variety
of organizations (academic, government,
industry and non-government). Furthermore,
after leaving Dr. Clark’s lab, many continue
24
to contribute to science by publishing in
peer-reviewed journals (at least 200 papers by
former students have been published).
Dr. Clark’s reputation as an outstanding
supervisor and mentor extends throughout
the ecological research community. He has
an open-door policy which gives students
the opportunity to maintain momentum and
produce high-quality work. Dr. Clark also
integrates his students into his family circle;
they are frequently invited to gatherings
at his home and former students often stay
with the Clark family when they return to
Saskatoon to visit. Not only does he guide his
students towards academic and professional
achievements, he stresses the importance of
finding a healthy life-work balance.
Dr. Clark’s passion for science and life is
contagious. He has a strong positive influence
on the lives of his students, pushing them to
perform at the highest level and encouraging
them to achieve their professional and personal
goals. In the words of one of Dr. Clark’s former
students “he is the best supervisor one could
hope for: supportive, caring, thoughtful,
driven, enthusiastic, and an excellent teacher
and research scientist.”

to the university regarding building exchanges
and programs with universities in China. Dr.
Zong is an affiliated researcher of the Prairie
Metropolis Centre in Canada. He is also a
research fellow of the institute for empirical
social science research at Xi’an Jiaotong
University and an adjunct professor for several
universities in China.
Dr. Zong’s dedication to the university’s
internationalization has been well summarized
by the former head of the Department of
Sociology, Professor Terry Wotherspoon: “Li
Zong’s accomplishments are highly impressive,
representing the leading edge of what promises
to serve as a lasting legacy of connections
and developments in relation to China and
Chinese scholarship. His contributions to
internationalization are truly impressive,
representing fully the level of accomplishment
that the J. W. George Ivany Internatinalization
Award is intended to recognize.”

KEN VAN REES
The field experiences that Dr. Van Rees
provides in his courses are extraordinarily
popular with his students – they inculcate in
students a sense of the tremendous enjoyment
that field research can bring, as well as a deeper
sense of the travails that are also a part of any
field experience. The creation of a positive
field experience does not occur by chance, and
Dr. Van Rees spends countless hours planning
trips, revising materials, and visiting field sites
to put in place the logistics for a successful
learning experience.
Dr. Ken Van Rees is a professor in the
Department of Soil Science and is an
outstanding teacher who is highly valued
by his students and colleagues. The core
of Dr. Van Rees’ approach to teaching is
experiential teaching and learning. He
accomplishes this through his field courses
such as Soils and Boreal Forest Landscapes,
field trips in Forest Soils, hands-on
experiences in his graduate course Soil Plant
Relations, and his highly innovative field/
studio course, Ecosystems and Art.
University of Saskatchewan
Dr. Van Rees personifies the concept of a
Master teacher. His superior teaching is well
known by students and colleagues; his teaching
is grounded in his own research; and he excels
in proficient and innovative pedagogy. He
has contributed to the teaching activities
and responsibilities of the university as a
whole, especially through his ceaseless efforts
to ensure that the Emma Lake Kenderdine
Campus continues to serve its key role in
experiential education.
Dr. Van Rees is truly dedicated to his students
and to the craft of innovative teaching. There is
ample evidence that Dr. Van Rees has achieved
a very high standard of teaching. In 2001, 2008,
26
2009, and 2010 he was nominated for the
Agriculture Students Association Professor of
the Year Award. In 2006 he received a USSU
Teaching Award of Excellence. In 2008, he
received the North American Colleges and
Teachers of Agriculture Teaching Award. More
recently, he received the Provost’s College
Award for Outstanding Teacher in 2010 and
in 2011, the Provost’s Award for Outstanding
Innovation in Learning.
Additional evidence that Dr. Van Rees has
achieved a very high standard of teaching
can be found in consistently positive student
evaluations. Students have reported “This is
the best class of my entire educational career!”
and “Most amazing course I have ever taken.”
One of his students wrote “Prof. Van Rees
made every class enjoyable by showing specific
real-life examples and asking many questions
so that students were engaged and could
relate to everything he taught us. I always felt
comfortable asking questions in his class and
he was always approachable and encouraging in
his answers.”
Dr. Van Rees is truly deserving of the Master
Teacher Award.

Fall Convocation 2011 Award for Distinction in Outreach and Engagement
NOLA BUHR
Dr. Nola Buhr’s outstanding outreach and
engagement achievements are notable for
their impact on governance structures,
organizational accountability, and the
well‑being of communities.
Dr. Buhr has been a professor of accounting
in the N. Murray Edwards School of Business
since 2000 and has held the PotashCorp
Enhancement Chair for Saskatchewan
Enterprise since January 2010. Dr. Buhr is
a chartered accountant who has established
herself as professional who can make a
difference. Last year, she facilitated an
agreement between the Edwards School
University of Saskatchewan
of Business and the Aboriginal Financial
Officers Association of Canada to enhance
career advancement for Aboriginal business
professionals by giving Aboriginal Financial
Management diploma holders advanced
standing towards the Bachelor of Commerce
degree program. Dean Daphne Taras said that
Dr. Buhr “was the initiator of the agreement,
its constant champion, and she gave most
generously of her time and creativity to
see this agreement come to fruition.” Dr.
Buhr is known nationally for her efforts in
the practice of accounting by First Nations
governments. Working with a task force, her
research led to the publication of the Canadian
Institute of Chartered Accountants report
entitled Financial Reporting by First Nations.
In addition, Dr. Buhr has delivered workshops
and presentations on public sector accounting
to more than 800 First Nations financial
managers. Her involvement in public sector
accounting extends to all levels of government.
As a volunteer member and chair of the Public
Sector Accounting Board, she has played a
key role in setting accounting standards for all
governments in Canada.
Dr. Buhr currently provides leadership
on audit committees for the federal and
provincial governments. Federally, she serves
the Department of Aboriginal Affairs and
27
Northern Development Canada, as well as
the Department of Canadian Heritage. One
nominator spoke of how “her work with
members of Parliament, First Nations, and
very senior government officials demonstrates
her commitment to serving the public
interest.” Provincially, Dr. Buhr serves as the
chair of the Audit Committee of the Province
of Saskatchewan. In this role she assisted
with the recent selection of the provincial
auditor. Locally, Dr. Buhr has worked with
the International Centre for Northern
Governance and Development on campus
to perform an assessment to determine
training needs of the financial administrators
in 24 municipal communities in northern
Saskatchewan. She has expertly applied her
accounting knowledge to the betterment
of communities and developed substantive
partnerships with organizations, provincially
and nationally. And it is her collaborative
approach that has engaged individuals and
groups beyond the border of our campus.
People describe her as invaluable, exemplary,
and passionate. Others speak about her
character and integrity. Please join me in
recognizing Dr. Buhr as one of our premier
ambassadors and a very deserving recipient
of the University of Saskatchewan award for
distinction in outreach and engagement.

BRYAN BILOKRELI
used efficiently and effectively in support
of the university’s goals and priorities. That
means juggling many projects at once, often
in the face of conflicting and contradictory
priorities and deadlines. Considered the ‘go
to’ person when it comes to capital issues at
the University of Saskatchewan, he is admired
as much for his tact and integrity as he is for
his encyclopedic knowledge of every hallway,
classroom, partition, nook and cranny on
campus.
Infinite patience, diplomacy and inventiveness
are admirable qualities in any employee,
but they are exemplified by Bryan Bilokreli,
who has what some describe as one of the
most challenging jobs at the University of
Saskatchewan—oversight of the institution’s
space and capital assets.
As director of institutional capital planning
in the office of Institutional Planning and
Assessment, Mr. Bilokreli is responsible for
ensuring everyone has appropriate space
to work, study and learn, and that space is
University of Saskatchewan
Mr. Bilokreli joined the University of
Saskatchewan in 1976 after completing a B.A.
in geography and history, doing his graduate
work and serving as a teaching assistant in the
Department of Geography. His first position
was assistant space inventory officer in what
was called the Department of Planning and
Engineering, Buildings and Grounds. He
moved from there to the Space Administration
Office and has continued to progress through
the organization to his current post as part of
the Provost’s Office.
Among his first tasks in that office was to
inventory and evaluate the university’s space
needs on a strategic basis. One of his most
significant contributions in this area was the
28
development of a submission and approval
process that helps both project sponsors and
administrative leaders track various projects
and ensures everyone receives information in
a timely manner. Mr. Bilokreli is also credited
with having had an important role in designing
the university’s first multi-year capital plan,
its annual capital plan and a strategic campus
space plan that will provide a time-sensitive
model for determining space allocations.
Considering the strong views often associated
with space issues, it is fair to describe
Mr. Bilokreli’s job as demanding, but not so
demanding that it takes time away from the
other passions in his life—his wife, daughters
and family, and recreational sports including
curling, hockey and golf.
Mr. Bilokreli’s nominators agree that he
meets all criteria for the President’s Service
Award. In addition to enhancing the work
environment by providing extraordinary
service to the university, he has been, and
continues to be, an inspiration to others.
Over his 35-year career, Mr. Bilokreli has
made significant contributions to the
University of Saskatchewan, each marked with
professionalism and humility.

DWIGHT NEWMAN
The New Researcher Award recognizes a
faculty member’s contribution to scholarship
through the creation, expansion and critique
of knowledge. Dwight Newman in the College
of Law is the 2011 recipient.
Dr. Newman is quickly becoming known
among his colleagues in Canada and
internationally for his exceptional work in the
area of collective rights, in particular as they
pertain to Aboriginal communities.
One of Dr. Newman’s most notable
achievements in the short time since earning
University of Saskatchewan
his Doctor of Philosophy from Oxford
University in 2005 is the publication of his
book The Duty to Consult: New Relationships
with Aboriginal Peoples. The book provides
several theories relating to the duty to
consult concept and, importantly, reviews
how this concept has been applied by the
lower courts, governments, businesses and
indigenous organizations. His work in this
area has been cited in judgments handed
down by the Supreme Court of Canada
and is widely used as a reference for lawyers
and judges adjudicating Aboriginal rights
claims. Dr. Newman’s research program is
currently focusing on how international
law is applied to the inherent rights of
Indigenous Peoples in the wake of the 2007
United Nations Declaration on the Rights
of Indigenous Peoples. Looking at examples
from around the world, he hopes to determine
what government action on issues such as
the duty to consult imply for the content
of international law. He will also probe
how international law can more effectively
respond to the rights of Indigenous Peoples as
understood by Indigenous Peoples themselves.

2007. Much of his success has been achieved
while also taking on the role of associate dean
academic for the College of Law from July
2006 to June 2009.
Dr. Newman received numerous accolades as
a student and continues to be recognized by
his peers now as a full professor and prolific
researcher. Among his many honours, he was
awarded the Law Society of Saskatchewan
Gold Medal upon graduating with his LL.B
from the University of Saskatchewan in 1999.
He was awarded a Rhodes Scholarship in 2001
