Thursday as the Minden
City Council talked about
ways to reduce the cost of
electricity for its citizens.
Even though the council
did not take a vote - as
required by law - to go into
executive session to discuss
the issue, Mayor Tommy
Davis says the end result
could include possible litigation.
“We want
to take steps
to see what
we can do to
either modify our contract
and
reduce our
cost and be
able to negotiate
with

SWEPCO, or
in the long-term, maybe get
out of our contract,” he said.
The city is in year seven

paying too much and wants
to find a way to reduce the
costs to the citizens of Minden.
The current agreement
replaces the contract set in
December 2008. It was
renewed Oct. 15, 2010 and
was renewed again in 2014.
The contract is more than
100 pages and outlines in
detail the services it provides to the city.

City officials say an internal audit is underway for all
city employees’ payroll
records.
The audit comes on the
heels of six police officers
being over paid and left
owing the city.
“We’re
investigating
everyone’s pay to make sure
it is being done correctly,”

years and it will take some

Waller Petroleum will be
asking the Minden City
Council at its next meeting to
grant an exception to an
ordinance in order to build a
new convenience store with a
gas station at 102 Broadway
Street.
Mike and Jesse Waller
explained during a city council workshop Thursday what
the project will entail and
why they are seeking the
exception from the council.
The property contains above
ground and underground
storage tanks and they are
proposing to replace the current single wall tanks with
state-of-the-art double wall
underground tanks only.
Ordinance 802 prohibits
gasoline or refueling facilities
from placing underground
storage tanks within 1,000
feet of any public wells. Rick
Broussard, with public
works, says there are eight
wells in the area.
“It’s a standard for the
groundwater protection ordinance that’s pretty much
statewide,” Broussard said of
the 1,000 feet criterion. “It
seeks to protect the surface
and anything that will contaminate a water well.”
Mike Waller says legally
they can continue the business even though they can’t
expand it; however, Ordinance 802 allows for the
replacement of new equipment.

said. “They’ll be brand new
double-wall tanks that will
have constant monitoring on
them. It’s a reduction in the
size of equipment, plus much
better equipment. Right now,
we’re loading big trucks
there, and we’ll be moving
that part of the business to
another area. That’s a great
improvement.”
The current tank size is
100,000 gallons.
The proposed idea is to
cater to cars and smaller
trucks as well as sell groceries, he said.
The property is roughly a
little more than an acre, and
the Wallers hope to break
ground in May.
The item will be on the
agenda for the December
meeting.
In other council news,
members discussed amending Ordinance 1008, which
deals with the sale of adjudicated property. Currently,
the highest bidder has five
days to make a deposit on the
property, and Mayor Tommy
Davis says if they open bids
on Friday, then that means
the bidder loses two days.
He proposed adding five
“business” days to allow the
bidder to make the deposit
during business hours at city
hall. The minimum deposit is
$500, but if the cost of the
property is less than $500,
the ordinance will also be
changed to allow the bidder
to pay the cost of the property.
On the issue of sidewalks,
if approved during the city
council meeting, members
will change their policy on
sidewalk repair. Right now
the city pays up to 50 percent
of the cost of repair with the
remaining cost falling to the
homeowner or business
owner. If approved, the
council will pay up to 50 percent of the standard cost for
4-foot sidewalks.

Commission approved a variance for Craig Watson, with

Minden Seafood, located at
718 Homer Road. He says the

variety of German-style
foods including bratwurst
and sauerkraut, pretzels and
others.
Music will be entertaining
festival goers all throughout
the day, Festival Chairman
Kerry Easley said. Germanstyle music will be the order
of the day with several different bands playing, including
the Oompahsters, which will
start the day with the chicken
dance. The German Oompah
Band will play as well, he
said. Other acts will follow
including Elaine Eaton with
Exit 49, the Devil Anse Band.
The karneval will set up
downtown in the parking lot,
festival chairman Kerry
Easley said, “and we’ve got
face painters, and stilt walkers and Santa and his helper
will be here passing out
goodies to the festival goers.”
And if that’s not enough,
festival goers can play a game
where participants will get a
game card.
“You go to all the different
businesses, and frequent
their businesses and get a
check mark,” he said. “And
when you turn your game
card in, we draw for the winner. That’s going to be a fun
game designed to draw people into our businesses.”
Beginning at 10 a.m.,
shuttle rides to tour the Germantown Colony Museum
will be available for anyone
who wishes to learn about
Minden’s heritage. Departure and drop off will be in
front of Possibilities on Pearl
Street, Easley said.
An information desk will
set up near the stage between
Roma Italian Bistro and
Jamieson, Wise and Martin
and will be manned by the
Webster Parish Convention
and Visitors Bureau.
To culminate the day, a
fireworks spectacular will
take place at 6 p.m.

heritage, Minden began celebrating the Fasching Fifth
Season at 11:11 a.m., Nov. 11,
2011. The Fasching is the
German equivalent of the
Mardi Gas season, which
ends on Shrove Tuesday, the
day before the season of
Lent.
Events begin at 10 a.m.

EPA talks air,
soil samples at
Camp Minden

All of the baseline samples for air and soil in and
around Camp Minden came
back clean with the exception one area on S-line,
Environmental Protection
Agency officials say.
Adam Adams, on-scene
coordinator with the EPA,
explained the baseline
results sent out to property
owners where the monitoring stations were set in
May. During an EPA meeting at Camp Minden Thursday, he says all the results
from seven different sites
came back clean with the
exception of two soil samples that exceeded carcinogenic screening levels for
both residential and industrial. Those same samples
tested for dioxin did not
exceed non-carcinogenic
screening levels.

Funeral services for Lucille Mary Alford
will be at 11 a.m. Saturday, Nov. 21, 2015 at
Pilgrim Rest Baptist Church in Sibley with
the Rev. Meadow officiating. Interment will
follow at Pilgrim Rest Cemetery in Sibley.
Lucille was born Jan. 13, 1919. She was
preceded in death by her parents. She is
survived by two sons, James Alford of Sibley and LeeVon Walker of Minden. She also

loving nieces, nephews, and spouses of grandchildren and

A memorial service for Ronald Rice, 44, will be at 10
a.m. Saturday, Nov. 1, 2015 at Living Word Church on Hwy.
531 in Minden.
His father, Ralph Rice and sister, Renee Rice, precede
him in death.
He is survived by daughter, Jennifer Rice of Bowling
Green, Kentucky; mother, Ramona Rice of Haynesville; sister, Debbie Cardwell; uncle Derrell Cardwell and aunt Barbara; along with numbers cousins and friends.
Pastor Andy Maddox will officiate the service.

show that in 2014, revenue
from the sale of electricity
was $17,376,115.31. Payments to SWEPCO for that
year totaled $11,523,870.39.
The year 2013’s revenue was
$16,959,172.20 with payments to SWEPCO totaling
$10,529,878.47. In 2012,
revenue
totaled
$15,862,588.44 with payments to SWEPCO totaling
$9,747,406.24.
However,
city

represent the entire cost of
providing electricity to its
customers.
A customer’s bill, according to the contract, includes
the amount of power and
energy delivered during the
preceding billing period, the
demand and energy charges
for requirements services
provided during the preced-
ing billing period, the
amount of Minden Generation Capacity Credit, the
energy delivery requirement,
the gas index price, and the
reimbursement amount for
generator fuel, and the
amounts due either party
from the other for services or
reimbursements not included in any of the other
charges, including, but not
limited to, applicable taxes,
fees and assessments.

We're not fans of knee-jerk reactions or political grandstanding.
While we acknowledge security
concerns about possible terrorist
attacks, Gov. Bobby Jindal's executive order, issued following the terrorist attacks in Paris, that seeks to
avoid Syrian refugees from resettling to Louisiana smacks of both.
Jindal, like many other Republican governors, has stepped forward to try to block Syrian refugees
from moving to the state. Most of
the other governors' protests have
focused on asking President
Barack Obama and other federal
officials to reconsider their
announced plan of taking in 10,000
refugees. Jindal's executive order
does not seek to work with the federal government, but rather takes a
we'll-do-it-ourselves stand.
But the fact is, legal scholars
note this isn't a state decision.
Refugees don't immigrate to an
individual state, they come to the
United States. And once they gain
admission, they are free, like any
other person, to travel about the
country and settle in whatever
state they chose.
The idea of Louisiana or any
other state screening out a group
of people seems ridiculous.
Enforcing such a restriction would
require setting up checkpoints at
every entry point to the state to
check the traveler's documentation. Do we really want everyone to
have to have a passport and be
checked entering and exiting individual states? Of course not.
We also feel it is wrong to
attempt to broadly reject all
refugees simply based on their
country of origin. By saying we
won't accept any Syrian refugees
out of fear that there are terrorists
in their ranks is to imply that all
Syrians are terrorists. They aren't.
Nor are all Islamists or Muslims or
any other religion or nationality.
The sad reality of our modern
times is that terrorists can come
from any background. There are
people born and raised in the
United States who choose to
become terrorists. It's not a onesize-fits-all issue.
Rather than playing to voters
with tough talk that he can't really
backup, Jindal — and the citizens
of our state — would be better
served by focusing on working
with the federal government to
ensure proper background screening and vetting processes are followed regarding all immigrants.
That and ensuring state law
enforcement agencies have the
proper tools, technology and training to monitor known terrorist
groups activities and "chatter" to
prevent attacks whenever possible.
It's tempting to give into fear
and say we won't accept refugees
from a war-torn region. Staking out
a pro-citizen safety position —
even one that can't really be
enforced — can make for a good
sound bite for a politician trying to
look tough to win votes. But that's
not who we are as Americans. We
are a nation built by immigrants.
Our Founding Fathers were
refugees seeking a better life. Our
state shares that background, with
Acadians (Cajuns) venturing away
from Canada and settling among
the bayous.
We shouldn't let fear cause us to
turn our backs on refugees now.

Webster Tourism report
On October 6, at 12 noon,
there was a formal ribbon cutting at the newly opened Welcome Center at the Germantown Colony. Secretary of
State Tom Schedler was there
to cut the ribbon. The museum is now open ThursdaySaturday 10 am- 3 pm and by
appointments for group tours.
The new Welcome Center and
the Germantown Colony
Museum were featured in a
program by Rick Rowe the following week on Channel 3
News five times.
The beautiful new Welcome Center houses more
than 2,000 square feet of a
"climate-controlled" designated exhibit gallery to display historical artifacts, a
reception area, a gift shop,
and handicapped-accessible
public restrooms.
According to a
recent
report from
the Jean
Doerge,
Curator of
the Germantown
Colony
State MuseLYNN
um, the
DORSEY
museum
has recorded just
under 500 visitors from April
2014 to June 2015. That total
is from the time the construction was completed and hours
were reduced until July 31,
2014. Since August of this
year, when the colony
returned to normal hours,
they have already had 214 visitors this year. That is over 700
visitors since the colony
reopened and the number of
visitors should continue to
increase due to free shuttle
buses to Germantown during
Fasching Festival on
November 21 and the large
number of visitors coming for
tours scheduled by our office
during the Holiday Tour of
Lights.
The following week, our
office hosted a ribbon cutting
with Lt. Governor Jay Dardenne on October 14. This ribbon cutting officially recognized the new signage
installed in Minden complimenting the locations identified in the Northwest Film
Trail brochure distributed at
69 visitor centers throughout
the state and the Shreveport
Municipal airport.
On Saturday, October 3,
our office hosted the
Louisiana North Movie Familiarization Tour with 7 travel
writers with various publications including Editor for
TravelingMom.com, Owner of
MagsOnTheMove.com, a
writer for Louisiana Life Magazine, Senior Editor for Variety
Magazine out of Los Angeles,
CA, Editor of Forum Magazine
and City Life Magazine and
writer for the Austin Chronicle. Believe me they loved the
Film Trail and new signage in
Minden. We have already seen
five great articles published so
far!
In August, our office made
sales calls in Dallas and Oklahoma City with representatives of the four other cities
that make up the Holiday Trail
of Lights. As a result the group
was invited to make a presentation of our combined area
at an annual Holiday Luncheon in Oklahoma City on
November 5. We had an audience of over 50 Group Leaders
who schedule tour for retirement communities, churches,
senior citizen clubs, and
more. We definitely had a
wonderful response and
anticipate many tours during
the Holiday Trail of Light in
2016 and 2017.
As previously reported, our
office has been making sales
calls and participating in
trade shows specifically targeted at the group tour indus-
try. We have had a remarkable
response. Here is a list of the
tours scheduled for November
and December of 2015 and
the beginning of 2016 our
office will be hosting.

"He seems disconnected from
reality." That declaration, used to
describe President Obama, did not
emanate from Charles Krauthammer
or Ted Cruz. No, the words were
those of MSNBC's Joe Scarborough,
and they were not refuted by his
mostly liberal panel of regulars.
"The only strategy that's working
is the strategy that he tends to dismiss." That damning analysis came
not from Ralph Peters or John
McCain, but from CNN's Christiane
Amanpour.
Even many of President Obama's
most reliable supporters have awakened from their seven-year slumber.
They can finally recognize that he is
a commander-in-chief without a
strategy, a president without a clue.
The day before the Paris terror
attacks, the president notoriously
boasted that ISIS had been 'contained.' Then, after the attacks, he
minimized the carnage as a 'setback.'
But when the subject turned to
accepting refugees from Syria, President Obama finally displayed some
real anger. Not at ISIS or Assad or his
own strategy, which many believe led
directly to the refugee crisis. The
president's palpable ire was directed

Truth is, Mr. President, a large swath
of the world is scared of radical
Islam, the ideology that dare not
speak its name in your administration. And there is
good reason for
that fear. Just as
the president was
mocking his political rivals, the
Islamists of Boko
Haram were busy
slaughtering 50
innocent civilians
in Nigeria. Many
of the dead were
children. That

lowed dual suicide bombings in
Lebanon, the bombing of a Russian
passenger jet in Egypt, and of course
the Paris massacre.
Mr. Obama's opponents are not
afraid of widows and orphans but
they are rightfully worried that his
fecklessness has contributed to the
growing violence. And many people,
both at home and around the world,
are also fearful of President Obama's
uncanny knack for ignoring reality.
Earlier this year he said this to
MSNBC: 'There is probably less war
and violence around the world today
than there might have been thirty,
forty years ago.' The president went
on to assure everyone that 'things
can get better.'
On that front he is absolutely correct. Things can get better, but not
until the president has a radical
change of heart. Let's call it a 'fundamental transformation,' the kind he
vowed to bring to the USA. Things
may also improve if the next commander-in-chief is someone who
can recognize the reality of the world
as it exists, not the fantasy of what he
or she wishes the world to be.
In two weeks President Obama
will be back in his comfort zone, talking about the dire consequences of
'climate change' at a massive international environmental junket. If the
past is any indication, he will declare
'climate change' to be the biggest
threat facing the world today. But
this year the conference just happens
to be in Paris, whose shell-shocked
residents know better. In fact, anyone to the right of Bernie Sanders
understands that the biggest threat
we face comes from the terrorists of
radical Islam, not the possibility of a
slightly warmer atmosphere.
The subhuman savages of the
Islamic State, through their repeated
atrocities, have declared war on the
West. The time has come for the
West to realize we are engaged in a
full-scale fight against a determined
and brutal opponent.
The butchers can be defeated, but
we will have to be just as determined, just as brutal. And let's face it,
we are in desperate need of a commander who can change strategy
when necessary, someone who is
strong and resolute and relentless.
ISIS is not just a jayvee team, far
from it. And to defeat this malignancy, the West requires a leader who is
not just a jayvee quarterback. That
may sound harsh; it also happens to
be true.

My sister-in-law, Ava McWhorter, is an avid sports (any sport) fan,
football being one of her favorites. I
have known the basics of football a
long time but she has taught me
much
more.
Since then she
would probably
tell you how I now
truly get into the
game; whooping,
hollering
and
stomping my feet
through each one.
Although we
enjoy watching

this football season has been a huge disappointment for us. It seems Ava and my
favorite teams (LSU, the Saints,
Texas U, and the Texas Cowboys)
have lost more than they have won.
Even when Ava superstitiously
wears her lucky matching shirts of
the team we are following at the

BACON WRAPPED SMOKIES
1 lb. bacon
1 lb. Little Smokies
1 stick butter
2 cups brown sugar, divided
Cut bacon into thirds and wrap
each link. Place wrapped links into
baking dish. Melt stick of butter
and mix one cup brown sugar into
melted butter. Pour butter mixture
over links and sprinkle the rest of
the brown sugar over links. Bake 15
– 20 minutes or until bacon is crisp.

Knights face familiar foe

familiar face stands in
front of the North Webster
Knights’ path to the
Mercedes-Benz
Superdome.
The Amite Warriors (65) have knocked the
Knights out of the Class
3A playoffs two consecutive seasons, but both of
those games were played
at Amite.
This year, the Warriors
will make the long trip,
while the Knights lick
their chops in anticipation
of redemption.
“We’re excited about
the opportunity to play
them,” North Webster
coach John Ware said.
“The fans know the significance of it, as do the
players. It’s been a good
week of preparation and
our kids know what’s
expected of them.”
The Knights were
forced indoors for their
Monday and Tuesday
practices, but got to practice outdoors on turf at
Southern
Arkansas
University on Wednesday.
According to Ware, his
team looks sharp ahead of
the biggest game of their
season.
“The kids handled the
weather well,” Ware said.
“It’s been a good week.”
Amite went on to play
in the state championship
last year after knocking
out North Webster in the
semi-finals. Many of the
same players will take the
field this year, and Ware
said the Warriors will be a
tough out as usual.
“They have a new
coach this year, so they
look a little different,”
Ware said. “They have
tradition though. They’ve
been to the Dome several
times, a lot of those kids
have played in a state
championship, so they
expect to win.”
In the previous two
matchups with Amite,
North Webster has been
sharp defensively, but
offense has been hard to
come by. The Knights will
have to find some offensive consistency if they
expect a different result
than in years past.
“That’s the one thing
we haven’t done in two
years against them,” Ware
said. “We’ve played pretty good defense, but just
couldn’t move the football. We’re probably
going to have to play well
in the passing game again.
You have to pick your
spots to go for big plays.
They’re big up front and
have good athletes on the
field, so when you get a
chance to make a play,
you have to make it.”
Big plays are something Amite knows well.
“They throw balls up in
the air and let their big
receivers go make plays,”
Ware said. “If we can
limit those plays we have
a great shot.”
A win over the
Warriors would certainly
give North Webster all the
confidence they would
need for a run to the
Dome.
“We have the opportunity to play these guys at
home,” Ware said. “To get
past this team and make it
to Thanksgiving weekend
is very important to us.”

Every cross-country
runner trains long and
hard in a quest of winning an individual state
championship. Every
coach hopes his strate-
gies and workouts will
give his runners an
opportunity to achieve
this goal. On Monday,
at
the
State
2A
Championships
at
NSU, Alisa Lander,
Eric Greene, and Coach
Dan Grantham saw this
dream become a reality
with a sweep of the
ladies and men's titles.
Alisa Lander defended her state title from
2014, running a 13:38
over the three-mile
course. Lander grabbed
the lead early and
lengthened it during
the race. Second place
finisher, Alicia Stamey
of Episcopal, finished
18 seconds back at
18:56. When asked how
it felt to cross the finish line for the second
straight year in first
place, Lander used
simply
one
word,
"wonderful."
Eric Greene, state
runner-up in 2014, used
a different strategy to
run away with the 2015
race running a 16:13.
Greene laid back until
the two-mile mark
where he took over the
lead and cruised to a
25-second victory over
two Episcopal runners.
Greene, a senior, said
finishing first across
the line was like an out
of body experience and
also that he plans to
continue running in
college.
For
the
second
straight year, Cody
Robinson finished allstate by finishing ninth
in the men's race with a
time
of
16:46.
Robinson, a junior, said
his goal is to win next
year's title.
Freshmen
Tyler
Davis
and
Logan
Bailey finished 38th
and 66th running times
of 18:19 and 19:30.
Their seventh grade
teammates Austin Nunn
and Jeremiah Brown
finished 145th and
181st with times of
22:46 and 25:40. The
Lakeside men's team
scored a total of 249
points which placed
them seventh out of the
27 AA teams vying for
the championship. The
largest field ever consisting of 195 runners
finished the race.
The Lakeside ladies
made up of Lander and
six junior high performers placed eighth
out of 20 AA teams
scoring 244 points.
Kerrigan Zachary fin-
ished 54th at 22:35.
Egypt anderson ran a
23:54 for 72nd place.
Alaina Stiles finished
73rd at 23:56. Placing
75th was Angelina
Futch at 24:01. Kaylee
Davis took 79th at
24:17.
Essence

109th at 26:44. A total
of 160 ladies finished
the race.
In summarizing his

Adams also went over
how the data is compiled on
the EPA’s website. They have
uploaded an interactive story
map that shows where stations were set up and the corresponding information on a
scroll board next to the map.
Once the M6 destruction
begins, daily and weekly
around $450 each.
The sixth officer, Sgt.
Ryan Barnette’s error was
not caught for three years
leaving him owing nearly
$9,500.
He addressed the Minden
City Council at the November
meeting, making members of
the council and public aware
of the problem.
“In January of 2012, I
received a promotion from
the position of Officer First
Class to Sergeant. At that
time, I received a pay
increase – which I believed
to be the appropriate pay
increase for the promotion,”
he said at the meeting.
“Three years later, I was
informed there was an error
in the payroll department
and I owed the city almost
$9,500.”
During the meeting, Barnette said Davis informed
him earlier this year that he
had been receiving $100 too
much in each paycheck since
the promotion.
In an effort to correct the
oversight; he said his monthly pay was cut by $200 and
the city asked him to pay
back $75 a month for the
next five years.
He told the council he
would not voluntarily allow
the city to deduct money they
say he owes from his paycheck.
“You’ll have to sue me and
you will have to use taxpayers dollars to do it,” he said at
the time. “You’re going to
have to fight for it.”
Fluhr referred all questions to the law office of
Gold, Weems, Bruser, Sues &
Rundell in Alexandria in an
email at the time, but Davis
says the city is not currently
retaining the law office for
the matter.
Davis said in an interview
Wednesday that Barnette’s
case was still ongoing and
would not know the outcome
until the audit is over.
A public records request
for current police officers pay
information revealed that
Barnette also received the
two percent longevity raise a
year early.
City policy is for employees to receive the 2 percent
on the fourth year of consecutive employment. Barnette
received his on the third
year, Fluhr said.
To correct the error, he
said the raise was skipped
the following year.
Davis said he chose not to
terminate the payroll clerk
following the errors saying
everyone makes mistakes.
“There were a lot of mistakes made and it has been
addressed with the payroll
clerk,” he said. “If you dismiss everyone that makes a
mistake, you soon wouldn’t
have any employees.”
Fluhr explained that previously, the two payroll
clerks checked each other’s
work. To help prevent future
errors, he will also be checking over it.
He expects the audit to be
complete by January.

Adams says, it will be turned
over to the Louisiana Military Department, who will
then turn it over to the EPA

Health concerns, getting
public health information
regarding cancer statistics
and other questions were
raised during the meeting as
well. Some in attendance
said they were frustrated
with the speed at which the
government was able to get
information to the public
regarding public health.
Delores Blalock, a member of the EPA’s Citizens
Advisory Group and Camp
Minden dialogue committee,
says she came away a little
disappointed because CAG is
searching for grants to fund a
public health survey, and
they were told the survey
they want to do wouldn’t be
worth anything.
“We know what needs to
be done, and we have to figure out how to do it fast for
no money,” she said, adding
that the grant process takes
more time than they have.
As sampling continues
and community members
continue to seek answers,
construction at the M6 disposal site the contained burn
unit continue.
Rep. Gene Reynolds posted an update after he says he
received several inquiries
about the construction
progress. Officials say in the
update he received Tuesday,
the foundation at Camp Minden is 90 percent complete
and several units of the pollution abatement portion of
the contained burn unit have
been delivered to Camp Minden or are nearby.
The combustion chamber
is projected to leave Oklahoma around Dec. 1 with the
estimated arrival date at
Camp Minden of Dec. 23 at
the earliest.
