Manager’s Note, Paul S. Cahall, General Manager
As you may or may not know the Board of Trustee’s passed a motion that will permit the use of
golf carts inside Lake Waynoka. The motion and checklist are in this newsletter on pages 4 and 5. I
have had several questions asked and I am going to try and clear up as many of them as I can here.
• Will the golf carts have to be street legal?
Yes the requirements were taken out of the Ohio Revised Code for Under Speed Vehicles.
• Does the driver of a golf cart have to have a driver’s license?
Yes under the Ohio Revised Code the driver must be licensed and obey all traffic laws. Any violations of traffic laws will be issued the same ticket you get in a car and will be dealt with
by the county court.
Please insure your children, grandchildren and guest understand taking a golf cart out for a
ride carries the same penalty of law as taking a car out for a ride if you don’t have a license.
• Do I have to have Insurance on a golf cart?
Yes and you will be required to sign a liability waver just like you do for your boat.
• If for some reason golf carts are no longer permitted inside Lake Waynoka in the future
will the POA buy my golf cart?
No, the WPOA takes no responsibility for any purchase you make.
• Do I have to get some kind of sticker?
Yes. You will need to call security and set an appointment with one of the police officers to
get an inspection. If it passes the inspection then you can get your sticker issued for $35
• Do I need to get a title and state license plate?
No if you do not plan to use it anywhere besides inside Lake Waynoka. We are not going to require it but if you plan to take it on any public road outside of the lake you will have to
have one.
• If I come up on a golf cart on the road do I have to give them the right of way?
All traffic laws apply to golf carts the same as for any car and will be enforced the same way.
• Can I make modifications to my golf cart.
Only if the modification does not make it so the cart no-longer meets the definition of an
Under Speed Vehicle as difined by the Ohio Revised Code. For example Under Speed
Vehicles have a maximum speed on them.
• Will I have to wear a seat belt in my golf cart?
Yes if it came with them you cannot remove them and they must be used.
• Final Note
If you wouldn’t do it with a car don’t do it with a golf cart.

WRWSD Board of Trustees Meeting – Mon., December 14, 2015
President Jim Bridges called the meeting to order at 7:00 p.m.
Roll Call: Present: Beard, Beresford, Bridges, Buskey, LaPlante, Purdin, Redick, Mgr. Cahall and Plant Supt. Culver.
Absent: none
Minutes: A motion was made Beresford and seconded by Purdin to approve the minutes of the December 12th Saturday
meeting as distributed via email. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey): none
Report from the Manager (Paul Cahall) and Plant Supt. (George Culver):
Cahall and Culver shared with the Trustees the findings of the regular testing being done by the Ohio EPA. The
Trustees then discussed the pre-treatment options for both the back-up lake and the reservoir as recommended by the Ohio
EPA. A plan of action was agreed upon.
New Business: none
Old Business:
Buskey reported that he, Mgr. Cahall, Plant Supt. Culver and Trustees LaPlante and Redick had met with a representative of Solar Planet to discuss the feasibility of going ‘green’ and using solar power for electricity in the District’s water
and sewer plants. An evaluation of the District’s facilities was done and much discussion was shared about what construction and changes would be involved to provide solar power. In the end all concluded that it would not be cost effective for
the District’s customers to pursue this source of electricity, just to ‘go green’.
Buskey noted that the WRWSD’s meeting calendar for 2016 would be reviewed at one of the January meetings.

WRWSD Board of Trustees Meeting – Sat., January 9, 2016
Vice-President Tom Beresford called the meeting to order at 9:30 a.m.
Roll Call: Present: Beard, Beresford, Buskey, LaPlante, Purdin, Redick & Mgr. Cahall. Absent: Bridges (ex.)
Minutes: A motion was made by Purdin and seconded by LaPlante to approve the minutes of the December 14th
workshop meeting as read. A yea/nay vote was taken and the motion passed unanimously.
President’s Report: none
Treasurer’s Report (John Buskey):
• Buskey reported that the December 31st, 2015 financial report shows the cumulative income and expenses for the
WRWSD in the entire year of 2015. He stated that the District ended the year ‘in the black for another successful year’.
• Buskey noted that later in the meeting three motions related to ‘opening up the District’s 2016 fiscal books’ would be
read and voted upon by the Trustees.
• Buskey then requested a motion to approve all of the financial reports from December 31st, 2015 as distributed. The
motion was made by Buskey and seconded by Redick. A yea/nay voice vote was taken and the motion passed
unanimously.
Manager’s Report (Paul Cahall):
• Cahall reported that over a recent eight day period three lines (two sewer and one water) had been ‘hit’ or damaged by
contractors/or utility workers digging in Lake Waynoka. Cahall strongly recommends that property owners call the
District (937-446-3256) before allowing anyone to dig on their properties. The staff can assist in locating lines to,
hopefully, prevent this type of damage. It is especially important that sewer lines, which were originally installed by
the District, be located and marked since the sewer lines in the District’s system are ‘under pressure’. Water lines are
not as easily located since they were originally installed by the property owner or a contractor. However, the staff may
be able to provide assistance in locating water lines. Cahall also encourages property owners to closely read any
agreements signed with contractors who are hired to dig on their properties. The Trustees will continue to discuss
what actions the District can take to possibly keep lines from being damaged.
• The sewer lagoon was drained to the proper water level and the valve to the lagoon was closed just before Christmas.
In the spring the lagoon and lake valves will be opened again for about two weeks so the proper water level of the
lagoon can be reached for the busy summer season. All measures will be taken to keep this process from affecting the
Lake’s level significantly.

New Business: Treasurer Buskey then presented three motions, all related to the 2016 finances of the District, for approval
by the Board. Approval of these motions is required by the Auditor of the State of Ohio. (See Motions and Resolutions
below for further details.)

Motions and Resolutions:
• Motion #2016-01 was made by Buskey and seconded by LaPlante to certify the beginning balances of all WRWSD
bank accounts and CDs for 2016 totaling $1,405,487.47. A roll call vote was taken and the motion passed with six yea
votes. (This motion in its entirety is available for review at the Office. jac)
• Motion #2016-02 was made by Buskey and seconded by Purdin to certify the estimated receipts for all revenue
accounts for 2016 which totaled $907,055.00. A roll call vote was taken and the motion passed with six yea votes.

• Motion #2016-03 was made by Buskey and seconded by Beard to adopt appropriations for estimated expenditures in
2016 which totaled $833,124.00. A roll call vote was taken and the motion passed with six yea votes. (This motion in

Crime Trend Narrative
During the month of December, a felony theft investigation was completed which
resulted in (2) felony charges being filed. One D.U.I arrest was made. No crime patterns
were noted. There no significant law enforcement issues over the New Year.
The Lake Waynoka Rangers would like to thank all of the Lake Waynoka citizens who
donated to the Shop with a Cop program. This program was a great success.

Notes for the Campground
2016 has a change that all campers need to be aware of. Over the
winter we have upgraded the electrical system in the campground at a
cost of over $300,000. This will provide 50 amp service to all camp sites.
In order to pay for this upgrade a loan was secured and an assessment will
be added to the camping fees to help repay that loan.
Starting this spring there will be a $10 per month assessment added
for each permanent campsite during the season. Temporary and guest
campers will pay a $10 assessment added per visit. There will not be an
assessment for winter storage. The money collected from this assessment
will go in the campground capital account and be used to help pay-back
the loan. This assessment will run until the end of the 2019 season or the
loan is paid off. As soon as the loan has been paid the assessment will be
dropped.

Monday is Circuit Training @ 9 am.
We have a new class "Sit-Fit", every Tuesday @ 9 am - 9:45 am.
We offer Pilates from 9:45am - 10:30 am on Tuesdays.
Cardio Fit is held on Wednesday @ 9 am and Thursday @ 6 pm.
Body Burn is held on Friday @ 9 am.
We also offer Pickleball on Tuesday, Thursday, and Saturday's @ 9 am. On Wednesdays, its held @ 7 pm.
Pink Pong is held on Friday @ 1 pm.
Water Aerobics is held on Monday, Wednesday, and Friday @ 10 am.

OHIO BOATERS SAFETY COURSE APRIL 2ND
LAKE WAYNOKA LODGE
The Waynoka WaterSports Club will be teaching an Ohio Boating Education Course at 8:00 am
on Saturday, April 2nd at the Lake Waynoka Lodge. Cost of this course is $5 and can be paid
at the door. This course will consist of 8 hours of instruction in a certified class followed by an
exam. This year (2016) anybody younger than 34 years of age needs to pass a test certified
by the State of Ohio before they can drive any type of boat powered by more than 10hp.
This class and exam will fulfill the Ohio’s Boater Education requirement that went into effect in
January of 2000 and is administered by the ODNR Division of Watercraft. The law prohibits
any person born on or after January 1, 1982, from operating a vessel powered by more
than 10HP unless the person has successfully completed either a boating education course
approved by the National Association of State Boating Law Administrator (NASBLA) or a
proficiency examination approved by ODNR Division of Watercraft.
You can pre-register for the class by calling ODNR Watercraft at 513-734-2730. Be sure to
reference the date and location for above class. This class is open for any age and not just for
Lake Waynoka boaters.
