Financial Upgradation under the MACP Scheme granted to the above officers is

subject to inter-alia, the following conditions;
(I)
The MACP Scheme contemplates merely placement on personal basis in the
immediate higher Grade Pay / Grant of financial benefits only and shall not
amount to actual / functional promotion of the employees concerned. •
The residency period (regular service for grant of benefits under MACP Scheme,
shall be counted from the grade in which an employee was appointed as Direct
Recruit.
On grant of financial upgradation, there shall be no change in the designation
classification or higher status. However, financial and certain other benefits
which are linked to the pay/ grade pay drawn by an employee such as HBA,
allotment of Government accommodation shall be permitted.
Financial upgradation under the MACP Scheme shall be purely personal to the
employee and shall have no relevance to his / her seniority position. As such,
there shall be no additional financial upgradation for the senior employees on the
ground that the junior employee in the grade has got higher pay / grade pay
under the MACP Scheme
Benefit of pay fixation available at the time of regular promotion shall also be
allowed at the time of financial upgradation under the MACP Scheme.
Therefore, the pay shall be raised by 3% of the total pay in the pay band and the
grade pay drawn before such upgradation. There shall, however, be no further
fixation of pay at the time of regular promotion if it is in the same grade pay as
granted under MACP Scheme.
With regard to fixation of this pay on grant of promotion / financial upgradation
under MACP Scheme, a Government servant has an option under FR 22(I)(a)(1)
to get his pay fixed in the higher post / grade pay either from the date of his
promotion / upgradation or from the date of his next increment viz. 1 st ,July of the
year. The pay and the date of increment would be fixed in accordance with
clarification no. 2 of Department of Expenditure's O.M. No.1/1/208-1C dated
13.09.2008.
Pay
P drawn in the pay band and the grade pay allowed under the MACP Scheme
shall be taken as the basis for determining the terminal benefits in respect of the •
retiring employee.
The above order is based upon the assumption that the officer is not under
suspension and there is no vigilance / non-vigilance case pending against the
officer neither officer is undergoing penalty. Further, he / she is not under
suspension and not covered by any of the three conditions mentioned in DOPT,
New Delhi's 0.M. No.22011 /04/91-Estt (A) dated 14.09.92. The concerned
D.D.O.s may kindly ensure that this condition is satisfied before grant of 1\11ACP.
In respect of officers, where this condition is not satisfied, the order is deemed to
not have been issued. Such cases should be brought to the notice of this office
immediately.
Before granting MACP benefit, the period of suspension of officers if any, may
please be excluded.
Financial upgradation has been allowed due to stagnation and the employees
subsequently refuse the promotion, it shall not be a ground to withdraw the
financial upgradation. He shall, however, not be eligible to be considered for
further financial upgradation till he agrees to be considered for promotion again
and the next financial upgradation shall also be deferred to the extent of period of
debarment due to the refusal.
Employees on deputation need not revert to the parent Department of availing
the benefit of financial upgradation under the MACPs. They may exercise a fresh
option to draw the pay in the pay band and the grade pay of the post held by
them.

Option (exercisable within One month from the date of receipt of this .order) for
fixation of pay in the higher-grade scale(s) based on the date of increment (i.e. lst
July of the year) of the incumbent is also allowable. Such option once exercised
shall be treated as final.
The concerned D.D.O.s shall check and ensure correctness of the due date of
financial upgradation allowed from the service records of the officers before allowing
benefit of financial upgradation. Discrepancy noticed, if any, should be brought to the
notice of this office.

The MACP Scheme contemplates merely placement on personal basis in the
immediate higher Grade Pay / Grant of financial benefits . only and shall not
amount to actual / functional promotion of the employees concerned.
The residency period (regular service for grant of benefits under MACP Scheme
shall be counted from the grade in which an employee was appointed as Direct
Recruit.
On grant of financial upgradation, there shall be no change in the designation
which are linked to the pay/ grade pay drawn by an employee such as HBA,
employee and shall have no relevance to his / her seniority position. As such,

officer taking over with complete details of the urgent pending work, other important matter
like Court/Tribunal matters, time limit files, urgent references from Commissioner and Higher
Authorities, pending reply, delivery of stocks/files, seals etc. Copy of this note should be
endorsed to the concerned Assistant/Deputy Commissioner and Joint/Additional
Commissioner for information.
Allocation of specific charges to the officers posted to the Divisional Offices along with
consequential rotation of existing officers in the Divisions and its Ranges/STUs, if any, not
covered in this order, shall be made by the JDCs/JACs in consultation with the controlling
Additional/Joint Commissioner in accordance with the Board's/CVC existing instructions for
rotation of officers from sensitive charges to non-sensitive charges on completion of two
years in sensitive charges and keeping in view the HOP and Vigilance status of the officers.
The officer at Sr. No. 13 is not entitled for VIA & joining time as he is transferred at his
own requests.
The above officers must be relieved on or before 05M7.2013. The date of
relieving/joining of above officers should be reported to this office promptly.
All representations/requests received so far from the officers in the grade of Inspector of
stands disposed off with this order.
The officers mentioned at Sr. No. 14, 22 & 30 are stand relieved in the A.N.
25.06.2013 and the officers at Sr. No. 12, who has not joined till date, are directed to join
their new place of posting.

duty and agrees to abide by all terms and conditions as laid down in Board's Instructions such
as:He/She will be placed below all the officers appointed/promoted regularly in the
grade of Havaldar on the date of his/her appointment on transfer basis in terms
of Para 3.5 of DOP&T's O.M. dated 03.07.1986. In other words, he/she will be
junior to those regularly appointed/promoted officers prior to his/her transfer.
However, such transferred officer will retain his/her eligibility of the parent
Commissionerate for his/her promotion to the next higher grade, etc.
On transfer he/she will be not be considered for promotion in the old
Corn missionerate.
He/She will not be entitled to any joining time & transfer travelling allowance.
He/She is liable to be transferred/ posted anywhere within the jurisdiction of
Central Excise, Customs and Service Tax, Vadodara — I/11 Commissionerate.
