Conference Programme
Welcome to ISTET’99 and Magdeburg
On behalf of the ISTET International Steering Committee and the Otto-vonGuericke-Universität (OvGU) Magdeburg it is our pleasure to extend to you
our warmest welcome and invitation to attend the 1999 International
Symposium of Theoretical Electrical Engineering (ISTET’99), held in
Magdeburg, Sachsen-Anhalt in Germany, September 6 - 9, 1999, at the
Hansa Hotel.
In the tradition of the founders of this ISTET conference series a technical
programme will be presented where electrical and electronic engineers and
scientists can proceed in their discussions of advanced theoretical ideas, new
and hopefully more efficient analytical and numerical methods as well as
exciting applications with respect to electromagnetic fields and/or electronic
circuits. It should be emphasized that both areas are the fundamental
physical basis of our present age that is characterized by high speed
information recording and preparation, information transfer and information
processing. It is beyond any doubt that the multimedia audiovisual
communication services of the near future with its corresponding technical
devices like smart sensors, mobile communication systems and complex
signal processing units need new ideas from the areas of electromagnetic
fields and electronic circuits. Therefore research aspects which are presented
at this 1999 ISTET conference will be crucial for the next millennium where
information techniques play an essential role.
The structure of the ISTET’99 conference is featured by regular sessions
where experts from more than 23 countries present their latest results in
electromagnetic fields and/or electronic circuits and the teaching of these
disciplines as well as some special sessions where selected subjects of high
interest will be reviewed by invited speakers. Obviously these scientists can
be counted to the authorities in their research area.

The city of Magdeburg is a location for the ISTET’99 conference with its own
gracefulness. At first we mention Otto von Guericke (1602-1682) the great
major of Magdeburg who defended his town in the sixteenth century and
became famous as a natural scientist who studied the physics of vacuum by
means of his well known experiment (see for further details:
http://ipe.et.uni-magdeburg.de/el/istet and „Magdeburg“). Some very similar
experiments of Otto von Guericke will be presented at the ISTET’99
conference banquet. Werner von Siemens another famous scientist is related
to Magdeburg. Recently the new building and location of the Institute of
Electronics, Signal Processing and Communications of the Department of
Electrical Engineering and Communications of the Otto-von-GuerickeUniversität was named after him. Beside many other famous people of the
past - e. g. emperor Otto I, who was buried in the cathedral of Magdeburg this town was until recently a crossing point between eastern and western
Europe. Even now a mixture of these different influences can be found in

Magdeburg which is in correspondence with the roots of this ISTET’99
conference series. Moreover we would like to mention the BUGA’99
(Bundesgartenschau) in Magdeburg. On the occasion of these annual and
exceptional BUGA events numerous garden architects show their works of
art. Accompanied by the BUGA’99 many other interesting events will be
organised (see for further details: http://ipe.et.uni-magdeburg.de/el/istet and
„BUGA’99“).
Finally I would like to thank the ISTET International Steering Committee for
giving us the opportunity to arrange the ISTET’99 in Magdeburg. Special
thanks are given to my colleagues Prof. R. Sikora (Szeczin, Poland),
Prof. O. Benda† (Bratislava, Slovakia), Prof. H. Uhlmann (Ilmenau, Germany),
and Prof. M. Tadeusiewicz (Lodz, Poland) for advice with respect to many
problems that have arisen during the preparation of this conference.
Obviously no scientific conference can be successful without a local
organizing committee which has to solve the uncountable problems. Without
Dr. Thomas Schindler, chairman of the local organizing committee, who
solved all these problems in a highly intelligent and engaged manner, this
ISTET’99 conference could not take place in this form. Furthermore I would
like to thank Mrs. M. Bärwald, Mrs. P. Borcherding, Mrs. H. Kerth,

Banquet
Travelling information about the ISTET’99
On Tuesday evening - September 7, 1999 - at 8:00pm all registered
participants of the ISTET’99 are invited to the conference banquet. It will take
place in the GUERICKE and the TELEMANN saloons of the HANSA hotel.
We have wonderful music presented by two young ladies and very talented
musicians. Another highlight is a collection of experiments which were
created by Otto von Guericke in the seventeenth century and presented at
our ISTET’99 conference by the Otto-von-Guericke-Society Magdeburg.
These highlights will be enhanced by an elegant buffet dinner where several
delicious meals will be prepared by the cuisine of the HANSA hotel.
Magdeburg and the HANSA hotel can be reached by car using the A2
highway, by train (see Travel Service of the “Deutsche Bahn” DB
http://bahn.hafas.de/bin/query.exe/en) or by airplane to Berlin or
Hannover and then by train from Berlin or Hannover to Magdeburg. Public
transportation to the conference hotel and other places is provided by the
“Magdeburger Verkehrsbetriebe” MVB (see http://mvb.magdeburg.de) and
taxis.
Meeting of the International Steering
Committee (ISC)
On Monday evening - September 6, 1999 - at 8:00pm there is 1999 ISC
meeting. This meeting takes place in the HANNA saloon. A snack buffet and
a collection of drinks will be served.
Information for accompanied persons
Note that no special programme for accompanied persons of the regular
participants of the ISTET’99 is available. The local organizing committee
suggests to visit the BUGA’99 in Magdeburg. A reduced number of tickets will
be available on the conference desk. Each conference fee also includes
comprehensive material about the BUGA’99. Furthermore several other
beauty and interesting places of Magdeburg (e.g. the famous cathedral of
Magdeburg with the tomb of Otto I) can be visited using the guide
„A sightseeing tour through the cathedral city on the Elbe“ that is included in
the material. Please ask members of the local conference committee for
further hints and insider’s tips.

Internet Access/Email
During the conference there will be locations available for computer and
Internet access. These stations are reserved for attendees to contact their
email and view conference related websites.
ISTET’99 Registration
All symposium attendees must register and carry their name tag at all times.
The registration desk at the conference will be open on Monday,
September 6, 1999 from 8:30am until 16:20pm and on each of the following
two days. On Thursday, September 9, 1999, the conference desk will be
open between 8:30am and 10:55am.
Lunch, Coffee and Conference Banquet
For all registered symposium attendees the lunch buffet each day is included
in their registration and they will be invited to the conference banquet.
Furthermore some beverages will served during the breaks.
Exhibits
ISTET’99 Proceedings
Booksellers will exhibit new books and products related with research areas
of this ISTET’99 conference. Furthermore some colleagues will present
demonstrations of their research.
All conference registrations will include one copy of the completed ISTET’99
proceedings on CD-ROM and as a hard copy (where colored figures are
printed in black/white).
Accommodations
Special entrance
The conference HANSA hotel is available for the participants as well as other
hotel where our ISTET’99 homepage can be used for your assistance.
The local organizing committee allows all students of the Otto-von-GuerickeUniversität Magdeburg who are not employed to visit all sessions of the

ISTET’99 conference without paying the conference fee. But also in this case
a registration is necessary and students must carry their special name tag at
all time.
Special Invited Talks
The members of the International Steering Committee agree that the
participants of the ISTET’99 will present interesting and remarkable results.
On the other hand it is a good tradition that subjects of special interest will be
outlined by experts and authorities of the corresponding research areas and
enriched by own results. The chairman of this ISTET’99 conference believe
that the invited speakers and their subjects will find the applause of all
participants of this conference.
In the following the invited speakers are introduced:
Professor Martin Hasler of the Swiss Federal Institute of
Technology in Lausanne held the Chair of Circuits and
Systems. His research interests include nonlinear circuits and
systems analysis, nonlinear systems modeling and
identification, applications of chaos in engineering neural
networks, and speech processing. Since 1979 he became one
of the most well known experts in nonlinear circuits. Recently,
he makes a considerable research effort to the application of
chaotic behavior in information transmission and signal processing. He is
author and co-author of about 120 research papers and 5 books. Furthermore
he has been the Editor of the IEEE Transactions on Circuits and Systems,
Part I: Fundamental Theory and Applications from 1993 until 1995 and is a
member of the Editorial Board of two other international journals. He is a
fellow of the IEEE.
Dipl.-Ing. Werner John was born on December 13th, 1950 in
Osnabrück. In 1980 he received the master degree (Dipl.-Ing.)
of electrical engineering at the University in Hannover. On
October 1, 1998 he joined the Fraunhofer Institute Reliability
and Microintegration. Since then he is the head of the
Department “Advanced System Engineering (Berlin/
Paderborn)”. He is responsible for the development and
integration of simulation tools, models and design procedures
in the spheres “EMC analysis”, “EMC engineering”, “RF design” and ”design
environments”. W. John has gained 18 years of experience with the
development of microwave engineering software, analog simulation software
and EMC software. He authored more than 80 publications in national and
international scientific journals and conferences.

Professor Thomas Beth is head of the Institute for
Algorithms and Cognitive Systems at the University of
Karlsruhe and Director of the European Institute for System
Security. The institute has specialized in several areas of
modern algorithm engineering and computer algebra
combined with picture processing and picture interpretation
and mathematical knowledge engineering. This work was
complemented by the fundamental and applied research work
by intensive research and development in engineering of public-key
algorithms, protocol design, protocol verification and cryptanalysis of systems
in the E.I.S.S. Since 1994 Thomas Beth has worked in quantum computing
and built up a research group in quantum informatics. Thomas Beth has
published several books and has served as editor to different journals in the
areas of computer science, physics and mathematics. His current research
interests include cryptography, applied algebra and computer algebra with its
applications in signal processing, optical algorithms, microtechnology, and of
course quantum computing. The new book by Beth, Jungnickel, Lenz: Design
Theory and its Applications, Encyclopaedia of Mathematics, Cambridge
University Press, 1999, comprises some of this work in its second volume.

Conference Schedule
Professor Helmut Pfützner is with the Institute of
Fundamentals and Theory of Electrical Engineering of the
Vienna University of Technology. His research activities
include analysis of biological media and systems,
physiological and technical sensors, methods for hygienics
and biotechnology, investigation of soft magnetic material,
and neural networks. Ao. Univ. Prof. Dr. techn. Pfützner
published since 1985 more than 100 scientific papers in these
areas. Moreover he is engaged in the teaching activities of electrobiology,
electrobiological surface phenomena and technical magnetism as well as
biomagnetism.

Dr. Michael Weber is an research assistant at the University
of Karlsruhe. His research interests include the method of
characteristics in the numerical analysis of electromagnetic
fields, transient behavior of electromagnetic fields using time
domain methods. Furthermore he is interested in
electromagnetic interference (EMI) and electromagnetic
compatibility (EMC) where he uses time domain methods. He
published several papers in these areas. As a member of the
group of Prof. Reiss he very engaged in modern educational aspects of
electromagnetic field theory.
