About Rice Lake
History
Rice Lake had its beginning in 1864 when Knapp, Stout
and Company constructed a storage dam on the site of an
earlier Indian village and a wild rice bed, taking the name of
the community from that location.
A mill was started at the dam in 1871 by M.W. Heller,
who was the first permanent settler to move his family
here. Heller was also in charge of the first store, hotel and
blacksmith shop, which made the settlement the center for
northern operations of Knapp, Stout and Company until the
large stands of white pines in the area were exhausted.
The original plat of the city included a 100-foot wide
thoroughfare that is still the heart of the business district.
A Lentz steam engine, a unique part of local history, is
on display in Knapp Stout Park, Main Street, next to the
Chamber of Commerce building. The engine was built by
the Erie City Iron Works, Erie, PA in 1925. It provided power
to generate electricity for the Municipal Light Company of Denver, CO, until it was purchased in 1946 by the American Excelsior Company of
Rice Lake, WI. Once installed there, the steam engine generated power for all the plant's lights and small motors, and also ran all the production
machinery. The boiler that produced the steam to operate the engine was fueled by wood scrap, making the operation very efficient. The mill
operated 20 hours a day, 5 days a week making excelsior, which was baled and shipped by rail all over the U.S. The unit was taken out of service in
1976. The Lentz balanced poppet valve steam engine weighs 16 tons and is 19 ft. wide and 21 ft. long; the flywheel has a diameter of 12 ft.
It is a single-cylinder engine with a 19-inch bore and a 21-inch stroke. It created 350 horsepower and operated at 200 RPM.
Municipality
Rice Lake has a Mayor-Alderman form of government with elections every two years. A city administrator heads the day-to-day

Lake's population is 8,419. Latitude 45.51 N, Longitude -91.72 W. The city has a full-time fire department assisted by volunteers.
The police force has 17 full-time officers.

Rice Lake Main Street Association
Welcome to downtown, the heart of the community!
Our downtown, located along the lake, provides the ambiance of
a traditional shopping district enhanced by trees, decorative street
lights and hanging flower baskets. In 2014, volunteers celebrated 20
years of community pride by providing daily care of the 1500 petunia
plants on display each summer.
Shopping destinations downtown include many specialty shops
and restaurants plus a wide variety of home improvement and
decorating stores.
Experience Aquafest’s 10-day festival events, Saturday farmers
market or a stroll along the lake. One week after Thanksgiving enjoy
the annual holiday parade complete with Santa and his live reindeer,
tree decorating event and brass band concert.
A unique outdoor art exhibit, ArtScape on Main, features original
art banners created by local artists.

Red Barn
Theatre
Over 50 years ago, Nina Klaus
assembled a cast of performers on a
make-do stage platform in Cap Hagen's
Hardscrabble Ski Chalet east of Rice
Lake. Thus began the Hardscrabble
Players, now famous nationwide for
its excellence in Summer Stock
theatrical productions.
The Players discovered the Red Barn
in 1966. From their start there in 1967
it was a hit with the patrons, and the
Hardscrabble Players decided to buy
the building and make the "Red Barn
Theatre" their home. In addition to
theatrical performances, displays by
area artists are featured during each
play downstairs in The Gallery.
To carry on the legacy that Nina Klaus
began and worked on tirelessly for a
quarter of a century, a scholarship fund
has been established in her memory
to help further the education of young
people dedicated to the theater arts–
the purpose being to keep alive the
dreams and tradition of The Red Barn
Theatre. Call for reservations
715-234-8301 or 1-888-686-3770.

The Japanese Friendship Garden is
located on the UW-Barron County
Campus. The garden was built by the
Rice Lake International Friendship
Assn. as a symbol of our relationship
with Miharu, Japan. The sister city
relationship between our cities is an
ongoing student and adult exchange
program that began in 1987. The garden
is a typical Japanese garden designed
by a master gardener from Miharu.
Upon entering the gate of the garden,
visitors can follow the stepping stones
to the meditation bench. While seated
on the bench, a vision of a miniature
mountain range with the illusion of a
waterfall going into a pond can be seen.

Fishing on Rice Lake
From panfish to muskies,
Rice Lake offers a wide variety of
fishing opportunities in its back
bays, along shorelines and in the
main lake’s deeper spots.
Whether it be hooking panfish,
bass and northerns through the
spring and summer, casting for
muskies on autumn days, or
pulling crappies and bluegills and
big northerns through the ice in
winter, the 939-acre lake is a yearround fishing destination.
Panfish, largemouth bass,
northerns and muskies are all
common in Rice Lake, while
walleyes are an occasional catch.
Smallmouth bass can be found
on the Red Cedar River below the
downtown dam.
There are several fishing piers
around the lake, including in the
downtown area. Two modern boat
landings, with ample parking, are
located just off of Main Street near
the downtown bridge and also on
Orchard Beach Lane on the south
end
of the lake.
There are also several smaller
landings, including off of Hwy. 48
on the far north end of the lake.
The lake’s weedy areas support
a strong northern pike habitat,
and the northern fry provide
food for a flourishing musky
population. Since musky stocking
began in the early 1980s, some
fish have reached trophy size in
excess of 50 inches.
Largemouth bass action is
good in the east side bays dotted
with stumps and submerged
wood. The bays warm up quickly
in the spring, making them a good
early spot for panfish anglers.
The deepest part of the lake
is on the south end, south of
Narrows Bridge on Sawyer Street
(Hwy. C). Depths range to 19 feet,
and the area is a preferred spot for
ice fishing, with a village of shacks
showing up in early winter.

UW-Barron County Campus
UW-Barron County (UW-BC) is one of 13 freshman/sophomore
campuses of the University of Wisconsin Colleges awarding the
Associate of Arts and Science degree with over 20 areas of emphasis
available. UW-BC provides the first two years of a liberal arts general
education that is accessible and affordable. Students can start over
200 majors and, after transfer, will be prepared to continue work on
a bachelor degree and unlimited career opportunities.
Enrollment at the Rice Lake campus is comprised of
approximately 650 full- and part-time students from over 60 high
schools in a ten county area, 20% are adults returning to school.
UW-BC’s major attributes are small class size (average size is 19
students), the lowest tuition in the UW System, and professors that
are approachable.
UW-BC is the cultural center for the area acting as home to many
instrumental and choral groups, theatre productions,
and art exhibits. The campus offers free lecture
series, poetry and author readings,
and film screenings along with
an 18-hole disc golf
course,
Japanese Friendship Garden, and a cross country ski trail.
The Continuing Education department offers non-credit
lifelong learning classes for people of all ages throughout the year
including art, music, culture; mind and body; outdoors; courses for
youth; and professional development.

Long Lake
Long Lake is nestled in one of
the most beautiful and relatively
undeveloped areas in the Wisconsin
northwoods. Yet it has many fine
resorts and restaurants and is
freeway-close to shopping and
activities in Rice Lake.
The Long Lake area offers many
attractions. There is an 18-hole golf
course, miles of hiking and biking
trails and canoeing opportunities.
Additionally, thousands of acres of
public lands invite hiking, crosscountry skiing and other outdoor
activities.
The area’s natural landscapes
were formed millions of years ago
by glaciers. The land is unique,
with conifer and hardwood forests,
spruce and tamarack bogs, freeflowing rivers, rolling farmlands and
jack pine barrens. The woods are
full of wildflowers and berries, and
animals large and small. Deer and
fox, muskrats and beavers - all are to
be seen by the careful observer.
One can awaken to the sun
glimmering on the lake and listen
to the songs of the many different
birds. Loons are heard and seen
regularly, along with mallards, wood
ducks, teal and other waterfowl. You
can watch the bald eagle or osprey
in flight. Migrating birds stop here
and songbirds
abound.
At day’s end
sunsets are long
and beautiful,
with the lake
reflecting every
hue of the
rainbow - from
bright pinks to
burning bronze.
Because of the
lack of city lights,
the night skies are
brilliant with stars, and the Northern
Lights often put on dazzling
displays. At night throughout much
of the year one can look skyward
and observe their dancing, everchanging patterns. The scene is lit
only by the moon and stars, which
abound in profusion in a sky devoid
of man-made illumination.

Winter Fun for Everyone
Don’t spend winter inside...
get out and enjoy it!
Rice Lake is the perfect place to get out and
enjoy all that winter has to offer.
There are plenty of recreational
opportunities when winter comes to
Barron County. Whether it’s a quiet
snowshoe hike on one of the area’s many
trails and county forests, or the fun
competition of an ice fishing contest,
there are winter activities for everyone.
There are several groomed winter trails
for snowmobilers, cross country skiers
and snowshoers. Those multi-use trails
include the Tuscobia Trail north of Rice
Lake, running eastward to Park Falls and
the Wild Rivers Trail, which begins in Rice
Lake and heads northward to Superior.
The Ice Age Trail offers a quiet hike as
it slices through the Blue Hills forests and
links up with the Tuscobia Trail before
heading off into the northwest part of the
county.
42
Page 42 2015.indd 1
There are cross country skiing trails in
the Blue Hills, in the City of Barron and
northwest of Cumberland, and also in
the City of Rice Lake on the UW-Barron
County campus. Downhill skiing is
available at Christie Mountain, just to the
east of Barron County.
Besides the two major trails - Tuscobia
and Wild Rivers - the Barron County
Snowmobile Trail system includes about
300 miles of trails connecting the county’s
towns and dining spots while traversing
over fields and through woodlands.
For some, ice fishing is a nearly
everyday activity on the county’s frozen
lakes in the winter, and ice shacks dotting
the bigger lakes attest to that. Throughout
January and February, ice fishing contests
are on the schedule nearly every weekend.
Hunting is also a popular winter activity
for outdoors folks who pursue wild game
such as rabbits.
Car racing doesn’t slow down for winter
in Barron County. The Rice Lake Ice Races
are held every Saturday on a plowed oval
on Rice Lake’s north side, off Hwy. 48.
There’s a plowed spectator parking area for
those wanting to watch cars slide through
the icy turns.
There are plenty of indoor activities
too. The Rice Lake Curling Club is busy
nearly every night with league play and
also hosts several weekend spiels. There is
open ice skating at the Rice Lake Hockey
Arena. Outdoor ice skating is available at
neighborhood rinks maintained in the
City of Rice Lake, with the main outdoor
rink in the downtown area.

Curling
During the winter of 1967-68,
approximately 20 couples joined
in the cattle barn of the Barron
County Fairgrounds and began
what is now known as the the Rice
Lake Curling Club. Two sheets of
ice between the rows of stanchions
were flooded and all scraping was
done by hand. The “warming house”
was a modified school bus. The
State Curling Association loaned
the club second-hand rocks and 16
brooms were made out of broom
handles and carpet. In 1976-77,
after an addition was completed to
make the rinks the correct length
and a viewing room was added, the
club moved into the 4-H building.
That same season the RLCC hosted
it’s first mixed invitation spiel. In
August of 1988, the building burned
to the ground. With the hard work
and dedication of the membership,
the impossible was accomplished;
the building that now houses one
of Wisconsin’s largest and most
modern curling clubs was financed,
constructed and ready for curling
for the 1988-89 season. In 2001,
Rice Lake hosted the USCA Mixed
National Championship which

introduced the Rice Lake Curling
Club to the national curling scene.
Summerspiels are held every year
and is highlighted by the ever
popular Saturday evening steak feed
and the best ice of the year.
The Rice Lake Curling Club has
hosted events ending in world
competition, including the World
Qualifier for the University Games
and the World Qualifier Senior
National Championships.

Spooner
Spooner is a four-season playground for all who venture to it - to
visit or to live. There are woods, water and wildlife in abundance,
and it boasts a diverse and unique shopping district. The city has
long been regarded the “Crossroads of the North,” located at the
intersection of three major highways, and serving as the retail
hub of a trade area including nearly 35,000 residents.
Spooner, in the beginning, was famed as a railroad town, now, a
single excursion train - the Wisconsin Great Northern - rumbles
along the tracks that once bore hundreds of cars per day.

Industry & Service
The Rice Lake Industrial Park has a number of available sites for
business expansion and occupancy. The Industrial Park is located
along County Hwy. O, one mile east of Hwy. 53. The size of the
Industrial Park is 110 acres, and the park has some land available
for site location and expansion.
The North Industrial Park on Lindy Street has several large and
smaller sites available.
Public improvements such as roads, curbs and gutters,
sanitary and storm sewers, water, and underground electrical
services are in the park and have been paid for through the use
of Tax Increment Financing. The zoning is both light and heavy
industrial, and a set of Protective Covenants that will protect
investments and promote an attractive environment have been
adopted.
For more information concerning the park contact
