MESSAGE
My warmest greetings to the Philippines Society of Mechanical Engineers
- Qatar Chapter, as you launch the second quarter issue of your newsletter –
“PSME Oryx”.
For the last few years that I had worked with PSME - Qatar Chapter since its
chartering in Dec. 2009, I am very pleased with its accomplishments. The PSME
- Qatar Chapter has by far been a very active chapter of the PSME not only in
the Middle East region being the host chapter of the First Middle East Regional
Convention, but up to the National Level. Your theme “PSME – Qatar: Molding
Filipino Mechanical Engineers into a Competitive & Excellent Global
Professionals,” is indicative of your desire to reinforce the prominent role that
the PSME- Qatar Chapter plays in the implementation of Continuing
Professional Development (CPD) for boosting the global competitiveness of
your members in readiness for the ASEAN Economic Community (AEC) 2015
and Mutual Recognition Agreement (MRA) comes in April 2015.
Our continued presence as professionals in the Middle East and in other
parts of the globe is a clear manifestation of the confidence and trust in our
abilities as Mechanical Engineers by governments, state-owned and private
corporations and entities, as well as individual employers, whom some of you
have served for many years now. This indicates that you are ready and.
equipped as free flow of professional services will soon emerge between the
Philippines and ASEAN member countries
Lastly, I would like to congratulate all men behind the launching of the
second quarter issue of “PSME-Oryx” newsletter, headed by Engr. Ferdinand C.

WELCOME MESSAGE
It gives me immense pleasure to welcome all avid readers and enthusiastic
members to the 2nd Quarter Issue of our Newsletter – “PSME ORYX” which coincide
with our 2nd General Membership Meeting and Seminar 2014.
2014.
We are once again entering another quarter of the year of threading the
society’s mandate. And, to use an analogy from the sport of basketball, we are
entering the last two minutes. In the remaining two quarters of our term, we will not
waste a single second; every meaningful contribution of every member will help us to
win the goals to achieve true progress.
With the theme “PSME–
“PSME–Qatar: Molding Filipino Mechanical Engineers into a
Competitive & Excellent Global Professionals”, we are more inspired to expand our
reach further beyond the borders of this region by bringing together most of the
mechanical professional practitioners and colleagues from various industries to
discuss the latest trends and advances in technology to be globally competitive and
cope up with fast changing global market. This newsletter provides all participants
an opportunity to abreast his technical knowledge, information and collaborate on
new ideas to strengthen and develop the advancements we’ve achieved this far.
As a dedicated member united by our collective aspirations, we indeed
displayed extraordinary spirit throughout this quarter, despite the challenges that
we endured one after the other. We are proud to have achieved so much this second
quarter. The society continues to have a regular technical seminar for your personal
development and education program.
Through the cooperation of our energetic Board of Directors, and the undying
support of our chapter advisers, we are finding solutions to provide sufficient
technical knowledge. Therefore, it is not surprising that through the continued
implementation of our educational programs; well equipped Mechanical Engineers in
the local market are being filled with self confidence to propel their chances of
competitiveness.
Let us always make the most of every opportunity to work for the benefit of the
vast majority. After all, we are the only ones who can set our limitations. Our minds
remain open, and we are always ready to listen to those with meaningful ideas that
can help to expand and make permanent reforms.
Through the guidance and love of God, we are truly moving closer and closer to
the bright future we aspire to. May we all have an enjoyable and fruitful reading.

PSME-Q ( The Philippine Society of Mechanical Engineers – Qatar ) celebrated its 1st General Membership Meeting and
Seminar on “ HVAC Instrumentation Control – Basic BMS System" last 21st March 2014, Friday at the very classy ORYX
ROTANA HOTEL in Old Airport Road, Doha Qatar with an event theme : “ PSME QATAR : Shifting Gears Toward
Innovative Integration of all Mechanical Systems in Building Services ”.

It was a great PSMEIANS family affair along the foyer hall where every
delegates had logged their registration followed by a welcome morning
coffee drinks while having fellowship and acquaintances with their
colleagues in profession. There were 96 members of that lovely day has
jointly graced the occasion along with the sole Sponsor, Guests and
Philippine Embassy dignitaries which was spear headed by Hon. Leopoldo B.
De Jesus - Labor Attache II Philippine Overseas Labor Office, Doha Qatar.
The event was a full package as it started off with the opening by able emcees Ms. Excel and Engr. Edwin C. Hedia who took control the floor and
introducing a very vivid programme presentation.

The chapter President has emphasized that innovative integration
changes are demonstrating the role and responsibilities of the
mechanical engineers in developing emerging technology to improve
the reliability and sustainability of the building operation with total
building solutions which will increase the building’s value and
efficiency over the entire life cycle. An Inspirational speech message
was given by Hon. Leopoldo B. De Jesus. He also congratulated and
thanked PSME Qatar for its continuous participation in the embassy’s
events and activities. Furthermore, he hailed the teamwork displayed
by PSME-Qatar for getting the approval from the PRC to hold the
SPLBE 2014 for RME in Doha Qatar. In his inspirational speech he also
encouraged all those who were present to aim for a higher level of
professional advancement and become globally competitive. He also
said that his office is open to support the chapter’s goals for its
members and the community at large. During the event, our special
guest from IIEE-SQC 2014 President Engr. Christopher M. Cadiente,
had jointly graced the occasion in support to the chapter’s celebration.
Hon. Leopoldo B. De Jesus was awarded a Plaque of Appreciation by
PSME Qatar for his unwavering support to the society.

IPP Engr. Bernardo C. Romanes vested the induction of 17 new PSME Qatar chapter members during the event’s
ceremony held at Oryx Rotana Hotel.
Among the highlights of the program was the Oath-taking Ceremonies of New PME and two new RME
who took their oath before the Hon. Leopoldo B. De Jesus namely: Engr. Eduardo Gadiano , PSME-Q PME
Board Passers 2013 and Engr. Eric Remolacio & Engr. Bryan John Virtudazo PSME-Q RME Board Passers
2013. Their professional achievements was recognized by the chapter and witnessed by their family,
love ones and friends who supported them thru thick and thin. Congratulations messages were poured
from their colleagues and mentors.

The Technical Presentation took place next and with the event main technical resource speaker lead by
an expert in control system focusing on HVAC Instrumentation Control – Basic BMS system, Engr. Rodel
R. Dalida had showcased his BMS technical presentation to suit Individuals that are looking to gain a
fundamental understanding of control processes and application of Direct Digital Control (DDC) in the
HVAC sector, or engineers seeking to enter toward innovative integration in the field of Building
Management System (BMS) controls.
After the mind blowing technical stand up, all Q & A portion has served to the satisfaction of the
audience then to conclude his role, he was recognized and presented a memento in appreciation of this
dedicated contribution to the society during the event.
Proudly present the lady auxiliaries force and elite functionary committee, behind the scene
who were responsible for the success of the 1st General Membership Meeting & Seminar
2014. We have a saying that “ together as one, we will make the job well done!“

BASIC DESIGN OF HVAC SYSTEM – PART I
To substantiate the chapter’s 2014 objective, PSME Qatar Chapter has successfully
completed their technical Seminar on “ Basic Design of HVAC System – Part I ” @ ORYX
ROTANA HOTEL, Old Airport Road, Doha Qatar. The event was held for two weekends
which started last 11th April 2014 and ended on 18th April 2014 .

Upholding the PSME Qatar Chapter’s commitment to enrich the member proficiency and who actively
pursues growth and development, PSME-Q has successfully organized a Project Management – Basic
Training Course on Primavera P6 Professional Release 8.3.2 ( Latest Version ) which took place at Century
Hotel Doha Last May 16, 23 & 30, 2014. The technical resourced speaker, Eng’r Arnold M. Puy, MBA whose
knowhow, expertised and experienced in topics discussed is beyond comparable with continuous
dedication to promote more mechanical planners in the field of engineering.

INDEPENDENT CONTROL VALVE TECHNICAL SEMINAR
PSME Qatar Chapter team has attended a technical Seminar on “Hydraulic
Systems & The Application of Pressure Independent Control Valve ” which was
organized by Leminar Air Conditioning Co. & Frese, Denmark held in Giwana Ball
Room, Radisson Blu Hotel ,Doha last May 7, 2014.

SOCIAL COST OF MIGRATION & FINANCIAL
LITERACY SEMINAR
On 30th May 2014, in coordination with Philippine Embassy Doha, PINOYWISE, ATIKHA, PSME Qatar Chapter
has recently organized and sponsored the Social Cost of Migration & Financial Literacy Seminar in Oryx
Rotana Hotel, Airport Road Doha Qatar. The objective of the program is to educate everyone in
understanding concepts on savings, investing, budgeting, borrowing and getting out of debt which is
common to an OFW’s, financial goals & dream map, strategies to achieve dream for migration and most of
all is all about issues confronting expatriates and their families abroad. It is also aimed for a personal
development which was inline with the chapter’s objective as well as the advocacy of the Philippine
Embassy.

MIGRANT WORKER’S DAY CELEBRATION
The PSMEIAN’s expatriate working with Qatar Airways, who helped a passenger
recover as much as $82,500 in cash from “a group of other nationalities” at Doha
International Airport (DIA) early this year, has been honored.
Engr. Rodel C. Vinluan received a citation from the Philippine Overseas Labor Office
and Overseas Workers Welfare Administration (POLO-OWWA) during the Migrant
Workers Day celebration on 8th June 2014, Sunday.
The event was attended by H.E. Ambassador Crescente R.Relacion with his staff, Hon.
Leopoldo B. De Jesus with his staff, PSME-Q Chapter President, Engr. Ferdinand C.
Aves and other members of the Filipino community organizations who witnessed the
recognition of award to Engr. Rodel C. Vinluan. He was cited for the way he dealt with
an incident at the DIA on January 18th when a passenger travelling to Istanbul on
Pegasus Air flight PC601 reported that he had lost his money pouch containing $82,500
in the washroom. The circular noted that Engr. Vinluan was also recognized by Qatar
Airways CEO Akbar al-Baker for his “excellent service he provided to a passenger in
need and demonstrated the value of an effective security team provides at DIA”. Engr.
Vinluan joined Qatar Airways as a CCTV and access control security agent in 2011.
According to Engr. Rodel C. Vinluan was at the transit area when he saw the Istanbulbound passenger rushing to the control room to report the incident to Qatar Airways
security and Ministry of Interior (MoI) personnel. Together with his supervisor,
immediately reviewed the footage and saw that the money was stolen by “a group of
other nationalities” who had put the money in a bag and divided it among themselves.
With the co-ordination of MoI and Qatar Airways security personnel, the money was
recovered and returned to the owner.

PHILIPPINE PROFESSIONAL ORGANIZATION

The Philippine Professional Organization (PPO) held its first & second meeting on 26th February &
10th March 2014 at New POLO/OWWA office and Philippine Embassy, respectively. The said
meeting was held in preparation for the 2014 Professionals’ issues and other activities. PPO is an
integrated organization for a common goal and mandate which includes the professional institutes of
Mechanical Engineers, CPAs, Electrical Engineers, Civil Engineers, Nurses, Radiologists, Physical
Therapist, Dentistry, Teachers, Architects, Electronics and Communication Engineers. The Executive
Order 835 has been passed and empowered the PRC to conduct Special Licensure Board Examinations
(SPLBE) to Overseas Filipino Workers (OFW) in the State of Qatar, Saudi Arabia and United Arab
Emirates. Examinations for Mechanical Engineers, Certified Public Accountants, Registered Electrical
Engineers and Master Electrician, Electronic Engineers, Nurses and Architects can be taken in these
locations. This is the core mandate of the PPO to assist the government authorities in the conduct of
SPLBEs every year. Currently, there are four testing centers in the Middle East: Doha in Qatar, Riyadh
and Al-Khobar in KSA and Abu Dhabi in UAE. PPO helps in facilitating the Special Professional
Licensure Board Examinations (SPLBEs) in cooperation with POLO/OWWA and the Embassy. They
planned and implemented a coordinated program for the Philippine professional organizations in
preparing their respective member-examinees for the SPLBE such as processing and submission of
PRC application forms, certificates and records, and other necessary documents that may be required.
For the past five years, the program has produced hundreds of licensed Filipino Professionals in Qatar.
All candidates who have completed the required documents and have been confirmed to sit for the exam
should come at the PSD venue early morning on 3rd, 4th & 5th October 2014 (Tentative). The PPO
Chairman, Frank C. Jamandre also encourages all the concerned examinees and other aspirants to
contact their respective organization for further queries and clarifications.
116th Philippines Independence Day
Celebration 2014
The PSME Qatar Chapter joined hands to celebrate the 116th anniversary of the Proclamation
of Philippine Independence with a flag hoisting ceremony at the Philippine Embassy ground
which was spearheaded by the chapter President, Engr. Ferdinand C. Aves and PIDC
Chairman, Engr. Simeon C. Gonzales. During the ceremony Labour Attaché Leopoldo B De
Jesus, Vice Consul Kristine F Bautista and Ambassador Crescente R. Relacion read the
messages of Department of Labour and Employment Secretary Rosalinda Baldoz, Foreign
Affairs Secretary Albert F Del Rosario and President Benigno S Aquino III, respectively. This
year’s theme is “Pagsunod sa yapak ng mga dakilang Pilipino, tungo sa malawakan at
permanenteng pagbabago” (Following the footsteps of great Filipinos, towards inclusive and
permanent change) which H.E. Ambassador Crescente R. Relacion expressed gratitude to all
Filipino organizations in Qatar for their support to the Philippine Mission and his intention to
leave a legacy as he wraps up his term at the end of the year. The Philippine embassy officials
and community organizations welcomed Mr. Leo Martinez and Ms. Katya Santos at the
chancery. The Filipino comedian Leo Martinez and model-actress Katya Santos had added
excitement to the crowed during the event and both have also performed live in Doha for the
116th Philippine Independence Day celebration (PIDC) at Al Wakrah Sports Club the following
day with cultural performances, especially the traditional presentation of the evolution of the
Philippine flag which will be highlighted during the opening ceremony.

PSME Qatar Toastmasters Club has grown from
strength to strength over the last few months. To keep
this uptrend in motion, the top tier management of
PSME Qatar Toastmasters Club, led by President TM
Edwin M. Marcos, VP-Education TM Simeon C.
Gonzales, and VP Membership TM Ferdinand C. Aves,
set out to encourage and develop the most important
asset of self development. The club has finally
chartered last 25th March 2014 which was held in
ASIAN Restaurant Doha and graced by the AG
Thayalan Kailayapillai and DTM Gil Balangan.

“ TOASTMASTERS ANNUAL CONFERENCE – QATAR 2014 ( TACTAC -Q 2014 ) “
PSME Qatar Toastmasters Club 03457349, Area 12 joined the Toastmasters Annual Conference Qatar 2014 which was headed by PSME-Q
Chapter President & PSME Qatar TMC VP-Membership, TM Ferdinand C. Aves and PSME-Q Chapter Adviser & FIL-GS Qatar Toastmasters
Club President TM Reynaldo B. Castillo together with PSME-Q Board of Director, TM Carlos C. Bien and PSME-Q member, the energetic TM
Julius A. Espina as they clustered at Al Dostur Hall, Dukhan on 25th April 2014. The event officially started at 9:00 am with cultural
presentation presented by DPS-MIS school and everyone was welcomed by Division Area Governor DTM Juttas Paul. Contest participants
comprising seasoned speakers of various nationalities and coming from different clubs in Qatar under Division E, District 20. Various Areas
had showcased their best of the best speakers to vie for the chance to compete in the International Speech Contest where the winner will
go to Malaysia and be the Division representative in the global search for the Ultimate Toastmasters International Speaker. Prior to the
main event, speech competitions were also conducted starting from the Impromptu Speaking with the topic “We can’t change the
direction of the wind but we can adjust our sail to reach our destination”. Representatives from different clubs tackled and expounded
on the topics in their best ways to earn the favor of the judges. After the said competition are the Humorous Speech contest and the
Speech Evaluation Contest, all with English and Arabic Categories. At the end of the event, many have won and many have failed as well. .
This however, leads both to a win-win learning experience towards the Toastmaster ultimate goal of Refining Quality Leadership and
Excellence in the world of public speaking.

Congratulations! President TM Edwin Marcos, Excom, and all members of PSME – Qatar
TM Club.
It’s amazing that a club that was launched in September 2013 and chartered in March
2014 has achieved “Distinguished club” status within few months.
Wonderful!!!. Ever since the club was chartered, have taken every step very carefully and
ensured that were not missing out any of the possible requirements.

ABOUT WELDING

Welding -Is the most economical and efficient way to join metals permanently. It is the way of joining two or
more pieces of metal to make them act as a single piece.
Types of Weldable Materials- Cast Iron, Carbon Steel, Low Alloy, Stainless Steel, Aluminum, Magnesium, Copper,
Nickel, Titanium Lead, Zinc, Thermoplastic, Thermosets, Elastomers, Ceramics & Dissimilar materials.
Welders are employed in many industry groups, machinery manufacturers, power plants, oil and gas,
construction, and mining.
Welding Methods:
MMAW or SMAW
Welding with stick electrodes is called Manual Metal Arc Welding (MMAW) welding or Shielded Metal Arc
Welding (SMAW). It is the oldest and most versatile of the various arc welding processes.
TIG or GTAW
TIG (Tungsten Inert Gas) welding or Gas-Shielded Tungsten Arc Welding (GTAW) is a process, which uses a nonconsumable solid tungsten electrode.
MIG/MAG or GMAW
With MIG (Metal Inert Gas) or MAG (Metal Active Gas) welding also called Gas-shielded Metal Arc Welding
(GMAW) an arc is maintained between a continuous solid wire electrode and the work piece.
Flux Cored Arc Welding (FCAW)
Flux Cored Arc Welding is quite similar to MIG/MAG welding as far as operation and equipment are concerned.
However, the electrode is not solid but consists of a metal sheath surrounding a flux core.
Plasma Arc Welding
Plasma Arc Welding is a process, which is very similar to TIG welding. It is a development of the TIG method.

Weld Joints Types:
Butt joint welding- is a welding technique used to connect parts which are nearly parallel and don't overlap.
Lap Joint- - a type of joint between two is overlapping metal parts in parallel planes.
T- type of joint produced when two metal parts are perpendicular to each other, forming the shape of the
letter "T.“
Corner Joint- A type of joint between two metal parts located at right angles to one another.
Edge Joint -A type of joint in which the surface of the two metal parts to be joined are parallel to one
another.

Samples of weld defect only focus on common type but there are a lot of weld defect, remember an indication
can be a called defect once it is compare to acceptance criteria per the require standard such as ASME, API, BS
etc..
WELDING RODS SAMPLE:
Filler Metal (normally use for TIG or GTAW welding)
Electrode (normally use in SMAW or MMA welding)
HOW TO QUALIFY A WELDING PROCEDURE SPECIFICATION (WPS) AND A WELDER
WELDING PERFORMANCE QUALIFICATION TEST (WPQT)- A test administered to a welder to determine the
welder's capacity to perform a specific welding application. Welding performance qualification tests are specific to
a WPS.
WELDING PERFORMANCE QUALIFICATION RECORD (WPQR)- written document that records the results of a weld
that has undergone weld testing and inspection (Refer to ASME Section IX latest edition Article 3).
WELDER QUALIFCATION OR CERTIFICATION-Welders are qualified through the testing of weld coupons. Weld
coupons are produced in accordance with the requirements of a Weld Procedure Specification (WPS). Other
variables are defined by the physical characteristics of the weld coupon and the manner in which it is welded to
determine the limits of the welder’s qualification (Refer to ASME Section IX latest edition Article 4).
WELDING PROCEDURE SPECIFICATION (WPS)- A WPS is a standard operating procedure developed by the
manufacturer that provides the welder with instructions for producing welds that will meet all Code requirements.
The WPS defines the conditions and limits under which a weld may be performed. Section IX defines specific
“essential variables” for the weld processes (Refer to ASME Section IX latest edition Article 5).
NOTE; WPS & Welder will be qualify once it satisfies the Visual, Non Destructive Test (NDT) such as radiography,
Ultrasonic, Penetrant Test, Magnetic Particle Test & Mechanical Testing such as Bend& Tensile, Impact. Test,
Macro Etch & Hardness Survey all as require by the international standards.
