What is the CA4WDC?
The California Association of
Four Wheel Drive Clubs, Inc.
(founded in 1959) is a nonprofit organization comprised
of member clubs, individuals
and business firms, united in
a common objective — the betterment of
vehicle-oriented outdoor recreation.
We represent four wheelers, hunters, fishermen, and other outdoor recreationalists.
Ours is the largest organization of its type in
California.
Through a united effort we:

■ Prevent legislation that would restrict offroad vehicles and vehicle use.

President
Happy New Year, Happy 50th
Anniversary to the California Association
of Four Wheel Drive Clubs, Inc. This is a
time of celebration for the Association;
we have been a force in off-roading in
California for 50 years and hope that we
can be here another 50. We are a great
family organization with great family
events. We have been working to keep
our public lands open for public use for
these last 50 years. This has all been done
with a membership that cares. We still
have members working for this association that were here in the beginning, and
we have beginning members we hope will
be our future. I wish to thank all of you
for your hard work and dedication.
On February 13, 2009 we begin our
celebration with our 50th Anniversary
Convention in Primm, Nevada. I hope
to see all of you there joining in the celebration, as well as the Annual Meeting
that will give us direction for the future
of the association. As much as I want us
to enjoy the celebration of the last 50
years we need to be looking forward for
our future.
We have a new President of this country that has no idea of what the public
lands are or who recreates on them. We
need to watch his appointments of the
Secretary of the Interior and Secretary of
Agriculture. These will be the management people and their appointments
that we need to work with. We know
that the anti-access community is really
happy with the new President and are
pushing for appointments that support
their ideals.
The Wilderness Bills did not get
through Congress last year. This may
be good as we held them off, but with
more green people in Congress we may
have even bigger land grabs as these bills
resurface next year. Lawsuits are another
issue that grows by the year. Last year

the Attorney General for the State of
California joined the anti-access gang
and filed a suit against the National
Forest Service on Roadless area in the
Southern California NF. At the end of
the year he was on the news again talking about another lawsuit on some of
the last Forest Service Regulations coming out of the Bush Administration. We
still have the Desert lawsuits and the
BLM/EPA closure of Clear Creek to deal
with. There is also the military acquisition of Johnson Valley that has just gone
through the Notice of Intent stage and
will be with us for at least the next two
years.
More on the local, every member
level there is a continuation of the FS
and BLM Travel Management plans. We
finished our comments on the Tahoe NF
plan in December and we are right into
the Plumas NF and Humboldt/Toiyabe
NF plans. There will be no end until the
entire NF and BLM lands have plans and
we all need to be part of the planning
process. As I always comment on, it is
our members being part of the process
and writing comments that will save our
trails and not the association as an organization.
This next year will present some
important challenges to the association. Like most of the rest of the country
we are in difficult economic times. The
Board of Directors has tried very hard
to keep spending under control. The
problem is that we had a loss of income
this last year. In this next year I want to
encourage all members to attend our
events to make them stronger and create
more income. Our membership has been
down at a time when it should be going
up as we have increased pressure to
close our public land to four wheel drive
use. I will say one last time: if each member would bring in one new member we
would not have a membership problem.
One thing that we have to remember is that we are all volunteers. We all
do things differently and not always up
to others’ standards. Please save the
energy that it takes to complain about
our volunteers to fight those who would
like our association and our sport to go
away.
I have enjoyed being president for
these last two years. It has given me a
chance to attend meetings and events
throughout the state and meet a lot of
members. I have also had the privilege
of representing the association at meetings and events of other organizations
throughout the state. I have tried to
become active in land use issues and
with OHV Division issues in the state. I
tried to do this as an elected representative of the association so as not to
detract from the work of our two natural
resource consultants. I have tried to be
as open and honest in talking with the
members as I have always felt that the
president is not the boss but the representative elected by the members. My
job was to coordinate and assist to help
the members make this a better association. In closing I would like to give a
special thanks to Bonnie Steele, Office
Manager. I could not have done my job
without her doing hers. I often thought
that I was working for Bonnie as she
would be constantly reminding me of
what I needed to do. IG

Central District VICE PRESIDENT
I just returned from our club’s New
Years Day Run to Blue Canyon. It was a
beautiful day on snow-covered trails with
friends from other clubs joining us and
sharing the trail and helping each other.
I wish I could say all went smoothly, but
the snow was sticky, rigs bogged, and
with a lot of folks sharing the trail, sometimes folks became a little impatient. For
the most part people worked together
and helped each other and most made it
through, although some turned around.
This was not an organized event, just an
impromptu “let’s go wheeling” day run.
We ended at the Dinkey Creek Rock and
Rock Creek Road where there was a large
collection of full size trucks, mini-trucks,
and other rigs that flew no CA4WDC
stickers and had no club affiliations. The
drivers seemed mostly younger, although
there were a few seasoned drivers
among the rigs.
The event made me appreciate the
course I completed last month under Del
Albright, Recreational Trails Leadership
Class and Volunteer Leadership and

Land Stewardship. The first is an online
class that provides a great “tool box”
of skills and the second is a three-day
workshop that is centered on how to use
those tools. Planning and organizational
skills taught in this program can help
events keep from turning sour and help
everyone reach their destination. More
importantly, frustration between our own
pushes people away from our group.
This course teaches organizers and leaders how to keep people together by making things run more smoothly.
The Sierra National Forest has
released the DEIS on the Route Inventory
Designation Process that outlines the
alternatives the USFS has put forward
to determine which they will follow. The
DEIS is available on line. I encourage
every user of a trail to review it and write
a letter supporting their preferred alternative and give input. Del teaches “one
ride, one letter” and I think that is a
pretty good idea. We need members and
other trail users to step forward to help
keep the Sierra Forest open to all.
CA4WDC members and friends can
also help out by supporting our relocated Molina Ghost run which will be

held at Hollister OHV Park. This new
venue offers good camping and visitor
facilities, different trails and new challenges. We appreciate folks giving the
new event a try and coming out to support the Association. Event chair Steve
Egbert is determined that the closure
of Clear creek Management area not

his leadership. Please plan to attend this
“new “event.
I guess my biggest concern this year
is not the member’s support, the battles
we face, or the funds we need to raise: it
is the people at the end of the trail who
do not share the ability to organize and
fight for their rights to recreate. I think
we need to reach out to these groups
and find ways to bring them into this or
others organizations. I think Del’s program is showing the way; we need to
disseminate leadership training to more
young folks, we need to create more
communication among groups and we
need to work with each other so that we
can continue to share our common interests. See you all soon. IG

As I write this report I realize just how
fortunate we are that the founders of
this association had the foresight to form
an organization that has withstood the
test of time, and is now celebrating its
fiftieth year as a statewide association.
My hat is off to them for organizing our
association and getting the ball rolling.
I also wish to thank those clubs that
joined in the following years to keep
this organization moving forward and
in making it as strong as it is. And a big
thank you to those individuals that have
joined the association. It is all of you that
make this association what it is today!
We can be very proud of what has been
accomplished over the years and what
the California Association of 4 Wheel
Drive Clubs, Inc. has done for the offroad community.
I started to list those members that I
know have contributed so much, in time,
money and work, to make this association what it is today. I soon realized that
to do that I would have to list every one
of the members and then even then I
would miss someone. I would especially
like to thank all of the volunteers and
that includes the past board members,
event chairmen and others for their dedication and hard work on behalf of the
association over the years.
I have looked back at some of the
issues that we as an association have
faced in the past from our beginning to
now, and while we are still fighting land
closures and legislation, we have made a
difference and without us and the other
associations that followed in our footsteps, like CORVA, Blue Ribbon Coalition,

December brings to a close the 2008
calendar year. While 2008 saw many
changes started, 2009 will see those
changes move forward. The economy and
energy are factors that will drive change
in the coming year. Some will drive
change, some will embrace change as an
opportunity. Some will be hurt by change.
Whether in your professional or personal life, change is happening. The
only constant is change. We are in the
midst of rapid and massive change that
will have a lasting impact on recreation.
Now is the time to become involved.
Membership in many organizations is falling off. Now is the time to examine your
priorities and make your voice be heard.
Five areas to watch
As we move forward, the below list
of five items represents my view of issues
that will be major factors in the legal,
legislative, and administrative processes
affecting recreation opportunities.
Travel Management. This is part
of the administrative process where the
Forest Service is defining a sustainable
system of routes to support the needs
of Forest visitors. The Bureau of Land
Management is also engaged in its version of travel management planning. As
travel management plans are developed,
the coming challenge is to implement the
plans. Your involvement with implementing travel management plans is critical to
the continued access for recreation.
Wilderness. The 110th Congress
left a number of wilderness bills for the
111th Congress. There is pressure on
Congress to set aside large swaths of
public lands as wilderness. And, there
is a growing move to re-define wilderness: from preservation to protection.
We need to support efforts to protect
our public lands while allowing the
enjoyment of the recreation opportunity
provided.
Image. Motorized recreation continues to be marked as “destroyers of the
environment.” Image does affect land
management decisions when protection
of resources is under consideration. Our
image is projected to the public though
advertising and our own web sites.
Coalition Building. Motorized recreation is characterized by many facets,
each with its own set of advocates. We
need to build a coalition of the different
people to develop strategy and set priorities for addressing issues common to all.
While we may recreate in different manners, we are bound by two common elements. We use a motorized vehicle and
we need access to a place for recreation.
Membership and Involvement.
Increasing the membership and involvement of recreationists is important.
As we move into the future, we will
be involved with change. The sport is
changing. Opportunities are changing.
Regulations are changing. Membership
and involvement are key ingredients to
ensuring recreation remains a viable
opportunity.
Johnson Valley
Johnson Valley is well discussed on
other reports and I will not dwell on it. I
have submitted comments on the “segregation” issue on behalf of CA4WDC.
Wilderness proposals
The current hot issue involves the
California Wilderness Coalition (CWC) and
their wilderness proposal that has been
submitted to Senator Feinstein’s office.
First, some background information.
As an outcome of the desert lawsuits filed involving Glamis (Imperial
Sand Dunes Recreation Area), the
California Desert District Bureau of Land
Management was required to update its
management plans.
Basically, there were five management
plans developed, complete with travel
management plans. These management
plans designated routes of travel within
the California Desert District management area.
In addition, the California Desert
Protection Act set aside many wilderness
areas and held in limbo a number of wilderness study areas (WSAs). While WSAs
are not “wilderness,” federal law requires
the land management agency to manage
those lands so as not to impair their wilderness potential.
With respect to travel management,
the BLM had numerous contract crews
develop a route inventory for the Desert
District. In the 2000-2003 time period,
there were a number of CA4WDC volunteer efforts that collected GPS data
that was turned over to BLM specifically
for the Western Mojave (WEMO) and
Northeastern Mojave (NEMO) management plans. At that time BLM was just
getting into the geographic information
system to assist in land management.
At this point, the CWC is working
on a wilderness proposal that will formally designate most of the wilderness
study areas as wilderness, in addition to
increasing the size of some existing wilderness areas. The exact size of the wilContinued on page 10

CWC wilderness proposal is completely
within the boundaries of the California
Desert District.
At issue is many of the lands proposed for wilderness are lands currently
open for recreation opportunity. Within
the past month, a group has begun collecting data to document existing routes
used by recreation in areas proposed for
wilderness. This effort brings to fruition a
project that I have been working on for
over five years: developing a database of
routes important to recreation with the
ability to determine the impact on those
routes of land management actions such
as critical habitat designation and wilderness proposals.
Within the past twelve months, I have
obtained funding and purchased the
necessary software and computer equipment to be directly compatible with federal and state land management agencies and their efforts to use geographic
information systems (GIS) to assist and
document land management decisions.
I have built an ARCView GIS database
with route information from the following sources:
1) US Census TIGER2000 roads layer.
This data has been adopted by the State
of California as their basic inventory of
roads within the state.

within the GIS database. This ability
includes the option of accepting an electronic data file from any consumer GPS
product. If the GPS system can store and
output track log/waypoint data to an
electronic file, I can use that as input to
a GIS database.
In December a group of recreation
focused people began an effort to collect the necessary GPS track log data. I
have already received data and begun
developing the route inventory data in
the Slate Range region of the California
desert. The Slate Range is a major portion of the CWC wilderness proposal that
is not a current wilderness study area.
The Slate Range is also a very important component to CA4WDC recreation
opportunities.
As mentioned in previous reports,
I am looking for input from CA4WDC
members to help fill out the GIS database. To that extent, I am requesting the
following:
1) GPS track log data for all routes
used by CA4WDC events. This data
should include as a minimum trail start
and end points, headquarters and staging areas, and camping areas.

It all started with a post to

“I was up at cow today
on my dirt bike and decided
to head over to the 4X4 park
and see if there was anything
cool going on. I was very
upset at the amount of trash
up there. Beer cans, empty
boxes of beer, just trash
everywhere. Would anybody
be interested in planning
a clean up before the rain
really starts? And it is not just
around the park; it is along
all the roads and a lot of the
trails.”
People reading the post
became very concerned that
there was so much trash
being reported in one of the
few remaining OHV places
we have locally. Showing
the dedication and love for
the area people started ask-
ing how they could help. A
date was set for October 26,
then more people started
responding that they wanted
to get involved and help
make a difference. It turned
into a full weekend clean
up, Saturday the 25th and
Sunday the 26th. Donnie

Law Enforcement
Ranger Doug Prado
for advice on how to
make this clean up
an organized event.
Through the advice
and assistance of BLM
it was decided that
the Santa Rosa 4x4’s,
Inc. would sponsor
the clean up event.
A registration
canopy was set up
near the 4x4 obstacle
course area for staging this clean up.
The BLM provided
the trash bags, gloves, rakes,
shovels, litter pickers, and
loppers for brush trimming.
The Santa Rosa 4x4’s, Inc.
through a grant from Cal 4
Wheel, was able to provide
bottled waters, breakfast rolls,
cookies, and other assorted
treats for the hard working
volunteers. Throughout the
day Saturday there were 28
people who signed in to help
out some still arriving after
noon. Registration closed for
the day at 4pm and people
had a great time playing of
rocks in the 4x4 obstacle
was full. Remaining trash was
loaded into BLM’s trailer and
hauled off.
I want to thank everyone

amazing to see the involvement of people with such a

lend a hand and work together to keep the area clean.
BLM provided a 30-yard
trash bin located at Scott’s
Creek at the east entrance
to South Cow Mountain.
Trash that was collected from
all over the mountain was
brought to that location and
by the end of Sunday the bin
who was involved in making
this clean up a great success.
Though we only had a short
notice to put it together we
all showed that for the love of
the area and our sport we are
dedicated to doing what it
takes to keep it going. Special
thanks go out to all the individual volunteers who helped
out.
Volunteering clubs that
signed in included the following: Santa Rosa 4x4s,
Mendocino 4WD Club, Wine
Country Rock Crawlers,
Lake County Crawlers,
Dysfunctional Rock Crawlers,
and Pacific Mountain Cruisers.
Volunteers showed up
from as far north as Legget
and Willits, south from Marin
area, and one individual came
as far as Placerville.

helping hands to make this
Christmas a special season for
hundreds of underprivileged
children living throughout the
Sacramento area.
Hosted by the Sacramentobased Hi-Landers Four-Wheel
Drive Clubs, this year’s 21st
annual 4X4 Gold Country Toy
Run at Lake Natoma drew
218 participants, many representing 15 different clubs participating from the California
Association of Four Wheel
Drive Clubs.
“We really felt that people
were giving extra this year,”
said Deann MacDougall, one
of the event organizers. Four
wheelers donated 646 toys
and gifts, 12 bicycles, and
214 sleeping bags that were
made available to needy families from last year’s proceeds.

It is with great sorrow to announce
that our friend, mentor, and fellow
Friends of Eldorado member Dennis
Mayer passed away in November.
We lack the words to even begin to
express how loved Dennis was by those
that knew him. He cared deeply for his
beloved Rubicon Trail and worked tirelessly with the Friends of the Rubicon
(FOTR) and the Rubicon Trail Foundation
for many years to keep the trail in good shape and to keep our
access to the trail. Dennis was a mentor, a friend and a hero
for all of the FOE leadership and many of its members.
Dennis once posed a question to several of the FOE leadership. He said, “When I say Rubicon trail, what is the first word
that comes to your mind? Quick! Just one word!”
For many of us, that word has become “Dennis.”
His incredible smile matched his incredible personality and
the love that he had for all the people around him. He was a
true “good person,” and he will be sorely missed.

DARWIN SURPRISES for PANAMINT
Backdoor to Darwin

valley days 2008

We had another successful
run to Darwin. Forty five (45)
vehicles rolled down the highway and hit the trailhead on
Saturday morning.
A big thanks to our tail
gunner, Steve I-need-a-newradio Bokleman and those
helpers in the middle who
relayed radio transmissions
between us. Also, special
thanks to Andrew Roach for
volunteering to stay behind
with a broken rig and seeing
them safely back to Panamint
Springs.
When we were at the Gold
Fish pond, a man came up to

me and told me about how
he had been coming to PVD’s
for 15 years, doing the “vehicle testing” trails. He mentioned how he really appreciated this run to Darwin for its
historical and scenic value.
Our local sponsor of this
run, bake-sale coordinator,
long-time citizen, and unofficial mayor of Darwin, emailed
me after our run and thanked
us for being considerate visitors. She said that the folks of
Darwin look forward to our
annual visit and that for next
year she is considering developing several walking tours.
She didn’t say which points
of interest she might include
on a tour, but I will bet that
these places make her list.
• “Halhenge” is a memorial to Gordon Newell, famous
California sculptor, from his

son Hal. Halhenge is constructed of 12 eight-foot tall
blocks of granite that have
an additional four feet below
grade. It stands in a circle that
is 30 feet in diameter.
• The workshop of Jim
Hunholt, and his works,
which are around the outside
of his shop, is a must for the
tour. Jim Hunholt and Hal
Newell were apprentices of
Gordon Newell. (Google their
names for more information.)
• Darwin Cemetery is a
definite. At the entrance lays
to rest Virginia Williams, aka
Feather Legs. Virginia was
the local Madame who was
murdered on September
12, 1877, age 47. The town
raised $1,270.00 in reward
money, but the evildoer was
never caught.
• There are also aban-
doned underground homes
and ones that are currently
occupied.
As Darwin becomes a
more popular destination
for “Jeepers,” we must be
mindful that Darwin is not
technically a ghost town. The
majority of the town is private
property. Quaint items that
ketch our eyes are owned by
someone. Plus, there are no
public facilities. Therefore, we
Jeepers need to plan ahead
for the lack of toilet facilities.
Although we had no
major incident because of our
visit, Darwin is experiencing
increasing exposure from the
Jeeping community. Darwin
requires our help in preserving
its peace and beauty through
thoughtful visits.

doing extra clean ups at the campsites,”

great time shopping for the needy children.” Medley said.
Vehicle judging was close, but in the
end, Bebe Theison of the Rock n Roll 4X4
Club took the top trophy with a Hummer
H3 decorated with animated reindeer
and a forest scene. Runner up honors
went to Anthony Davis, driving a Toyota
Tacoma that sported a snowman holiday
scene.
