ON THE RIGHT TRACK
The railways are enjoying a veritable renaissance, after a lengthy period of relative
misappreciation and harsh treatment.
This newfound dynamism has various causes and motives, e.g. the deregulation
of rail transport, the development of the TGV and the AGV (Automotrice Grande
Vitesse) – and, in its wake, a complete rethinking of rail mobility, the renewed focus
(of policymakers) on rail travel, the issue of climate change, mobility issues and, of
course, the innate capacity for innovation of the railway industry.
We live in an era of greater mobility (and greater traffic congestion) – but we
also find ourselves at a pivotal point in time: the run-down of our dependence on
ever-scarcer, fossil-based sources of energy and the transition of our economy into
a model of sustainable development. Rail transport (goods- as well as passenger
transport) affords a possible solution to several challenges.
Furthermore, the tide of public acceptance is turning - ‘public transport’ is no
longer associated with the sole mode of transport for all those with no alternative.
On the contrary, trains, trams and tube trains are, these days, generally accepted
as a viable alternative for the mobile and eco-conscious citizen. Much more than
the passenger car, the train lends itself – thanks to the current level of technology
– to ‘mobile office’ status, and certainly on mid-haul travel between European
cities, where high-speed rail connections compete with both car and plane, with
increasing success.
The environmental factors, presented above, also mean that a political will now exists
to develop a long-term vision and to invest heavily in the railways. It has, anyway, for
a long time now, no longer been purely a governmental affair: in the present-day
European Union, the management and operation of public sector infrastructure are
separate businesses and freight traffic has been fully deregulated. That will also be
the case, for international passenger transport, from 2010 onwards.
The European Union is striving hard to achieve full interoperability between the
existing rail systems, as regards technical standards, rules and regulations. These are
prerequisites in order to maximize the ROI in rail infrastructure.
The railways, in terms of infrastructure and rolling stock, are, by definition, a capital
intensive sector. Tight budgets induce rail operators to use creative financing
techniques and also put them under severe price pressure. In this highly competitive
market, railcar builders have, time and again, to give of their best – and to seek the
most affordable solution to a specific situation.

Today’s railway sector is a hi-tech industry that, with its products, has to afford an
adequate solution to all kinds of present-day challenges. With safety, operating
reliability and interoperability as obvious technical requirements, and eco-friendliness
and sustainability as the societal norm, then comfort and economic efficiency
remain the principal factors which customers put first in order to constitute a viable
alternative to other modes of transport.
The Belgian railway industry was one of those at the birth of the ‘railroad’ and has a
very long tradition. Belgian firms, to this day, still rank among the world’s best when it
comes to the design, R&D and fabrication of rail systems and rail products.
