PROSPECTUS FOR THE COMMON ENTRANCE TEST FOR ADMISSION INTO SUPER SPECIALTY (SECOND P.G.)
COURSES AVAILABLE IN THE COLLEGES LOCATED IN AP AND TELANGANA FOR THE ACADEMIC YEAR 2016 - 17
1. The following regulations shall apply to the common Entrance Test for admission into
Super Specialty (Second P.G.) courses available in the colleges located in AP and Telangana.
(a) Candidates who have completed PG course (MD/MS/DNB) or completing the course by 31st July,
2016 are eligible to apply. However, such candidates should submit proof of pass and marks

memos (internet marks memos) before 9 August’ 2016 in person to the Convener,
PG Admissions Committee, Dr.NTRUHS, Vijayawada.
2. NUMBER OF SEATS.

3. RESERVATIONS:
3.1
All the seats are to be filled by open competition since these courses are second
PG courses and subject to Regulation at point 5.3 of this prospectus.
3.2
Reservation for local candidates
3.2.1
3.2.2
Admission to 85% of Statewide seats shall be reserved in favour of Andhra & Nagarjuna
University Area, Osmania & Kakatiya University Area and Sri Venkateswara University
Area in the ratio of 42:36:22 respectively as per the rules and the procedure specified in
Annexure-IV of G.O.P.No.646, dated 10-7-1979 Education (W) Department of
Government of A.P as amended from time to time. The remaining 15% of seats are
unreserved seats.
The admission to 85% of non-statewide seats shall be reserved in favour of local area as
per the rules and the procedure specified in Annexure III of G.O.P. No.646, dt.10-7-1979,
Education (W) Dept., of Government of A.P as amended from time to time. The remaining
15% of seats are Un-reserved seats.
Definition of local areas and local candidates
3.3
3.3.1
Local Area
The part of the State comprising the districts of Srikakulam, Vizianagaram,
Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam be
regarded as Andhra University Area.
3.3.2
The part of the State comprising the districts of Adilabad, Hyderabad, (including twin
cities), Ranga Reddy, Khammam, Karimnagar, Medak, Mahaboobnagar, Nalgonda,
Nizamabad and Warangal shall be regarded as the Osmania University Area.
3.3.3
The part of the State comprising the districts of Anantapur, Kurnool, Chittoor, Kadapa
and Nellore shall be regarded as Sri Venkateswara University Area.
3.4 LOCAL CANDIDATES:
3.4.1
A candidate for admission shall be regarded as a local candidate in relation to a local
area
a)
If he/she studied in an educational institution or educational Institutions in such local area
for a period of not less than four consecutive academic years ending with the academic
year in which he/she appeared or as the case may be, first appeared in the relevant
qualifying examination,
or
b)
Where during the whole or any part of the four consecutive academic years ending with
the academic year in which he/she appeared or as the case may be, first appeared for
the relevant qualifying examination, he/she has not studied in educational institutions, if
he/she had resided in that local area for a period of not less than four years immediately
preceding the date of commencement of relevant qualifying examination in which he/she
appeared, or as the case may be, first appeared.
3.4.2. A candidate for admission to any course of study who is not regarded as a local candidate
under sub-regulation 3.4.1 above in relation to any local area shall:
i)
If he/she has studied in educational Institutions in the State for a period of not less than
seven consecutive academic years ending with the academic year in which he/she
appeared or, as the case may be, first appeared for the relevant qualifying examination, be
regarded as a local candidate in relation to:
a)

Such a local area where he/she has studied for the maximum period out of the said
seven years.
or
Where the periods of his/her study in two or more local areas are equal, such local area
where he/she has last studied in such equal periods.

ii)
If, during the whole or any part of the seven consecutive academic years ending with the
academic year in which he/she appeared or as the case may be first appeared for relevant
qualifying examination, he/she has not studied in the educational institution in any local area,
but he/she has resided in the State during the whole of the said period of seven years, be
regarded as a local candidate in relation to
a)
b)
Such local area where he/she has resided for the maximum period out of the said period
of seven years.
or
Where the period of his/her residence in two or more local areas are equal, such local
area where he/she resided last in such equal periods.
Explanation - (for purpose of this Sub-regulation)
i)
"Educational Institution" means a University or any educational institution recognized by the
State Govt. or University or other Competent Authority.
ii)
"Relevant qualifying examination” in relation to admission to any course of study, means the
examination, a pass in which is the minimum educational qualification for admission to such
course of study:
iii)
In reckoning the consecutive academic years during which a candidate has studied, any
period of interruption of his/her study by reasons of his/her failure to pass any examination
and any period of his/her study in a Statewide University or a Statewide Educational
Institution, shall be disregarded.
iv)
The question whether any candidate for admission to any course of Study has resided in any
local area shall be determined with reference to the places where the candidate actually
resided and not with reference to the residence of his/her parent or guardian.
3.5.1
While determining under sub-regulation 3.2.1 the number of seats, to be reserved in favour
of local candidates, any fraction of seat shall be counted as one provided that there shall be
atleast one unreserved seat and there shall be atleast one seat allocated for local candidates
in respect of each local area.
3.5.2
The above sub-regulation shall not apply in relation to any course of study in which the total
number of available seats does not exceed three.
3.5.3
While determining under sub-regulation 3.2.2 the number of seats, to be reserved in favour
of local candidates, any fraction of seat shall be counted as one provided that there shall be
atleast one unreserved seat.
3.6
If a local candidate in respect of a local area is not available to fill any seat reserved or
allocated in favour of a local candidate in respect of that local area, such seat shall be filled
in as if it had not been reserved.
3.7
The applicants who claim to be local candidate with reference to regulation 3.4.1(a) or
3.4.2(i)shall produce study certificate / certificates issued by the Heads of Educational
Institution / Institutions concerned, indicating the details of the year or years in which the
candidate has studied in the said educational institution in such local area for a period of not
less than four / seven consecutive academic years ending with the academic year which he /
she appeared, or as the case may be first appeared for the qualifying examination.
Those who did not qualify as a local candidate under sub regulation 3.4.1 (a) and 3.4.2 (i) but
claim to qualify by virtue of residence shall produce a certificate issued by an officer of the
Revenue Department not below the rank of a Mandal Revenue Officer in independent charge

of Sub Taluk/Mandal in the form annexed to G.O.P.No.628. Education dated the 25 July,
1974, appended to the application form with necessary modification (Annexure-I).
3.8
3.8.1
The following categories of candidates are eligible to apply for admission to the remaining
15% of unreserved seats
All candidates defined under Regulation 3.4

3.8.2
Candidates who have resided in the State for a total period of ten years excluding periods
of study outside the State or either of whose parents have resided in the State for a total
period of ten years excluding periods of employment outside the State.
3.8.3
Candidates who are children of parents who are in the employment of the State or Central
Government, Public Sector Corporations, Local Bodies, Universities and other similar
Quasi Public Institutions within the State.
3.8.4
Candidates who are spouses of those in the employment of the State or Central
Government, Public Sector Corporations, Local Bodies, Universities and Educational
Institutions recognised by the Government, a University or other Competent Authority and
similar other Quasi Government Institutions within the State.
3.8.5
Candidates who are employed in the State Government Undertakings, Public Sector
Corporations, Local Bodies, Universities, and other similar Quasi Public Institutions within
the State.
3.8.6
Candidates who are spouses of the local candidates as per the regulation 3.4.
NB: Relevant certificates shall be attached to the application in respect of their claim. In
respect of residence, the certificate should be obtained from the revenue authorities not
below the rank of Mandal Revenue Officer.
4. APPLICATIONS:
4.1
The on-line application form will be available in the website http:// www.drntruhs.org
from 08-07-2016 (Friday) to 18-07-2016 (Monday) 5.00 p.m.
Note: The candidates are advised to take a printout of the Prospectus / Instructions to fill
the application form from the website http://ntruhs.ap.nic.in or from www.drntruhs.org
before proceeding to fill the application form.
4.2
The candidate should fill the online application form available in the Website with the data
required-for, through internet. The online application form can be filled through any
computer with internet connection (home/internet café/net center). The candidate is
advised to fill the online application form after going through the Prospectus by keeping all
the Certificates, Scanned Photo and Signature in the .jpg/.gif format separately (as shown
below) (step-1) and ready to enter his/her correct data and upload the photo and signature
after the payment of application fee through Online.

The fee paid by the applicants is not refundable under any circumstances.

in support of eligibility as per Presidential order.
g. All marks memos of PG Degree / DNB and final MBBS part II.

8. Post payment done, User will get User ID to your registered email ID and Mobile Number.

4.2.2
HOW TO SUBMIT APPLICATION
After Click on Application form link in website. The screen will ask for Application No. as USER ID and
Date of Birth (DD/MM/YYYY) as password (Example: 02/10/1984) to proceed for the application
submission. The USER ID and password also shared through e-mail and SMS after successful
registration.

After Logging in, candidate can view the details he filled in the previous form. To continue
completing the application form candidate needs to click on Complete application Form button
on top right corner of the screen.
All the fields marked with ‘*’ are compulsory in the form.
The candidate will be allowed to take a copy of printout at any time, but editing/ adding
information is not allowed once the application is submitted.
The main application form is consisting of 3 tabs (General Information, Qualifications, Marks
and Declaration) to collect all the required information.
Applicant can also see the display of message Fields marked with ‘*’ are compulsory. Click on
OK button to proceed to fill the online form to fill the application.
The candidate will be allowed to take a copy of printout at any time, but editing / adding
information is not allowed once the application is submitted.
The main application form is consisting of 4 tabs (General Information, Qualifications, Marks,

The applicant has to upload his/her Photo and Signature in the prescribed format by clicking
on the link on the General tab in the application form.

Click on the browse buttons to upload the photos and signatures from local machine. Only
jpg/gif images can be uploaded which are maximum 80kb in size each.
By clicking on browse button and selecting the file, the image is automatically displayed as
File name. Click on SUBMIT button will submit the photo. Then close the upload photo and
image screen to come back to the original form.
Click next to fill the remaining information on remaining tabs.
On the Declaration tab fill the CAPTCHA and Click on I agree Check box to give declaration

4.3
After completing the data entry in all pages of the online application and after submitting
the data through online, the candidate should take the print-out of the filled-in online
application form. The candidate should note the Barcode application number which
appears on the printout of application for future reference.
4.4
The candidate should paste a recent passport size photograph in the space provided in the
print out of online application form. The Photo should be attested by Gezetted Officer/
Principal of the college (identical to the photo that used for scanning)
4.5
The candidate should enclose the attested copies of required certificates to the print-out of
the online application form in support of his/her claim.
4.6
The candidate should sign at the declaration area in the print out of the online application
form without fail.
4.7
LAST DATE FOR SUBMISSION OF PRINTOUT OF FILLED-IN ONLINE APPLICATION
FOR REGISTRATION IS 05.00 P.M. on 22-07- 2016.
4.7.1
The candidate should submit the print-out of the filled-in online application alongwith the
attested copies of required certificates to The Convener, PG Admissions Committee,
Dr. NTR University of Health Sciences, A.P. Vijayawada - 8 either by post or in person
on or before 5.00 PM on 22-07-2016. The candidate shall clearly superscirbe on the cover
the name of the course applied for “SS ET-2016”.
4.7.2
Application forms received without enclosing copies of required certificates, incomplete
applications, without signing declaration, applications received after last date and time will
stand automatically rejected. Postal delay or loss in transit will not be condoned.
Application forms of ineligible candidates will be summarily rejected.

The candidature of the applicant will not be considered for SS ET - 2016 unless the
printout of application form is submitted to the University alongwith the requisite
enclosures on or before the cutoff date. The University holds no responsibility for postal
delays / Loss in Transit.

The Entrance test committee is taking every precaution to grant eligibility to all the
eligible
candidates who have fulfilled all Statutory Regulations to appear for SS ET
2016 and registered by enclosing all the documents including payment of fee. If the

If the candidate unable to download the Hall Ticket during the scheduled notified time,

he/she can represent in person to the University before 29 July’ 2016 by 2.00 PM and
give his/her particulars ie., name, application No., particulars of fee payment duly
explaining about the difficulty in down loading the Hall Ticket. No other mode of
representation will be considered. Representations received after 29th July’ 2016 will not
be entertained. Representations for alteration of category, area will not be entertained.
ELIGIBILTY:

(a) Candidates who have completed PG course (MD/MS/DNB) or completing the course by
31st July, 2016 are eligible to apply. However, such candidates should submit proof of

pass and marks memos (internet marks memos) before 9 August’ 2016 in person to
the Convener, PG Admissions Committee, Dr.NTRUHS, Vijayawada.
(b) Qualifications required to apply for the courses are noted against each in column (2) of
the table at Regulation 2 above.
Candidates who are already studying D.M/M.Ch course shall not be permitted to appear for
the entrance test unless they discontinue the course by remitting the bond amount and
stipend drawn upto that date before submitting the application form. Such candidates shall
have to submit a certificate issued by the head of the institution to that effect alongwith the
application form in the proforma appended as Annexure-II.
Note:
If a candidate is found to have concealed any information regarding this matter, the
registration of such a candidate is liable to be cancelled. Further disciplinary action will be
taken by the University against him/her.
5.3
The candidates shall be local or non-local as per G.O.P.No.646, dated 10th July, 1979 of
Education (W) Department of Government of Andhra Pradesh as amended from time to time.
6.
HALL TICKETS: The eligible candidate shall download the Hall Ticket through online from

28 July, 2016 from the website http://www.drntruhs.org by entering his/her Application
Number and Date of Birth as (DD/MM/YYYY).

2. Password: DD/MM/YYYY (date of birth)
Ex. If the Date of Birth of the candidate is 3rd January, 1980 enter as 03/01/1980.
7.
ENTRANCE TEST:
7.1
Computer Based (Online) Entrance Test will be conducted for admission into the Super
Specialty courses.
7.2
The Entrance Test will be conducted on 31
Vijayawada and Visakhapatnam.
7.3
Each subject will have a separate question paper consists of 100 multiple choice questions
in the subject concerned.
7.4
The duration of Examination is 90 minutes.
7.5
All the questions will be of one best / correct response type having four alternatives.

Each answer with correct response shall be awarded one mark.

There is no negative mark for incorrect response.

Zero mark will be given for the questions not answered.

The merit list for the qualified candidates shall be prepared on the basis of marks
obtained in the entrance test separately for each course subject to sub-regulation 7.6.
Minimum marks required to qualify in the entrance test shall be 50%.

MERIT LIST:
7.6
7.6.1
Ranks will be prepared basing on the Marks obtained in Entrance Test.
7.6.2
The candidates who secured a minimum of 50% marks in the Entrance Test will only be
qualified to appear for the counseling
7.6.3
Merit list will be prepared and rank shall be allotted in the order of merit based on the
marks obtained in the Entrance Test.
7.6.4
In case of tie of marks in the Entrance Test, the following criteria shall be adopted for fixing
merit.
1.
In case of tie in ET marks, the marks in the Qualifying Examination i.e., MD/MS/DNB shall
be taken into consideration for fixing the merit of the candidates.(DNB candidates should
also submit copies of marks memos failing which the % of marks in DNB will be taken as
50% and incase any PG (MD/MS) candidate has not submitted copies of Marks memos, in
such cases also 50% will be taken into consideration while fixing the merit of the
candidates in tie).

In case of tie in MD/MS/DNB marks, the marks in the subject of Medicine in final MBBS
shall be taken into consideration for DM courses, and marks in the subject of Surgery in
Final MBBS shall be taken into consideration for M.Ch courses.

If there is still tie, elder in age will be preferred.
NOTE: If the candidate fails to submit any or all the marks memos of PG/DNB/FINAL MBBS, the
percentage of marks in qualifying Examination / Medicine / Surgery of final MBBS will be
considered as 50%.
7.7
Marks of the candidates in the order of Hall Ticket numbers and in the order of ranks shall
be displayed in the notice boards of the Medical Colleges where the specialty courses are
offered and at Dr. NTR University of Health Sciences, Vijayawada. The results will also be
placed in the University Website. The results of the Entrance Test will not be
communicated to the candidates individually.
7.8:
Mere permission to appear for the Entrance Test is not a guarantee for admission, unless
he/she fulfills all the criteria as laid down in prospectus at the time of counseling.
ENTRANCE TEST – GENERAL INSTRUCTIONS – DO’S AND DON’T’S
7.8.1
7.8.2
Candidate should report at the test venue one hour before the start of the test. No entry
will be permitted after 10.30 AM. i.e., commencement of Examination process.
7.8.3
Candidates taking the Entrance Test will be subjected to thorough frisking before being
allowed into the hall at the stipulated time.
7.8.4
Biometric finger print and image capture will be done for every candidate on the day of
Examination inside the Examination hall by the authorized personnel.

7.8.5
Carry only Hall Ticket and original ID inside the hall. No candidate will be allowed to take
the examination without producing the valid Hall Ticket and photo ID. The candidate has
to submit a copy of Hall Ticket and photo ID to the invigilator. Therefore candidates are
advised to attend with copies of Hall Ticket and photo ID.
7.8.6
The Examination will be Computer Based (Online) Test. Check the seating plan and
identify the room/lab allotted as per his/her hall ticket number.
7.8.7

Any candidate resorting to malpractice in the Entrance Examination will have his/her
examination invalidated and will be disqualified from appearing for Entrance Examination
for the next 3 years.
If a person impersonates a candidate, he/she will be disqualified from appearing for any
Entrance examination for five years and if he/she is not on University rolls, will not be
admitted to any course for five years and criminal case will be lodged against him/her in the
Police Station, the candidate who is impersonated also will be disqualified for 5 years.
Any items such as Calculators, Pagers, Cell Phones, Computers, Bluetooth or any other
Electronic gadget found with candidate will be seized and will not be returned.
8. METHOD OF SELECTION:
8.1
Separate counselings for admissions into Super Specialty courses for the
academic year - 2016-17 will be conducted for the colleges in AP by Dr.NTR UHS,
Vijayawada and for the colleges in Telangana by KNR UHS, Warangal.
8.2
Schedule for selection will be notified separately. The selection of candidates shall be strictly
in accordance with merit based on the rank obtained in the entrance subject to Regulation
5.3

On the dates notified, the candidates according to merit shall be called by the Selection
Committee to opt the seat and college at his/her choice subject to availability if the course is
available in more than one college. The Selection Committee shall issue selection order
immediately. The selection will be only from among the candidates who physically present
themselves for the counseling when their Hall Ticket numbers are called out in the order of
merit.
Claim of the candidates will not be considered if they are found absent when called at the
time of selection. If a candidate of merit is absent for selection when he/she is called, the
next in merit would be selected. The selected candidates shall submit their original
certificates to the Selection Committee for verification and pay the University fees
immediately. The candidates selected shall execute a bond on a Non - Judicial stamp paper
of worth Rs.100/- (Rupees one hundred only) as prescribed in the Annexure-III to ensure
completion of prescribed period of course. In the event of his/her leaving the studies during
the course period he/she has to pay Rs.2,00,000/- (Rupees Two lakhs only) or as may be
prescribed by Government, to Dr. NTR University of Health Sciences. In case of
discontinuation of the course, he/she shall also refund the amount received as stipend upto
the date, to the Government.
The in-service candidates joining in the Second Post Graduate Degree course (SuperSpecialty) should execute a bond on a Non Judicial stamp paper worth of Rs.100/- (Rupees
one hundred only) as prescribed in the Annexure-V to ensure completion of prescribed
period of course. In the event of his/her leaving the studies during the course period or in
case of failure to serve the Government for a period of five years after completion of the
course he/she has to pay Rs. 50,00,000/- (Rupees fifty lakhs only) and shall also refund the
amount received as salary, up to the date, to the Government.
8.6
If a candidate after choosing the course fails to pay the fee or after paying the fee fails to
submit the bond, his/her Selection stands cancelled automatically and the vacancy shall be
notified.
8.7
The Vacancies of the first list shall be notified. The willing candidates who wish to join in
vacant seats shall report to the Chairman on the dates notified for admission. The Selection
Committee will select the candidates from among the candidates who physically report at the
counseling point according to merit. The selected candidates have to pay the fee and submit
the original certificates and other documents immediately and can submit the bond on or
before the date fixed for the same.
8.8
The Selection Committee has got right to review the selection in case of any error,
misrepresentation, or glaring injustice done and shall cancel the selection / admission. In all
matters relating to selections and admissions, the decision of the Selection Committee shall
be final and binding on the candidates and selection cannot be questioned after admissions
are closed.
9. FEE:
i)
Tuition Fee: All the candidates selected are required to pay the tuition fee as prescribed by
the Government from time to time.
In respect of Private colleges (Un Aided Non-Minority) The Tuition Fee is Rs.3,70,000/(Rupees three lakhs seventy thousand only) per annum per each student for Competent
Authority seats as per G.O.Ms.No.167, HM & FW Dept., (E1) Dept., dated 18-06-2011 and as
amended from time to time.
ii)
All the selected candidates shall pay the following fee in the form of crossed demand draft
drawn on ANY NATIONALISED BANK in favour of the Registrar, Dr. NTR University of
Health Sciences payable at Vijayawada on the day of counseling. The fee once paid shall
not be refunded under any circumstances.

CLOSURE OF ADMISSIONS: The admissions will be closed on 31 August’ 2016 as per the
schedule of Medical Council of India. The duration of course shall be calculated from the date of
commencement of the course without any reference to the admission of any individual
candidate. Any vacancy on the day of closure of admissions or that arises after the closure of
admissions shall not be filled, as per the directions of Medical Council of India / Government
of India.

Stipends will be paid to the candidates as per the rates applicable and who are regular in
attendance and so long as the Government continue the existing scheme. The total period
during which the stipends are paid to the students shall not exceed 36 months. The seats in
Private Medical Colleges are Non-Stipendiary.

In the event of deputation, study leave sanction order (or) any such similar order has to be
produced not later than 3 months after joining the course.
13.
PERIOD OF TRAINING:
(i)
The period of training shall be of 3 years duration in the department concerned.
A Candidate admitted into D.M/M.Ch Course shall pass the examination within 3 years
from the date of completion of course. If he/she fails to pass the examination within the
period specified above, he/she shall not be permitted to appear for the examination
thereafter and qualify for the award of DM/M.Ch Degree.
(ii)
It is mandatory for the candidates admitted in Super Specialty courses to
(a) submit dissertation
or
(b) publish two papers in peer reviewed journals as 1st Author.
NOTE:

(a) or (b) to be selected within 1st six months after admission into the course. Log book is
compulsory
Break of study and re-admission:
If a student absents continuously for a period of 91 days or more and seeks permission to
attend the course, his/her application in prescribed format by paying requisite fee in favour of
Registrar, Dr NTR University of Health Sciences payable at Vijayawada shall be forwarded to
the Registrar, Dr.NTR University of Health Sciences with the recommendation of the Principal.
Regulations for readmission after break of study along with application format and fee payable
is available in the University Website. The candidates are advised to refer the regulations
before submitting the application and paying the fee. If they fulfilled the regulatory conditions,
they may submit applications through the Principal of the College by paying the fee.

POWERS OF PRINCIPAL:
Notwithstanding anything contained in these Regulations, the Principals of the Medical College
may at any time before completion of the said course, either on their own motion or on the
application of any person after due and proper enquiry and after giving the person two weeks
time from the date of receipt of the Show Cause Notice to submit a written explanation and or
personal hearing, order for the cancellation of admission to the courses, if in their opinion, such
a candidate had furnished incorrect particulars or false information in the application form or
the documents attached thereto, or in the statements made either before the authority incharge
of the admissions or the Principals or in any other manner. Against any such order of the
Principal an appeal will lie with the Registrar, Dr. NTR University of Health Sciences,
Vijayawada.

All the selected candidates shall render a bond for compulsory Government service by
working in the public sector hospitals viz., Community Health Centers, Area Hospitals,
District Hospitals, Teaching and Super-Specialty Hospitals, as the case may be, as
Senior Resident for a period of one year after successful completion of their academic
programme associated with the PG courses. They shall be allotted to various hospitals
by a Committee constituted for the purpose strictly as per the merit list issued by
Dr. NTR University of Health Sciences at the end of the PG courses. An honorarium of
Rs.45,000/- to the candidates shall be paid per month. No candidate shall be exempted
from the service in Government Hospitals for the stipulated one year term. Each
non-service candidate admitted to a Super Specialty Course shall execute a bond to
serve the Government for a period of one year. If they violate the bond condition either
by not joining as Senior Resident who failed to complete the stipulated service period of
one year within a maximum period of 18 months after successful completion of the
course, a penalty amount of Rs.20,00,000/- (Rupees twenty lakhs only) shall be levied”.
