WPOA Annual Meeting – Sat., April 16, 2016 at 7:30 p.m.
Vice President Prescilla Redick called the meeting to order at 7:20 p.m.
Redick explained that WPOA President John McDulin was absent (ex.) and in Louisiana working for FEMA.
She then introduced herself as the WPOA Vice President and the other WPOA Trustees: Steve Meese –
Secretary; Vern Taylor – Treasurer; Steve Johnson – Member at Large; and Trustees Todd Holt, Eric Kirk
(absent – ex.), Jim Meyer and Betty Purdin.
Vice President Redick shared the many accomplishments of the WPOA during the past year:
• A $300,000 electrical upgrade of a forty year old electrical system, which increased 30 amp services to 50
amps at all campsites, was just completed in the Campground.
• A new lake patrol boat was purchased.
• A new dock with a cover was built for the patrol boat.
• All of the docks at Little Chief were replaced. A new parking area and shoreline protection were also
installed.
• Five miles of road were resurfaced.
• The cracks in four ‘road’ miles of Waynoka Drive were sealed.
• The Lake was dredged from Quachita to Red Cloud.
• A second push boat was built, from a boat donated by the Marina, for the dredging operation.
• Two treadmills and two stationary bikes were replaced in the workout room.
• The adult pool was resurfaced.
• An automatic chemical dispensing system was installed for the indoor pool and hot tub.
• A new marina repair building was built.
• The boat ramp was repaired.
• Multiple docks which were damaged by ice were repaired.
• A parking area was added to the Tomahawk rec area.
• Multiple culverts, which had completed their useful cycle, were replaced.
• The ‘forever’ card system was fully implemented.
• The RFID sticker and gate system replacement project was started.
• A new police cruiser was purchased.
• A new zero-turn mower was purchased.
• A new tractor was purchased for bush hogging the wooded areas and anywhere the big bush hogs cannot go.
• The cash register and inventory program at the lounge was upgraded to enable the use of credit cards.
• The Lounge was repainted and decorated.
• The position of events coordinator was created and filled.
• The ‘moonlight’ swims for adult and kids became monthly events.
• Two concerts were held ‘on the green’ last season.
• A display board was purchased and will be used as advertising.
• The sign at 62 and Schwallie was replaced.
• All budget requirements were met for 2015.
• The leases for both the Restaurant and Marina were renewed.
• The WPOA is sponsoring the EJAA (Eastern Junior Athletic Association) Knothole teams.
• The dam was ‘rocked’.
• About $10,000 worth of equipment was replaced in the Restaurant.

Vice Pres. Redick asked the property owners to give themselves a ‘round of applause’ for all of the work that
they have allowed the Board and the WPOA staff to accomplish this past year. She thanked Mgr. Cahall and all
of his staff for their dedication and hard work.
Next Redick recognized ‘our sheriff’, Gordon Ellis, “for doing more for Lake Waynoka than we could have
ever imagined, making this place a better place!” She acknowledged, even though Ellis is leaving to be Brown
County’s Sheriff in January, “We are glad to know that you will still be here as our friend and neighbor.”
Redick then recognized those who are ‘stepping down’ from the WPOA Board of Trustees:
• Jim Meyer received a certificate of appreciation for the time and effort he gave serving the Lake Waynoka
property owners for the last six years, including three years as WPOA President.
• John McDulin’s wife, Pat, accepted a certificate of appreciation on John’s behalf for the time and effort he
also gave serving the property owners for the last six years, including three years as WPOA President.
• Betty Purdin was then honored for her 25 years as a WPOA Trustee. Since 1982 Purdin has held each of the
offices of the WPOA Board and chaired numerous committees. Her involvement in the Lake Waynoka
community was to “always help make Lake Waynoka a better place to live”. She received a crystal glass
award and red roses.
Elections Inspector Steve Rish then installed newly elected Trustees Tom Koch and Judy Yannone by leading
them in the oath of office. Newly elected Trustee Brian Buckley will be installed at the May 14th WPOA
meeting. The terms of these WPOA Trustees will expire in 2019.
At 7:30 pm the new Board of the WPOA Trustees recessed to the meeting room to elect its officers for 2016.
At 7:34 pm the Trustees returned and Elections Inspector Steve Rish announced the WPOA officers:

Treasurer: Vern Taylor Member at Large: Steve Johnson
Rish thanked everyone for their cards, letters and prayers as he faces his health issues.
Pres. Redick thanked Rish and Eileen Brown, Elections Inspectors, for their service to the property owners for
the last three years.
The motion to adjourn the WPOA Annual Meeting was made by Taylor and seconded by Johnson. All were in
favor and the meeting was adjourned at 7:36 p.m.

NOTICE: SPECIAL MEMBER MEETING, AUGUST 13, 2016
The WPOA BOARD of Trustees has approved a proposed revision of the WPOA CODE of Regulations (the “Blue
Book”), and has set the date of Saturday, August 13, 2016 , 12:00 pm – 2:00 pm, for a Special Member Meeting to be
held at the Health/Rec Center. The sole purpose of the meeting will be for members to vote on the proposed revision.
A letter notifying OWNERS of the Special Member Meeting will be mailed to addresses of record in mid-June and
will contain additional information on the voting process.
Beginning later in May the proposed CODE revisions will be available for review on the Lake Waynoka web site
(www.lakewaynoka.com) or a printed copy may be requested by visiting the WPOA Office.
Members may submit comments or questions regarding the proposed CODE revisions via email to
[email protected] or in written form to the WPOA Office. Submitted questions and responses may be shared
on the Lake Waynoka website or elsewhere as appropriate for the benefit of all Members.

WPOA Board of Trustees Special Meeting – Monday, May 2, 2016
President Prescilla Redick called the meeting to order at 3 p.m.
Roll Call: Present: Buckley, Holt, Johnson, Kirk, Koch, Meese, Redick, Taylor, Yannone & Mgr. Cahall
(Although not yet sworn in as a WPOA Trustee, Buckley participated in this meeting as a non-voting Trustee-to-be. jac)
Absent: None
Purposes of Meeting:
• To review only the Attorney’s (John Jolley’s) Recommendations for changes in the CODE version approved
by WPOA Board, December 2015 (approximately 37)
• To vote to approve Revised CODE changes
• To determine how to present to MEMBERS for voting
• To determine date(s) necessary to accomplish voting
Following discussion of the Powerpoint presentation of the review of the Attorney’s recommendations
(presented by Rules and Regulations Committee member, John Buskey), Motion #2016-255, Motion #2016-256
and Motion #2016-257 were written and roll call votes were taken.
Motion #2016-255 was made by Taylor and seconded by Yannone that the WPOA Board of Trustees approve
the changes recommended to the draft of the CODE of Regulations by the Attorney and the Rules and
Regulations Committee as well as by the Trustees at the special meeting held on May 2, 2016. A roll call vote
was taken and the motion passed unanimously with eight yea votes and zero nay votes.
Motion #2016-256 was made by Meese and seconded by Holt that the membership vote will be to either approve or to reject all of the proposed revisions to the CODE of Regulations. A roll call vote was taken and the
motion passed with seven yea votes and one nay vote (Kirk).
Motion #2016-257 was made by Holt and seconded by Meese that the special membership meeting to vote on
the proposed revisions to the CODE of Regulations will be held on Saturday, August 13, 2016, from noon until
2 p.m. in the Health and Recreation Center gymnasium. A roll call vote was taken and the motion passed
unanimously with eight yea votes.
The Election Inspectors will be responsible for determining the voting process for the membership.
Adjournment: A motion to adjourn the meeting was made by Taylor and seconded by Koch. The motion
passed unanimously and the meeting adjourned at 4:50 p.m.

WRWSD Board of Trustees Meeting – Mon., April 25, 2016
President Jim Bridges called the meeting to order at 7:00 p.m.
Roll Call: Present: Beard, Beresford, Bridges, Buskey, LaPlante, Redick, Mgr. Cahall and Plant Supt. Culver
Absent: Purdin (ex.)
Minutes: A motion was made by LaPlante and seconded by Beresford to approve the minutes of the April 9th Saturday
meeting as distributed via email. A yea/nay vote was taken and the motion passed unanimously.
Another motion was made by Redick and seconded by Beard to approve the minutes of the April 16th Annual
meeting as distributed via email. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey): No report was shared other than Buskey stated that “We are solvent.”
Report from the Manager (Paul Cahall) and Plant Supt. (George Culver):
• Less than three dozen of the 172 fire hydrants in Lake Waynoka still need to be flushed and serviced this season. Chief
Neu of the Russellville Fire Dept. will receive a spreadsheet report detailing the work that was done when the staff is
finished.
• The shipment of another one hundred meters, which was expected more than a month ago, has not yet arrived.
• Cahall recommended that the Board contract the services of OUPS (Ohio Utilities Protection Service). Anyone
digging where underground utilities may be disturbed is required to contact the OUPS. Then OUPS contacts the
WRWSD which is required to mark lines within 48 hours.
• Culver has submitted a request to the Ohio EPA for renewal of the discharge permit for the lagoon’s effluent which
expires after five years.
• Since the gate to the WRWSD plants is in need of replacement and upgrading, Silco (the company installing the RFID
gates for the WPOA) has been asked to prepare an estimate for a new gate.
New Business: none
Old Business: When asked Culver reported that the new employees at the plant are ‘working well’. The Lake
Committee’s fishing schedule of the Reservoir was discussed.

Adjournment: At 7:17 pm a motion to adjourn the meeting was made by Buskey and seconded by LaPlante. All were in
favor and the meeting was adjourned.

Minutes: A motion was made by Purdin and seconded by Beard to approve the minutes of the April 25th workshop
meeting as read. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey):
• At one-third of the way through the year the 2016 income and expense for the WRWSD are tracking as ‘budgeted and
expected’.
• Treasurer Buskey requested a motion to approve all of the financial reports from April 30th, 2016, as provided.
Buskey made the motion which was seconded by Purdin. A yea/nay voice vote was taken and the motion passed
unanimously.
Manager’s Report (Paul Cahall):
• All of the fire hydrants in Lake Waynoka have been flushed, greased and repaired as necessary.
• Mgr. Cahall and Plant Supt. Culver will be attending the Ohio Rural Water Association’s Annual Meeting at King’s
Island.
• The long awaited 100 water meters have arrived. Once these are installed only 40 to 50 meters will still need to be
replaced. Another 100 meters will be ordered.
• An ad to hire an employee for the District will be ‘ran’ in the near future.
• Silco will evaluate the gate system into the plant for replacement this coming week.
• A garage door at the Water and Sewer Plant, which is up and will not come down, needs to either be repaired or
replaced.

New Business:
• Buskey shared that he had met with Cahall, Culver and Clerk Bundy to review the capital plan which will be discussed
at the next meeting.
• Bridges noted that new signature cards were signed at Peoples Bank this past week.

Adjournment: The motion to adjourn was then made by Purdin and seconded by Redick. All were in favor and the

Crime Trend Narrative
There are no new crime trends to report for the Month of April. There has been an
increase in traffic violation complaints from Citizens which is consistent with increased
traffic in the spring and summer months. The patrol boat has been launched and will
begin operations in May.

3/20 CARDIO HUSTLE
NEW FOR SUMMER!
FIRST CLASS STARTS JUNE 1st!
This fast paced class challenges a unique blend of aerobic and anaerobic
conditioning. It’s a boot camp style workout which will give everybody a full
body workout. Twenty minutes of cardio, twenty minutes of strength, and
twenty of core, every Thursday night @ 6 pm and Friday morning @ 9 am.
Mandy’s Mix Kickbox Training
This class is a combination of cardio, boxing, and martial arts providing
a total body workout, which aims to improve strength, aerobic fitness,
speed, flexibility, coordination and balance.
Come in and try one of the most popular fitness trends and kick, jab,
cross-hook and uppercut your way to a fitter you. Class instructed every
