GD MANUFACTURING AWARD
A
n Electric Boat team that reduced Virginia-class Submarine Program cost and span
times through the use of laser technology has been honored with a General Dynamics
Manufacturing Excellence Award.
The Quonset Point effort began about 10 years ago when the facility adapted a vision to
ensure Electric Boat remained the lowest-cost submarine producer. One of the keys to achieving

F
our Electric Boat engineers have been
honored for their professional accomplishments by the Providence section
of the American Society of Mechanical Engineers.
They were among 17 technologists from government and industry recognized recently at the
local AMSE chapter’s annual recognition night.
“The event is one of the ways Electric Boat’s
Engineering organization celebrates its employees’ technical attainments, said Ken Blomstedt,
director of mechanical design and engineering,
who also organized the company’s participation
in the awards event.

Keel Is Laid For
Submarine California
NEWPORT NEWS, Va.
I
n an event held at Northrop Grumman
Shipbuilding earlier this month, Ship Sponsor Donna Willard authenticated the keel of
the submarine California (SSN-781), marking
the ceremonial start of construction of the
eighth Virginia-class ship.
“From my heart, I want you all to know how
honored I am to be the sponsor of the USS California,” said Willard, the wife of Adm. Robert
F. Willard, commander of the U.S. Pacific Fleet.
“It’s not just about the steel on the outside of the
California that makes this so exciting for me, but
rather it’s the men on the inside. They are the
sons, the brothers, the husbands and the fathers
who will give life to this boat. They are the ones
who go in harm’s way in defense of our freedom.”
After Willard chalked her initials on to a
metal plate, they were welded on to the plate by
Newport News welder Scott Hallinger. The plate
will be permanently affixed to the submarine.
Also participating in the ceremony were U.S.
Rep. Bobby Scott (D-Va.); Adm. Kirkland Donald, director of Naval Nuclear Propulsion; Electric Boat President John Casey; Sector Vice President and General Manager of Northrop Grumman Shipbuilding – Newport News Matt Mulherin; and Cmdr. Kevin Kinslow, prospective
commanding officer of California. Guests at the
event included employees from both shipyards,
the officers and crew of California, U.S. Navy
personnel and government officials.
California will be christened next year; with
delivery to the Navy scheduled for 2011.

necticut.
“Bob’s commitment to this community makes him
an obvious choice to lead our organization through
these difficult economic times,” said Bill Rountree,

Hamilton’s responsibilities in his new role include

this vision was the introduction of new
technology, including the use of laser
technology.
Laser marking and laser cutting were
introduced in 2001 to the steel processing
area followed by laser tracking in 2002,
laser scanning in 2004, light fabrication
laser cutting in 2005 and laser projection
in 2007.
Some of the more significant results
achieved include improved ergonomics,
improved accuracy of cut parts, elimina-
tion of secondary operations and the
reduction of fitup time.
“When measuring in direct and support cost savings, it’s clear that laser technology has made a significant impact at
Quonset Point in its manufacturing
processes,” said Tony Moniz, director of
manufacturing and planning at QP.
The cost savings achieved so far with
the employment of laser technology

U.S. Navy Awards Electric Boat $16M Contract
For USS Hartford Repair Work
T
he U.S Navy has awarded Electric Boat a $15.8 million contract to plan and perform repair work on
USS Hartford (SSN-768), a Los Angeles-class attack
submarine damaged March 20 in a collision with the Navy
amphibious ship, USS New Orleans, in the Strait of Hormuz.
Under the terms of the contract, Electric Boat will perform
planning work, material procurement and fabrication of a hull
patch and the bridge access trunk, as well as planning and
material procurement for the port retractable bow plane.
Electric Boat also will perform planning work on the sail to
restore USS Hartford to full-service condition. Work is
expected to be completed by Oct. 31.
Damaged in a collision in March, USS Hartford transits the Thames River
on its way to the Groton submarine base.

T
he U.S. Navy has awarded a contract to a Bath Iron Works-led
team for the construction of
Coronado (LCS-4), the second Littoral
Combat Ship (LCS) to feature an innovative, high-speed trimaran hull.
The 419-foot surface combatant ship,
equipped with open architecture-based
combat systems and computing environment developed by General Dynamics
Advanced Information Systems, will be
manufactured by Austal USA in Mobile,
Ala. It is scheduled for delivery to the
Navy in May 2012.
The Littoral Combat Ship is a key element of the Navy’s plan to address
asymmetric threats of the 21st century.
Intended to operate in coastal areas, the
ship will be fast, highly maneuverable
and geared to supporting mine detection/elimination, anti-submarine warfare
and anti-surface warfare, particularly
against small surface craft. The Navy’s
first trimaran LCS, Independence (LCS2), is in the final stages of construction
and testing in preparation for its upcoming sea trials.
This contract will support more than
500 jobs in Austal’s Mobile shipyard, as
well as more than 100 employees of Bath
Iron Works in Bath and Mobile, and
Advanced Information Systems in Pittsfield, Mass., Mobile and other locations.
“Recent maritime events have clearly
validated the need for the U.S. Navy to
have the capabilities offered by LCS.
We’re proud to be playing an important
role in fulfilling that need,” said Jeff
Geiger, president of Bath Iron Works.
“Our team is ready to apply the lessons
we’ve learned during the construction of
Independence (LCS-2) to help make

effective LCS it can be.”
The ship’s open architecture computing environment – another key factor in meeting
the U.S. Navy’s requirements for a flexible, reconfigurable mission ship – enables industry’s most capable, affordable, non-proprietary solutions to be incorporated into the its
core mission system. This computing environment, developed by the Advanced Information Systems team, provides a highly flexible information technology backbone that
allows “plug and play” integration of both the core systems and the LCS mission modules. It meets Navy open architecture requirements, strictly adheres to published industry standards and facilitates the integration of commercially available products. It also
allows for future growth and seamlessly integrates combat-system components to create
a core mission system solution that dramatically lowers acquisition and lifecycle costs.
Bath Iron Works is the prime contractor for the General Dynamics Littoral Combat
Ship Team. Partners include Austal USA (Mobile, Ala.); BAE Systems (Rockville,
Md.); Advanced Information Systems (Fairfax, Va.); L3 Communications Marine Systems (Leesburg, Va.); Maritime Applied Physics Corporation (Baltimore, Md.); and
Northrop Grumman Electronic Systems (Baltimore, Md.).
Bath Iron Works Marks DDG 111 Keel Laying
With First “Ultra” Unit
R
epresentatives of the U.S. Navy and Bath Iron Works recently participated in a
brief shipyard ceremony to mark the keel laying of Spruance (DDG-111),
BIW’s 33rd Arleigh Burke-class destroyer.
The Spruance keel unit, a 900-ton ship module, had earlier been moved to its shipbuilding station on BIW’s Land Level Transfer Facility (LLTF) using multiple self-propelled mobile transporters. This module, the first in BIW’s 124-year history to encom-

pass the full girth of the ship, from the keel
to the weather deck, is also the first Ultra
Unit to be completed in the shipyard’s new
Ultra Hall facility, which opened in 2008.
The 1.5 acre Ultra Hall allows BIW to
accomplish significantly more construction, preoutfitting and testing of ship units
indoors in climate-controlled conditions
that enhance workforce safety and productivity. Since inaugurating its LLTF in 2001,
the shipyard has steadily increased the size
and content of its ship modules, which has
improved shipyard efficiency and produced
significant cost savings for the U. S. Navy.
The Spruance keel unit represents the next
major step in the shipyard’s commitment
to construct high-quality, affordable ships.
Major “firsts” achieved in the construction of the Spruance keel unit included
installing thousands of feet of cable, completing compartment air tests, verifying
integrity of water tight doors, and completing pipe segment testing within the unit. All
of these activities have traditionally been
accomplished in later stages of construction.
This ship module is the most completely
preoutfitted and tested unit yet constructed
at the shipyard. These advances in production capability are moving the shipyard
toward even greater efficiencies on DDG112, the last ship of this class currently
under contract, and are paving the way for
efficient construction of DDG-1000, the
first ship of the Zumwalt-class destroyer,
which is now in its early stages.
DDG-111 is named to honor Admiral
Raymond A. Spruance, USN, whose calm
and decisive leadership at the Battle of Midway contributed to the pivotal American
victory. Leading Task Force 16 during the
battle, with two aircraft carriers, Spruance’s
disposition of forces and management of
available aircraft proved to be brilliant. His
decisions during that action were important
to its outcome, which changed the course of
the war with Japan.
Spruance is scheduled for delivery to the
Navy in the fall of 2010.
marines and resolve design issues with hardware being installed and tested on
submarines. Atwell later joined teams engaged in the design and manufacture
of components for Seawolf and Virginia-class submarines, developing expertise in the design, manufacture and operation of bearings for various mechanical applications. His capabilities in this area have been recognized by the
company and the U.S. Navy. Additionally, Atwell has mentored several new
engineers, providing them with the technical guidance vital to maintaining
the company’s capabilities.
Andy Bliss. Since joining Electric Boat in 1980, he has
combined strong analytical skills with a thorough understanding of the company’s processes and products. Bliss’s
contributions to the design and construction phases of several submarine programs, including the Virginia program,
have helped support increasingly aggressive build schedules.
He has also provided technical leadership in support of Bath
Iron Works’ Littoral Combat Ship, and is now a technical
lead in the design of the next-generation submarine, contributing valuable
input required for strategic and tactical decisions in the areas of concept
development, design and structural engineering. Working with the shipyard
organization to resolve construction issues in a timely way, Bliss, a lead internal structures engineer, also participates in the daily resolution of complex
problems, satisfying the requirements of the company and the customer.
John Kelley. Beginning his 26-year Electric Boat career as
a cooperative education student, he has demonstrated his
ability to solve difficult technical issues. As the engineering
supervisor in the propulsion plant pump group, Kelley oversaw the development and qualification of numerous pumps
used in the Seawolf and Virginia-class programs, and pursued design changes to make the pumps more affordable, an
effort that was recognized by the Navy. In the advanced component development group, he investigated new technologies for use in future
ship propulsion systems, and co-authored a license that allows other companies to employ Electric Boat’s intellectual property for component manufacture in adjacent markets. Kelley recently joined the propulsion plant valve
group, where he is supporting the company’s technical capabilities by helping
develop the talents of new engineers.
Bob Walsh. Since joining the company in 1981, he has
made significant contributions to the design and analysis of
a range of submarine mechanical systems including steering
and diving, masts and antennas, hydraulic accumulators,
ship-service hydraulic power plants and most recently,
hatches and operating gear. In Walsh’s current assignment as
supervisor of internal mechanical systems, he has established
himself as a subject matter expert on hatches and operating
gear, and is recognized by Electric Boat management and the Navy. His
group has successfully designed, manufactured, operationally tested and
shock qualified the 30-inch diameter hatches used by Special Operations
Forces and for submarine escape and rescue on Virginia-class and SSGN
submarines. Walsh is now leading a multidisciplinary team of engineers and
designers engaged in the development of the Virginia Payload Tube and
related operating gear.

examination of clinical practices, he
discovered that medical students
who assisted in childbirth often did
so after performing autopsies on
patients who had died from sepsis
(of bacterial origin). After he instituted a strict policy of hand-washing
with a chlorinated antiseptic solution, mortality rates dropped precipitously within three months, demonstrating that transfer of disease
could be significantly reduced by this
simple hygienic practice.
Thus began the science of infection control as practiced in every
hospital in the world today. From
this basic observational experiment,
we now have public-health policy
that recommends hand washing in
the community, in schools, childcare
settings and restaurants.
Simple and Effective
It’s hard to believe, but it has only
been a little over 160 years since the
human race discovered one of the
truly astonishing preventive measures against infectious diseases ...
hand washing.
As it is told, the story is set in the
maternity ward of a large clinic in
Vienna. There our hero, Dr. Ignaz
Semmelweis, noted that women were
dying of infections at an alarming
rate after giving birth. It’s said that
the women also noticed this as the
reports of the day suggest they
begged to be discharged immediately
after delivery so as not to succumb
as so many others had. Their concern was well-founded as the death
rate was five to 10 times higher than
a home delivery. It was at this time
that the visionary Dr. Semmelweis
changed the course of history by
making his medical students wash
their hands.
What Semmelweis discovered was
that most of the dead and dying
women had been treated by his medical students. Through meticulous

Why Not?
Since most infectious disease
experts generally cite hand washing
as the single most effective way to
prevent the transmission of disease,
you would think it would be pretty
much automatic for most people to
wash their hands. But it’s not. Why
don’t more people perform this simple act on a regular basis?
One theory is that people in general tend to discount the ability of
an everyday, simple, routine health
practice as having significant power
to impact deadly disease. In short,
despite the proven health benefits of
hand washing, many people don’t
practice this habit as often as they
should even after using the toilet.
Throughout the day germs accumulate on your hands from a variety
of sources. These include direct contact with people shaking hands or
close bodily contact, for instance. By
touching surfaces (such as door
knobs), foods, and animals or their
wastes, your hands become contaminated. Infrequent hand washing
makes it more likely that you’ll spread
the infectious material not only to
yourself but to others as well. You
spread these germs by touching your
eyes, nose or mouth. And you can
spread these germs to others by
touching them or by touching surfaces
that they may come in contact with.
While most people will get over a
cold, the seasonal flu can be much
more serious. Some people with the
seasonal flu, particularly older adults
and people with chronic medical
problems, can develop pneumonia.
The combination of the seasonal flu
and pneumonia, in fact, is the eighthleading cause of death among Americans, with more than 36,000 individuals dying each year.
Recently, much has been written
about a novel H1N1 virus AKA the
Swine Flu. What everyone needs to
know is that other than social distancing (keeping a distance from sick people), the most effective method of
infection control is hand washing.
And it’s not just colds and flu we’re
talking about. Other infectious diseases that spread through hand-tohand contact include several gastrointestinal disorders, such as infectious
diarrhea. Inadequate hand washing
contributes to frequent food-related
illnesses, such as salmonella and E.
coli infection. According to the Centers for Disease Control and Prevention (CDC), as many as 76 million
Americans get a food-borne illness
each year. Of these, about 5,000 die
as a result of their illness. Others
experience the annoying signs and
symptoms of nausea, vomiting and
diarrhea.
Do It Right!
Good hand hygiene comprises several acts and agents. The most common is the basic washing of your
hands with soap and water. In general, regular soap is fine. Antibacterial

soaps have become increasingly popular in recent years. However, these
soaps are no more effective at killing
germs than is regular soap. Many
experts suggest that the overutilization of these antibacterial soaps may
lead to the development of resistant
bacteria, meaning that they will
become resistant to these soaps. The
combination of scrubbing your
hands with soap – antibacterial or
not – and rinsing them with water,
loosens and removes bacteria from
your hands.
To properly wash your hands with
soap and water, you should:
Wet your hands with clean running water and apply soap. Use
warm water if it is available.
Rub hands together to make
lather and scrub all surfaces.
Continue rubbing hands for 20
seconds. Need a timer? Imagine
singing “Happy Birthday” twice
through to a friend!
Rinse hands well under running
water.
Dry your hands using a paper
towel or air dryer. If possible, use
your paper towel to turn off the
faucet.
If soap and water are not available, use alcohol-based gel to clean
your hands.
When using an alcohol-based
hand sanitizer it’s important to know
that they are actually more effective
than soap and water in killing bacteria and viruses that cause disease.
But they are not better at getting dirt
and grime off your hands. Commercially prepared hand sanitizers contain ingredients that help prevent
skin dryness. Using these products
can result in less skin dryness and
irritation than hand washing. At
Electric Boat we have begun to
install hand sanitizers throughout
many of our high traffic areas. They
contain the CDC recommended alcohol content.
We recommend that when using an
alcohol based sanitizer that you:

Rub your hands together.
Rub the product over all surfaces of
your hands and fingers until they are
dry.
If your hands are visibly dirty, however, wash with soap and water, if available, rather than a sanitizer.
When should you wash your
hands?
Although it's impossible to keep your
bare hands germ-free, there are times
when it's critical to wash your hands to
limit the transfer of bacteria, viruses
and other microbes.
