Message from the Sheriff
Last year, in my message for the Annual Report, I vowed that drastic budget cuts would not prevent us from decreasing crime. It seemed
an ambitious goal at the time; doing more with less is never easy.
I am proud to say that the men and women of the LVMPD have once again risen to the occasion. Despite unprecedented budget cuts in
operations and employee benefits, the LVMPD saw a six percent decrease (-6%) in its overall crime index from 2009-2010. Impressively,
that annual decrease is part of a five year trend that has yielded some noteworthy statistics:

These are extraordinary numbers! I am incredibly proud of, and grateful for, the fine Department members who made this achievement
possible. In the face of economic decline and wide-spread government layoffs the Metro family stayed strong, stayed together, and
prevailed. Well done.
So where do we go from here? The vision of the LVMPD remains to make Las Vegas the safest community in America. While crime
is down categorically, we have not yet fulfilled that vision. One area where we have seen a rise in crime is sexual assaults (5 year 16%
increase). In the next year I expect that number to be reduced. Additionally, I want to see another decrease in our overall crime index
and a continuation of our impressive trend.
Unfortunately, we will once again be asked to accomplish our large goals with a small budget. Tax revenues are expected to decline, and
many local agencies will be forced to downsize. Nevertheless, I remain committed to no Metro layoffs. We have served the community
well with our current staffing levels, and I will fight for a continuance of the existing roster. With on-going prudence and creativity we
should be able to move forward with all of the members of our law enforcement family.

LVMPD: We Are Our People
In the tough economy facing our nation over the past couple of years we could not have a better suited Chief Financial Officer at the helm of
our agency than Karen Keller. The success that we have continued to experience in these hard times can largely be attributed to Karen and
her team in the Office of Finance.
Karen’s staff consists of a dedicated team, committed to accomplishing the task at hand and meeting the budget. Karen and her team have had
to make many unpopular decisions. They are a team that works closely together, accomplishing tough challenges by openly participating in
round table discussions and being creative and innovative in developing new, more efficient means of accomplishing the department mission.
Karen attributes our agency’s success in meeting Sheriff Gillespie’s mission of no layoffs to Metro’s quick responsiveness and being on the
forefront of adapting to the required reductions. It was Karen and her team’s foresight three or four years ago that lead to Metro’s belttightening before it became critical. With the responsiveness of the entire department, we have been able to continue to provide our
community the same level of service that we have consistently provided prior to the economic downturn. In fact, crime has gone down when
one might have expected it to increase.
Karen began her career at Metro as the Department’s Accounting Director in February 1998. In October 2001, she was named the
head of the Office of Finance as the Chief Financial Officer. When asked what significant changes she has witnessed in her tenure on the
Department, she cited the obvious growth, but also the culture change that has taken place within the organization. In the lucrative times,
when our community was experiencing exponential growth, it was full speed ahead. Bureau’s within
the organization were able to obtain the supplies and equipment that they wanted, rather than
scrutinizing those purchases and limiting them to only those essential in the performance
of our jobs. This philosophy shift became possible through educating all department
members. The annual budget hearing workshops were especially critical in getting the
support and buy-in of department bureau heads agency wide.
Prior to joining the Metro team, Karen worked for seven and a half years at the City of
Las Vegas as the Division Director of Accounting. She worked as a Financial Analyst for
CitiBank for seven and a half years. Prior to embarking on her career, Karen graduated
with her Bachelor’s degree in Accounting Finance in 1982, from the University of
Nevada Las Vegas.
Apart from her time at Metro, Karen enjoys spending her time with her granddaughter
and the rest of her family. She enjoys reading, as well as being outdoors gardening. When
time permits, Karen enjoys traveling.
We are fortunate to have Karen as a valuable asset to our team!

Profile: Captain John “Jack” Donahue
DSD, North Tower Bureau
As with all large law enforcement agencies, the Las
Vegas Police Department has an intricately balanced
working relationship between our police and corrections
sides of the department. Both sides have different,
complimentary functions within our law enforcement
family. Both sides work hand-in-hand in dealing with
the same clientele and face similar difficulties.
Detention Services North Tower Bureau Captain
Jack Donahue defines the balance between the two
intertwined sides of the house. Jack became the first
Corrections Captain in the department’s history to have
the opportunity to apply his supervisory expertise,
obtained from his experience in corrections, to the
police side.
Fresh out of high school, Donahue joined the U.S. Air
Force as a Military Police Officer stationed at Nellis Air
Force Base. In August 1986, Captain Donahue hired
onto the Department as a Corrections Recruit. Upon
successful completion of the academy, Jack hit the decks
of the jail. After completing probation, he became a
Field Training Officer. It was here that Donahue
started cultivating his forte for training. At the
inception of the Special Emergency Response
Team (SERT), Jack became part of the team
and progressed to a team leader.
In August 1993, Donahue promoted and
once again hit the decks of the jail, this time
as a graveyard Sergeant. While working
in this capacity, he became the first
Corrections’ Internal Affairs Liaison.
Donahue retained his regular duties as
a Platoon Sergeant, while assuming the
additional responsibilities of performing
internal investigations. In June 1996,
Donahue transferred back to Training as
the Corrections Academy Sergeant. For
two and a half years he was responsible
for preparing the newly hired correction
recruits from six academies to safely
perform their job of maintaining order
in our detention center.
In December 1998, Donahue promoted to Lieutenant,
once again bringing him back to the decks. After six
months he became the Ancillary Lieutenant, overseeing
outside operations at the Stewart Center and the
Laughlin Jail. From here he became the Administrative
Lieutenant, acting as the bureau commander in his
commander’s absence.
Jack promoted to Captain of Staff Operations in October
2005. It was in this capacity that Jack fostered the
partnership, between Metro and the U.S. Immigration
and Customs Enforcement (ICE) referred to as 287g.
This partnership permits specially trained corrections
officers to determine the
documentation status of
foreign-born inmates.
When a concern
arises about the
inmate’s

documentation status, a hold is placed
on the subject pending the adjudication
of local charges. Today, Metro’s 287g
Program is considered one of the
premier operations in the country.
In September 2009, Jack made
the unprecedented move from the
Clark County Detention Center to
the Personnel Bureau as the Bureau
Commander. While in Personnel, he
supervised the Budget Reduction Task
Force, compiled to identify potential
cost savings, in efforts to reduce the
Department’s overall budget. Eight
months later, following the downsizing
of the Personnel Bureau, Jack returned
to CCDC where he now oversees the
six year, $120 million remodeling of the
North Tower infrastructure.
The accumulation of Jack’s experience
and expertise has afforded him the
opportunity to share his knowledge
on a national level. Recently, Jack
instructed at POST in Carson City,
before newly elected Nevada Sheriffs,
about establishing Standard Operating
Procedures at their local county jails.
He has also taught at the National
Institute of Justice, the American
Jails Association, and the American
Corrections Association of Prisons on
Detention related subjects.
Jack’s interests outside of Metro revolve
around his family. He and his family
enjoy getting away to unwind at their
mountain property in Duck Creek
Village, Utah. Jack is the proud father
of three children. His oldest daughter
recently married and currently resides in
Texas. He has an eighteen year old son
who is a senior in high school and keeps
both he and his wife busy attending
baseball games. Jack’s youngest daughter
is a junior in high school and entertains the family as a member of her school’s marching band.
The Metro family has been blessed to have Jack as a leader on both the Corrections and Police sides of the agency.

Facilities
The Range Project: This was a 6 month project which significantly enhanced firearms training, and improved the capacity to accommodate
our growing police force. Additional on-site parking added 94 paved parking spaces. Restrooms were added to eliminate the need for port-apotties. Along with new restrooms, basic utilities like city water and sewer was added eliminating the need for water pumps and septic tanks.
In addition, the Range received a new targeting system that enhances training, and allows for preprogrammed training scenarios. Finally, this
project included a bullet trap and recovery system which allows for easy retrieval of lead bullets making the Range a better and safer training
environment.
Northeast Area Command: The new NEAC was re-located to 3750 Cecile Ave. This 12 month project was completed in February 2010
creating a new and modern 22,764 sq.ft. facility with enhanced public access including a public meeting room. The facility significantly
improved briefing room capability, provided space for property crimes, PSU and COP detectives, larger secure parking for employees and
police vehicles, and added an emergency power generator which can maintain the entire building during any power outage.
Air Support Project: This project was our hallmark accomplishment this year opening in January 2010 at 3600 Thunderbird Field Rd.,
NLV Airport. This project created a new 10,000 sq.ft. administrative area and over 30,000 sq.ft. of fixed wing and helicopter hanger space,
allowing parking of all of the aircraft and Search and Rescue (SAR) fleet that was before stored on an unsecured airport ramp (subject to the
weather extremes, vandalism, on-lookers, etc.). The new facility has a dedicated maintenance service area, complete with an overhead jib
crane, drastically increasing safety, efficiency and convenience. The storage space also increased significantly, allowing rescue equipment to be
stored out of sight but quickly accessible as SAR events dictate. Office, site security, parking, shower, training, workstation and locker space
was either dramatically increased or now exists where it had not before. The complex has a state of the art fire suppression system to include
smoke, heat and flame sensors which are capable of activating either a water dousing and/or high expansion foam in literally seconds in case
of an indoor aircraft/fuel fire. This essential facility also received an emergency power generator to ensure 24 hour operation during power
outages.
A new SAR climbing/rappel/fast rope tower was constructed, also increasing both training safety and high angle rope rescue skills.
LVMPD Headquarters (Campus): This project is the cornerstone of our future and
creates, for the first time, a home for the Las Vegas Metropolitan Police Department. This
three building administrative complex is located at 400 S. Martin L. King Blvd., Las
Vegas, NV 89106. The campus will sit on 13.76 acres of land and will feature
370,500 sq.ft. of leasable space and over 2,100 parking spaces, a five level
parking garage located behind the administrative buildings. The location
of the campus was important and is within close proximity to the
Courts, Detention Center and other Government agencies. The
Headquarters campus will provide space for approximately
1,200 LVMPD employees currently located throughout
the valley. By consolidating administrative and
investigative services into one location, we will be
better able to provide services to the community and
be more efficient and effective in continuing to provide
a safe community. In addition, it will create a much
improved customer service environment
for our citizens seeking information,
police records, or employment.
The project is on track to be
completed in June 2011
and personnel will begin
moving in July 2011.
