Donohue By the time you receive this Newsletter, I will have completed my third month as president of our Organization. The following is a synopsis of my first three months in office. The first newsletter was an awakening experience for both me and the Board. We did not know what we were letting ourselves in for. The work that was involved in putting it all together was enough to make us think twice about our new jobs. Yes, I said jobs after all we are retired with the intention of doing nothing. I would like to share our first month’s experience with you. As a result of Hurricane Sandy devastation, we did not have a membership list to work from. Joe Cammarata, found an old address list from 2008, John McLoughlin supplied handwritten updates thru 2012, and Charles Manganato painstaking converted both into a new computerized name and address list. This final list contained over 880 names. As if this was not enough, I had to design the Organization membership cards, while Joseph Bonamo and Richard Commesso went to various printers to obtain printer options and prices. Upon completion of all the printing and legwork involved, Rich Commesso, Charlie Manganato, Jack Hillman, Frank Polizzi, and I stuffed the return address envelope with a registration renewal application and two (2) 2013 organizational cards. We then assembled the Newsletter and proceeded to the Post Office for the mailing. This turned out to be another experience The Post Office required us to complete a computerized pre-mailing form and sort the Newsletters into zip code order. Then and only then did they accept our mailing. FYI we did all this in about 20 days. You should have received a copy of the Newsletter by Saturday, January 26th. We hope to have this 2nd newsletter in your hands before the April 17th meeting. January’s meeting went pretty smoothly. Joe Cammilleri, Gary Glessing and Joe DeLuca were at the door and collected dues and registered the attendees. They gave each a Newsletter, two (2) Organizational Cards and a window decal. Everyone had dinner prior to the meeting. Our guest speaker was New York State Assemblyman Joseph J. Borelli, 62nd District. He updated us on the new gun law policy enacted by Governor Cuomo and how it will affect retirees (see page 8). Due to the late posting of the Newsletter, we had to extend the 3 ---------------------------------- The RMP – Representing Members Proudly-----------------------------------Scholarship application deadline by another month. After the meeting, thanks to Jack Hillman, coffee and cake was made available to those who wished to stay longer. The second (February) meeting was interesting. It stared as normal with dinner, followed by the meeting. During my report, I announced to the membership that I resigned our membership in the National 10-13. Before I went any further, questions and comments came from the floor. About five minutes into the discussion, NYS Senator Lanza appeared and I was forced to interrupt the discussions. He spoke for about two hours and updated us on the new gun law policy enacted by Governor Cuomo. He informed us that he has introduced legislation to amend the law to include retirees. He then responded to questions from the floor and so much time had passed that after he finished, we ended the meeting (see page 9). The only thing that was accomplished at this meeting was my opening remarks and the introduction of our guest speaker. Before I go on, I feel that I should explain to all the members who where present and those who were not the reason I took this action. I take my job and its responsibility very seriously and must do what benefits the Organization and its members even though it may not be popular. The National 10-13 is a good Organization and their president, Tony Perrone works hard to retain the benefits we retired with. However, the National 1013 Organization, representing ten 10-13 organizations throughout the country, and NYC 10-13 Association, representing 16 different 10-13 organizations throughout the country, both have a serious fault that impacts on us. They have within their organization structure a Political Action Committee (PAC). We as an IRS 501(c) 3 organization can't be named or associated with a PAC by City, State & Federal statute. However, individual members can elect to join. Some of our members wanted to take a vote on my decision. I refused to take this vote, my reason being, the options available to us were not good. Our first option is to remain a member of the in the National 10-13 and to dissolve our existing, 501c3, tax exempt corporation and form a new organization that allows PAC membership. The second option is to remain neutral, retain our current organization as it is now, and let our members decide for themselves as to their individual affiliation or non-affiliation with either organization. I choose the latter. We can't have it both ways to remain within the law. To dissolve the NYC Verranzano 10-13 Association is not our best choice since many members wish to continue as we are and to retain the benefits received from this IRS status. This IRS tax exempt status is where Federal, State and City taxes are exempt and donations are tax deductible. A good example of this benefit is the mailing of the January Newsletter. The postage alone cost us just $208.00 instead of the $520.00. Why, because of our 501c3 tax exempt status. I recommend that either the National 10-13 divorce themselves from their PAC and form a new PAC organization or those members, who do not wish to benefit from our current tax status, form a new organization that does not restrict PAC membership and not change our organization’s tax exempt status.. By the third meeting (March) we finally thought everything would be smooth going. A golf committee was formed for our 11th Annual Golf Outing which is scheduled to be held at the Bunker Hill Golf Course on Friday, August 23rd. The Golf committee consists of Richard Commesso (347) 216-5315; Gregory DeAngelo (718) 966-8708; Anthony Franzese (718) 356-4056; Jack Hellman (646) 752 6148; Terry Bennett (718) 948-0452, and Edward Reuss (917) 273-8651. All will act as Co-Chairpersons. Golf information can be found on pages 14 & 15. We will also be instituting a 300 club as a fund raiser. The winner will be selected at this event. Details and application can be found on Page 19. We then went on to the selection of the scholarship awards. Our newest member, Raymond Diaz, selected, by lottery, the scholarship recipients from the sealed envelopes submitted. (See page 6). I would be remiss if I did not acknowledge and thank Marie Zolfo for her journeyman work on the Scholarship Committee. Frank Martarella, Vice President of the National 10-13, was our guest speaker; he announced the National 10-13’s bus trip to Albany. Then after my opening remarks, Vice-President Commesso announced correspondence from the Brooklyn-Staten Island 10-13 indicating that we should work together. (See page 7). He is in the process of setting up a luncheon meeting between members of both Organizations to explore how we can work together towards a common goal. He also announced that we submitted grants requests to various agencies. A discussion followed about the grant requests and their use, 4 ---------------------------------- The RMP – Representing Members Proudly-----------------------------------which got so heated that I walked off the podium and announced coffee and cake being served. The meeting ended. For those who were not there let me explain why the grant requests were made. The Board felt that we should promote the police and our organization to the public. Currently, the public has animosity towards their police and retirees. They are hostel to the police, especially retirees, and anything we can do to change there minds is beneficial. We believe what better way do we have to do this but by going out to the community and sell ourselves. Based upon the reaction of the members, present we are not going to move forward on most of the grant requests. However, the grants directed to young children, the “Eddie Eagle (gun safety) Program” and “a Police Officer is your Friend,” will be continued. We have been doing these programs for over four years and both have resulted in nothing but positive feedback from the community. Lastly, the board has decided that beer, wine and soda will continue to be available with meal. However, because of its liability and its impact on driving, liquor will only be made available for one hour, after the meeting and not before or during it. VICE- PRESIDENT Richard Commesso I am proud to say that our membership has grown 35% over last year. It goes to show you what some hard work will do. Thanks to Frank Polizzi, Jack Hellman, Charles Manganato and John Donohue we were able to increase our membership. With this mailing, we hope to increase the members even more. The golf outing will take place on August 23, 2013 at the Bunker Hill Golf course. We are going back to old times where there will be plenty of food and even more prizes. Greg D'Angelo and Terry Bennett are on board and will be helping with this years outing. Greg brings a ton of experience to us. This year we will be instituting a 300 club. We will be selling chances at $10.00 each and the winner will collect $1,500. The drawing will be held at this years golf outing. Applications for the 300 club will be sold at our meetings and an application will be in this newsletter. Jack Hellman will once again don the chef's hat and will be assisted by Joe Manfra, Ed Jordan, Don Vinci, John Fies and Frank Polizzi. Jack promises us with a diverse and delectable menu. President Donahue has been able to line up politicians to attend our meetings and speak to the membership. We also will have guest speakers from the business community that will inform the members of deals that will benefit the members. Hopefully more members will be able to attend our meetings and socialize with some of the "old timers". If you have not paid your 2013 dues, please do so now. The Verrazano is as strong as the membership. SECRETARY Ellen Bjorkstrom I hope by the time you receive this newsletter winter is more than gone and the good weather is finally here. As I've been told spring is just around the corner. Well walking around the block a few times, I still haven't found that corner. At our March meeting, we celebrated St Patrick’s Day with a wonderful Irish meal catered by Canlons’ and St. Josephs Day with wonderful pastries. Next meeting we will be talking about our upcoming Golf Outing which I hope everyone supports. It is the biggest fundraiser of our organization. We will be having a guest speaker from Mathews Funeral Home to discuss pre-arrangement. Maybe if we play our cards right we can get a COP discount. I wish everyone a Happy Holiday, whether it be Easter or Passover. If your dues are not paid please do so now and come to the meetings and see old friends. 5 ---------------------------------- The RMP – Representing Members Proudly------------------------------------ TREASURER Charles Manganato Well, winter is finally over and I hope everybody had a mild time of it. Spring brings freshness about things and, as the metaphor suggests, the Verrazano 10-13 is growing nicely, up 35% at present, and is well on its way to a prosperous year. I would like to thank all of our dues-paying members for their prompt return of the membership forms, thus eliminating our need for an emergency austerity program. I would also like to acknowledge the members who had stayed away for a number of years but are back on board, especially those I had worked with in my Brooklyn North days. We will begin to start the planning for our annual golf outing and will start collecting for registration immediately. We are also presently accepting donations for tee and greens sponsorships. It must be reiterated that all donations are tax deductible due to our 501 (c) (3) status. (See pages 4, 14, 15, & 20) 2012 SCHOLARSHIP AWARDS A College Scholarship has been awarded to Robert Hakius Jr., daughter of Ruth Richards in the memory of: Edward "Edger" Sweeney (1963-2012) Ed was appointed to the NYPD in 1985 and retired in 2004 from the 120th nd Precinct as a Sergeant. He also served as a Detective 2 Grade in the Patrol Borough Staten Island. After retirement he served in the Richmond County District Attorney's Office under Bill Murphy. A College Scholarship has been awarded to Monica Chosak, son of Mitchell Chosak in the memory of: Salvador Davila (1943-2012) Sal was appointed to the NYPD in 1967 and retired in 1987 from the 120th Precinct as a nd Detective 2 Grade. After retirement he was a special investigator in the NYS Attorney General's Office A College Scholarship has been awarded to Michael J. Manzi, daughter of Dominick Manzi in memory of: Rocco Valinoti (1938–2010) Rocky had a 23-year career with the NYPD. He was appointed in 1966 and retired from the Personnel Bureau in 1988 as a detective. He served in the U.S. Army during the 1950s. This award is sponsored by his sons, Robert, Vincent and Jack in his memory. A High School Scholarship is awarded to Isabella D’Esposito, Granddaughter of Patricia Monaghan In the Memory of: Earl Sandel (1924-2012) Earl was appointed to the NYPD in 1951 and retired in 1972 from Emergency Service as a th Sergeant. On September 11 , at 88 years old, he responded to the Mobilization Point at Miller Field to assist in operations after the attack on the World Trade Towers. He served from 1941 to 1947 in the US Navy in the Pacific. Monsignor Dunn's Special (Rubber Gun) Squad. GUEST SPEAKERS NYS Assemblyman Joseph Borelli (R-South Shore, Staten Island) was our first guest speaker in 2013 (January 16, 2013). He attended our meeting just 5 hours after Gov. Andrew Cuomo's passed the SAFE Act law which limited ammunition magazines to seven bullets. He is the only state lawmaker from New York City to vote against Cuomo's bill, which he said was "hastily crafted" and "rushed through the legislative process.” He is looking to strengthen the firepower of law enforcement by amending New York's sweeping new gun law. The fact that active duty and retired officers were not exempt from the provision was an error in the original law and that he has received assurances from the governor's office that that language will be fixed. Speaking to our membership Borelli said that our training and experience make us a valuable asset to the safety of our Neighborhoods and it is foolish to limit our capability to respond to any circumstance. He further stated that retired law enforcement officers have frequently been able to intervene while crimes are being committed and "avert tragedies" before active police officers could arrive at the scene. Just days after our meeting this freshman lawmaker's first self-penned piece of legislation was to introduce legislation that would exempt retired as well as active duty law enforcement officers from the law's reduced magazine requirements. Borelli's bill is co-sponsored by Staten Island’s Assembly members Michael Cusick (D-Mid-Island); Matthew Titone (D-North Shore); and Nicole Malliotakis (R-East Shore/Brooklyn). The Patrolmen's Benevolent Association (PBA) applauded Borelli's legislation. PBA president Patrick Lynch saying "Criminals will still carry weapons with high capacity magazines and it makes no sense to put fully trained and highly experienced former police officers at a tactical disadvantage by limiting their firepower." 8 ---------------------------------- The RMP – Representing Members Proudly-----------------------------------NYS Senator Andrew J. Lanza (R- Staten Island) was our guest speaker on February 20, 2013. He spoke about Bill Number S2505 which was introduced during 2013-2014 Regular Sessions of the NYS Senate on January 18, 2013. This bill will amend the penal law, in relation to exemptions pertaining to large capacity ammunition feeding devices for retired police officers. It will amend the subdivision of section 265.20 of the penal law by adding a new paragraph 11-a, to exempt retired police officers, as defined in subdivision thirty-four of section 1.20 of the Criminal Procedure Law. He went on to explain how he was able to gain the Governor’s support. This legislation addresses the newly enacted gun legislation and changes it so as to not restrict retired law enforcement officers from protecting themselves and the public, by limiting them to only seven rounds. Current legislation permits retired law enforcement officers who are in possession of the 10-round magazines to only load them with a maximum of seven rounds and not to their capacity. As for retired officers, Lanza went on to say that even though you (retirees) are no longer on the job, you are still an important part of the state's safety net. "Nobody is more qualified to protect our communities.” The bill’s was introduced in the upper chamber by NYS Senator Philip Boyle (R-Long Island), and cosponsored by NYS Senator’s Andrew Lanza (R-Staten Island) and Martin Golden (R-Brooklyn). The main difference between http:/// and https:// is it's all about keeping you secure. HTTP stands for Hyper Text Transfer Protocol. The S (big surprise) stands for "Secure." If you visit a website or web page, and look at the address in the web browser, it will likely begin with the following: http://. Never enter your credit card number in an http website! But if the web address begins with https://, that means, your computer is talking to the website in a secure code that no one can eavesdrop on. If a website ever asks you to enter your credit card information, you should automatically look to see if the web address begins with https://. However, a person may request that his or her application information not become public record on certain grounds, including that he or she is an active or retired police officer, or a spouse, domestic partner, or household member of an active or retired police officer. In order to avail yourself of an exception from having your information be made public, you need to file a request for an exception within 60 days of the form becoming available.
