2 CL ARKMOI NTOR Editorial The Action Agenda The flights are coming to Clark. The expressway to Subic will soon be built. These are just two of the concrete steps that the government is taking in making Clark and Subic as the new corridor of growth in this part of the country. www.clark.com.ph These are also part of government undertakings to bring about the realization of President Arroyo’s action agenda for the two former military installations to become a logistics hub. The pronouncement is fast becoming a reality. The Diosdado Macapagal International Airport — named after the late President-father of the Chief Executive – is now host to new regional flights under a liberalized Philippine aviation policy. With such a set-up, more flights will be mounted in Clark. Not only regional or flights to Southeast Asian destinations but also those bound farther. The construction of the Subic-Clark-Tarlac expressway will also start soon. If this could serve as another indicator that government is putting money where its mouth is – literally, figuratively. Indeed, the government is serious in making Clark as the new gateway of the country. Believe it. It’s not an empty rhetoric. Just like all the previous CDC presidents, Mr. Antonio R. Ng must be given all the support that he needs. He may not be a Kapampangan, but his heart goes to Cabalens. After all, why does he have to be in Clark, or be in Pampanga when he could be all over Asia, and even the globe, with his impressive corporate stints – Motorola, Intel, Amkor Technology – all but blue chips in the trading block. Only a true conviction can be traded for such a lofty and enviable globetrotting post. We enjoin everyone to throw support to the leadership of Ng. From the locators and investors to local officials, from residents to workers in and around Clark, all the stakeholders of Clark as need be. The man knows IT, knows manufacturing, knows management, knows human relations, and knows key dynamics in leadership. The man comes from a real corporate world. But more than what he knows, he deserves to be given a chance to steer Clark. During ceremonial turnover at Clark, Ng appealed for the cooperation of all CDC employees to rally behind him while he presented his four major thrusts in making Clark as a national treasure. Ng, the 7th president and CEO of CDC, identified the four jewels that will steer the development of Clark as a top economic zone in the country: first, the development of Diosdado Macapagal International Airport (DMIA); second, for what he dubbed as “LRT” (leisure and resort for tourists) for locals and foreigners; third, more employment opportunities; and fourth, improvement of all infrastructures inside the CSEZ. Ng also enjoined everyone to proactively support airport development programs, adding that the development of DMIA into a world-class hub for international cargo carriers and other commercial flights can be made possible through active participation of everybody in various initiatives for the airport. Ng said that DMIA would soon be the next international airport that could serve Overseas Filipino Workers that are arriving from the Middle East. He said that this plan will also help decongest Ninoy Aquino International Airport and Metro Manila. Good Leadership At a recent flag raising rites in CDC, Ng gave a preview of his management style by setting ideal leadership qualities. He said that good leadership could lead to the further development of Clark. This includes the following core values for CDC officers and employees. “First, to set the proper expectation level to have a clear view of everybody’s responsibilities; second, to help identify and overcome the obstacles that the people face to achieve the expectation level; and third, after helping, the leadership team gets out of way to allow our people to get help,” Ng said. Good leadership should emanate from the senior officers, assistant managers, managers all the way up to the top-level management of CDC, Ng said. “In fact, more could be done for the country if people are less concerned on who gets the credit,” added Ng as he urged all employees to cooporate in helping realize the vision that have been set for the improvement of the country’s economy. Filipinos’ Competitiveness Global Phils., a subsidiary of a Nasdaq listed US company. Born in Bantayan, Cebu, Ng was also president and chairman of Semicon and Electronic Industry Association (SEIPI), which accounts for 68 percent of the country’s export, employing at Ng also cited the craftsmanship and artistry of Filipino workers that he said are at par or even greater with other nationalities when compared. “Let us show our capabilities and ingenuities as workers in Clark because the Filipino is equal , if not better than anybody else…” Ng said. Ng said: “The Filipino is capable, responsible, fighter, and a world-class employee that is why Filipinos are considered by international employers as globally competitive.” Ng said that the Filipino worker is known to be efficient and highly competitive, an attribute he has heard from many officials of top corporations in the w o r l d. The same work discipline and aggressiveness of the Filipinos in foreign countries can be duplicated in Clark if the management (from the senior officers to the executives) can manifest good leadership qualities, he said. NG’s Background Armed with his experiences in various firms he has served, Ng said he may not be able to surpass the achievements of Angeles, but believed that with the cooperation of all CDC employees, the momentum that Angeles has established for Clark’s growth will be sustained. Ng has 34 years of professional work experience, with the last 25 years in senior or top management positions in five multinational firms in three different countries. Ng worked in various firms including Intel, Motorola and Amkor, becoming the first Filipino president and general manager of Motorola Phils., and later on, becoming also the first Filipino president and managing director of Amkor Technology New CDC President Antonio Ng speaks before officers and members of the Metro Angeles Chamber of Commerce and Industry least 350,000 people. Story TOP April 2005 4 CL ARKMOI NTOR Two Asian airlines to mount flights in Clark; offer cheap airfares Two ofAsia’s fastest growing airlines will soon commence regular flights at the Diosdado Macapagal InternationalAirport (DMIA) starting April 5, offering cheap airfares to prime Southeast Asian destinations. Clark Development Corporation Executive Vice President Victor Jose I. Luciano said the regular flights twice-daily, six times a week will be mounted by Air Asia Berhad of Malaysia while Tiger Airways of Singapore will fly thrice a week in Clark. the most frequented tourist destinations in Malaysia. Luciano said the regular flights by both airlines will bring about an increase in the arrival of foreign tourists in Clark because of the cheap air line rates that Air Asia and Tiger Asia will offer. He also encouraged local residents and frequent travelers to avail of the low-cost fares in visiting other Asian countries using Clark as main jump-off point. Lai said that Air Asia is the second largest Malaysian airlines, and is very aggressive with its fares. This is the reason why Air Asia was branded as the “Ryan Air” or “Easy Jet” of Malaysia. Ryan International Airline is reputed to be Europe’s cheapest airliner. Luciano said Air Asia flights would have two routes coming from Malayasia via Kuala Lumpur to Clark, and Kota Kinabalu to Clark, while Tiger Asia will have Singapore-Clark-Singapore flights. Air Asia’s Chief Executive Officer, Tony Fernandes, will visit the country on March 31 to introduce Air Asia to the Philippines Kuala Lumpur and Kota Kinabalu are two of Joyce Lai, regional director for Marketing and Communications of Air Asia, assured the Filipinos who will visit Malaysia that their airlines would provide the lowest fare so that many would be enticed to fly via Air Asia. Ng recently announced that some 4,000 telemarketing agents -- including college undergraduates -- with a basic monthly salary of P13,500 will be needed for hiring inside Clark Special Economic Zone . This was disclosed by Ng, newly-installed president and chief executive officer of CDC during his speech before the Metro Clark Angeles Chamber of Commerce and Industry, Inc. (MACCII) here. “They (referring to Epixtar International Contact Center Group, Ltd) will need 4,000 call center agents within 30 months inside Clark, with starting salary of P13,500 basic plus P2,650 tax free allowance plus performance based incentives,” Ng said. In his speech, Ng shared a “Framework of Action” (see related story on page 5) that includes visions, thoughts and mission for Clark zone which he said have been formulated by previous CDC officials, from the corporation’s board members, employees and mayors and governors in Central Luzon. Epixtar is a business process outsourcing (BPO) company - aggregating contact center capacity and robust telephony infrastructure to deliver comprehensive, turnkey services to the enterprise market. Ng said that his vision for Clark is to make it a globally competitive center for aviation, business and leisure, a world class logistics hub, a center for light manufacturing and services (for job creation ) and a place to visit for pleasure. Lazatin cites CDC, SM on anti-flooding project in AC Mayor Carmelo Tarzan Lazatin expressed his gratitude to Clark development Corporation (CDC) and the SM Group of Companies for the various off-site projects implemented in the city. During a recent visit at CDC’s Public Relations Department recently, Lazatin confirmed that the on-going flood control project in Balibago, the city’s prime commercial and entertainment district, is being funded by the SM group of Companies. Lazatin added that the city’s world class Bayanihan Park, the expansion of First Street Kambingan Ave. into a four-lane highway, and the flood control project being constructed in Balibago are all funded by retail giant. The mayor said the SM group invested a sizeable amount for the projects but would not divulge the exact amount of investments. “The ultimate beneficiaries of the projects will be the people of Angeles City and Pampanga, including foreign and domestic tourists,” the mayor said. “We are grateful that the business sector is adding a new dimension to their business with all the contributions to fund community projects,” he said, adding “this is good and more people will now realize that the business sector can do a lot for the communities if they want to and when they want to. I apologize if I mispronounced any words, dahil pangalawang beses ko pa lang pong magsalita ng Kapampangan in public, sa kabila na ang nakakatanda kong kapatid na babae ay nakapag-asawa ng Kapampangan from Minalin at Apalit, and my own wife’s uncle, si Tito Mario, ay from San Fernando. Maraming salamat po sa inyong pagimbita at hindi po tayo nagdalawang isip na tanggapin agad ang inyong paanyaya. Dahil sa kailangan po na tayo ay magkaunawaan at magtulungan. Iisa ang ating layunin. Nagkakaisa po tayo sa ating pagmamahal sa bayan. Ang Pilipinas po, ang ating bayan, ay kulelat ngayon, ang daming naghihirap. Dito rin sa Pampanga at Tarlac, napakalaki ng unemployment. Tinanggap po natin itong trabaho sa Clark dahil naisip natin na baka makatulong sa bayan, amidst the pessimistic outlook. Am sure we all share this love for our country, pagmamahal sa bayan, that’s why we are all here. Dito sa Clark, ipakita natin ang husay at galing ng Pinoy! Kayo po ay mayroong ipagmalaki sa buong bansa na puwedeng tularan. Pumutok ang Pinatubo at iniwan pa tayo ng ating mga kaibigang Amerikano…double whammy ika nga. In any other place, lesser people would have given up and in all probability leave everything behind to start anew in a greener pasture, as after the Pinatubo devastation, Clark was likened to a place hit by an atomic bomb! But instead of losing hope, you stayed on facing the onslaught of lahar and in the midst of all the destruction, started your rebuilding process, demonstrating that when government and the private sector work in unison, many things become possible. Giving hope to the nation, we can further work together and continue to build on this foundation. Sa atin pong personal experience, ang Pilipino po ay magaling, mahusay, lumalaban, world class, pandaigdigan ang kagalingan ng Pinoy! Iyong naka-iskuwela kong Swiss sa Wharton na siyang Managing Director ng Deutsche Bank in Singapore, ng malaman niyang Pilipino ako, nilapitan ako at tuwang-tuwang sinabi “ Tony, my manager in Singapore is a Filipino and I am very impressed with him.” Iyon isa namang kasama natin sa trabaho, Presidente ng isang Taiwan sister electronic company, sabi sa atin, “ Tony, I asked our Taiwanese QA Manager, whom does he prefer Taiwanese operators or Filipinos?” Without blinking an eye, ang sagot sa kanya - Filipino ! Kaya lang, pagdito na sa Pilipinas, pagpinabayaan, some of us do not have good self discipline. Nakikita natin iyan sa traffic na lang. Pero pag-alam naman nating hindi puwede, sumusunod din naman tayo. Kaya, importante, napakahalaga ng GOOD LEADERSHIP. Tatlo ang role, 3 Key Roles of Leadership in Clark: 1st, Set the proper expectation level para maliwanag kung ano ang dapat gawin ng bawat isa. 2nd, Help identify and overcome the obstacles that our people face to achieve the expectation level. 3rd, After helping, get out of the way to allow our people to excel! In the short time that I’ve been with Clark, as I looked around and as I conversed with various stakeholders of Clark from Board of Directors to to the employees, to the Mayors & Governors, to some Investors & Locators, one word sums up my experience : AMAZING. AMAZING CLARK! AMAZING PEOPLE! AMAZING OPPORTUNITIES! Allow us therefore to share with you our thoughts, vision & mission which have long been formulated by leaders who have been there long before us. This becomes therefore our starting FRAMEWORK OF ACTION. We therefore have to know them well, go to bed with them, know intimately their business plans, understand their growth needs and provide win win solutions proactively. On Airline Servicing & Maintenance, we have zero knowledge. Our approach would be finding out who are the Industry’s best and avail of their expertise. On Passengers, there are many challenges we face here from makeover of passenger terminal and buildings nearby to having professional services. April 2005 6 CL ARKMOI NTOR New CDC directors A former Tourism Secretary, an ex-Chief of Staff of the Armed Forces of the Philippines, and a technocrat are among the latest personalities to join Clark Development Corporation as members of the Board of Directors. Narzalina Lim’s expertise will provide CDC new ideas on how to fully explore the potentials of Clark as a major tourist destination in the North Philippines. Lim is a former secretary of the Department of Tourism during the Ramos administration.. At present, Lim is the director of the Asia Pacific Tourism Training Institute (APTTI), which offers certificate courses and training programs in travel, hotel and restaurant operations. APTTI, a skills training center, was founded by Ms. Lim in 1995. She is also president of Asia Pacific Projects, Inc. (APPI)—a management consulting firm specializing in tourism. Our Tagline : “ In Clark, you can make your profit.” Simplicity of bureaucracy means real one stop shop. We will set specific no. of days as our target from decision to operational permit. We have learned that in Vietnam, it takes 17 days. So we have to do better, even though at this point, we do not know how to do it. Narciso Abaya, on the other hand, is not new to the government. His extensive experience in management and his leadership abilities can be plus for the government-owned firm. Abaya, concurrent president of the Bases Conversion Development Authority, is the representative of BCDA in the CDC Board. A graduate of the US Military Academy and a licensed Civil Engineer, Abaya’s experience with corporate governance includes his stint as Chairman of the Board of four AFP financial institutions with extensive financial and real estate holdings, namely: AFP Retirement and Separation Benefits System (AFPRSBS), Armed will need 4000 call center agents within 30 months inside Clark. We are organizing Project 4000 jointly with Epixtar and are committed to make it a showcase success in order to draw more companies in Clark. This development will also create economic activity in terms of affordable housing and transport services. Again, the bottomline is creating jobs and economic activity. LRT The 3rd engine is LRT (Leisure and Forces and Police Savings and Loan Association, Inc. (AFPSLAI), AFP Mutual Benefit Association, Inc. (AFPMBAI), and the Centennial Savings Bank. Tirso Santillan, Jr. is another valuable asset to CDC after being named one of the new members of the state-owned firm’s Board of Directors. He has extensive knowledge in business development. Presently, Santillan is head of the Business Development Group of Conal Corporation, which is under the Alcantara Group of Companies (AGC). AGC is a conglomerate corporation whose core of businesses are based in Mindanao. AGC is involved in plywood manufacturing, trading and distribution of construction materials, real estate development, livestock, agri and aquabusiness , and power generation. Santillan is also managing partner of Private Capital of Asia Ltd. PCA is a partnership engaged in providing Resort for Tourists). Most likely, we will add ENTERTAINMENT, kaya magiging LERT ito. For local and foreign tourism, we will benchmark DVA: meaning Disneyland, Vegas and Augusta. We will pick 1 or 2 market driven features from each that can be adopted in Clark. Hindi masama ang mangarap. For dreams are like stars, we cannot reach them. But they guide us to our destination and therefore, our destiny! Obviously, additional attractions within Clark and outside of Clark ( Go North/ Go West ), need to be developed and promoted, working with the private sector, LGUs and DOT. All of these, of course, must be market driven. INFRASTRUCTURE And finally, the 4th engine : INFRASTRUCTURE providing for road network, reliable and competitive power and worldclass waste management. From motor sports to duathlon, from beach volleyball to paintball, Clark has all of these. Now comes another thrilling sporting activity – shooting and firing. Rosendo Labayog, chairman and president of Unified Sports, Inc. (USI), says the club and range was established to provide a world class shooting range and other sports activities in support of Clark’s development into a sports and tourism hub in Central Luzon. competitions for the upcoming South East Asian Games (SEA Games) to be held late this year. He said that the shooting range “is so far the biggest and most modern gun and rifle range not only in the Philippines, but also throughout Asia.” “It is also the safest shooting range because of the size and location,” claims Labayog. The Clark Eagles is located at the West Airfield of CSEZ, which is five kilometers away from the nearest village in Mabalacat town. It was also named after the last Eagle Squadron that left Clark after Mount Pinatubo’s eruption in June 1991. “We are here to provide all sporting activities and tourist attractions and in order to fulfill the requirements in our contract with CDC, we have set-up the range here and we are also putting up a world-class motocross track on the other side of the range.” Because of its safety features and its compliance to meeting international standards for shooting facility, Labayog says the range has been commissioned as a regular practice area of American servicemen during Balikatan exercises in Clark. Labayog says while they are still in the early stage of construction (of the race track), his firm is boosting up bids to become the site for national circuit en route to earning an acclaim to also become the venue for the Asian leg for future international shooting competitions once the gun range has been fully developed. Plans Labayog quips that he is fine tuning the blueprint for the clubhouse that will be constructed in the area in time for the SEA Games and other international competitions that he intends to host. Bidding for SEA Games He says the he would spend more than P50 million in the next development phase of the range so as to make the range a regular tourist and sports destination in Clark. The Clark Eagles Firing and Gun Club and Range is the ultimate getaway for the exhilarating hobby cum sports activity. It is located at a six-hectare facility for sports and tourism development inside the economic zone. Since the approval of its contract with CDC, USI has already spent more than P12 million for the initial phase of the development of Clark Eagles Range and has employed about 50 personnel in the construction and maintenance of the range. Labayog adds that USI is also aiming to become the venue for the shooting Clark Eagles is a member of the Philippine Practical Shooters Association and the International Practical Shooters Club and is host to some of the finest shooters in the country who often competes in the national and international levels. The facility also accommodates other enthusiasts for night time shooting to make sure that everybody, including the foreigners would enjoy one of the best sporting clubs inside the economic zone, Labayog said. It is also equipped with modern rifles and handguns which could be rented by local and foreign enthusiasts while inside the firing range.
