Trash and Recycling Guidelines CITY OF ALLEN, TEXAS Community Waste Disposal (CWD) provides trash and recycling services for the City of Allen. CWD Customer Service number is 972.392.9300, Option 2. Please contact CWD for all trash and recycling issues. The North Texas Municipal Water District (NTMWD) provides trash disposal and composting of yard trimmings. Set it out by 7 a.m. All trash and recycling carts, yard trimmings, bulky waste, and household hazardous waste (HHW) must be set out by 7 a.m. on the appropriate collection day. Missed service due to late set outs will incur a charge to return to service. Collection Schedules Trash and yard trimmings are collected weekly; recycling is collected every-other-week. Bulk waste and loose brush are collected once per month by appointment only. HHW is collected weekly, by appointment. See page 7. Avoid Overflow All trash and recycling must fit inside the cart with the lid closed. Any trash left on top of, or beside the cart, will not be collected. Use Trash Bags Trash is required to be placed inside securely tied plastic bags. Bagging trash prevents litter. Recyclables Can Be Loose in Cart Recyclables may be placed loose or in a clear plastic bag in the blue recycling cart. Shredded paper must be placed in securely tied, clear plastic bags. Face Cart Handles Toward House Place trash and recycling carts with handles facing the house. Allow for Distance Between Carts Allow 2 feet of distance between carts; allow 2 feet of distance from meters, parked cars, fences, and any other obstacles. This distance is necessary for safe handling of carts by CWD’s equipment. Don’t Dump Unlawful Substances in Cart It is unlawful to put construction debris, hot ashes, oil, dry cleaning chemicals, paint, pool chemicals, car batteries, dead animals over 10 pounds, tree stumps or any hazardous substances into the carts. Call for Missed Service For same week service, call CWD within 24 hours of a missed trash or recycle service. Misplaced and Lost Carts Trash and recycling carts are designated for each residential address and are owned by CWD. If, for any reason, carts are misplaced or lost, residents are responsible for the replacement costs. Carts damaged or broken in the normal course of service are repaired or replaced by CWD at no charge. Contact CWD to request this service. Use a permanent marker or spray paint to write your address on your carts so you can identify your carts if they are misplaced. Verify your Billing Each residential customer has one trash and one recycle cart provided and is billed for any extra carts. Residents must verify the number of trash and recycling carts on their utility bill. Please notify the City of Allen at 214.509.4560 if your bill reflects discrepancies in cart billing. Residential Electronics Collection Events Collection days are hosted in April (Great American Cleanup) and November (Allen Recycles Day). Special Cardboard Recycling Collection for New Resident Move-Ins A one-time service to collect empty flattened and stacked cardboard boxes is provided to new resident move-ins. New residents must call the City at 214.509.3100 before Noon on Friday to schedule a Saturday collection for this one-time service. Packing paper from package boxes may be placed in a cardboard box and collected at the same time. NO bubble wrap or foam will be collected. Seniors Citizens over 65 may be eligible for a waste service discount. Pick up an application at the Utility Billing window at City Hall or apply online at CityOfAllen.org/UtilityBilling for a 20% Senior Residential Trash Discount. Drop-Off Locations: DIY Options for Trash All loads must be secured according to State law. Residents may dispose up to two loads of household trash per month at any North Texas Municipal Water District (NTMWD) facility at no charge. See website at ntmwd.com. Residents must show a current City water utility bill and driver’s license with matching addresses. Loads must arrive in passenger vehicle, passenger truck, or flat-bed rental truck like those available to rent at home improvement stores. Typical Items Allowed: • Rolled rugs and carpet pads up to 6 feet in any dimension • General household garbage • Packaging material, cardboard • Fence panels less than 6 feet in any dimension • Home and lawn furniture • Mattresses and box springs • Grills (NO propane tanks) • Passenger vehicle tires (maximum four per visit) • Lawn mowers (oil and gas removed) • Appliances with Freon® removed and certified tag on the appliance 2 NTMWD Custer Road Transfer Station 9901 Custer Road in Plano Mon - Sat: 8 a.m. to 4:30 p.m. (except holidays) | 972.727.6341 Recycle used oil filters and used oil (5 gallons maximum per visit), whole passenger tires (maximum 4 per visit). No uncovered or unsecured loads will be accepted. NTMWD Parkway Transfer Station 4030 W. Plano Parkway in Plano Mon - Sat: 8 a.m. to 4:30 p.m. (except holidays) | 972.596.8709 Accepts white metal household appliances and appliances with Freon® for recycling. No fee with City water utility bill and driver’s license with matching address. Recycling Single Stream Recycling Collected Every-Other-Week Recycling is collected the same day as trash, every-other-week. Every January the new recycling schedule is posted online at CityOfAllen.org/RecycleCalendar. Mixed household recyclables are placed in your blue recycling cart. Rinse all bottles, jars, and cans. Shredded paper must be placed in secured, clear plastic bags. Recycling pick-up occurs every other week on the same day as trash pick-up. Refer to the map on the next page to determine if you fall under Recycling Cycle A or Cycle B. All service days following a holiday will be serviced one day later. Severe Weather Events Within 72-hours of a severe weather event, City staff will determine if the amount of debris meets the requirements to trigger a city-wide cleanup effort. Information regarding city-wide cleanup efforts will be posted at CityOfAllen.org. 5 Yard Waste Yard Trimmings – Collected Weekly On Trash Day Yard trimmings such as grass clippings, leaves, and tree trimmings cannot be placed in plastic bags, in your household trash or recycling cart by City Ordinance #1216-1-94. All yard trimmings are composted for reuse. Grass clippings, leaves and plant material must be placed in biodegradable paper lawn bags. Maximum weight of 40 lbs per bag; placed 2 feet away from carts and other obstacles. Weekly limit - 15 bags. Purchase biodegradable paper bags from most grocery stores, DIY stores, or the Custer Road Transfer Station Wood Grinding Facility. Tree and brush trimmings, 4 inches or less in diameter, must be tied and bundled with biodegradable rope or heavy twine; bundle may not exceed 4 feet by 2 feet. Maximum weight 40 lbs per bundle; placed 2 feet away from carts and other obstacles. Weekly limit - 7 bundles. Excess requires special scheduling and may incur a fee. Empty flat, bundled cardboard boxes, tied with biodegradable twine may be collected as part of the weekly yard waste collection. Loose Brush - Collected Once a Month To have a maximum of 3 cubic yards of loose brush collected (example: a pile the size of 3 washing machines placed side by side), must call CWD by Noon on Tuesday for Wednesday collection. Yard debris from contracted services that exceeds 3 cubic yards is to be disposed of by the homeowner. Residential waste services does not collect this. Want Free Compost? 6 Compost, recycled from Allen’s yard trimmings collection, is available to Allen residents in the northwest corner of Jupiter Ball Park, 510 S. Jupiter Road. Each household is allowed one cubic yard (3'x3') per month. Bring a shovel and covered container. Compost is available on a first-come basis Sat. and Sun., mid-February through mid-November. Bulk Waste Collected Monthly On Designated Day Must call CWD at 972.392.9300, Option 2 by Noon Friday for the Saturday collection on designated collection days. Once a month, each household may place a maximum of five items out for disposal. Weight of each item must not be more than two men can lift. Allen Chemical Reuse Center Hours of operation: Open every Thurs. from Noon to 2 p.m. and the first and third Sat. of the month from 10 a.m. to Noon. The City of Allen has a Chemical Reuse Center (CRC) inside the City of Allen Municipal Service Center at 900 S. Greenville Ave. The CRC is located behind the flagpoles. Allen and Plano residents may obtain FREE reusable household chemicals at Allen’s CRC and at the Plano Reuse Center at 4110 W. Plano Parkway in Plano. Neither facility will accept drop-off chemicals from residents. Storm Water Protection Begins at Home. • Keep your leak out of the creek by regularly checking your vehicles for leaks. Use absorbent materials to clean up spills; don’t rinse spills into the storm drain. • Plants don’t grow in swimming pools. Pump your pool water into the sanitary sewer system, not the alley, street or storm drain where it can impact aquatic plants and wildlife. • “Doo” the right thing and pick up after your pets. Storm water washes pet wastes into storm drains and into local water resources. • Those pesky lawn clippings should be mulched and left on the yard or bagged in paper lawn bags for collection in Allen’s composting program. • Fertilizers and other yard chemicals can be harmful to local waterways and water quality if not used as directed. • Keep it clean! Throw litter away in a garbage can, not out the car window. Litter cleanup costs Texans more than $40 million annually. • Anything that enters the storm drain that is not rain water is an Illicit Discharge. To report illicit discharges, call 214.509.4512. • Keep medication, grease and oil out of the storm drains and water system. Do not pour them down the sink or into storm drains.
