W
ith the re-opening of the stunning, newly
expanded Ludington Library in Bryn Mawr earlier
this fall, Lower Merion Township can now look with
renewed pride at its jewel of a public library system, and
anticipate the next project, already underway—the
renovated Bala Cynwyd Library, due to re-open in 2013.

In the meantime, as usual, there’s plenty going on in the
Township this fall, especially close by the Township Administration Building
here in Ardmore. On Saturday, Sept. 29, the Ardmore Initiative brings
Oktoberfest back to Cricket Avenue from noon until 8 p.m. On Oct. 5 and Nov.
2, First Friday Main Line—which has been growing steadily in recent
years—takes place after work in the villages of Ardmore, Haverford and Bryn
Mawr. The Clover Market returns to Ardmore on Sept. 16, Oct. 14 and Nov.4.
The Third Annual Fall Festival is scheduled for Oct. 28 and will be celebrating
the new Cynwyd Heritage Trail at Cynwyd Park, along with the newly
renovated Cynwyd Train Station. And, because it’s never too early to be thinking
about the Holidays, the annual tree lighting and visit from Santa take place in
downtown Ardmore on Nov. 30.

Though planning for the 2013 Proposed Budget and the 2013-2018 proposed
Capital Improvement Plan (CIP) was ongoing at press time, we are
discussing—with the Township Board of Commissioners and the public—the
need for an increase in the 2013 Solid Waste fees. This proposed rate increase,
the first in 3 years, would amount to approximately 9%. However, for the
second year in a row, we can proudly report that there will be no Township Real
Estate Tax increase for 2013.

Cynwyd Trail Update, and Fall Festival
T
he Third Annual Fall Festival on the
Cynwyd Trail, “Celebrating the Gateway
to the Trail,” will be held on Oct. 28 at the
Cynwyd Park and newly renovated Train
Station. There will be live music, food,
games, pumpkins, face painting, and live
birds of prey and exotic animals. Come
celebrate the hidden jewel of Bala
Cynwyd—the Cynwyd Heritage
Trail—and check out the new SEPTA
train station, and enjoy a nice fall family
event.
The Friends of the Cynwyd Heritage Trail
also invite you to participate in your
community by volunteering with us. The
Friends of the Cynwyd Heritage Trail
welcome the public to the upcoming
Volunteer Work Saturdays: Oct. 13, Nov.
3, and Dec. 8. All work begins at 8:30 a.m.,
but you can come any time before noon.
Tools, gloves, and refreshments are
provided. All ages are welcome.
But we aren't just looking for gardeners.
We need help with communications,
fundraising, membership, volunteer
work days, and the Fall Festival in October.
Give a few hours a week to help with this
new and evolving community asset. You can

More Fall Events: ‘A Taste of Ardmore’ & Oktoberfest Return
he Ardmore Initiative’s only fundraiser
returns on Thursday, Nov. 8. “A Taste
of Ardmore” is a hometown combination of
“Food + Fashion,” and will be held at
Ardmore
Toyota. The
evening
includes a
fashion show
(featuring
“local celebrities”) with the latest trends
from Ardmore boutiques and retailers,
along with tasty appetizers, entrees and
desserts prepared from a terrific array of
Ardmore restaurants, with a premier
selection of wine, beer and spirits. There are
also prizes, including a 50/50 drawing, a
huge basket of cheer and a spectacular
grand prize. Raffle tickets are $20 each or 3

Rain Barrel & Composting Workshop

thousands came through the newly expanded and renovated
library throughout the day.

Environmental Advisory Council will host a
Rain Barrel & Composting Workshop on
Saturday, October 13th at 10 a.m. in the
Board Room of the Township Administration
Building, 75 E. Lancaster Avenue in
Ardmore.
Using a rain barrel is a great way to reduce
the impacts of stormwater runoff. By
installing a rain barrel under your rooftop
gutters, you can minimize the amount of
stormwater runoff that leaves your
property—thus helping to reduce flooding.
In addition, capturing
rainwater and re-using it in
your garden will also help to
reduce your monthly water
bill.
Composting turns grass
clippings, leaves and
plant-based food scraps into a
valuable organic material that
can be added to your garden
and flower beds. At the
workshop, you will learn what materials
should—and should not—be composted, as
well as the appropriate mix of materials.
The workshop is free. Rain barrels will
be available for sale ($68.90), along
with compost bins ($47.70). (Prices

LMPD to Replace Ford Crown Victoria
I
n 2012, the Ford
Motor Co. eliminated
the Crown Victoria Police
Interceptor—by far the most
used vehicle in police fleets throughout the
country—and replaced it with the new Ford
Explorer Police Interceptor AWD .
“When the Police Department became aware
of this move by Ford about three years ago,
we began studying potential replacement
vehicles for our fleet,”
said Lower Merion
Superintendent of Police
Michael McGrath. The
Police Department and
the Fleet Manager, with
input from fleet
mechanics and other
police departments in
the region, determined
that the Ford Explorer
Police Interceptor AWD
would best serve the
department’s operational needs at this time.
“In addition to the Explorer, we considered
the Ford Taurus, Dodge Charger, Chevrolet
Impala, Caprice and Tahoe,” noted McGrath.
The evaluation of the Ford Taurus and
Dodge Charger determined that these
vehicles are not ergonomically configured to
serve the Township’s operational needs,
McGrath said, as they do not provide
sufficient room for our personnel and
required equipment. The evaluation
determined that the rear seat area is
extremely tight, for example, and would
present difficulty in placing even compliant
prisoner(s) in the rear. An uncooperative,
combative or large prisoner would present an
additional challenge for the safety of police
personnel and the arrestee(s).
The Chevrolet Impala was eliminated from
consideration based on spatial concerns and
the history of maintenance issues
experienced by the Philadelphia Police
Department, which had a series of frame,
transmission, overheating, and overall
dependability issues with it. This mirrors
LMPD’s findings from similar research
conducted in 2009.
The Chevrolet Caprice is manufactured in
Australia, and due to Pennsylvania’s
purchasing laws, it is not eligible for
purchase, according to Craig Wolford,
Pennsylvania’s Associate Commodity
Manager for the Bureau of Procurement.
The 4WD Chevrolet Tahoe has ample space
but has a lower fuel rating and a
substantially higher cost than the Explorer.
The evaluation of the Ford Explorer Police
Interceptor AWD found that it would best
serve the department’s operational needs at
this time. The Explorer is pursuit-rated,
which simply means that it has the
maneuverability of a sedan, and has a
combined fuel rating of 18 MPG. The
evaluation determined that the Ford
Explorer Police Interceptor AWD has
sufficient cabin space and rear seat area for a
standard police up-fit similar to that used in
the LMPD Crown Victoria. The Explorer
utility has a 3-year, bumper-to-bumper
warranty along with a 5-year, 100,000 mile
power train warranty. Several of these new
police vehicles will debut in this fall.

Library Health Fair at Ludington
T
he Township’s Library System will hold
a health fair at Ludington Library in
Bryn Mawr on Oct. 6 from 10 a.m. to 2
p.m. Participating organizations include
Main Line Health, the Montgomery County
Health Department, the Lower Merion
Township Parks and Recreation
Department, the Main Line Community
YMCA, Harcum College of Allied Health,
the National Alliance of Mental Health,
Brightview Senior Retirement Center, and
Pals For Life. There will be testing for BMI
(body mass index) and blood
pressure—along with a demonstration of
zumba. Throughout will be informational
tables about cancer, nutrition, heart attack
and stroke, lyme disease, seat belt safety
and emergency preparedness.
November’s One Book One Lower Merion
ne Book One Lower Merion is thrilled
to announce that best-selling author
Mary Doria Russell’s novel, “Doc,” is our
choice for November 2012 programs. This
eye-opening historical fiction gives a
fascinating account of life during a time
steeped in myth and misconception.

Ruth Anolik will be returning to lead
another challenging book review on Nov. 8
at 11 a.m. in the 104 Ardmore Avenue
building (across the parking lot from the
library). As a professor of English, Ruth
always gives additional insights and value
to readers.
Our kick-off panel discussion, “Germs
Gore and Glitz,” will be held Nov. 1 at 7
p.m. in the brand-new meeting room
at Ludington Library.

who will discuss
Hollywood Westerns; Dr.
Robert Hicks, Director of
the Mutter Museum, who
will be bringing some of
that museum’s odd and

in the 1880s (ouch!); and Dr.
Oren Friedman, a
maxillofacial surgeon at HUP,
who will talk about his
experiences performing pro bono surgery
on children in the Far East. Coffee, tea
and dessert will be provided.
On Nov. 14 at 7 p.m., the Bryn Mawr Film
Institute, our long-time partner,
will be showing “Tombstone,”
starring Kevin Costner. This
should be a fun evening for
fans of Westerns, Kevin
Costner and anyone
interested in a rip-roaring
story. Admission is
discounted for those with a
library card.
Our most-anticipated
event will be the
appearance by
“Doc” author
Mary Doria
Russell at Thomas
Great Hall on the Bryn
Mawr College campus,
at 2 p.m. on Nov. 18. She'll talk
about her writing, answer questions and do
a book signing. The Bryn Mawr College
bookstore will have “Doc” and her other
books (including the best-selling “The
Sparrow”) available for sale. Parking will
be in the lot off New Gulph Road (near
Morris Avenue). Look for the One Book
signs to guide you across the campus.
Doc Holliday's life was greatly influenced
by the fact that he was born with a cleft
palate. As part of our activities related to
the book, we will be collecting
funds for Smile Train, an
organization that provides free
cleft palate surgery for
children around the world
and in the U.S. Mary
Doria Russell will
forego her
speaking fee in
return for a donation
to this worthy charity. We hope you will
give generously when you see the Smile
Train boxes at the kick-off and author

ew municipal parking lot permits will
be on sale from the Lower Merion
Township Parking Services Department, for
the following locations and time periods:

Stormwater Management
D
o you have a stormwater management
system on your property?
If you have a system on your property that
was installed after 2003, you are required to
have the system inspected every two years to
ensure that it is functioning properly. As part
of this requirement, you must submit an
inspection report, prepared by a qualified
engineer, to the Township Engineer, to
document that the system is
functioning as designed.

Lower Merion Libraries Present “College Possibilities” with Dr. Rachel Sobel:

achel Sobel, Ph.D., will present a series
on “College Planning for Students with
Learning Differences” at two Lower Merion
Township libraries. Given the unique needs
of students with one or more diagnoses,
finding the right support is essential to a
student’s academic, social and emotional
success. Dr. Sobel will discuss how to
approach the college search and application
process and outline the differences between
high school and college in obtaining
support. Parents and their high school-aged
children are invited to attend. The free series
includes:

Students with Aspergers & ADHD): This
session will focus on helping college-bound
students and their parents understand how
to assess and request programs and supports

with Processing Disorders & Language Based
Differences): Recognizing that students learn
in a multitude of ways, this session will
address how college-bound students with
Processing Disorders and Language Based

Deer Culling
I
n 2009, the USDA submitted a Deer
Density Report to Lower Merion Township
indicating the deer density exceeded what is
considered tolerable in a suburban
community. The recommendation was to
reduce the deer population to an acceptable
range, where the damage by deer is aligned

Cancellations
The Township reserves the right to cancel any
program’s scheduled times, location and/or
activities due to insufficient registration or weather
conditions. For a recorded cancellation message
please call (610) 645-6274.
Registration Information
Program registration is limited to residents of
Lower Merion and Narberth Borough until two (2)
weeks prior to the start of the program, when it
will then be open to all non-residents. Narberth
residents pay the non-resident registration rate. If
a program historically reaches its registration limit,
registration can be limited to Lower Merion
residents only. Where a fee is charged,
participants cannot split sessions. No fees are
prorated, and financial assistance may be
available.
Registration Priority
Walk-in registrations receive priority over other
registrations in the same day. Faxed and e-mailed
registrations will be accepted, but payment must
be made prior to the start of the program.
Refunds
Refunds will be given only if the request is
submitted prior to the end of the program and the
reason for the request meets an established set of
standards, which can be obtained from the
Department of Parks and Recreation or found on
www.lowermerion.org.
Refunds will be assessed a $10 administrative fee
plus any classes attended.

RHYTHMIC GYMNASTICS

Rhythmic Gymnastics is the perfect sport

Deer Culling
I
n 2009, the USDA submitted a Deer
Density Report to Lower Merion Township
indicating the deer density exceeded what is
considered tolerable in a suburban
community. The recommendation was to
reduce the deer population to an acceptable
range, where the damage by deer is aligned
with the desire of the community. Despite
the recent deer culling efforts, the number of
vehicle/deer crashes and landscape damage
remain consistent.
The Deer Cull Program for this fall will start
with a roving Deer Density Study, to include
an updated Deer Management
Plan. The study is required by
the Game Commission before
they will approve a deer cull.
The study will consist of roving
surveys, using an infrared
camera along the survey route
(established in 2009).

sharpshooters equipped with

Cancellations
The Township reserves the right to cancel any
program’s scheduled times, location and/or
activities due to insufficient registration or weather
conditions. For a recorded cancellation message
please call (610) 645-6274.
Registration Information
Program registration is limited to residents of
Lower Merion and Narberth Borough until two (2)
weeks prior to the start of the program, when it
will then be open to all non-residents. Narberth
residents pay the non-resident registration rate. If
a program historically reaches its registration limit,
registration can be limited to Lower Merion
residents only. Where a fee is charged,
participants cannot split sessions. No fees are
prorated, and financial assistance may be
available.
Registration Priority
Walk-in registrations receive priority over other
registrations in the same day. Faxed and e-mailed
registrations will be accepted, but payment must
be made prior to the start of the program.
Refunds
Refunds will be given only if the request is
submitted prior to the end of the program and the
reason for the request meets an established set of
standards, which can be obtained from the
Department of Parks and Recreation or found on
www.lowermerion.org.
Refunds will be assessed a $10 administrative fee
plus any classes attended.

be on sale from the Lower Merion
Township Parking Services Department, for
the following locations and time periods:

Stormwater Management
D

have the system inspected every two years to
ensure that it is functioning properly. As part
of this requirement, you must submit an
inspection report, prepared by a qualified

student’s academic, social and emotional

high school and college in obtaining

Library Health Fair at Ludington
T
he Township’s Library System will hold
a health fair at Ludington Library in
Bryn Mawr on Oct. 6 from 10 a.m. to 2
p.m. Participating organizations include
Main Line Health, the Montgomery County
Health Department, the Lower Merion
Township Parks and Recreation
Department, the Main Line Community
YMCA, Harcum College of Allied Health,
the National Alliance of Mental Health,
Brightview Senior Retirement Center, and
Pals For Life. There will be testing for BMI
(body mass index) and blood
pressure—along with a demonstration of
zumba. Throughout will be informational
tables about cancer, nutrition, heart attack
and stroke, lyme disease, seat belt safety
and emergency preparedness.
November’s One Book One Lower Merion
ne Book One Lower Merion is thrilled

choice for November 2012 programs. This
eye-opening historical fiction gives a
fascinating account of life during a time
steeped in myth and misconception.

Ruth Anolik will be returning to lead
another challenging book review on Nov. 8
at 11 a.m. in the 104 Ardmore Avenue
building (across the parking lot from the
library). As a professor of English, Ruth
always gives additional insights and value
to readers.
Our kick-off panel discussion, “Germs
Gore and Glitz,” will be held Nov. 1 at 7
p.m. in the brand-new meeting room
at Ludington Library.

Mawr College campus,
at 2 p.m. on Nov. 18. She'll talk

bookstore will have “Doc” and her other
books (including the best-selling “The
Sparrow”) available for sale. Parking will
be in the lot off New Gulph Road (near
Morris Avenue). Look for the One Book
signs to guide you across the campus.
Doc Holliday's life was greatly influenced
by the fact that he was born with a cleft
palate. As part of our activities related to
the book, we will be collecting
funds for Smile Train, an
organization that provides free
cleft palate surgery for
children around the world
and in the U.S. Mary
Doria Russell will

to this worthy charity. We hope you will

Environmental Advisory Council will host a
Rain Barrel & Composting Workshop on
Saturday, October 13th at 10 a.m. in the
Board Room of the Township Administration
Building, 75 E. Lancaster Avenue in
Ardmore.
Using a rain barrel is a great way to reduce
the impacts of stormwater runoff. By
installing a rain barrel under your rooftop
gutters, you can minimize the amount of
stormwater runoff that leaves your
property—thus helping to reduce flooding.
In addition, capturing
rainwater and re-using it in
your garden will also help to
reduce your monthly water
bill.
Composting turns grass
clippings, leaves and
plant-based food scraps into a
valuable organic material that
can be added to your garden
and flower beds. At the
workshop, you will learn what materials
should—and should not—be composted, as
well as the appropriate mix of materials.
The workshop is free. Rain barrels will
be available for sale ($68.90), along
with compost bins ($47.70). (Prices

LMPD to Replace Ford Crown Victoria
I
n 2012, the Ford
Motor Co. eliminated
the Crown Victoria Police
Interceptor—by far the most
used vehicle in police fleets throughout the
country—and replaced it with the new Ford
Explorer Police Interceptor AWD .
“When the Police Department became aware
of this move by Ford about three years ago,
we began studying potential replacement
vehicles for our fleet,”
said Lower Merion
Superintendent of Police
Michael McGrath. The
Police Department and
the Fleet Manager, with
input from fleet
mechanics and other
police departments in
the region, determined
that the Ford Explorer
Police Interceptor AWD
would best serve the
department’s operational needs at this time.
“In addition to the Explorer, we considered
the Ford Taurus, Dodge Charger, Chevrolet
Impala, Caprice and Tahoe,” noted McGrath.
The evaluation of the Ford Taurus and
Dodge Charger determined that these
vehicles are not ergonomically configured to
serve the Township’s operational needs,
McGrath said, as they do not provide
sufficient room for our personnel and
required equipment. The evaluation
determined that the rear seat area is
extremely tight, for example, and would
present difficulty in placing even compliant
prisoner(s) in the rear. An uncooperative,
combative or large prisoner would present an
additional challenge for the safety of police
personnel and the arrestee(s).
The Chevrolet Impala was eliminated from
consideration based on spatial concerns and
the history of maintenance issues
experienced by the Philadelphia Police
Department, which had a series of frame,
transmission, overheating, and overall
dependability issues with it. This mirrors
LMPD’s findings from similar research
conducted in 2009.
The Chevrolet Caprice is manufactured in
Australia, and due to Pennsylvania’s
purchasing laws, it is not eligible for
purchase, according to Craig Wolford,
Pennsylvania’s Associate Commodity
Manager for the Bureau of Procurement.
The 4WD Chevrolet Tahoe has ample space
but has a lower fuel rating and a
substantially higher cost than the Explorer.
The evaluation of the Ford Explorer Police
Interceptor AWD found that it would best
serve the department’s operational needs at
this time. The Explorer is pursuit-rated,
which simply means that it has the
maneuverability of a sedan, and has a
combined fuel rating of 18 MPG. The
evaluation determined that the Ford
Explorer Police Interceptor AWD has
sufficient cabin space and rear seat area for a
standard police up-fit similar to that used in
the LMPD Crown Victoria. The Explorer
utility has a 3-year, bumper-to-bumper
warranty along with a 5-year, 100,000 mile
power train warranty. Several of these new
police vehicles will debut in this fall.

Cynwyd Trail Update, and Fall Festival

he Third Annual Fall Festival on the
Cynwyd Trail, “Celebrating the Gateway
to the Trail,” will be held on Oct. 28 at the
Cynwyd Park and newly renovated Train
Station. There will be live music, food,
games, pumpkins, face painting, and live
birds of prey and exotic animals. Come
celebrate the hidden jewel of Bala
Cynwyd—the Cynwyd Heritage
Trail—and check out the new SEPTA
train station, and enjoy a nice fall family
event.
The Friends of the Cynwyd Heritage Trail
also invite you to participate in your
community by volunteering with us. The
Friends of the Cynwyd Heritage Trail
welcome the public to the upcoming
Volunteer Work Saturdays: Oct. 13, Nov.
3, and Dec. 8. All work begins at 8:30 a.m.,
but you can come any time before noon.
Tools, gloves, and refreshments are
provided. All ages are welcome.
But we aren't just looking for gardeners.
We need help with communications,
fundraising, membership, volunteer
work days, and the Fall Festival in October.
Give a few hours a week to help with this
new and evolving community asset. You can
get more involved in the community, have
input on Trail events and development, and
have fun at the same time. Feel free to attend
Friends Board meetings, 7:30 p.m., on
the second Monday of every month, at

this fall, Lower Merion Township can now look with
renewed pride at its jewel of a public library system, and
anticipate the next project, already underway—the
renovated Bala Cynwyd Library, due to re-open in 2013.

In the meantime, as usual, there’s plenty going on in the
Township this fall, especially close by the Township Administration Building
here in Ardmore. On Saturday, Sept. 29, the Ardmore Initiative brings
Oktoberfest back to Cricket Avenue from noon until 8 p.m. On Oct. 5 and Nov.
2, First Friday Main Line—which has been growing steadily in recent
years—takes place after work in the villages of Ardmore, Haverford and Bryn
Mawr. The Clover Market returns to Ardmore on Sept. 16, Oct. 14 and Nov.4.
The Third Annual Fall Festival is scheduled for Oct. 28 and will be celebrating
the new Cynwyd Heritage Trail at Cynwyd Park, along with the newly
renovated Cynwyd Train Station. And, because it’s never too early to be thinking
about the Holidays, the annual tree lighting and visit from Santa take place in
downtown Ardmore on Nov. 30.

Though planning for the 2013 Proposed Budget and the 2013-2018 proposed
Capital Improvement Plan (CIP) was ongoing at press time, we are
discussing—with the Township Board of Commissioners and the public—the
need for an increase in the 2013 Solid Waste fees. This proposed rate increase,
the first in 3 years, would amount to approximately 9%. However, for the
second year in a row, we can proudly report that there will be no Township Real
Estate Tax increase for 2013.
