From the Director’s Desk...
By Lori Jennings-Harris, Director, Department of Aging
Celebrating Independence
As our nation commemorates its independence and
celebrates its freedoms, we have a chance to reflect on the
importance of self-sufficiency. Celebrating independence is
what the St. Mary’s County Department of Aging is all
about. It’s the very base of our mission. No matter the level
of someone’s independence, the Department’s role is to help
the more mature segment of the county’s population to
maintain, or in some cases, recapture their independence.
Independence is defined in different ways by different
people. Being free and able to remain in one’s own home,
the capability to go where one wants to go, having access to
food and good nutrition, enjoying social contact, and the
ability to make one’s own decisions, all contribute to being
independent.
This Department is the hub for seniors seeking the support they need to remain independent. Taking the lead in
assisting older adults continue to be the vital, experienced
leaders so critical to our county’s well being is the department’s over-arching responsibility. Providing a clear path to
self-sustainability for generations to come is what makes the
Department’s role so important as our senior population
continues to grow.
The Department of Aging will move into the future in a
conscientious and responsive way to meet the increasing
needs of older adults. We will use our experience and expertise in adapting to the evolving climate of our senior citizens.
We want to help you
be independent, and
stay independent, in
the place where you
want to live…

New Agreements for Long Term Care Insurance Worth A Look...
The State of Maryland has recently entered into partnership agreements with select
licensed insurance companies who sell long term care insurance. One of the biggest benefits
of purchasing a partnership policy versus a traditional long term care policy is the protection
it offers against your assets if you should ever need to receive long term care Medicaid benefits from the State.
Typically individuals who receive long term care benefits through Medicaid can only
have assets valued at $2,500 or less; however, a partnership policy allows you to keep assets
equal to the amount the policy has paid out for your care. For example, if you receive
$200,000 worth of benefits through the partnership policy you would be allowed to keep
$200,000 worth of assets and still be eligible for Medicaid assuming you met other income
and medical qualifications.
Before purchasing any type of long term care policy always make sure you ask the following questions:
• What type of care is covered?
• Is there a waiting period before benefits can start?
• Does the policy have a per day monetary limit? If so, does it take inflation into account?
• How do you access benefits under the policy?
• Is there a maximum number of days the policy covers?
To learn more regarding partnership and long term care policies contact the Maryland Insurance Administration at 1.800.492.6116.
New Rule Protects Federal Payments from Garnishment
4
In most cases Federal payments from Social Security, Veterans Administration, Rail
Road retirement, and Federal Employee and Civil Service Retirement payments can not be
garnished except in the case of child support or tax liens. Although these payments have
been considered “protected” from debt collectors individuals have been denied access to
these funds when their bank receives a garnishment order to freeze the account up to the
amount of the garnishment; therefore, cutting these individuals off from what may be their
only source of income.
Thanks to a new rule that went into effect May 1 financial institutions can no longer
deny the account holder access to their account if the account contains electronic Federal deposits from most Federal payment agencies. The new rule says banks must allow account
holders access to an amount equal to two months worth of Federal payments that were deposited two months prior to the date of the garnishment order. For example, if the bank received the garnishment notice on July 3 and the individual received a Social Security deposit
of $800 on May 3 and June 3 a total of $1,600 would still be accessible to the individual;
however, if the garnishment was for an amount over $1,600 and the account had available
funds, any amount beyond $1,600 would be frozen.

Focus On Fitness
By Alice Allen, Division Manager, Senior Center Operations
Do you enjoy being physically active, especially outdoors? Do you know that
“green exercise” can have real health benefits? Green exercise is physical activity done
outside in nature, such as walking in the woods, hiking in the mountains or along the
beach, kayaking, bicycling, you name it. Research shows that physical activity in nature
has many therapeutic effects beyond the health benefits achieved by exercise alone.
Memory and attention are improved after being physically active in nature. Physical and
mental energy are increased, as is one’s sense of well-being. Green exercise gives the
brain a break from the busy tasks that take up so much of our day, helping to relieve
stress and promote relaxation. Research also suggests that blood pressure, heart rate, and
improved immune function are additional benefits of green exercise.
So, if this sounds good to you, check out the new Outdoor Adventure Club that meets
monthly. Each month we will explore a new activity and location. Join us on Friday, July
15 at St. Mary’s River State Park for a hike
through the woods. The group will meet in the
parking area at 9 a.m. Wear comfortable
clothes and walking shoes and bring some water and also insect repellent. In August, the
group will meet on August 19 at a location
(and activity) to be determined by the group.
To learn more call Wrenn at 301.475.4200,
ext. 1003, or Brandy at 301.475.4200, ext.

Volunteer News...
By Norine Rowe, RSVP Project Manager
Celebrating Independence through Volunteering
When it comes to “Celebrating Independence,” the St. Mary’s County Retired and Senior Volunteer Program (RSVP) promotes a number of volunteer activities aimed at helping
seniors maintain their independence. One of these is the Department of Aging’s Senior Rides
Program, through which RSVP Volunteer Drivers help local seniors in need of transportation
get to medical appointments, shopping, personal errands, and social activities. The seniors
served by this program are no longer able to drive, do not have a vehicle, or do not have access to public transportation. RSVP Volunteer Drivers help to fill the gap by providing
much-needed transportation services, enabling local seniors to maintain their independence
and continue living in their homes.
Another important way RSVP volunteers help seniors maintain their independence is
through the Department of Aging’s Meals on Wheels Program. With the help of RSVP Volunteer Drivers, homebound seniors who are no longer able to shop for groceries or prepare
their own meals receive nutritious meals through the Meals on Wheels Program. Volunteer
Drivers deliver hot meals five days a week or make once a week deliveries of packaged frozen meals. These deliveries ensure that local, homebound seniors will receive the proper nutrition they need to maintain their health and independence.
10
As a Volunteer Driver with the Senior Rides or Meals on Wheels Programs, you receive
training, supplemental insurance, and mileage reimbursement. You also receive an invitation
to our annual RSVP Volunteer Recognition Luncheon. So if you’re 55 years of age or older,
enjoy driving, have your own reliable vehicle, and would like to help an area senior with
their transportation needs, give us a call and we’ll help place you as an RSVP Volunteer
Driver. For more information on becoming a Volunteer Driver, or for information on other
volunteer opportunities for local seniors 55 and older, call the St. Mary’s County Retired and
Senior Volunteer Program at 301-475-4200, x1653.

Nutrition Corner
By Donna Taggert, RD/ LD/ CDE
I’d like to talk about antioxidants. Just what are antioxidants? In nature, they serve to
protect living organisms from oxidative damage. When we consume foods that are rich in
antioxidants, it is believed that those benefits are conferred to us. Just like oxidation causes a
car to rust, so can it cause havoc on a human body.
Antioxidants are like scavengers of the damaging by-products of oxidation, known as
free radicals. We are exposed to free radicals from pollution, excessive sun exposure , cigarette smoke, alcohol, and unhealthy foods. A main role antioxidants play is to block the free
radicals which damage our cells. This can improve our immune system and lower the risk
for infection or certain types of cancer.
A wide variety of foods
have antioxidants including
fruits, vegetables, nuts,
grains, fish , tea, and red
wine. So how can you boost
your daily antioxidant intake? Start off your day
with fresh fruit and add
some wheat germ to a high
fiber breakfast cereal. At
lunch and dinner create a
rainbow of color with a
salad with lots of veggies.
Drizzle with oil which
is rich in vitamin E. Try
snacking on a homemade trail mix of nuts, seeds, and dried fruit. Enjoy a fatty fish such as
salmon or tuna at least twice a week and use lots of garlic, herbs and spices in your cooking.
Basically if you make sure each meal is colorful, you will have been successful in obtaining
some antioxidants in your diet.

In Memory of Vicki Brown
Sadly, Vicki Lynn Brown, nee Brogan, 57, of Avenue, passed away on March 24,
2011. Vicki was born on March 1, 1954, in St. John's, Newfoundland, Canada, and
raised in Laurel, Maryland. Vicki later studied at Ricks College in Ricksburg Idaho,
where she pursued her degree in Interior Design. She worked as an Executive Recruiter
for financial institutions and was an entrepreneur, owning a shop in Laurel called Wootsies Attic, which specialized in antique furniture and other unique treasures. After having children, Vicki moved to Southern Maryland and dedicated her life to raising her
family and becoming involved in community organizations.
Vicki served as a member of the St. Mary's County Commission on Aging and the
St. Mary's County Commission for Persons with Disabilities, as well as a founder and
member of the board of directors for the Friends of Ripple Center and a former member
of State of Maryland Caregivers Support Coordinating Council. Vicki was often seen
strolling around the neighborhood in her electric wheelchair, sharing laughs and making
new friends.
Vicki Brown, along with her husband, Sam has served on numerous boards, councils, and committees. Their many contributions have made a positive and lasting impact
on our community.
St. Mary’s County Department of Aging would like to express sincere thanks for all
the hard work and devotion Vicki Brown has dedicated over many years. Vicki will be
greatly missed by her family, friends, fellow Commission on Aging members, and the
Department of Aging.
