NOTICE: SPECIAL MEMBER MEETING, AUGUST 13, 2016
The WPOA BOARD of Trustees has approved a proposed revision of the WPOA CODE of Regulations (the “Blue
Book”), and has set the date of Saturday, August 13, 2016 , 12:00 pm – 2:00 pm, for a Special Member Meeting to be held
at the Health/Rec Center. The sole purpose of the meeting will be for members to vote on the proposed revision.
A letter notifying OWNERS of the Special Member Meeting will be mailed to addresses of record in mid-June and will
contain additional information on the voting process.
Beginning later in May the proposed CODE revisions will be available for review on the Lake Waynoka web site
(www.lakewaynoka.com) or a printed copy may be requested by visiting the WPOA Office.
Members may submit comments or questions regarding the proposed CODE revisions via email to
[email protected] or in written form to the WPOA Office. Submitted questions and responses may be shared
on the Lake Waynoka website or elsewhere as appropriate for the benefit of all Members.

WRWSD Board of Trustees Meeting – Mon., May 23, 2016
President Jim Bridges called the meeting to order at 7:00 p.m.
Roll Call: Present: Beard, Beresford, Bridges, Buskey, LaPlante, Purdin, Redick, Mgr. Cahall and Plant Supt. Culver.
Absent: none
Minutes: A motion was made by Purdin and seconded by LaPlante to approve the minutes of the May 11th Saturday
meeting as distributed via email. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey): Buskey shared that after the 2015 service contract between the WRWSD and WPOA
was reviewed it was determined that the WPOA owes the WRWSD $29,397.98. The major reason for this overpayment to
the WPOA by the WRWSD was the high turnover in WRWSD personnel last year. These monies will be considered ‘end
of year surplus’ and will be added to the reserves in early 2017.
Report from the Manager (Paul Cahall) and Plant Supt. (George Culver):
• All of the fire hydrants in Lake Waynoka have been flushed and serviced this season.
• It is anticipated that the installation of the last new water meter will be done in the near future. When this project was
started the goal was to be able to read all of the meters in Lake Waynoka in one day because of the new technology.
That goal has been reached!
• Cahall and Culver shared some of the information and knowledge they gained by attending the Ohio Rural Water
Association’s Conference earlier this month.
• Culver gave the Trustees an update on the new testing being required by the Ohio EPA.
• A representative from Silco (the company installing the RFID gates for the WPOA) will visit the WRWSD plants and
prepare an estimate for a new entry gate this week.
• Ads will be placed in The Brown Co. Press to hire a full time (with benefits) WRWSD employee. The extra summer
‘help’ will begin working next week.
• Cahall proposed that the Trustees purchase a dump truck now, even though it is an item to be acquired by the District
in the capital improvement plan for 2017. Cahall explained the offer that he had received from Mt. Orab Ford. After
the Trustees discussed the proposal Purdin made a motion and Buskey seconded it to authorize the purchase of a 2016
Ford F350 super duty 4x4 truck with a dump bed for $40,345.56 and to amend the operating budget as monies
expended. A yea/nay voice vote was taken and the motion passed unanimously with seven yea votes.
New Business: Buskey then reviewed the proposed five year capital improvement plan. The plan was tabled after the
Trustees determined that more time was needed by Culver to acquire figures for software and computer equipment
purchases. A revised five year capital improvement plan will be presented for a vote at June’s Saturday meeting.
Old Business: Redick recapped the Lake Committee’s first day of fishing the Reservoir.

Adjournment: At 7:33 pm a motion to adjourn the meeting was made by LaPlante and seconded by Beard. All were in
favor and the meeting was adjourned.

meeting as read. A yea/nay vote was taken and the motion passed unanimously.
President’s Report (Jim Bridges): none
Treasurer’s Report (John Buskey):
• The 2016 income and expense for the WRWSD are tracking as ‘budgeted and expected’.
• A major expenditure in June will be the semi-annual bond payment of $55K.
• The Trustees will vote to approve the five year capital improvement plan at the June workshop meeting instead of
today’s meeting.
Manager’s Report (Paul Cahall):
• Mgr. Cahall reminded property owners to always call the Office and request that water and sewer lines be marked
before doing, or having done, any kind of digging in their yards. If this request is not made and a line is damaged, the
property owner is responsible for the cost of all repairs.
• Mgr. Cahall responded to reports that Frontier is telling customers the reason they haven’t been able to bury lines for
them is that the Lake has not issued the permits yet. Cahall stated that he ‘signs off’ on these permit requests within 24
hours, whenever possible.
• The new Ford truck was delivered and has many options and features that a similar truck purchased through a state bid
would not have had.
• Cahall is seeking another bid to replace the gate to the water and sewer plants.
• Interviews to hire an employee for the District will begin next week.
• Cahall noted that the new water meters are lead free.

Board Member Concerns: After further discussion the Trustees directed Mgr. Cahall to post a notice to property owners in
the Newsletter regarding the need to request the marking of water and sewer lines before any digging is done.
Membership Concerns: none
Adjournment: The motion to adjourn was then made by Purdin and seconded by Beresford. All were in favor and the
meeting was adjourned at 9:40 a.m.

There are no new crime trends to report for the Month of May. There has been an
increase in the number of traffic violation complaints received. All WPOA property
owners are reminded that all powered watercraft operating on the lake must have the
2016 boat de-cal affixed to the left rear side of the watercraft.

from the Garden Club
The Lake Waynoka Garden Club has had a very busy season so far. The club
exhibited at the Garden Expo on June 4th at the Hilltop Conference Center in Macon. We met many vendors, speakers and experts in gardening. The club is considering
joining the Ohio Association of Garden Clubs. More information about OAGC can be
found at http://www.oagc.org. They keynote speaker was Jenny Nybro Peterson, cancer survivor and author of today's
hottest new gardening book "The Cancer Survivor's Garden Companion."
The club enjoyed a tour of the GoodSeed Nursery in Macon on June 9th. GoodSeed donated the potting soil for our
annual container party. It was a great time to ask the experts about any topic ‘bugging’ a gardener. On Saturday, June
25th, the club had lunch and toured Findlay Market in Cincinnati. Always a favorite destination of club members,
Findlay Market was full of local farmers exhibiting and selling fresh vegetables and fruit.
As of this printing, there will be no July meeting.
Let’s celebrate the harvest at our annual ‘Drums in the Garden’ drum circle, which will take place at 7:00 p.m.
Thursday, August 11th, at the Indian Spring Winery on Fite-Hauck Rd. This is a carry-in, so bring your favorite covered
dish. Extra drums will be provided and you don’t have to be an experienced drummer to participate. Drumming is very
therapeutic and popular with people in our area. We hope you can make it!

Overall 1st place winner was Kayla Hartzler with a time of 21:10. First place male was
Nathan Gill with a time of 21:53. All proceeds from the Run/Walk will go to the
