SCIA Installs New President

Tony Boudreaux accepts role as SCIA President
T
ony Boudreaux, VP of Superior Labor Services, officially
took the office as SCIA President at its annual installation
of officers’ banquet on November 18, 2008. Boudreaux has
been an active member of SCIA, having served as chairman
of the HR committee for several years before taking a board
position. He came up in the ranks to serve as its president,
holding the offices of secretary, VP and Executive VP. He
is also the first recipient of the Tillman Esteve Outstanding
Member Award.
In accepting his new role, Boudreaux said SCIA has
always been about “staying focused, moving forward and
getting the job done. These principles are less about the
person who stands in this position and more about the
collective efforts of our membership working together on
issues that impact our businesses.” His primary goals for
this year are Work It!, the Houma Navigation Canal Lock,
and the LA 1 Project.

A MESSAGE FROM OUR PRESIDENT...
On November 18th, the South Central
Industrial Association held its 11th annual
Banquet and Installation of Officers at Cypress
Columns. Thanks to the hard work and
dedication of our banquet committee, it was
another first class SCIA event. George Shinn,
owner of the New Orleans Hornets, served as
our guest speaker and offered several stories
of how inspiration, faith and determination can
lead to success.
As always, our banquet was the perfect
setting to honor several important members
and industry leaders for their contributions. Mr. Benny Cenac, Cenac
Towing Company, received the President’s Award for his commitment to
industry and service to our community and region. Mr. Chet Morrison, Chet
Morrison Contractors, received the Tillman Esteve Outstanding Member
Award for his leadership and service to the SCIA. Mr. Kerry Chauvin and
Mr. Bobby Barthel, both with Gulf Island Fabrication, received the newly
created SCIA Lifetime Member Award for their outstanding service and
dedication to the SCIA. In addition, Mr. Otis T. Logue and Mr. Leland
Robichaux were recognized as Lifetime Award recipients posthumously.
On behalf of the SCIA, I would like to congratulate our award recipients and
sincerely thank all of those who attended and participated in our banquet
sponsorship program.
Workforce development continues to be at the forefront of concern
for SCIA. We are currently in the process of finalizing contracts with the
Louisiana Workforce Commission, and the LA Departments of Economic
Development and Education for our “Work It!” Louisiana program. This
year, the program will continue to serve the Bayou Region, and will also be
expanded to include the River Parishes.
We are also working with the Louisiana Workforce Commission to
continue the discussion on our region’s workforce issues and challenges.
This discussion began in a meeting at L.E. Fletcher Community College
this summer. Our follow-up meeting was originally scheduled for early
September, but was canceled due to the hurricanes. Representatives
from our region were invited to participate in a meeting held in Lafayette.
Although several people from our region did attend that meeting, the SCIA
felt that our region needed its own meeting to allow for complete discussion
and solution development focused directly on issues affecting our region.
This meeting has been rescheduled for this month.
The unique workforce opportunities available in our region and the
challenges associated with those opportunities are driving forces behind our
SCIA. People across the country learned how valuable these opportunities
are when, just last month, CNN and Careerbuilder.com named the HoumaThibodaux metro area fifth out of the top 25 cities in America for finding
a job. However, merely having the jobs available is not enough. We must
have a workforce with the matching skill sets to fill these positions. That
is the critical element. This places even more emphasis on developing
and training our workforce. By working closely with our state departments,
legislators and business leaders, the SCIA is committed to enhancing the
workforce development efforts in the Bayou Region.
Your SCIA staff and Board of Directors are working diligently to get the
best speakers available for the general membership meetings because
we know that your time is valuable. We look forward to seeing you there.

their families a happy and safe holiday season.

Corps and State Reach Cost
Share Agreement on Coastal Restoration Projects

L
ouisiana Coastal Area Projects Can Move Forward.
The U.S. Army Corps of Engineers and the state of
Louisiana’s Coastal Protection and Restoration Authority
(CPRA) signed a cost share agreement that will initiate
several studies that are part of the recent Louisiana Coastal
Area (LCA) authorization.
“Louisiana has lost more than 2300 square miles of
vital coastal wetlands over the last century and this loss
continues to threaten the safety of our communities, the
energy security of this country and the essential fisheries
and wildlife habitat along our coast,” said CPRA Chairman
Garret Graves. “The LCA projects we are moving forward
with mark the first truly comprehensive efforts to reverse the
loss of Louisiana’s wetlands.”
Included in the 2007 Water Resources Development Act,
the studies under this agreement will evaluate numerous
options for introducing freshwater and sediment into
marshes and restrict saltwater intrusion throughout southern
Louisiana. The studies will evaluate how to increase organic
deposits and improve the productivity of the marsh
while working to prevent further deterioration.
“We are very pleased to work with our state partner, the
CPRA, on these studies,” said District Commander, Col.
Alvin Lee. “These restoration efforts will help to protect and
restore Louisiana’s valuable wetlands.”
The total cost for the studies is approximately $27 million.
The studies will culminate in a report the State and Corps
will release in December 2010.

Ins. Agency sustained major roof/interior damage.
They purchased a modular office building that is a 2008 64
foot by 28 foot or 1792 square feet. It contains two large
bathrooms, 7 offices, and a reception area. The repairs
to their office are almost complete. They are interested in
selling the modular office building. It will have to be moved
to the buyer’s location.
Over the past few months, SCIA has received several
calls regarding available office space in Houma. We thought
this might be an opportunity for anyone still seeking office

Chet Morrison Contractors Hires Chief Executive Officer

Officer

November 3, 2008.

Morrison,
founder of the Company, will assume the title of Executive
Chairman. Mr. Ferron will assist Mr. Morrison in developing,

Mr. Ferron has the knowledge and background that is

Mr. Morrison.
A 28-year veteran of the oilfield industry, Ferron is the
former president and CEO of Helix Energy Solution Group, a
Houston-based services and production company. Ferron’s
experience with Helix is particularly important in light of
Chet Morrison’s partnership with Rooster Petroleum.
Morrison has been working closely with Rooster since
2005, and is currently working in about 20 of its properties.
“Mr. Ferron comes with a background of experience in
executing the model that we have established, or at least
one that’s very similar to it,” Morrison said. “Not only is
he experienced with the construction, but he is also very
knowledgeable about marginal oil and gas production and
has a good bit of international experience.”
Mr. Ferron’s has vast worldwide experience in the oilfield
industry, many of which were in senior management positions
with McDermott Marine Construction and Oceaneering
International Services Limited. A native of Wales, Mr. Ferron
has a Civil Engineering degree from City University, London;
a Masters Degree in Marine Technology from the University
of Strathclyde, Glasgow; and an M.B.A. from the University
of Aberdeen. Mr. Ferron is also a Chartered Civil Engineer.

(SCPDC) is in the process of applying for U.S. EPA
Brownfields funding. The goal of the first, hazardous and
petroleum, application is to enable SCPDC to continue its
current successful Brownfields assessment program for
another three years. The goal of the second, revolving
loan fund, application is to provide financing for cleanup of
properties affected by contamination. SCPDC would be the
lead agency of the four-member RLF coalition, partnering
with Acadiana Regional Development District (Lafayette), the
City of Lake Charles and the City of Baton Rouge-East Baton
Rouge Parish.
Brownfields are abandoned, idle or under-used industrial
and commercial properties where reuse or redevelopment is
complicated by real or perceived environmental contamination.
Environmental assessment and cleanup can give many such
properties a “new lease on life,” with a return to commerce
and local tax rolls. Such historically developed properties can
offer significant advantages over previously undeveloped,
“greenfield” sites. These include higher elevation and less
vulnerability to flooding; existing infrastructure; not requiring
additional public investment in new infrastructure.

CPRA and Bayou Lafourche Freshwater District Make
Joint Announcement on Bayou Restoration Project

HIBODAUX, La. – The Louisiana Coastal Protection
and Restoration Authority and the Bayou Lafourche
Freshwater District held a press conference at the Wetland’s
Acadian Cultural Center, located at 314 St. Mary St. in
Thibodaux Friday, November 21 at 2 p.m. to discuss a major
step forward on efforts to clear and restore the capacity of
Bayou Lafourche for drinking water supplies to more than
300,000 South Louisiana residents and restoration of the
coastal ecosystem.
Under the cooperative endeavor agreement, the CPRA
will provide up to $20 million and technical support to the
Bayou Lafourche Freshwater District to clear debris, restore
the bayou’s capacity, and provide additional freshwater to
the bayou.
The initial project will focus on the upper 6.2-mile stretch
of the bayou to allow for more water to be pumped into the
system from the Mississippi River.
This additional capacity will improve safe drinking
water supplies for communities in Ascension, Assumption,
Lafourche and Terrebonne Parish and help to restore the
coastal ecosystem. Water supplies to communities in those
parishes were contaminated by high bacteria levels due to
stagnant water and plant decomposition after Hurricanes
Gustav and Ike.

Grainger Partners with Fletcher Technical Community College
to Address Local Shortage of Skilled Workers In Houma

W
ith baby boomers preparing to retire from the ranks
of the skilled workforce in Houma and across the
country, a growing collection of labor experts are raising
concerns that there is a shortage of workers with the critical
skills required to replace them. Recognizing the growing
need, Grainger, a local distributor of facilities maintenance
supplies, today awarded a Tools for Tomorrow scholarship
to Fletcher Technical Community College (FTCC) student
Brian Knight, during a presentation at the Houma campus.
“Industrial trade students like Brian Knight represent the
best and the brightest of the future of skilled labor,” said
Donald Alphonso, Branch Manager of Grainger’s future
Houma location, opening later this year. “Grainger is proud to
partner with Fletcher Technical Community College through
our Tools for Tomorrow scholarship program. Together we
can help to ensure that the Houma community continues to
have an ample pool to meet the demand for workers in the
skilled and technical trades.”
Knight, a Thibodaux, LA, resident and FTCC student
studying Machine Tool Technology, was nominated by
the school’s faculty to receive the award. His instructors
describe him as an excellent student who is hard working
and dedicated. Knight is one of 35 students across the nation
who will receive a $2,000 scholarship and, upon graduation,
a Westward® tool package from Grainger to support him in
his future career.
“I am grateful for Grainger’s generous contribution that
has helped to further my career in machining,” said Knight.
“This scholarship provides an opportunity for me to focus on
my professional goals as a leader in the machining field and
in my local community.”
“The industrial trades are in critical need of trained,
skilled workers with an understanding of today’s modernized
tools, technologies and processes,” said Chancellor Travis
Lavigne. “With the increasing demand for these skilled
individuals, it is essential that we continue to invest in their
talent, and Grainger is doing just that through this scholarship
program.”

and many others, at the Americas Energy Coast Policy
Forum.
The group gathered to present an action agenda to our
nation’s leaders for addressing energy and environmental
sustainability challenges of the Gulf Coast. Joining Ted
for the forum was SCIA Infrastructure chair, Henri Boulet,
Executive Director of LA 1 Coalition.

hen it comes to improving fuel economy and reducing
our impact on the environment, sometimes the
simplest things can make a difference. When multiplied by
the number of vehicles in a company’s fleet, even saving
just a few gallons of gasoline every week can add up to a
substantial savings at the end of the year. Smarter driving
and maintenance are two steps everyone can take.”
Enterprise Fleet Management is offering Keys to “Green”
Driving – useful tips that can be used to reduce fuel
consumption and save money. Following is the second in a
two-part series of tips:

Keep engines tuned. A tune-up can increase fuel economy.
Follow your owner’s manual guidelines.
Use the right fuel. Check your owner’s manual when
choosing what grade of gasoline to use, and don’t spend
the extra money on a premium grade if you don’t need to.
Avoid the top off. That extra squeeze wastes money and
pollutes the air, even aggravating smog in bigger cities.
Cool off wisely. While it is true that rolling windows down
instead of using the AC can increase fuel economy at
slower speeds, at faster highway speeds open windows
can actually increase drag and hurt fuel economy.
Replace older, less fuel efficient vehicles at appropriate
intervals. Knowing when to dispose of older vehicles,
a systematic process known in the fleet management
industry as “cycling,” helps a company achieve optimum
performance and the best resale value, which also directly
affects cost savings.

he Joanne Morrison is a 240’ dive support vessel with
saturation diving capabilities in water depths up to 1,000
feet of seawater. The vessel is equipped with a four-point
mooring system for primary station-keeping during diving
operations. Two White Gill dynamic positioning thrusters are
utilized during ROV activities and to support the mooring
system in marginal weather conditions. Accommodations
for 54 people allow for 24-hour construction activities.
The saturation life-support equipment, dive compressors
and welding machines are installed below deck to give
ample back deck space for material/equipment storage and
fabrication of pipeline components. The DSV’s performance
is further enhanced by a marine-rated 70-ton hydraulic
Mantis crane, an octagon-shaped moon pool to deploy the
saturation dive bell, and a hydraulic dive bell launch-andrecovery system.
The vessel has a second moon pool to facilitate subsea
intervention work such as wire line and coil tubing operations
to assist in the abandonment of subsea systems. The
vessel can be equipped with a work-class ROV for subsea
inspection, pipeline as-built, and construction activities.

ov. Bobby Jindal has appointed Lockport’s Craig
Roussel to serve on the state’s workforce investment
council.
The 41-member board advises the governor on the
needs of Louisiana’s employers as well as the people who
make up its workforce.
Roussel is a vice president at Bollinger Shipyards, a

The company was sold in February, 2008 but remains an
integral part of the Terrebonne oil and gas industry, making
a significant impact on the local industry.
Through his philanthropic leadership, he has proven his
dedication to the bayou region by providing leadership and
giving hundreds of thousands of dollars annually to the area
communities. He is known for his generosity, honesty and
integrity.
The Lifetime Member Award was initiated this year to
recognize outstanding members who have served the
organization in a leadership role. Otis T. Logue, a founding
member of the organization who served as inaugural
president, executive director and manager director and
Leland Robichaux, past president and long time committee
chair received the award posthumously. Also receiving
the honor were Kerry Chauvin, President of Gulf Island
Fabrication and Bobby Barthel, GM of Gulf Island Marine
Fabricators, both a founding members of SCIA who
served as President and continues to serve on numerous
committees.

shop at the Terrebonne Parish Sheriff’s office to implement
Operation Rebuild, a project to get business back up
and running as quickly as possible. Through his SCIA
leadership and LA Speaks, Morrison became a member of
the LA Recovery Authority, where he actively participates
in providing expert leadership for our region. Along the
way, he has assisted through staff support with issues large
and small, including funding for Work It! Louisiana. And
through all of his SCIA support, he expanded his business
internationally. SCIA is honored to have Chet Morrison as a
leader of the organization.
Receiving the highest SCIA honor of President’s Award
was Benny Cenac. As the sole owner of Cenac Towing
since 1983, Benny followed in his father and grandfathers
footsteps to expand the family business. He developed it
into a model of efficiency and safety practices, growing the
