The Mission of the Early Childhood Council is to ensure that all Plymouth’s children
(ages birth to eight) are healthy, safe and successful.
The Plymouth Early Childhood Council (PECC) has received a co-funded grant from the
State Department of Education and the William Caspar Graustein Memorial Fund with
additional support from the United Way of West Central Connecticut to help create a
community-wide plan for Plymouth children (birth to eight) that encompasses: Early
Care & Education, Social, Emotional, Behavioral, Physical, Health & Family Supports.
PECC is a collaborative group of various community representatives, parents, caregivers
and community members who recognize the value of supporting a community wide plan
for Plymouth to reach our mission; ensuring Plymouth is a great place for children and
families. Please do not hesitate to contact us (information listed above) with any
questions, concerns or to join us.
PECC is involved in many partnerships and has been successful in bringing multiple
resources to the community (including parent leadership classes, School Readiness
Funding and more) and implementing multiple strategies. Among the many PECC
partners, the Plymouth Family Resource Center offered the People Empowering People
(PEP) class in Plymouth. The 2014 PEP Class, supporting one of the PECC strategies,
developed this Resource Guide. This guide can also be found online at

About the People Empowering People (PEP):
Mission: People work together to make their community a better place for
themselves and their children.
The PEP program is a personal, family and leadership development program with a
strong community focus. PEP is designed to build on the unique strengths and life
experiences of participants and emphasizes the connection between individual and
community action.
The program is conducted by UConn CES trained facilitators. Facilitators provides 10 two
hour training sessions on the following topics: values clarification, communication skills,
problem solving, understanding the helping role, parenting, leadership skills, action
planning and community opportunity. Following the formal training sessions,
participants attend weekly educational/support sessions and work on two or more
individual or group projects that benefit the community. This resource guide is one of
the projects to help benefit the community.

2-1-1 is a program of United Way of Connecticut and is supported by the State of
Connecticut and Connecticut United Ways.
Dial 2-1-1 from anywhere in Connecticut and you will reach a highly-trained call
specialist who will assess your needs and provide referrals to the resources in your
community. Everyday call specialists help callers find assistance for complex issues such
as financial problems, substance abuse and suicide prevention and for simpler issues
such as finding volunteer opportunities and donation options. Call 2-1-1 to access
services such as HUSKY Health Care, Birth to Three, and Child Care Infoline. 2-1-1 is
available 24 hours a day every day of the year. Multilingual assistance and TDD access is
also available.
History of the Town of Plymouth, Terryville & Pequabuck
Located in Litchfield County, and surrounded by the larger cities of Bristol, Waterbury
and Torrington, the Town of Plymouth has a population of 12,040 residents. The Town
of Plymouth, including its villages of Terryville and Pequabuck, occupies 22.3 square
miles. The grandfather of Henry Cook, the first settler, was a Pilgrim, thus the town was
named for Plymouth, Massachusetts. Eli Terry Jr., famous for the role he played in the
early manufacture of clocks, lent his name to the section of town now known as
Terryville. The location of the town on the powerful Pequabuck River gave an advantage
to the clock and lock industry and the section of town bordering this natural resource
became known as Pequabuck.

held every two years in the odd numbered years. These elections are held on the

Museum is a great educational environment to foster learning in your children. Please
check your local library for museum free passes and discounted passes. The Terryville
Library lends passes for Plymouth Residents only, who are over the age of 18 and have a

Dinosaur State Park

This State Park is the site of a discovery of 2,000 early Jurassic Dinosaur tracks. The
tracksite is a registered National Natural Landmark. The Park sits on 60 acres and
includes a museum which houses the tracks and a series of interactive
