As your Lockport Township government, we are always striving
to bring more services to our residents. For some time now, the
size, age, and condition of the current township offices have
limited our ability to bring the best programs and services to the
community. Throughout the years, we have considered many
options to remedy this, including buying a new building at the
cost of $6 million and remodeling our existing space for the much
lower cost of $2.5 million. After years spent trying to find the best
option, the township was given the opportunity to purchase the
former Parkview Church building on Farrell Rd. for the price of
$1.1 million.
This building, which sits on 7 acres, brings exciting new
opportunities for future programming in our township. We will
now have enough space for the Supervisor, Assessor, and Clerk’s
offices, with plenty of room left over for document storage and
future expansion. The new building lends itself to the possibility
of hosting important community programs, such as the Food
Pantry and Meals on Wheels. The building will also feature a
3,000 square-foot community center, and the property includes
a heated pole barn to house our two senior busses. More than
just providing office space, this new building will present us with
countless opportunities for additional community outreach
programs to serve our residents.
This spring, we will work with the Dewberry architectural firm
to complete renovations needed to accommodate the township’s
offices. We are hoping to begin construction this summer, with a
possible move-in date sometime in early autumn.

I was able to attend a seminar
on senior community centers.
Did you know that the biggest
area of population growth
is in seniors 85 years old
and older? Thanks to medical services and better eating habits,
we are all living longer. We feel it’s important to help our senior
population stay healthy. Last fall, we piloted a program to provide
shingles shots to seniors. The program can cover the cost of
the shots for 25 of our residents. Because of the pilot program’s
success, we plan to continue the program each quarter of our
fiscal year. The program is on a first-come, first-served basis and I
am now in the process of setting time and dates for this program
to start.
I am very encouraged in the direction of our Township.
I want to thank my staff and the Board of Trustees for their
continued dedication to the residents of Lockport Township.
Hopefully this newsletter will serve to inform and enlighten
the Township residents of the programs and events taking place
in our community. Lockport Township provides services through
the offices of Township Assessor, Township Clerk, Highway
Department, and Supervisor. Please remember that the doors
to these offices are always open, and we are happy to hear your
questions, comments, concerns, and suggestions.

The BABY/YOUTH WELLNESS CLINIC was held on December 1, 2015 at Advanced Pediatric
Care, 300 Read Street, Suite D in Lockport. Uninsured Lockport Township residents starting
from newborn to 18 years of age will be provided immunizations, wellness checks and physicals.
The Township worked diligently to inform the community by posting and sending home flyers
to all Township pre-schools, schools, churches, libraries, park districts and city halls. The next
Baby/Youth Clinic dates are as follows: June 7, 2016 and September 6, 2016. For additional

ANNUAL TOWN MEETING
A tradition not to be missed! Did you
know that every year all residents of
Lockport Township are called to a town
meeting? This tradition goes back to the
1630’s. At last year’s Annual Town Meeting
held on April 14, 2015, over 200 registered
voters attended. Agenda items included a
proposed building site on Renwick Road,
which the voters declined. Thank you for
your attendance.
Since our nation was founded, the Town
Meeting has been a tradition to cherish
and participate in. Please come out on
Tuesday, April 12, 2016 at 6:30 p.m. to
the Lockport Township Board Room,
Central Square and be a part of this
continuing history. Agenda items for the

March comes in like a lion and goes out like a lamb. April showers bring May flowers. These are the
expressions that remind us that spring is a time of growth and renewal. Growth in a community means a
busy time begins again for the Assessor’s office.
New commercial projects begin, houses spring up, garages are built, pools are installed, lots of new construction.
Then there are the projects started in late fall, now being completed. All of these construction projects must
be visually inspected and measured by the Assessor’s office field staff. Photos are taken of the property and
improvements. The property record card is then updated to reflect any changes. Assessors are expected to
maintain a property record card for every parcel. This record includes the parcel identification number, legal
description, ownership information, a building description, building permit history and photos.
The Illinois Property Tax Code charges assessors with the duty of determining the value of property for
real estate tax purposes. However, Assessors DO NOT TAX! Property taxes are a result of the demand for
monies by taxing bodies. Taxing bodies are listed on your property tax bill. Examples include schools,
libraries, fire protection districts, cities, counties and townships. Generally speaking, schools are sixty to
seventy percent of the total tax bill, while the township is two percent of the total tax bill.
The 2016 assessment process is in full swing. When the assessments are completed and certified a Notice of
Revised Assessment will be mailed to any property receiving a change in assessed value. When you receive your
notice in August look it over carefully, if you feel there is any inaccuracy contact my office promptly to have any
questions answered and resolved. A review of your assessed value can be handled here in my office. You will be
asked to provide three to four comparable properties as evidence. You may also file an official appeal with the Will
County Board of Review. Please remember there are specific deadlines for filing an appeal.
You may always contact my office during regular business hours with any questions. My staff is always
ready to be of assistance.
SPECIAL NOTICE: If you have received a letter from anyone claiming to be a Real Estate Tax Consultant
or Tax Appeal Representative (in regards to appealing your assessed value for 2016) please contact our
office prior to dealing with these companies or spending any money on these “services”.
Many of these letters contain misleading or inaccurate information regarding the assessment appeal process. In
most cases, a third party is not necessary to resolve the issue in regards to your assessed value.
TO KEEP YOUR ASSESSED VALUE AS LOW AS POSSIBLE,
the Lockport Township Assessor’s Office will assist with the following exemptions:
General Homestead Exemption
Home must be owner-occupied. This exemption reduces your assessed value by $6,000. No need to
call us; we will process this exemption for you.
Senior Citizen Homestead Exemption
If you are 65 years or older, this exemption reduces your home’s assessed value by $5,000. To apply,
bring in the deed to your home with proof of your age-driver’s license or birth certificate.
Senior Citizen Assessment Freeze
This freezes the assessed value of your residence. You must be 65 years of age or older with a total
household income of $55,000 or less. Applications are available in our office.
Disabled Persons Exemption
This exemption reduces your assessed value by $2,000.

family. There are no age, income or other exclusions

The Lockport Township Elected Officials will host the NINTH ANNUAL COMPLIMENTARY
BUFFET BREAKFAST.
The breakfast is for all senior citizens, age 55 and older, who reside in Lockport Township.
There is no charge for the breakfast.
Last year’s event was another great success and welcome all of the senior citizens of Lockport
Township to attend. Last year, 480 seniors were treated to breakfast and entertainment provided
by the Ukulele Moonshiners.
We ask each senior citizen to donate nonperishable goods to help support our local food
pantry. Lockport Township Park District is also asking for Thanksgiving donations to help feed
our local community.

SHINGLE SHOTS
On Tuesday, May 3 and Tuesday, August 2, Lockport Township
will be offering free Shingle Shots to our senior residents of
Lockport Township at the Walgreens located in Lockport and
Crest Hill. The program allowed 25 residents on a first come
first serve basis, who were at least 55 years of age and had not
received the shot prior. We had a strong positive response to
this program and with Board approval we will be offering this program quarterly to our residents.
We hope to have an additional Walgreens location in Romeoville. This is an excellent way to
provide better healthcare to our residents that may not otherwise have the access or affordability.
Cut off dates for signup are April 22 for May 3 and July 22 for August 2.
MEALS ON WHEELS
Lockport Township Government is one of many agencies that provide funding for Meals on
Wheels. The Meals on Wheels Program in Will County provides nutritious meals to senior’s
age 60 and older who are homebound of illness, physical or mental impairment, which are
unable to prepare food independently or who are otherwise isolated. This program supplies
a hot noon meal Monday through Friday with the help of volunteers, many of them seniors,
who deliver the meals and make personal contact with each client to ensure their safety and
well being. There is no waiting list for our senior residents. More volunteer drivers are always
needed to keep this program running. If you are able to assist or for more
information or a list of eligibility requirements please call Senior Service
Center of Will County at 815-740-4225.

Did you know that one-half of seniors are
home bound and do not have access to public
transportation?
If you prefer not to drive or someone you know
is no longer able to drive, Lockport Township
Senior Transportation System has affordable,
safe transportation for Township residents, age
55 and older. Our senior bus transportation
provides service to and from area health facilities
as well as business and retail establishments. You
will receive curb-to-curb service directly from
your home to your destination. The cost to ride
is $2 per round trip. All shuttles are wheelchair
accessible.

The Highway department will begin
picking up branches in April. The Highway
Department will pick up branches
on township maintained roads in the
unincorporated areas of the township. In
some cases for the safety of the crew, they
may not be able to pick up certain branch
piles. This can be for a few different reasons
( For Example: tangled braches, branch pile
too tall, the limbs are too long or there may
be debris in the pile). There will be a yellow
tag on the branch pile indicating the reason
the branches were not picked up.

I am finishing up my third year as Highway Commissioner and I couldn’t be more proud. Each
year I have worked hard to save money and I am just shy of saving One Million Dollars. Although
I am proud of the saving, I am more excited about what we are doing with the money we saved.
We will continue resurfacing the roads. We have one resurfacing project approved that will
start in early spring. For the first time since I took office I will have MFT (Motor Fuel Tax) funds
available that will give me additional revenue to add to our resurfacing plans for the upcoming year.
Although it may seem like the road resurfacing is going slow, please keep in mind that the cost per
mile to resurface a road is over $100,000. You may have seen the crew from the Highway Department
out patching large areas of roadway. In some cases when we cannot resurface a particular road we
will pick out the bad spots and make repairs. The crew hand shovels and hand rakes these bad spots.
Last year the guys put down by hand over 220 tons of asphalt.
The other big expense for the Highway department is the cost to maintain and purchase
equipment. This past year we purchased a wheel loader that replaced our 20 year old wheeler loader
at a cost of $153,000. This year we need to replace our boom mower . The arm on our old boom
mower literally fell off the tractor and cannot be repaired. I found a used boom mower that will cost
$100,000 which is a saving of about $50,000 over a new boom mower. Lastly we have a few trucks
that will need to be replaced. I am currently looking into municipal financing programs that will
allow us to spread the cost of the trucks over a five year period.
One thing I would like to do this Spring is have an open house. I think it would be nice to be
able to have anyone interested come and see the highway department. I have enjoyed my first three
years as your Highway Commissioner and will continue to work hard each and every day.
EAGLE SCOUT
VETERANS MEMORIAL
Roger Elliot, a young man I coached for many years came to me and asked if I would be his
sponsor for his Eagle Scout project. Part of earning his Eagle Badge Rodger was required to plan
a community project, design the project, raise money and then construct the project. Every step
is monitored and approved before the Eagle Scout Badge is awarded. I was told that only 4% of all
Scouts become Eagle Scouts. The Veterans memorial is located in front of the Township Highway
department. I would like to invite everyone to stop by and visit the memorial. Congratulations to
Roger on his achievement.

This year, the Old Canal Days Festival will be sponsored by the City
of Lockport and held Thursday, June 16 through Sunday, June 19
in downtown Lockport. This family-friendly event starts Thursday
when the carnival comes to town! (Carnival will be located in the
South Public Landing Parking lot at 10th & Commerce.) Then,
on Friday evening, the Lincoln Ride-N-Tie run will officially kick
off the event, immediately followed by parade. The main stage is
located at Central Square with a beer and wine tent and exceptional
entertainment lined up throughout the entire weekend. A weekend
craft and antique show will also contribute to this fun fest. In
addition, there are numerous activities and exhibits scheduled at the
Lincoln Landing as well as Heritage Village. For more information

CRUISIN INTO LOCKPORT
Cruisin’ into Lockport will be every Monday night from June 6 through
August 29 (12 shows), from 6:30-8:30 PM in the Central Square and
First Midwest Bank parking lots, located at 9th and Hamilton. Come
see the finest classic cars, enjoy live entertainment and shop and eat at
our Food Court/Farmer’s Market open 4PM-8PM. There will be family
entertainment including face painting, inflatables, free snow cones, and
specialty nights. We encourage everyone to attend this free weekly event.

WHY TOWNSHIP TRUSTEES ARE IMPORTANT
They are the elected “watch dogs” whose responsibilities are to prepare a township’s annual budget, make certain that all township and road district
funds are spent wisely and accounted for, and to assure that township services are efficiently managed and delivered.
Because townships traditionally operate on very modest budgets (levies), compared to other government bodies, how each dollar is spent is
critically important.
Townships, for the most part, are social and public service agencies and informational clearinghouses. They are taxpayer supported. Trustees
are committed to making sure their townships provide the public at large with maximum return on minimum investment. No other level of
government is consistently able to do so much for the public benefit for so little cost.
