Mayor Daniel Rivera, Northern Essex
Community College (NECC) President
Lane Glenn and state and local officials to
announce a new study of the public safety
facility, training and education needs in the
City of Lawrence and greater Merrimack
Valley region.
The Patrick Administration's final fiveyear Capital Investment Plan for Fiscal
Years 2015-2019 included $400,000 in
funding for a study to assess the public
safety facility, training and educational
needs for the region. The study will be
conducted by the Division of Capital Asset
Management and Maintenance (DCAMM)
and will be conducted with team members
from the City of Lawrence, NECC, and
the Executive office of Public Safety to
determine the feasibility of a project that
will best enhance workforce development
and increase the effectiveness of local and
regional law enforcement.
"Through these types of collaborative
efforts, we are finding new ways to meet
our public safety challenges and make our
communities great places for residents
to grow and thrive," said Undersecretary
Jordan. "By creating a partnership with the
city of Lawrence and NECC we have the
opportunity to make a positive change that
would not otherwise be possible. I look
forward to continuing to work together to
serve the residents of this region."
This funding is one of many investments
included in Governor Patrick's eighth
and final five-year Capital Investment
Plan, building on the Administration's
successful efforts to stimulate job creation
and support long-term economic growth by
making record-level investments in higher
education, innovation and infrastructure
projects.
The idea of a new police station in
Lawrence, along with expanded education
innovation in public safety at NECC, is a
dream for our community, and this money
takes us one step closer to that. We thank
the Governor and his team for continuing
their record of keeping Lawrence in mind
when it comes to capital investments with
high prices tags such as this; along with our
State delegation led by Senator Finegold
for their dogged support of a new station,"
said Mayor Rivera
"Nationwide, 85% of first responderspolice, firefighters, and paramedics-get their
training at community colleges. This is an
exciting first step as we explore the benefits
of building a state-of-the-art regional public
safety center in Lawrence that will serve the
needs of first responders across northeast
Massachusetts. This is great news for the
city of Lawrence and the Merrimack Valley,
and we are thrilled to be partnering with the
city and the state on this project," said Lane
A. Glenn, president, NECC.
The
Patrick
Administration
remains committed to revitalizing the
Commonwealth's gateway cities like
Lawrence. Over the past four years, the
City of Lawrence has been awarded
over $2 million in police staffing grants,
$868,000 from the state's gang prevention
grant program, and $955,000 for enhanced
public safety communication operations. A
testament to these efforts was a May 2014
Boston Globe Magazine Story that featured
the City of Lawrence as one of Greater
Boston's Top Spots to Live.
"This announcement is the result of
over a year of work by Governor Patrick and
his administration, City officials, Northern
Essex Community College President
Lane Glenn, and the elected Lawrence
delegation. I thank Governor Patrick and
his administration for partnering with the
City and NECC on this important project.
The study could pave the way for a project
that will benefit not only Lawrence, but the
entire region," said Senator Barry Finegold.
"I proudly stand with my fellow colleagues
in the Lawrence legislative delegation in
celebrating the announcement of these
critical funds to study the city's public safety
needs. The Commonwealth's partnership
with the city and NECC is an exciting one
and I look forward to seeing the results of
these investments over the years to come,"
said Representative Diana DiZoglio.
"This public safety study is a necessary
step towards improving Lawrence. I am
proud to be in support of this endeavor,"
said Representative Frank A. Moran.
Through its partnership with the Patrick
Administration, the City of Lawrence's
budget is balanced for the fourth consecutive
year, without using one-time reserves. For
fiscal year 2015, the city is meeting its
school funding obligations, hiring six new
police officers, has a fully funded capital
stability fund as required in the oversight
law and achieved a historically low 2
percent increase in health premiums due
to its participation in the Group Insurance
Commission (GIC). Lawrence has also
received an increase in unrestricted general
government aid (UGGA) of $2 million
since fiscal year 2012. Additionally, the
Governor's Capital Investment Plan builds
on the Administration's successful efforts to
stimulate job creation and support long-term
economic growth by making record level
investments in higher education, innovation
and infrastructure projects.
Additionally, in the 2013 MassWorks
Infrastructure Program round, Lawrence was
awarded nearly $900,000 for infrastructure
improvements including renovation of the
Essex Street Connection and alleyways
that provide critical linkage throughout the
downtown and supports Northern Essex
Community College's Dr. Ibrahim ElHefni Allied Health & Technology Center,
which opened in March of 2014. This area
of downtown Lawrence was identified as a
Priority Development Area in the Merrimack
Valley Regional Plan. In 2009, Lawrence's
Gateway and Canal Revitalization District
was named a Growth District.

con la actuación de Ray Massa’s Eurorhyms. El sábado y domingo habrá
diversión para toda la familia con eventos de la cultura italiana.
También el sábado y domingo, St. Anthony’s Maronite Catholic Church
tendrá su Mahrajan, un festival anual libanés con la mejor comida, belly
dancers y música típica. Es muy divertido observar a los jóvenes bailando al
compás de su contagiosa música folklórica.
El Festival de Pan y Rosas tendrá lugar en lunes, septiembre 1 en el
Parque Campagnone y ha estado rindiendo tributo por los últimos 30 años a las
muchas nacionalidades viviendo y trabajando en Lawrence un siglo atrás y las
contribuciones que hicieron al movimiento laboral. Lawrence Heritage State
Park siempre hace una labor titánica para conseguir representantes de muchos

this weekend
T
he Labor Day weekend approaches and it is the best weekend of the
year in Lawrence. Many festivals, food, cultural performances and
pride that come to us in many different languages.
We at Rumbo are honored to sponsor the Feast of the Three Saints and
the Festival of Bread and Roses, and strongly advise members of our Spanishspeaking community to continue being part of this tradition.
The Feast of the Three Saints takes place on Friday 29, Saturday 30 and
Sunday, August 31 and is being celebrated it for 91 consecutive years. The
main event this year is the concert on the main stage at the end of Common
Street, starring Ray Massa's Eurorhyms. On Saturday and Sunday there will
be fun for the whole family with Italian cultural events.
Also on Saturday and Sunday, St. Anthony's Maronite Catholic Church
will have its Mahrajan, a Lebanese annual festival with the best food, belly
dancers and traditional music. It's great fun to watch young men dancing to
their joyful folk music.
The Bread and Roses Festival is held on Monday, September 1st on the
Campagnone Common and it has been paying tribute for the past 30 years
to many nationalities living and working in Lawrence a century ago and the
contributions made to the labor movement. Lawrence Heritage State Park
always makes a Herculean task to get representatives from many different
countries to bring the taste of the people who created this brave city.
This is a weekend not to stay home. Enjoy learning about the cultures that
made Lawrence what it is today, while paying tribute to those who worked so
hard to give us the working conditions that we cherish today.

El Alcalde Rivera no pudo demostrar su
diversidad cuando contrató a siete agentes
de la policía con sólo dos de ellos siendo
minorías que ya están en la academia en
estos momentos. Esperemos que el alcalde
lo haga bien la segunda vez.
En un futuro próximo, el Alcalde
Rivera va a seleccionar un nuevo jefe
de policía para sustituir el jefe de policía
interino James Fitzpatrick. Hay muchos

policía va a aliviar la desconfianza en esta
comunidad, el Capitán Vasque no es el
hombre adecuado. De hecho, será un error
catastrófico. El Capitán Vasque se cambió
su nombre de Vasques para evitar ser
considerado hispano.
¿Es ese el mejor ejemplo a seguir?
Anuncian estudio de
seguridad pública
Durante la conferencia de prensa de
"Pavegate" la semana pasada, se hizo muy
evidente que esto era sólo una farsa para
beneficiar a un candidato porque todo fue
para hablar mal de William Lantigua.
En la conferencia de prensa frente a la
estación de policía para hacer el anuncio de
$400,000 del estado para un estudio sobre
la seguridad, lo mismo ocurrió. Llamé a
los Representantes Estatales Frank Moran
y Diana DiZoglio el día antes y no tenían
conocimiento de esto. No habían sido
invitados a una conferencia de prensa
donde el Estado está dando dinero a nuestra
ciudad. Recibí un correo electrónico de la
oficina de la Representante DiZoglio esa
mañana diciendo que había programado
una serie de reuniones y eventos para el día
y no podría estar allí, pero me alegré de ver
que ella hizo lo posible y estuvo presente.
Pero sí, Marcos Devers estaba allí y
le dieron las gracias varias veces por su
participación en conseguir esta subvención
del estado.
Cuando le pregunté a la oficina del
alcalde, la oficina del Senador Barry
Finegold, la oficina de Scott Jordan qué
había hecho Devers en esto y todos ellos
tenían una mirada vacía en sus rostros como
diciendo que no sabían. Sólo el Alcalde
Rivera dijo que había hecho "tanto como
todos los demás representantes de la zona."
Me disgusta ver que fondos estatales

El comunicado de prensa que se envió
no fue específico. El mismo decía: "Un
estudio para ayudar a evaluar y mejorar
la seguridad pública, la capacitación y las
necesidades educacionales en la Ciudad
de Lawrence y de la región, e identificar
opciones para satisfacer esas necesidades."
Sin embargo, lo que escuchamos es que este
es el primer paso para adquirir una nueva
estación de policía. Al final de ese estudio,
se habrá seleccionado el terreno, elaborado
los planes y el método para tener un nuevo
edificio.
Me pregunto si fui yo la única allí
que no sabía el verdadero propósito de esa
reunión.

Tenemos que evitar otro Ferguson

La situación que se vive en Ferguson,
Missouri, podría suceder en otras ciudades
del país, donde la población mayoritaria
no necesariamente es afroamericana sino
latina.
La Opinión y otros periódicos
nacionales documentaron el tremendo
dispar que existe en la sociedad de este
pequeño pueblo de un poco más de 21,000
personas. 69% de su población pertenece a
los grupos minoritarios de afroamericanos,
mientras que el gobierno municipal, el
distrito escolar y otras instancias de poder
están plenamente acaparados por el grupo
dominante. De un total de 53 policías en
Ferguson, solo tres son afroamericanos;
los demás son americanos de ascendencia
europea.
Por eso no es ninguna sorpresa que
82% de los detenidos por la policía son
afrodescendientes y 92% de los que son
arrestados pertenecen también a este grupo
étnico.
En este momento no sabemos
exactamente los hechos reales que
precedieron a la matanza del joven
afroamericano de 18 años por parte del
policía Darren Wilson, quien utilizó su
pistola seis veces para dar fin con su vida.
Sabemos que Michael Brown, el joven
que terminó balaceado, tuvo un incidente
en una tienda de Ferguson. A través de las
cámaras de seguridad de la tienda, se ve
claramente que Brown está en medio de
una riña, increpa bruscamente al trabajador
del local y luego sale de la tienda.
El robo de unos pequeños artículos no
le da ningún argumento a cualquier policía
a utilizar su arma letal para terminar con la
vida una persona, incluyendo delincuentes
–a no ser que la vida del policía esté peligro
inminente.
Un policía no es juez, y nunca debe
hacer justicia por su propia cuenta. Para
eso tenemos un sistema jurídico competente
que nos obliga a respetar los derechos del
acusado para que sea procesado, enjuiciado
y castigado.
Algo preocupante del caso Ferguson es
que esa misma experiencia de Brown pueda
ocurrir en una ciudad donde la población
latina es mayoría o por lo menos tiene más
del 30% de la población. La Ciudad de
Los Ángeles, de acuerdo a un estimado del
Censo de 2013, tiene 3,884,307 habitantes.
De ese total, 28.7% pertenecen a los grupos
étnicos blancos. Sin embargo, casi 70% de
los 10,000 policías pertenecen a este grupo,
mientras que 3,200 de ellos - es decir un
poquito más del 30%, pertenecen a los
grupos minoritarios.
Lo anterior no quiere decir que los
policías latinos no arrestarán a gente
delincuente de su propio grupo, sino que
estos policías son más conocedores de la
cultura y algunos rasgos costumbristas que,
a la hora de hacer su trabajo, les permite
obrar con mayor cautela.
En las ciudades más pequeñas se nota
con mayor nitidez las discrepancias entre la
población numéricamente mayoritaria y los
eslabones de poder. De acuerdo al Censo de
2010, la ciudad de Costa Mesa en California
tiene 109,960 habitantes. De ese total,
38.5% pertenece al grupo de latinos. Sin
embargo, desde que se fundó está ciudad,
no ha existido un representante latino en
el consejo municipal. Los policías son
mayormente del grupo étnico dominante.
En Fullerton, otra ciudad mediana
de California, la población es de 126,003
habitantes. 38,014 son latinos; es decir
30.8% del total. Al igual que Costa Mesa
y la mayoría de los pueblos medianos
de Orange County, los puestos de poder
están colmados por gente que pertenece
a las etnias blancas, incluyendo en los
establecimientos universitarios, distritos

¿Qué significa lo anterior? Los datos
demográficos nos dicen que la población
latina ha ido incrementando en número pero
no en términos de poder. Lo acontecido
en Ferguson puede servir para que los
grupos dominantes se den cuenta que la
monopolización total del poder produce
consecuencias impredecibles y negativas.
Por otra parte, la comunidad latina debe
reconocer y concientizarse de que es tiempo
de emprender una marcha positiva hacia
una mejor representatividad en el gobierno
local. El voto es la mejor arma contra la
monopolización del poder.

This painting of the Ayer Clock Tower
of Lawrence, authored by painter Alonzo
Capellan, was unveiled on June 26, 2014, in
the former Lawrence High School, during a
nice recognition event held by Pastor Luis
Pineyro, producer of the radio program
Saving Society. (See Rumbo, 08/07/2014)
Capellan, at the request of Piñeyro,
painted and donated the painting, to be sold
to benefit the Lawrence History Center and
Lawrence Heritage State Park, being the
two organizations that have kept records
of Lawrence, its history and its people.
The painting was acquired by Eric Mane,
of Lawrence, who promised to leave it on
display for a full month before taking it
home, where it will be hung in a prominent
place.

Environmental Technical Training Program

On Thursday, August 14th, Groundwork
Lawrence held the graduation of the first
group of students who took advantage of the
(ETTP).
A growing partnership between the
Merrimack Valley Workforce Investment
Board (MVWIB) and Groundwork Lawrence
(GWL) is turning Lawrence’s environmental
challenges into opportunities.
The Environmental Technical Training
Program is funded through the MVWIB by
a grant from the Environmental Protection
Agency. The project, managed by GWL,
offers training modules delivered by
experienced providers in each area, ensuring
up-to-date development of the critical skills
awareness and certifications needed to work
in fields such as: Brownfield Remediation
and Hazardous Materials Handling, Storm
Water Management, and Recycling and
Solid Waste Management.
After an intensive five-week training
program, the graduates received a thick
package of certifications in Asbestos, Lead,
OSHA and a handful of other certifications
invaluable for finding work in the
Environmental and Construction Industry.
Aided by their new certifications and
the experience gained through the EPA
funded training program, graduates are now
moving into the workforce prepared for jobs
in: construction, demolition, remediation,
emergency
response,
environmental
technicians, hazardous materials handling,
and other occupational fields that require
these trainings.
“The WIB is very satisfied with the
program outcomes to date. The program
content is exactly what we envisioned when
it was planned, a combination of addressing
both current employment gaps in the
environmental field in our city and working
closely with our employer community to
address their needs in this area,” stated
Odanis Hernandez, MVWIB Performance
& Monitoring Manager and Environmental
Technical Training Program Manager.

The Driving Assessment and Training

Pat Ruiz, bombero por 27 años y veterano
El Alcalde Rivera envió al Concejo
Municipal de Lawrence para su confirmación
como Director del Departamento de
Servicios de Inspección, la nominación de
Pascual “Pat” Ruiz, un bombero y veterano
por los últimos 27 años en el Departamento
de Bomberos de Lawrence. Pat trae con
él una carrera estelar como bombero con
los últimos 7 años como inspector en la
sección de cumplimiento del código del
departamento de bomberos.
"Pat es el hombre para el trabajo",
dijo el Alcalde Dan Rivera. "Yo quería
a alguien con conocimiento del proceso
de la aplicación del código en Lawrence,
que pudiera administrar este importante
departamento y creo que el concejo
municipal podrá ver que Pat lo puede
hacer."
Si es confirmado, el Sr. Ruiz se

Mayor Rivera sent the Lawrence City
Council for their confirmation for Director
of the Inspectional Services Department,
27 year Lawrence Fire Department veteran
Pascual “Pat” Ruiz on Thursday. Pat brings
with him a stellar firefighting career, the last
7 of which have been spent leading the fire
department’s code enforcement section.
“Pat is the man for the job,” said
Mayor Dan Rivera. “I wanted someone
with knowledge of the code enforcement
process in Lawrence, that could lead this
important department and I believe that the
City Council will see that Pat can do that.”
If confirmed, Mr. Ruiz will join the
newly re-organized office of planning and
development in charge of ISD.
Pat is a certified Fire Inspector Officer
through the Department of Fire Services.
He completed the National Fire Academy,
and is a certified Fire Investigation of
Origin and Cause Officer through the
Bureau of Alcohol, Tobacco, Firearms, and
Explosives.
“I am ready to focus on improving the
Inspectional Services Department,” said Pat
Ruiz. “I have established a great working
relationship with ISD personnel in my 7
years of code enforcement in this city, and I
look forward to bringing new direction and
guidance to the staff.”
Along with his years at the Lawrence
Fire Department, Pat has 30 years of
experience in building maintenance and
management. Pat is a veteran of the United
States Army.

Legislation
The Massachusetts Legislature has
passed animal welfare legislation that
creates harsher punishments, along with
increased financial penalties, against acts of
animal cruelty.
Under Senate Bill 2345, An Act
protecting animal welfare and safety,
sponsored by State Senator Bruce Tarr
(R-Gloucester) and co-sponsored by
State Representative Diana DiZoglio
(D-Methuen), maximum penalties for
animal cruelty convictions will be increased
from five to seven years and the maximum
fine will be increased from $2,500 to
$5,000.
The bill also allows a penalty of up
to 10 years and/or a fine of $10,000 for
repeat convictions. Additionally, the bill
requires veterinarians to report suspected
animal abuse. The legislation creates a
task force comprised of experts in law
enforcement, animal protection, veterinary
medicine and the law to systematically and
comprehensively evaluate the state's cruelty
statutes to ensure continued progress.
The legislation is known as the “Puppy
Doe” bill, in reference to an August 2013
incident in Quincy where a young dog was
discovered starved, beaten, stabbed and
burned in an area park.
“The horrific acts of cruelty inflicted
upon Puppy Doe greatly concerned me
and other animal lovers in the Merrimack
Valley and across the Commonwealth,” said
DiZoglio, who represents portions of North
Andover, Methuen, Lawrence and Haverhill
in the Legislature. “This tragedy called for
swift and comprehensive legislative action
to prevent future animal cruelty and I want
to thank Senator Tarr for his leadership
in working to ensure the advancement of
critical animal welfare legislation.”
The legislation will take effect 90 days
after the Governor signs the bill into law.

saberlo, ha sido arruinado por otra persona.
Algunas familias hasta llegan a ser acosadas
por las agencias de cobranzas o arrestadas
por la magnitud de las deudas o los delitos
cometidos.
No hay métodos infalibles para
proteger la identidad de sus hijos, pero estas
son algunas de las precauciones que puede
tomar:
Si bien es tentador simplemente no
registrar a sus hijos en la Seguridad Social
hasta que cumplan los 18 años, hoy en día
no es nada práctico. Para empezar, usted
debe declararlos como dependientes en
sus declaraciones fiscales. También puede
necesitar el número del seguro social de
sus hijos para obtener cobertura médica
o servicios gubernamentales, o para abrir
cuentas bancarias a nombre de ellos.
Dado que el número del seguro social
de cada persona es único, con frecuencia
las escuelas, los prestadores médicos, las

• ¿Aceptan no usar el número del
seguro social de sus hijos como número
de identificación personal en las
correspondencias, resúmenes bancarios o
tarjetas de identificación?
Preste atención a los siguientes signos,
que pueden indicar que el número del
seguro social de su hijo ha sido utilizado
fraudulentamente:
• Su hijo recibe ofertas de cuentas de
crédito pre-aprobadas.
• Su hijo recibe llamados o resúmenes
de cuenta de agencias de cobranzas,
acreedores o agencias gubernamentales.
• Usted no puede abrir una cuenta
bancaria a nombre de su hijo porque ya
existe una cuenta con el mismo número de

• A su hijo le deniegan un crédito,
empleo, licencia de conducir o la inscripción
a la universidad por motivos desconocidos
o relacionados con el crédito.
Recuerde que su hijo puede estar

Si realmente sospecha o tiene pruebas
de que se ha cometido un robo de identidad,
puede:
• Hacer la denuncia policial y guardar
una copia como prueba del delito.
• Contactarse con las unidades de
fraude de las tres agencias crediticias más
importantes: Equifax (800-525-6285),
Experian (888-397-3742) y TransUnion
(800-680-7289) y pedir instrucciones.
• Notificar a la Comisión Federal de

I'm sorry to report that child identity
fraud is alive and well in 2014. If anything,
the problem may be worsening as identity
thieves devise new methods to steal – and
use – children's personal information.
Most commonly, they'll harvest kids'
dormant Social Security numbers (SSNs)
and use them to illegally obtain jobs or
open fraudulent bank and credit accounts,
mortgages or car loans.
Many victims don't realize there's a
problem until they later apply for a student
loan, bank account, job or apartment and
are turned down because of the poor credit
history someone else racked up. Some
families are even hounded by collection
agencies or arrested because the debts or
criminal activities were so extreme.
There are no completely foolproof
methods to protect your children's identities,
but here are some precautions you can
take:
While it's tempting to simply not
register your kids for SSNs until they turn
18, that's not practical in today's world. For
one thing, they'll need one to be claimed
as dependents on your taxes. You may also
need SSNs for your kids to obtain medical
coverage or government services or to open
bank accounts in their names.
Because each person's SSN is unique,
it's not uncommon for schools, healthcare
providers, insurance companies, banks and
others to require them as ID. However,
don't be afraid to ask:
• Why do they need to use an SSN – is
there a legal requirement?
• Will
they
accept
alternative
identification?
• What will happen if you don't disclose
it?
• What security precautions do they take
with personal information?
• Will they agree not to use the SSN as
your child's personal identification number
on correspondence, account statements or
ID cards?
Watch for these clues your
child's personal data may have been
compromised:
• They receive preapproved credit
account offers.
• They receive calls or billing statements
from collection agencies, creditors or
government agencies.
• You're unable to open a bank account
in their name because one already exists
with the same SSN.
• They're denied credit, employment, a
driver's license or college enrollment for
unknown or credit-related reasons.
Remember, there could be legitimate
reasons why your child is receiving credit
offers. For example, it could be a marketing
outreach from an affiliate of your bank or
because you opened a college fund in their
name.

Europa,
específicamente
en Alemania cuando el monje Agustino
alemán Martin Lutero en el pórtico de las
puertas de la Catedral enarbola sus 95 tesis,
provocando un verdadero estallido socioeconómico-religioso en toda Europa.
La ruptura en esta oportunidad no fue
de la misma intensidad de la separación de
Occidente y Oriente. En esta oportunidad
la profilaxis fue muy profunda, es decir el
problema fue de dimensiones continentales
y el resultado fue muy doloroso. La crisis
Luterana fue mal tratada por la Iglesia
Medieval. Quinientos años después el Papa
Juan Pablo II, levantó la excomunión que
pesaba sobre el reformador Sajón y en un
gesto noble que le enalteció el Papa Juan
Pablo II, celebró junto al Primado Luterano
una Misa ecuménica en Alemania.
Por encima de todas las cosas existe
una realidad que la historia no puede
ocultar porque si tratase de ser ocultada su
mismo brillo delataría el error de la historia
sacra o religiosa, (porque tenemos nuestra
propia historia), o pondría al descubierto las
mentiras que los adversarios de la Iglesia
han difundido a través de las edades.
En ese orden es bueno señalar que
no se puede ver la historia de las iglesias
cristianas protestantes, como separadas
en forma radical de la Iglesia Católica
Romana, pues entre ellas existe ese vínculo,
que la hermana por la tradición, por la fe
apostólica y por la historia y si el amable
lector considera que es muy fuerte lo que
digo o que no corresponde a la verdad, para
muestra un botón.
En los países bajos los obispos
Luteranos por ejemplo, muchos de esos
obispos pertenecen a la sucesión apostólica,
(se entiendo por sucesión apostólica a la
ordenación de los primeros obispos por los
apóstoles y estos continuaron ordenando
obispos hasta llegar a los que tenemos
hoy día). Esto es debido a que durante el
movimiento de la Reforma muchos de los
obispos católicos romanos en los Países
Bajos pasaron con todo y diócesis a formar
parte de la Reforma, por lo tanto la mayoría
de ellos han sido reconocidos por Roma.
Desde el siglo pasado por iniciativa del
Papa Juan Pablo II comenzó entre Roma
y los luteranos un verdadero espíritu de
acercamiento.
El fantasma de la división no se
contentó con la hecatombe o destrucción de
la unidad de la Iglesia Católica Romana en
la Edad Media, sino que dividió y encerró
en su propio celo religioso a los mismos
protestantes. “Calvino trabajó para traer
unidad a las iglesias, por lo menos entre los
seguidores de Zuinglio y los suyos propios”.
(Así fue Calvino. pág. 197). La verdad de
todo esto fue que una gran pugna existió
entre los seguidores de Calvino y los de
Lutero, sobre todo por el temperamento de
Lutero, que se enfrentaba tanto a Zuinglio,
cuestionando su calidad cristiana, (el
cuestionamiento de la calidad cristiana, no
es nuevo entre cristianos) y se enfrentaba a
Calvino, en aspectos teológicos.
La piedra de separación del mundo
protestante en sus inicios fue la Santa
Cena, o Cena del Señor. Todos tenían
posiciones diferentes al respecto. En el
1552 Tomas Crammer, (Arzobispo de la
Iglesia Anglicana, aquí en Estados Unidos
se conoce como Iglesia Episcopal), quiso
convocar un Sínodo para discutir las
diferencias doctrinales entre los Protestantes,
en particular la Santa Cena. Para tales fines
escribió a Calvino, así como a Bullinger
pastor principal de los zwinglianos, a
Melanchon en ese entonces cabeza de los
luteranos. Dicho Sínodo no pudo llevarse a
cabo y las divisiones teológicas y doctrinales
en el mundo protestantes han alcanzado
dimensiones insospechadas.
Entre el mundo Católico-Romano y el
Católico-Anglicano, las diferencias entre
estas dos Iglesias es de forma que de fondo,
las cuales no se perciben a simple vista,
pues cuando una persona participa de una
misa Episcopal no capta las diferencias,
pues tienen casi las mismas nomenclaturas,
es decir los nombres técnicos y definiciones
teológicas son idénticas, comparten los
siete sacramentos, el mismo santoral hasta
el Siglo IV de la era cristiana, entre otras,
pero cuando hablamos de la participación
de la mujer en el ministerio ordenado, es
decir para que pueda ser diacona, presbítera
y obispa, nuestras diferencias se ahondan
y nos tienen en un diálogo empantanado
desde el siglo pasado.
Ante el abanico de verdades históricas
presentado en este artículo y el grito
desgarrador de Cristo en su oración
Pontifical “Padre que sean uno así como tú y
yo somos uno”, en este siglo XXI empiezan
a verse signos claros y esperanzadores
por varias partes del mundo, de que la
oración de nuestro Señor se cristalizaría.
El primer gran signo, el cual tiene una
trascendencia invaluable provino del Papa
Francisco I. Unas de sus palabras más
impactante: Algunos se sorprenderán: '¿El
papa fue a visitar a los evangélicos?' Pero
lo que hizo fue ir a ver a sus hermanos".
También se disculpó por la persecución
de los pentecostales durante el régimen
fascista italiano. Se podrá decir todo lo que
se quiera, pero no se podrá negar el ramo
de olivo tendido por su Santidad a la otra
parte de la cristiandad, en señal de amor y
perdón, las dos prendas más hermosas que
deben adornar a los hijos de Dios.
La otra señal comenzó a aquí en
Lawrence con la fiesta de la unidad
celebrada este sábado pasado en el Parque
Campagnone, donde se llevó a cabo el tercer
encuentro de Reinando el Valle. Cientos de
hermanos de diferentes denominaciones
cristianas abarrotaron las inmediaciones del
parque, con el único propósito de señalar
el señorío de Cristo en sus vidas y en la
Ciudad de Lawrence. Es nuestra oración
que la unidad programática que comienza a
ondear no sea infiltrada por la amargura de
Satanás al ver que la oración de unidad de
los hijos de Dios empieza a brillar.

The FTC recommends contacting the

your accounts.) If there is a report – and it
has errors due to fraud or misuse – you'll
have time to correct it before you kid needs
to use credit.
Warn your kids about the dangers of
revealing personal information by phone,
email, or social networking. Don't hesitate
to monitor their accounts and install
parental blocking software. And remember,
if they share your computer, a downloaded
virus could infect your accounts as well.

El final del verano está aquí - una época
hermosa del año, sin embargo, más bien
agridulce. Para nosotros en Lawrence,

Notes from your librarian
Hello Rumbo readers. Late summer is
here—a time of the year that is beautiful but
rather bittersweet. For us in Lawrence, of
course, it is a time for celebration with the
Three Saints Festival, Bread and Roses and
the Mahrajan all taking place on Labor Day
weekend. These events are all a lot of fun
and also very culturally rich. Still I have to
admit, I’d enjoy them with a lighter heart if
they were held on Memorial Day weekend
and celebrated the beginning rather than
the end of summer. The very thought that
school is already in session is a bit more
than I can absorb quite yet.
Still everything has a plus side. I
spent so many years as a student that I
am hardwired to look at September rather
than January as the real New Year month.
As such, there is a real sense of renewal
combined with the melancholy of the end of
summer. We are looking forward to working
closely with the schools again this year and
to trying to get a library card in the hands
of every child in the system. I realize that
if you are reading this article I am probably
preaching to the choir somewhat in stressing
the need for people—particularly schoolage people—to have cards. Clearly if you
see the value of the library enough to read
about it you already know enough to take
full advantage of what we make available.
Still, if you have friends or neighbors whose
children are not being encouraged to use us,
please persuade them that a library card is
your ticket to one-stop-shopping for things
educational and cultural in our community.
Of course, I do realize that a lot of our
population is made up of newcomers and
that in their own countries these folks might
not have felt that a library was for them—
that it was there to serve an intellectual elite.
I originally started writing these articles to
get to these people, to assure them not only
of their welcome but to remind them that
this library is not mine—it is theirs. There
is another group of non-users that must be
addressed as well. That is the person who
grew up here and used the library in school
but no longer does because of old fines on
the card or because he or she has an image
of what a library is frozen in his or head
from twenty, thirty, forty years ago. To the
former group I say a solution is available.
It breaks my heart to hear of people not
using the library because they owe old
fines. Please remember we are here to
draw people in—not to keep them out. To
the latter group I would say just come in
and see what you are missing.
Our Fall Concert Series will begin
on Sunday September 7th at 2:00 in our
Sargent Auditorium. Our first performers
will be Jonathan Cohler on clarinet and
Rasa Vitkauskaite on piano. Mr. Cohler’s
performance on the clarinet will represent a
first for our series—we have never featured
a clarinet (nor, if my memory serves me,
any woodwind) before. The pair will be
performing works by Schumann, CharlesMarie Widor and also Cuban composer
Paquito D’Rivera. The latter mixes elements
of jazz and Latin styles with his classical
to create something new and vibrant and a
slightly new flair to our series. Remember
to get here early for a seat. The concerts
are free and open to the public. They are
sponsored by the friends of the Library, the
Catherine McCarthy Memorial Trust and
the White Fund.
Just think about it. By the time my next
article appears I will already be obsessing
about the Patriots. Plus ca change… See

En la feria de GLCAC brilla el
sol y la generosidad de un hijo
Después de una lluvia torrencial el día
anterior, cientos de residentes de Lawrence
se reunieron el jueves pasado en el Parque
Campagnone para la Segunda Feria Anual
de Recursos Comunitarios de GLCAC.
Además de conectar a los participantes con
los servicios disponibles en la ciudad, la
feria les dio a padres y niños la oportunidad
de disfrutar de un día soleado en el parque,
bailar, disfrutar de música al aire libre y
sentarse para que les pintaran la cara.
Las personas que visitaron los puestos
de información —más de 40 en total—
tuvieron la oportunidad de participar en un
sorteo de más de 100 mochilas, cupones
para tiendas y canastas de regalos donados
por los proveedores y comercios locales

ganadores, un niño joven, seleccionó una
canasta de regalo con jabones y champú
en lugar de una mochila. Cuando un
miembro de GLCAC le preguntó por qué
había escogido un canasto en lugar de una

regaló el canasto a su madre, y GLCAC le
dio una mochila nueva para la escuela.

Sun Shines on & Son Shines at GLCAC Fair
After the drenching rain the previous
day, hundreds of Lawrence residents
gathered on Campagnone Park last
Thursday for the GLCAC’s 2nd Annual
Community Resource Fair. While the fair
helped connect residents to the various
services available across the city, it also
gave parents and children a chance to enjoy

by a GLCAC staff member why he chose a
basket and not a backpack, the boy replied
it was his mother’s birthday. He gave his
mom the gift basket, and GLCAC gave the
boy a new backpack for school.
“The Community Resource Fair is a

many service providers and residents who
might need a helping hand to get ready for
school, get a job or gain access to services. .

and businesses who donated their time
and resources, and we are thankful to the

Department. Lawrence is a predominately
Latino community, while the police force
has remained mostly white. Past Mayors
have tried to tackle the issue some reaching
out for diversity and unity while some have
not.
The Latino community has been calling
for transparent investigations of police
excessive force for many years. Lawrence
Police as a department has not equipped
itself with data search software-providing
information on the number of officer’s
complaints or motor vehicle stops.
Tensions between the city’s mostly
white police force and predominantly
Latino residents have been building for
years. Although some strides where made
with a mayor who promoted two Latino
officers from rank and file to Sergeants,
bringing the departments superior officials
just 10% Latinos while Rank and File is
28% Latinos in a 80% predominantly Latino
Community.
Officer Green, an African American
Police Officer an active member of the
Lawrence Police Department, alleges
that the Lawrence Police Department has
widespread racial discrimination from top
to bottom. Officer Green was later arrested
on false allegations and has since filed a
complaint with the Commission Against
Discrimination.
It is imperative that Mayor Rivera,
who has been making strides to correct the
issues he inherited in the police department,
remembers that the Latino community is
watching. Mayor Rivera is a diligent man;
a man of integrity who has the upmost best
at heart for the City of Lawrence has stated
publicly that he is working hard to diversify
the police department.
Mayor Rivera failed to demonstrate his
diversity when he hired seven police officers
with only two of them being minorities who
are at the academy right now. Let’s hope
the Mayor gets it right the second time
around.
In the near future, Mayor Rivera will
be selecting a new Police Chief to replace
Interim Police Chief James Fitzpatrick.
There are many rumors going around and I
heard several times that he wants to appoint
Captain Roy Vasque to that post. He is now
heading the Lawrence drug unit and special
operations.
Big mistake!
If he thinks that
appointing a Latino as Police Chief in order
to alleviate the distrust in this community,
Captain Vasque is not the right man. In
fact, it will be a catastrophic error. Captain
Vasque changed his name from Vasques to
avoid being considered Hispanic.
Is that a good role model?
Safety study grant
During the “Pavegate” press conference
last week, it became very obvious that this
was just a charade to benefit a candidate
because the whole thing was to bad-mouth

police station to make the announcement
of $400,000 from the state for a study on
safety, the same happened. I contacted
State Representatives Frank Moran and
Diana DiZoglio the day before and they had
no knowledge of this. They had not been
invited to a press conference where the
state is giving money to our city. I received
an email from Rep. DiZoglio’s office that
morning telling that she had scheduled a
series of meetings and events for the day
and could not be there but I was glad to see
that she made some time and showed up.
But yes, Marcos Devers was there
and he was thanked several times for his
participation in getting this grant from the
state.
When I asked the mayor’s office,
Senator Barry Finegold’s office, Scott
Jordan’s office what he had done on this,
they all had a big puzzle in their faces
saying they didn’t know. Only Mayor
Rivera said that it was “as much as all of
the other representatives of the area.”
I really hate to see state funds being
used to play politics.
Speaking of that study…
The media advisory that was sent out
was not specific. It said, “For a study to
help assess and improve public safety,
training, and educations needs in the City
of Lawrence and the region, and identify
options to meet those needs.” However,
what we heard was that this is the first step
to acquire a new police station. At the end
of that study, they will have selected the
land, drawn the plans and come up with a
method to have a new building.
I wonder if I was the only one there
who didn’t know the real meaning of that
meeting.
We must avoid
another Ferguson

The situation prevailing in Ferguson,
Missouri, could happen in other cities,
where the majority population is not
necessarily African-American but Latina.
La Opinión and other national
newspapers documented the tremendous
disparate society that exists in this small
town of just over 21,000 people. 69% of
their population belongs to minority groups
of African-Americans, while the city
government, the school district and other
powers are fully captured by the dominant
group. From a total of 53 policemen in
Ferguson, only three are African-American;
others are Americans of European descent.
So it is no surprise that 82% of those
detained by police are of African descent
and 92% of those arrested are also members
of this ethnic group.
We currently do not know exactly
the facts that preceded the killing of the
18-year-old African-American by Officer
Darren Wilson, who used his gun six times
to end his life.
We know that Michael Brown, the
young man who ended up being gunned
down, had an incident at a store in Ferguson.
Through the security cameras of the store, it
is clear that Brown who is in the midst of
a fight, sharply rebukes local workers and
then leaves the store.
The theft of small items does not give
any argument to any police officer to use
a lethal weapon to end a person’s life,
including an offender unless the life of the
police officer is in imminent danger.
A police officer is not a judge, and
should never take the law into his own.
For that we have a competent legal system
that requires us to respect the rights of
the accused to be prosecuted, tried and
punished.
Something troubling in Ferguson’s
case is that that same Brown experience can
happen in a city where the Latino population
is majority or at least has more than 30% of
the population. The City of Los Angeles,
according to a 2013 Census estimate, has
3,884,307 inhabitants. Of these, 28.7% are
white ethnic groups. However, almost 70%
of the 10,000 police officers are from this
group, while 3,200 of them or a little more
than 30% belong to minority groups.
This does not mean that Latino
police will not arrest the offender of
their own group, but these cops are more
knowledgeable about the culture and usual
manners that, when doing their work, will
allow them to act more cautiously.
Smaller cities show the differences more
clearly between the numerically majority
population and the power links. According
to Census 2010, the city of Costa Mesa in
California has 109,960 inhabitants. Of this
total, 38.5% are Latinos. However, since
this city was founded, there has not been
a Latino representative on the city council.
The police are largely the dominant ethnic
group.
In Fullerton, a medium-sized city in
California, with a population of 126,003
inhabitants, 38,014 are Latino; i.e. 30.8%
of the total. Like Costa Mesa and most
medium towns of Orange County, power
positions are filled by people who belong
to white ethnics, including academic
institutions, school districts and the police
department.
What does the above mean? The
demographics tell us that the Latino
population has increased in number but
not in terms of power. What happened
in Ferguson can serve dominant groups
to realize that the total monopolization of
power can produce unpredictable negative
consequences.
Moreover, the Latino
community must recognize and become
aware that it is time to take positive steps
towards a better representation in local
government. The vote is the best weapon
against the monopolization of power.

El Festival Pan y Rosas es un festival
anual, al aire libre en Lawrence, Massachusetts
que celebra la historia del movimiento
obrero, la diversidad cultural, y la justicia

La Huelga Pan y Rosas del 1912, cuando
más de 20,000 trabajadores inmigrantes

Vanthy. They knew they wanted
to buy a house and have a place
they could call their own.
Vanthy heard about the first time home
buyer training classes while taking English
as a Second Language at the Cambodian
Mutual Assistance Association (CMAA)
They took the home buyer classes in
September 2013. Sokhar said “You have
no idea where to go in the beginning.” The
classes helped them to learn about the entire
process so they knew the order of the steps
they needed to follow.
Very shortly after the classes, they met
with Ed Alcantara to get an assessment. They were pre-approved for a mortgage in
October 2013. After selecting the rest of their
team, they started looking at properties.
Their journey was not easy. They looked
at 7 houses and made 5 offers. Three went no
further than the home inspections. Another
had a title problem. Their perseverance paid
off. Sokhar & Vanthy purchased their home
in May 2014 in Lowell. There were no
surprises and they had a smooth closing.
They took the classes together, shared
ideas and agreed on things together.
Some of their friends were surprised that
they purchased so quickly considering
Vanthy had only been living in the United
States for 2-1/2 years after arriving from
Cambodia. Sokhar’s final words were
“Don’t say you know everything. Learn
from the professionals. Teamwork can
make everything succeed.” This is excellent
advice for future home buyers.

Haverhill Firefighting Museum &
Children’s Corner is open on Saturdays from
10 a.m. to 1 p.m. The museum houses one
of the largest collections of New England
firefighting history as well as a newly
expanded Children’s Corner equipped
with a 12-foot wooden fire truck children
can actually play in, fire reels and hoses
children can pull, a dress up area complete
with children’s gear and the Haverhill Fire
Department’s fire safety smoke tunnel
which teaches children how to crawl to
safety beneath smoke should a fire occur.
Admission is $5 for adults, $2 for children
under 12 , and $10 for families. Admission
is free for service men and women. All
children must be accompanies by an adult.
NOTE: The museum is closed Saturday, July
5 for the holiday weekend. The museum is

Pow-Wow returns
Annual Intertribal Pow-Wow –
Celebrating 26 years at Plug Pond
The public is invited to attend the
26th Annual Pow-wow and Crafts Festival
on Saturday and Sunday, September 6
and 7, 2014 at Plug Pond, off Mill Street,
Haverhill, MA. Gates Open from 11AM to
5PM daily.
Returning this year, for your
entertainment, is seven-time Native
American Music Awards winner Joseph
Fire Crow. Fire Crow, renowned flutist
from the Northern Cheyenne Tribe, has
been releasing albums since 1992.
Additional musical entertainment will
include The Wolf Cry Singers (Saturday)
as well as Triple Tribal (Sunday). The Wolf
Cry Singers are an inter-tribal women's
hand drum group will perform traditional
and contemporary Mi'kMaq, Cherokee,
Navajo, Abenaki and Delaware songs and
chants. The group's mission is to keep the
spirit and languages alive through their
music and connection as women to each
other and to “All Our Relations." Triple
Tribal, an a capella harmony group, will
perform traditional and contemporary
Native songs accompanied by hand drums,
rattles and rain sticks.
Mashee Wampanoag artist and craft
maker, Kerri Helme will make clay pinch
pots with the children. Bring your children
over to her table to make a traditional pinch
pot. More craftmaking will be offered at
the tipi with Loril Moondream and Peter
White Fox. They will set up an old-style
Navajo Weaving loom. This small replica
is made the old way -- out of saplings. The
children will learn the basics of weaving
while hearing Grandmother spider weaving
stories.
For educators and interested adults,
an interactive educational discussion will
be offered both days. Think about where
stereotypes are learned and how myths are
perpetuated. Begin to explore the role of
language and the power you have to change
inaccurate stories about the First People of
this land. The discussion will begin around
11:30 each day.
You will enjoy intertribal dancing,
dance-style demonstrations, drumming &
singing, visits inside the tipi; canoe and
kayak rides, storytelling, Native games,
information, resource, and membership
tables, arts and crafts for sale. There will
also be traditional Native food that includes:
buffalo burgers, fried bread, corn soup, pow
wow tacos, Indian pizza, and more.

Up with People Coming to the Merrimack Valley
The multinational cast of Up with
People is headed to the Merrimack Valley.
Up with People (UWP), which has toured
to 38 countries around the world during
the last 49-years, has announced that
the Merrimack Valley will be the first
stop on their Fall 2014 tour. In 2012, an
international cast of Up with People visited
the Merrimack Valley – this visit resulted
in 52 local families hosting international
cast members, 1,800 hours of community
service and 1,615 audience members
experiencing UWP performances!
On Thursday & Friday, August 21 &
22 at 7:00 PM Up with People will perform
public shows at J. Everett Collins Center
for the Performing Arts in the Merrimack
Valley (80 Shawsheen Road, Andover). The
proceeds from show ticket sales will benefit
Merrimack Valley Habitat for Humanity;
which seeks to eliminate poverty housing
and homelessness from the world and to
make decent shelter a matter of conscience
and action. Since their founding in 1985,
they have built 69 homes and rehabbed
11 homes in Lawrence and surrounding
communities for people in need of safe,
decent, affordable housing.
While in the Merrimack Valley between
August 18 and August 25, 2014, Up with
People will spend time participating in
service projects and live with local host
families. Beginning in mid-July Up with
People will be recruiting families to host
international cast members during their
stay in the Merrimack Valley. The sharing
goes both ways…while families share
their traditions and local attractions, the
cast members share their experiences and
cultures. By the end of their five-month

unprecedented four Super Bowl halftime
shows.
Voices, UWP’s latest production, is a
performance featuring both original and
popular music and is a dynamic blend
of feature soloists, full cast production
numbers, fast-moving choreography and
colorful costumes. Voices is inspired and
motivated by recent worldwide events
and features medleys of popular music,
international music and of course, Up
with People original music. The aim is to
leave the audience feeling empowered to
connect, communicate and create positive
change in their communities; to '...rise
above the noises, and listen to the voices of
the world.'
Up with People is an independent

provides young adults an international and
intercultural experience that teaches service
leadership and uses the performing arts to

Thanks to the Catvocates and the Ivan Smith Adoption
Challenge, my adoption fee is waived on August 23 and
24. This gorgeous Tortie lady is Annie, 14 years young,
and just as beautiful as ever. She is an indoor only girl,
declawed, very quiet and sweet, preferring to be the only
pet in a home with adults and no other pets. She would like
to enjoy peace and quiet in her senior years.
Annie previously lived in a home where she was not very
happy because there were dogs that she was very frightened of. So, Annie kept to
herself and tried to be invisible. Sadly, she lived like this for many years. Annie likes
to have her beautiful fur gently brushed and she nudges your hand for petting. Quiet
adults who will let her relax and feel secure would make a perfect home for her. She
did not jump on the counters in her prior home, and being declawed, she did not
scratch the furniture or rugs. If you have an indoor only home for Annie, she may be
the quiet companion you have been looking for. Please, no other pets so Annie can be
the princess in her home! If you can't find Annie when you visit the adoption center,
be sure to ask for her by name! Cats are often moved around.

Leo is a 7 year old Pomeranian that would love to find his
perfect forever home soon! This little guy would love to
