From Vision to REALITY Celebrating 10 YEARS
From Vision to REALITY 2013 ICAHN COMMEMORATIVE PROGRAM CRITICAL ACCESS HOSPITAL Celebrating 10 YEARS OF STRENGTH THROUGH COLLABORATION From Vision to REALITY: A Timeline of Strength through Collaboration The Medicare Rural Hospital Flexibility Program was established by the U.S. Department of Health and Human Services to strengthen and help sustain rural hospitals. Funding for the program was authorized by the Balanced Budget Act of 1997 and states were required to develop and implement plans for the certification of the newly designated critical access hospitals. The Illinois Rural Health Plan was developed by the Illinois Department of Public Health’s Center for Rural Health. The Illinois plan, approved in March 1999 by the Centers for Medicare and Medicaid Services, was the second plan approved nationwide. The Illinois Department of Public Health also received the Medicare Rural Hospital Flexibility Grant (Flex Grant), which was administered by the Center for Rural Health and was used to implement the new critical access hospital program in Illinois. The Illinois Rural Health Plan was prepared with the leadership and vision of Mary Ring who was chief of the Center for Rural Health, and Barbara Dallas, Director of Small and Rural Hospital Constituency at the Illinois Hospital Association, with input from executives of the small rural hospitals statewide. With acceptance of the state plan by CMS, the Center for Rural Health assisted two rural hospitals – Thomas H. Boyd Memorial Hospital and John and Mary E. Kirby Hospital – to become the first critical access hospitals in Illinois. The Center then contracted with Pat Schou to become statewide coordinator of the Flex Program. The members of the ICAHN Board of Directors are proud of the history of the network’s development and support of ICAHN members, and look forward to the future as ICAHN celebrates 10 years of dedicated service to our critical access hospital membership. We hope you enjoy this commemorative walk through history and we thank you for your efforts in ICAHN’s past and into its future. 1999 Pat Schou Executive Director 2000 AUGUST • Thomas H. ICAHN has been instrumental in guidance and education. With the use of grants, we have been able to utilize the services for education, IT services, and the purchase of essential equipment needed to meet the needs of current technology. – Deb Campbell, CEO “ Thomas H. Boyd Memorial Hospital was completed in September of 1941, with the help of a memorial and community support. The hospital’s 73-year history is one of change. The hospital started as a full service hospital with acute care, emergency room services, obstetrics, and surgery and in 1970, a 40-bed nursing home was added. The hospital has continued to adapt to the changes in health care. The obstetric unit was closed in the late 1970s, the surgery unit was closed in the late 1990s, and the nursing home was closed in the late 2000s. In the early 1990s, the hospital took over the management of Greene County’s only ambulance service and began to focus on primary care with the start of the first of four Medicare-certified rural health clinics. All these changes led the administration of Thomas H. Boyd Memorial Hospital to realize that becoming a critical access hospital was vital to its community, and in 1999 Thomas H. Boyd Memorial Hospital was the first critical access hospital certified in Illinois. In 2003, because primary care, pre-hospital care, and acute care were provided for Greene and the surrounding counties, the hospital board identified all entities as Boyd Healthcare Services. Today, Boyd Healthcare Services continues to adapt and change with the health care needs of its service area residents. Kirby Medical Center 1000 Medical Center Drive • Monticello, IL 61856 217.762.2115 • www.kirbyhealth.org CAH Certification: August 1999 “ Kirby Medical Center has benefited greatly from ICAHN ... from the network’s leadership and from the development of the ‘community’ relationship we feel with all our other critical access hospital partners in Illinois. The networking, grant opportunities, and best practices that are shared among us are invaluable. – Steven Tenhouse, CEO The original John and Mary E. Kirby Hospital was located in one of the majestic mansions of Monticello and opened for business in 1941. In the early 1970s, a new Kirby Hospital was built on that same location and served the community for over 30 years. Following much planning, development, and construction, a new facility with a new name – Kirby Medical Center – opened September 29, 2011. Kirby Medical Center continues to provide primary care and surgery services but with advanced medical technology, enhanced patient privacy, and adequate space for all departments and services in the new facility. Health care services have been expanded to include a full complement of rehabilitative specialty care; improved efficiency opportunities for staff in the delivery of care; food service for inpatients as well as the public; and expanded space for life-saving emergency medicine and convenient care. The new location also allows appropriate space for future expansion. “ Midwest Medical Center 1 Medical Center • Galena, IL 61036 815.777.1340 • www.midwestmedicalcenter.org CAH Certification: February 2000 “ We have been a member of ICAHN since its beginning. ICAHN has been instrumental in guidance and education. With the use of grants, we have been able to utilize the services for education, IT services, and the purchase of essential equipment needed to meet the needs of current technology. – Tracy Bauer, CEO “ Hospital services in Galena began in 1962 with the opening of Northwest Illinois Community Hospital and its 31 short-term acute care beds. In 1971, the hospital expanded to include a 34-bed skilled nursing care facility, and by 1978, the hospital was renamed Galena-Stauss Hospital & Nursing Care Facility in recognition of the financial contribution from William Clifford Stauss, a Galena merchant who assisted with the original organization of the hospital. Designated the first replacement critical access hospital in the state of Illinois in December of 2007, the hospital name was changed to Midwest Medical Center and the long-term care facility was named Galena Stauss Senior Care Community. Today, Midwest Medical Center is a 25-bed critical access hospital featuring a state-of-the-art emergency department, surgical suites, diagnostics and laboratory services, physical therapy, fitness center, a medical office building, Vista Café, and the Whispering Willow gift shop. Dr. John Warner Hospital Dr. John Warner arrived in DeWitt County in 1842 and practiced medicine until 1856. A few months before his death on December 21, 1905, Dr. John Warner announced he would erect a structure for hospital services and donate it to the community. His will provided for the construction of the hospital. The building was completed in 1906 but stood idle for four years as there was no money for maintenance and furnishings. The city of Clinton took ownership of the hospital in 1909 and remains city-owned today. Public support for the hospital has been a longstanding part of its heritage. The hospital currently has more than 150 employees, making it the third largest employer in DeWitt County. 422 W. White Street • Clinton, IL 61727 217.935.9571 • www.djwhospital.org CAH Certification: March 2000 “ Over the years ICAHN has helped us recruit two physicians and one nurse practitioner, and I really believe we would not have been successful recruiting any one of them without ICAHN’s help. We also find ICAHN’s IT staff to be invaluable as they helped us select an EMR vendor and worked with us on penetration risk assessment. – Earl Sheehy, CEO “ Genesis Medical Center 409 NW Ninth Avenue • Aledo, IL 61231 309.582.5301 • www.genesishealth.com/aledo CAH Certification: May 2000 “ ICAHN is a great asset to CAHs in the state of Illinois and is unique in the industry, serving as a great resource and advocate for our entities as well as providing an avenue for collaboration and learning from colleagues. – Ted Rogalski, Administrator “ Genesis Medical Center-Aledo is a 22-bed, critical access hospital and has served the health care needs of Mercer County residents since 1950. GMC-Aledo offers a wide range of inpatient, outpatient, emergency, and community health services delivered by highly-qualified health care professionals. This team of medical professionals provides comprehensive general health care including physical examinations, treatment, and monitoring of chronic and acute health problems, as well as injury treatment, for both adults and children. As the only health center in the county, GMC-Aledo plays a vital role in providing local health care to a diverse population. Community Memorial Hospital 400 Caldwell Street • Staunton, IL 62088 618.635.2200 • www.stauntonhospital.org CAH Certification: August 2000 “ As a relatively new CEO of a critical access hospital, ICAHN quickly became my ‘go-to’ resource for accurate and current information as well as advice and support from my more experienced peers. I cannot begin to put a value on how ICAHN has helped me to grow and develop in my role. It is the single best resource that critical access hospitals have in Illinois. – Susie Campbell, CEO Local coal miners witnessed first-hand the numerous injuries to their colleagues and knew the nearest hospital was miles away. They had a vision for local care that would become Community Memorial Hospital. From its beginning in 1951, including a significant addition to the structure in 1963, Community Memorial Hospital now offers acute inpatient care, rehabilitation services, physical therapy, cardiac rehabilitation, a 24/7 physician-staffed emergency room, and numerous specialty clinics. An extensive renovation and addition will begin soon and will allow Community Memorial to continue its mission of keeping health care close to home for many years to come. “ Memorial Hospital Carthage 1454 N. County Road 2050 • Carthage, IL 62321 217.357.8500 • www.mhtlc.com CAH Certification: August 2000 “ The networking and communication ICAHN provides helps us stay on top of key issues. ICAHN also brings both federal and state issues to our attention, which allows us to be proactive in our approach. Lastly, the grants we receive each year often exceed the cost of the membership so it is a great value. – Ada Bair CEO “ Hancock County faced an exciting set of circumstances in the post-World War II 1940s. Unparalleled optimism swept the war-weary United States and that confidence was reflected in the attitudes and actions of west central Illinois residents. Efforts were launched in 1945 to advance plans for a new hospital and by 1949, enough money was raised to open the doors of Memorial Hospital, so named for the local heroes who brought the country to victory. Today, nearly six decades later, Memorial Hospital has written another chapter of service to the Hancock County community, which celebrated the grand opening of a new facility in July 2009. The new Memorial Hospital includes 21st century technology so critical to patient care while reflecting the values and dedication to community that helped the original hospital open its doors in 1949. Services available at Memorial Hospital include a 24/7 emergency room with over 4,000 visits per year, surgical procedures, medical imaging technology, OB deliveries, and several community clinics. Walnut Street • Pinckneyville, IL 62274 618.357.2187 • www.pvillehosp.org CAH Certification: November 2000 Pinckneyville Community Hospital Leading the way to a healthier tomorrow. “ Throughout my 44 years in health care, I’ve never been associated with an organization quite like ICAHN. As a member hospital, ICAHN provides us multiple learning opportunities by bringing together leadership, resources, and expertise in the health care field. This helps to strengthen the services each of us provides to our communities. Personally and professionally, I am very thankful for the relationship ICAHN has with Pinckneyville Community Hospital. – Tom Hudgins, CEO Like many rural hospitals, Pinckneyville Community Hospital’s roots go back to a physician-owned facility that served its community for many years. Over time, the ownership transitioned to a community hospital and subsequently to a public facility now known as Pinckneyville Community Hospital District. The hospital offers an acute care unit, emergency services, a family medical center, imaging department, laboratory services, an oncology clinic, pharmacy, a respiratory therapy and cardio-pulmonary department, specialty clinic services, and a full range of outpatient and inpatient physical therapy services. Presently, Pinckneyville Community Hospital is planning a new facility that will serve its community both as a source of health care services and as an employer for decades to come. “ Washington County Hospital 705 South Grand Avenue • Nashville, IL 62263 618.327.8236 • www.washingtoncountyhospital.org CAH Certification: November 2000 “ ICAHN has provided the staff at Washington County Hospital huge resources with excellent educational programming, Listservs, and conference calls. The sharing spirit in a noncompetitive group has reaped huge benefits for all of us. When ICAHN was formed, we had a motto ‘We are all better together’ – and now 10 years later I believe that we have fulfilled that promise many times over. – Nancy Newby, CEO “ Washington County Hospital was established in 1962 as a district hospital, largely due to a bequest from a local family that challenged the community to obtain donated land and to construct a building within 24 months. Obviously the residents of Washington County met the challenge, and this year Washington County Hospital is celebrating 50 years of service to the county’s 15,000 residents. Washington County Hospital has 22 acute/swing beds and 28 private pay long-term care beds. There is also a provider-based rural health clinic on campus that employs three full-time physicians and two midlevel health professionals. Advocate Eureka Hospital 101 S. Major Street • Eureka, IL 61530 309.467.2371 • www.advocatehealth.com/eureka CAH Certification: January 2001 “ Our relationship with ICAHN has been very beneficial throughout the years. Pat Schou was integral in assisting hospital leadership through the process to become a critical access hospital. She prepared us well for the initial IDPH survey. The information shared through email, conference calls, conferences, and the group Listservs has been invaluable to our success and survival. Through the SHIP and other CAH grants, we have increased both staff and community education, improved our quality reporting, patient satisfaction and information technology resources. – Anna Laible, Administrator Eureka Hospital began in 1901 in a large two-story home with a wrap-around front porch. Dr. J.T. Wyatt’s family lived in the residence where he also had an office and infirmary. It is the first and only hospital in Woodford County. Following several expansions and modernizations, Eureka Hospital became a not-for-profit charitable organization in 1978 when it was acquired by the Mennonite Hospital Foundation. In 1985, the hospital became part of BroMenn Healthcare when Mennonite Hospital and Brokaw Hospital merged, and in 2001, Eureka Community Hospital received its federal designation as a critical access hospital. By 2010, ECH became part of faith-based Advocate Health Care, the largest fully integrated health care delivery system in Illinois, and officially changed its name to Advocate Eureka Hospital. “ Mendota Community Hospital 1401 East 12th Street • Mendota, IL 61342 815.539.7461 • www.mendotahospital.org CAH Certification: January 2001 “ Mendota Community Hospital has always been involved and active in ICAHN, including leadership roles on the Board of Directors. ICAHN has been a valuable partner in many respects. – Lynn Klein, CEO “ Mendota Community Hospital opened its doors at 1315 Memorial Drive on June 10, 1951. The hospital was named as a memorial to all who made the supreme sacrifice in World Wars I and II. A bronze plaque located at the entrance to the building simply states, “A memorial to the heroes of our community we must not forget.” The laying of the cornerstone occurred on October 2, 1949. Residents, former residents, business people, and corporations of Mendota and the surrounding communities donated all the funds required to build and equip the original hospital. The hospital was, in every sense of the word, a community project. On December 7, 2011, MCH relocated to its new state-of-the-art facility at 1401 East 12th Street in Mendota. Raab, President/CEO Taylorville Memorial Hospital was established as St. Vincent Memorial Hospital in 1906 by the Adorers of the Blood of Christ, Ruma, IL province. St. Vincent Memorial Hospital affiliated with Memorial Health System of Springfield in 1995 and was operated in co-sponsorship with the Adorers until 2007, when the Sisters transferred sole sponsorship to Memorial Health System. The hospital was renamed Taylorville Memorial Hospital at that time. A new main entrance and outpatient services center was completed in 2011 and contains new surgical suites as well as greatly expanded radiology and emergency medicine departments. “ Pana Community Hospital 101 East Ninth Street • Pana, IL 62557 217.562.2131 • www.panahospital.com CAH Certification: November 2004 “ ICAHN has been a very valuable resource for Pana Community Hospital, helping us to connect in meaningful ways with our peers at other Illinois critical access hospitals. We consider ICAHN one of our most important partners in helping us to accomplish our mission of assuring community-based, quality health care. – Trina Casner, CEO “ Pana Community Hospital was the vision of Dr. Jacob Huber, a physician in Pana in the late 1800s. Dr. Huber’s will provided money from his estate to be used to build a modern hospital in the city of Pana, originally known as Huber Memorial Hospital. After his death, a Catholic order of nuns was contacted to own and operate the hospital. The hospital construction was completed and the building readied for occupancy on May 10, 1914. The Sisters of Misericorde of Montreal, Quebec, Canada, owned and operated the hospital until January 20, 1966. With great surprise to the residents of Pana, the Sisters announced that they would be selling the six-acre hospital complex. This immediately set the community into action to attempt a purchase of the facility. Through an entire community effort, the hospital was purchased and documents were signed on June 20, 1967. The community had worked together and successfully raised over $500,000 to support this purchase. The hospital was then renamed and since has been known as Pana Community Hospital. In 2014, the Pana Community Hospital will celebrate 100 years of providing quality health care to its community. Most of our hospital leaders and I participate in the many meaningful offerings provided by the hard-working staff in the ICAHN office. The 51 critical access hospitals all share common concerns, and the ability to share often with our colleagues is invaluable. The membership dues we pay are worth every penny. – Greg Starnes, CEO The first hospital in Vandalia was called Mark Greer Hospital and was opened in 1925. Despite an addition in 1936, Mark Greer Hospital was deemed to be too small to serve the community of Fayette County by 1949. The hospital district board planned and built Fayette County Hospital between the years of 1949-1955. Fayette County Hospital was named “Outstanding Hospital of the Year” by the American Hospital Association in 1955 for design, beauty, and services. It was the first totally air-conditioned hospital in the United States. In 1987, Fayette County Hospital and Long-Term Care began its affiliation with Christian Health Services in St. Louis, Mo. At this time, work began on a master site plan. A plan was developed and implemented including site development, ER, OR, and radiology. Later, they merged to form BJC Health System and is now called BJC Health Care. Site development included an emergency room addition and progressive rehab renovation in 1997, a surgery unit addition in 1998, and a radiology renovation in 1999. On January 1, 2005, Fayette County became affiliated with Heartland Health System and Alliant Management Services. ICAHN has provided multiple operational resources that are specific to our critical access hospital. Their support to various grant programs has allowed LCMH to access resources that otherwise would not have been attainable. – Doug Florkowski, CEO “ “ Founded in 1950, Lawrence County Memorial Hospital was dedicated as a memorial to all who had served in the armed forces, including local residents that served. LCMH functioned as a county-owned hospital for the next 61 years. On July 1, 2011, LCMH transitioned to a not-for-profit hospital. The hospital owns and operates Lawrence County Primary Care Clinic and Lawrence County Surgical Clinic. These two clinics provide for primary and specialty care needs to Lawrence County and the surrounding communities. The hospital recently completed a 10,000 square foot surgery center to be opened in November 2013. While the faces and the building have changed over the years, one thing has remained constant – the hospital’s commitment of caring to its community as LCMH offers “compassionate, professional health care that meets the highest standards of excellence.” Crawford Memorial Hospital 1000 North Allen Street • Robinson, IL 62454 618.544.3131 • www.crawfordmh.org CAH Certification: May 2005 “ Our annual grant provided through ICAHN was used to fund a very successful Women’s Night Out, a community outreach event that offers screenings and health education to over 650 women annually. ICAHN grants have also helped us fund our recent Community Health Needs Assessment, which was very important for us to complete. They did a very thorough job, and their work is much appreciated. – Don Annis, CEO “ Crawford Memorial Hospital was constructed in 1961. Expansions since that time included the addition of long-term care and a medical surgical floor in 1968; a new ambulance garage in 1980; a new addition for the emergency room and outpatient services in 1988; a new addition for the surgical and special care wing in 1993; a $2 million interior renovation in 1996; and a new medical office building and interior upgrade in 2003. Ten years later, Crawford Memorial Hospital is a 25-bed, not-for-profit acute care facility providing health care services for the residents of Crawford County and its surrounding areas. Crawford Memorial Hospital now delivers approximately 190 babies annually. Additionally, the hospital annually averages 7,300 home health visits; 20,000 radiology procedures; 95,000 laboratory procedures; 18,400 rehabilitation procedures; 44,900 outpatient registrations; 9,000 emergency room visits; 1,350 inpatient registrations; 25,000 rural health clinic visits; and 4,000 consulting clinic visits. Since first serving the community as Salem Memorial Hospital and Public Hospital of the Town of Salem, a metamorphosis has taken place. In 1942, the Salem Lions Club and many local residents were able to secure the necessary funding to construct the core building of the current hospital campus. In the early 1970s, the hospital constructed two new patient wings. From that point forward, one upgrade and improvement after another has taken place, from surgery suites to the emergency room, radiology to laboratory, and physical therapy to specialty clinics. Currently, Salem Township Hospital is embarking on a multi-phase project that will ultimately bring comfortable, family-oriented, private patient and intensive care rooms to its patients. Other features provided by this project will be a new rural health clinic, same day stay, cardio-pulmonary unit, pharmacy, and expansion of the specialty and nursing clinics. “ Carlinville Area Hospital 20733 North Broad Street • Carlinville, IL 62626 217.854.3141 • www.cahcare.com CAH Certification: July 2005 “ ICAHN has been a wonderful resource to us in improving hospital services and facilities. Various grants offered through ICAHN have provided the opportunity to focus on important projects that ultimately benefit our patients. Along with mini-grants, ICAHN’s SHIP Grant has helped us to improve efficiencies in operations, improve quality scores, and improve staff education. Carlinville Area Hospital has been able to positively contribute to the health and wellness of the Carlinville community through our association with ICAHN. – Kenneth Reid, President/CEO “ The original Carlinville Area Hospital was built in 1952 at 1001 East Morgan Street. The community raised $400,000 and leveraged this to build a $1,000,000 facility. In 1964, an addition was built to the first floor and the ground floor on the east side. Carlinville Area Hospital moved to its new replacement facility at 20733 North Broad Street on July 31, 2010. The new facility offers 25 private patient rooms, centrally located nursing support stations, and highly inter-related departments adjacent to one another. The new site also offers space for future expansion and the means to utilize state-of-the-art equipment to provide upgraded medical technology. Red Bud Regional Hospital St. Clement’s Hospital was built in 1900 as a stop-over for Sisters (nuns) who arrived in Red Bud by train, en route to the Motherhouse in Ruma. The building was also used for Sisters to recuperate from illness. Local doctors realized the potential of the building and requested permission to use it as a hospital. The first patient was admitted in August 1900. By 1965, additional health care facilities were needed in Red Bud and a new hospital was built in 1971. In 1979, a nursing home was built next to the hospital along with a tunnel connecting the two facilities. In 2001, the hospital changed ownership and was renamed to Red Bud Regional Hospital. Today, it operates as a 25 bed critical access hospital with a 115-bed nursing home attached. 325 Spring Street • Red Bud, IL 62278 618.282.3831 • www.redbudregional.com CAH Certification: July 2005 “ Beyond the many quality programs and patient safety initiatives, ICAHN offers direct resources and supplies that impact facilities like Red Bud at a departmental and even, individual staff member level. Recent ICAHN grants that purchased emergency disaster bags, and vital two-way radios are an ever-present reminder of that impact here at Red Bud. These resources are vital components of the emergency management plan. As ICAHN celebrates its 10-year anniversary, rest assured that critical access hospitals, like Red Bud Regional, celebrate and look forward to many more years of continued support and networking. – Shane Watson, CEO “ Sparta Community Hospital 818 East Broadway • Sparta, IL 62286 618.443.2177 • www.spartahospital.com CAH Status: October 2005 “ Faced with the rapid changes in the health care industry, ICAHN provides valuable education and resources, as well as grant funding, to better prepare our organization for the opportunities ahead. ICAHN promotes collaboration and support among the leadership teams of member hospitals as we all experience similar hurdles and challenges. – Joann Emge, CEO “ The roots of Sparta Community Hospital can be traced back to the 1930s when J.C. Sutherland, M.D., expanded his local medical practice into a 15-bed hospital in a large, two-story brick house. In 1953, Sutherland Hospital was purchased from Dr. Sutherland by the newly formed Sparta Community Hospital District. In 1955, the first patients were admitted to Sparta Community Hospital after an extensive remodeling effort and in 1971, a Medical Arts Building was built directly behind the hospital. In 2005, a 16,500 square foot addition to house surgery, the emergency department, laboratory, Auxiliary gift shop, and customer service was constructed. Although much has changed through the years, one thing has remained constant for this community hospital, and that is the commitment to Sparta and the surrounding areas to provide the best in health care. Sparta Community Hospital’s vision continues to prosper in providing the best in quality health care with an ongoing analysis of the needs of its communities now and in the future as it celebrates its 60th anniversary in 2013. A county-owned hospital, CCH serves Clay and the surrounding counties with excellence. In 2000, patients were treated in the new facility that offered high-quality medical services and sophisticated technology to treat acute care patients. In an effort to streamline emergency and ancillary patients, CCH opened central registration this year. This project, which was a staff-created addition, opened in August. By closing the ambulance entrance to the public, all patients now enter through the main lobby entrance, thereby creating a more efficient registration and triage process. Also this year, the CCH 4th Annual Move for the Cure 5K Walk/Run to support the local cancer groups had a record number of participants.
