In retrospect, we think we can certainly speak of a successful 10-year anniversary. A BRIEF RUNDOWN: New house style kicks off jubilee On Tuesday 22 April 2008 this jubilee was marked by the launch of our website with a new corporate identity and by a press conference at which the starting signal was given for a number of activities we organised this year. New look – restyled website – new campaign image Our website, e-news, printed newsletter Aboard! and other means of communication have been revamped. The medium that undoubtedly has undergone the most thorough facelift is our website. Not only its look has been totally renovated, also its structure has been revised thoroughly to give our visitors easier access to the information. With the search function you are able to search the entire website and in the archive in the news section you can reread all the articles that have been published in the past. Another novelty is the possibility to look up shippers, shipping agents and forwarders under the heading commercial players. Also, all publications are better structured and have been updated and freshened up. The links too have been thoroughly checked and updated. Inflow and training – Flemish logistics students discover shortsea at sea To improve the influx and the level of training, we invited the Logistics colleges and their students to participate in the shortsea and maritime logistics course which the Escola Europea de Short Sea Shipping (2E3S, in short) organises on board a ropax that commutes between Barcelona and Civitavecchia or Genoa. Since the end of this summer we also launched a new campaign image. www.shortsea.be Shortsea beats road transport in race In May and July we organised three races between a ship and a truck. The three doorto-door routes, to Ireland, Sweden and Turkey, were each time carried out by road and by shortsea shipping. In the end SSS not only proved to be clearly cheaper, it also scored points in the field of transit time, return freight and tracking & tracing. SSS also puts up a good performance as far as CO2 emissions are concerned. As expected, it does less well with regard to SO2, NOX and fine dust. Still, all things considered, we can safely say that in the end the race was won by shortsea. You can find the report on our website: www.shortsea.be -> publications -> reports and studies -> promotion centre. SME workshop and presentation of the first Shortsea Shipping Award On Monday 27 October 2008 the workshop ”The SME and its export/import in the shortsea area” took place in AntwerpExpo. It was the third event marking the 10th anniversary of the Shortsea Shipping Promotion Centre Flanders. The 80 participants in the workshop also witnessed the presentation of the very first Shortsea Awards. All in all four awards were presented. The “Personal Ambassador of Shortsea Shipping” award was conferred on Alfons Guinier, the secretary-general of ECSA. First laureate and winner of the Shortsea Shipping Award 2008 was the chemical company Prayon. Prayon, located on the Zeekanaal, received the award for its efforts to optimise its transport chain using shortsea shipping. A year ago the company decided to ship an annual 30,000 tonnes of liquid phosphoric acid by shortsea to Immingham instead of by road. Second and third laureate were the transport group Corneel Geerts and DFDS Tor Line. The three winners came out of a shortlist of five nominees: P&O Ferrymasters and BG Freight Line narrowly missed the boat. In addition to their awards Alfons Guinier and Prayon also received a work of art by the painter Katie Nelissen. The presentations that were given during the workshop can be found online. www.shortsea.be -> publications -> presentations Large attendance at VOKA info sessions In Flanders some 90 percent of all companies are situated at less than 15 km from any waterway. Yet, businesses are still rather unfamiliar with the possibilities of inland navigation and shortsea. To rectify that, Promotie Binnenvaart Vlaanderen – the Flemish inland navigation promotion centre –, together with Voka, the association of Chambers of Commerce, last autumn organised a number of information sessions in as many regions. Each time the Shortsea Shipping Promotion Centre had the opportunity to present SSS. In April 2008 a first delegation of 7 Flemish students participated in the 2E3S-project. In the autumn 5 colleges followed suit and in September and October 93 students attended the course on board of one of the Grimaldi ships, where they were given a series of presentations on shortsea shipping, took part in workshops, visited the engine room, the cargo hold and the bridge. In Barcelona and Civitavecchia they toured the ports and in Rome they made a flying visit to the ancient city. The students were also presented with a case study, which they had to solve in small groups by the end of the four-day course. The aim of that exercise was to find the most effective means of transport between two locations. After the introduction, particularly a number of practical examples were presented. Voka Halle-Vilvoorde, Limburg, Kempen, West Flanders and Antwerp-Waasland already had their session, each time with a lot of success. All in all some 300 people participated. In the spring of 2009 an additional Voka information session will take place in East Flanders also. Additional information can be obtained from Promotie Binnenvaart Vlaanderen, Christa Kellens – 011 23 06 02 – [email protected] Meanwhile a large number of students – particularly from Belgium, the Netherlands, Spain, Portugal and France – have pocketed their SSS certificate. The subsidies for this project have now expired, but 2E3S has introduced a new project, emphasising intermodality, with the European Commission. Approval in principle for that similar project – this time part railway, part ropax – has already been obtained and it could kick off in the first part of 2009. 10 YEARS SSS … I most certainly will remember that the costs are indeed very low with SSS, compared to road transport. (Yannick De Ruymaeker – Catholic College of Advanced Education Mechelen) … It has been a very instructive experience in an attractive environment. With SSS our future is secured; we had the opportunity to get to know SSS and to apply it in our branch of industry. (Kirby Van den Bosch – Catholic College of Advanced Education Mechelen) … Even if people didn’t know very much about SSS at the outset, everybody certainly returned with a very wide knowledge about the subject. As every presentation was given in English, it also gave us a chance to pick up the English terms used in the profession. I take my hat off to the wonderful job the speakers did of enlightening us. (Dieter Vandewalle – College of Advanced Education Ghent) days was a wonderful opportunity to see what life on board is all about. Visiting the port of Barcelona, travelling across the Mediterranean Sea in a fully equipped ship, looking around in the port of Civitavecchia, listening to the comments from interesting and experienced professionals, participating in a real case, etc., made us discover some exciting aspects of the world of transports and logistics. All these things helped us to empower our theoretical knowledge with practical know-how. (College of Advanced Education Ghent). You can take a look at the pictures of the 27-30 September course on the website of Hogeschool Gent: http://bmer.hogent.be/#nieuws … We all agree that being part of the Short Sea Shipping project for four To round off the jubilee year in a nice way, we wish each and everyone of you a fantastic 2009! pagina 2 I 3 COMPANIES ON THE RADAR MAZDA OPTS IN FAVOUR OF ICO ZEEBRUGGE VAN HOOL SHIPS ITS BUSES USING SHORTSEA The Koningshooikt-based bus manufacturer is shipping 99 buses from Antwerp to Algeria. Apart from that particular shortsea traffic Van Hool also makes regular use of maritime transport to ship trailers and bus- es to the United Kingdom. The trailers leave from Zeebrugge, the buses from Ostend. In addition, there is also a shortsea transport of mainly trailers to Norway from Amsterdam and of buses to the Canary Islands via Flushing. From April 2009 onward the Japanese car manufacturer Mazda will switch its annual 126,000 car traffic to Ireland and the UK from Rotterdam to Zeebrugge. Cobelfret Ferries will serve the UK and UECC the Irish market. With this contract Zeebrugge strengthens its anchorage as a distribution hub for new cars in Europe even more. Once the Mazda cars have been transported from Japan to Zeebrugge, they will be subject to a number of adjustments in the car handling centres at the ICO terminal before they are shipped to Great Britain and Ireland. That activity will create some 80 jobs at ICO’s. www.icoterminals.com www.vanhool.be POLICY GERMAN “MAUT” INCREASES ON 1 JANUARY An increase of the German “Maut”, or kilometre tax for lorry traffic, obtained a narrow majority in the German Upper House. The substantial tariff hike will take effect from 1 January 2009. Depending on the Euro-class of the lorry, the increase will amount to 50 % on average. The costs for Euro-3 lorries, which constitute half of the commercial traffic on the German roads, will rise by 9,400 euros per 100,000 kilometres covered. The increase has already drawn sharp criticism, both on the home front and from abroad. MARPOL ANNEX VI APPROVED At the 58th meeting of the Marine Environmental Protection Committee (MEPC) of the International Maritime Organisation (IMO) the member countries have decided to approve the changes to Annex VI of the MARPOL convention which had been submitted earlier in the year. In doing so, they unanimously opted for a tightening of the worldwide convention regarding emissions from shipping. The convention stipulates that the sulphur content in shipping fuel has to go down from 4,5 % to 3,5 % by 2012 and to 0,5 % by 2020. In the Sulphur Emission Control Areas, SECAs in short, the sulphur content has to drop from 1,5 % to 1 % as from 1 July 2010 and to 0,10 % starting January 2015. As far as the emissions of nitrogen oxides (NOX) an agreement has been reached for the installation of Tier III engines, which as from 1 January 2016 will be installed in ships sailing in the emission control areas. On the other hand, a co-ordinated international strategy to combat CO2 emissions from shipping remains in the pipeline for the time being. PORT NEWS SHORTSEA INDUSTRY OPTS FOR 45-FOOTERS From now on the Danish shortsea operator Unifeeder will be using also 45’ pallet-wide containers for its continental door-to-door traffic to Denmark, Norway, Sweden, Finland and Russia. In such extra-long containers 33 Europallets can be conveyed, just as many as in a trailer. Initially 500 units have been leased and by the end of the year an equal number will be added. The shipper has started to extend his shipping capacity too, in an effort to further his image as an intermodal carrier. Samskip Multimodal Container Logistics is currently testing collapsible 45’ flat containers. By opting for a folding unit these containers, when empty, can easily be repositioned and stored, which yields an economical advantage. The difference with the original flats resides in the fact that they only have a cornerpost at position 45’. Two prototypes are being tested. In the first one the end section is folded onto the bottom, in the second one to the roof. The service will be provided in both directions on a weekly basis by an 800 teu container ship. On the one hand the shipping company will mobilise one of its own container ships on the new service, but it will also lease space on board of feeder vessels of other players. The launching of this feeder service follows the restructuring of the company’s deep-sea services, on which more capacity will be deployed, thus creating an increased need for hubs and + 32 3 221 81 00 [email protected] www.uasc.net TURKON LINE INCREASES THE CAPACITY ON ITS SERVICE BETWEEN NORTHERN EUROPE AND THE MEDITERRANEAN Agent for the service is Herfurth & Co. The Turkish shipping company Turkon is going to increase the capacity on its service between Northern Europe and the Mediterranean by deploying four vessels with a capacity of 1,900 teu instead of 1,150 teu. The service will cover the following schedule on a weekly basis: Antwerp, Barcelona, Marseille, Genoa, Istanbul, Marseille, Barcelona, Felixstowe and back to Hamburg. Additionally, Turkon Line operates a southbound direct link to Valencia since June; since November also northbound. The German investors are buying HL for 4.45 billion euros or, net of the debts that are being taken over, for an amount of 2 billion euros. Also, the citystate of Hamburg will become one of the main reference shareholders. An offer for the German container group made earlier by NOL was waved aside by TUI. In exchange TUI will take a 33.3 % share in Albert Ballin in order to avoid the risk that its shareholders would oppose the agreement. Delivery is planned for 2011 and 2012. The ships will each have a dwt of 6,600 and will provide 2,000 lane metres. Those relatively small vessels will have the maximum dimension to still be able to call at Ipswich. COBELFRET OFFERS TO ROSSLARE RO-RO LINK ro-ro freight service from Zeebrugge and Rotterdam to Rosslare. In doing so, the shipper wishes to offer the opportunity of a direct link with Ireland. Many logistics players approach the Irish market opting for transport by ferry to the east coast of England and then continue across land to take the ferry to Ireland on the west coast. With this new ro-ro service Cobelfret wishes to offer an interesting and efficient alternative, thus creating a modal shift from road haulage to shortsea shipping. The service offers the possibility to ship non-accompanied trailers as well as some driver-accompanied lorries, as there is room for 12 lorry drivers. In addition, containers on mafis and cars can also be loaded. The vessel has a capacity of 150 trailers. From Zeebrugge the ship sails each Friday at 4 a.m. to Rotterdam where she arrives at 10 p.m. the same day. Subsequently she continues to Rosslare, where she arrives at 10 a.m. on Sunday. The paper pulp traffic from Brazil to Flanders, with Oulu in Finland as its final destination, will from now on be concentrated at the Stora Enso terminal in Zeebrugge’s Wielingen dock. In the opposite direction the 320,000 tonne traffic from Finland to Antwerp, will also be handled in Zeebrugge after a transit through Gothenburg. The Lumipaper plant on Antwerp’s left bank will be supplied continuously by road from Zeebrugge. The distribution towards the European hinterland will also be carried out via the coastal port. www.storaenso.com The forestry industry also feels the economic crunch. To limit costs the Stora Enso group has decided to streamline a number of services and to maximise the use of the ships deployed. The result is that 700,000 tonne are transferred from Antwerp to Zeebrugge. Now that the summer is over, it will not be deployed again. This reduction of capacity is due to the disappointing results of the Danish group during the first half of the year, given the difficult market circumstances and high bunker prices. The shipping company wants to keep down costs, among other things by sailing more slowly and tackling overcapacity. Also, the ropax service between Germany and Latvia and the lo-lo service between Ireland and Holland will have to do with one vessel less. Still, DFDS also expands on the AngloBridge service between Immingham and Gothenburg by lengthening the three ships by 30 metres, which means that an additional 25 percent of cargo can be taken on board. Furthermore the Tor Hafnia, the latest newcomer in the fleet of ro-ro vessels, was put into service on the ElbeBridge between Cuxhaven and Immingham. The positive development of the added value in the Belgian ports had a favourable effect on employment. Apart from Zeebrugge, employment rose in all Belgian ports (+1.6 %). Direct employment increased by some 2,000 full-time equivalents. With 9.91 billion euros Antwerp accounted for more than half of the value added. Ghent, with 3.86 billion, did well also. Zeebrugge and Ostend made 901 million and 472 million euros respectively. Liège and Brussels accounted for 1.41 billion and 1.07 billion euros respectively. The ultimate figures, to be published in the spring of 2009, may differ slightly. www.nbb.be HEAVY FREIGHT CHOOSES TRANSFENNICA MAMMOET CARGO cargo carrier specialises in the transport of high and heavy freight. Such transport requires special permits, which in France and Spain may take ten weeks to obtain. Mammoet prefers to carry out the route as much as possible over the maritime motorway leaving Zeebrugge. An interesting feature for the delivery in situ is also that the weekend sailing arrives in Bilbao on Monday, while at the same time there is a Sunday driving ban in France and Spain. Shortsea is an excellent alternative for any cargo coming from the entire north-western corner of Europe up to and including Poland, particularly for exceptionally wide cargo. According to Mammoet it isn’t clear when and where road or shortsea is more interesting. For all of its transports Mammoet carefully weighs cost-price and speed against each other. In Spain Mammoet works with a number of partners who take the self-moving vehicles from Bilbao to their final destination anywhere in Europe. www.mammoetroadcargo.com www.transfennica.com The international logistics company Vos Logistics, with its 3,000 units one of the largest players in the field of mega-trailers, recently started shipping from Zeebrugge to Bilbao, using the Transfennica service. After a successful trial period the logistics giant wishes to turn Zeebrugge and Bilbao into the logical pivots of its transport planning. Harm Kasbergen, who is responsible for the Mega division at Vos Logistics: “Currently Vos Logistics is busy rounding off a period of important changes. The operational organisation is made more flexible so that it can better anticipate strong fluctuations in demand for international transport as regards both volumes and destinations. The unaccompanied transport to and from Spain fits into that strategy perfectly and given today’s tight margins any savings are more than welcome. Turkey is ripe for investments by multinationals and SMEs that want to be closer to their target markets.” Katharina Desmet, until the summer of 2008 Flemish Economic Representative for Flanders Investment & Trade in Turkey, in Wereldwijs, November 2008. CROSS-BORDER BELGIUM: TOP LOGISTICS LOCATION PAR EXCELLENCE According to the European Distribution Report 2008, which for the first time compares top logistics locations in 25 countries, Belgium ranks number one. Belgium tops the list because a number of regions score extremely well on important criteria, such as available space for the establishment of logistics centres. Other trump cards are the geographical location, close to the large ports, and the easy access to the main European markets. Besides, the property prices are also lower than in the neighbouring countries. The flying colossus was 6.10 metres wide, 34 metres long and 7.45 metres high. With its weight of 30 tonnes this helicopter was certainly a cargo to be reckoned with. Later on, the “Risky” also carried a second helicopter from Charleroi to Bruges. SHORTSEA INNOVATIONS SEA-CARGO SHIPS RUN ON LNG Sea-Cargo is investing in green ships. Of the four multipurpose ships the company recently ordered, two will run on liquefied gas (LNG). Using LNG will cut the CO2 emission by 20 % and that of nitrogen oxides (NOX) by almost 90 %. The emissions of sulphur dioxide or SO2 will be reduced to zero and those of fine dust will become negligible. The ships will have two 240 m3 LNG storage tanks, a deadweight capacity of 5,800 dwt and a length of 132.8 metres. The Norwegian shipping company Sea-Cargo operates a weekly service between the west coast of Norway, the United Kingdom and Northern Europe. The use of LNG isn’t new, but most of the time it was only used on short distances and in combination with other kinds of fuel. www.sea-cargo.no After the winter the helicopter will be taken from Bruges to Russia by coaster. The shipment will then be organised by ABN Transport. + 32 50 28 11 78 [email protected] Shortsea Promotion Centre Belgium c/o Promotie Binnenvaart Vlaanderen Antwerp I Straatsburgdok I Noordkaai 1A I 2030 Antwerp Tel. + 32 3 202 05 20 I fax + 32 3 202 05 24 I e-mail: [email protected] website: www.shortsea.be Publisher responsible at law: Filip Martens Promotie Binnenvaart Vlaanderen Armand Hertzstraat 23 B-3500 Hasselt
