water quality CIP with
cost estimates provides
a systematic approach to
improving water quality.
Several factors influencing water quality in the distribution
system were explored to provide Addison and Lancaster with
comprehensive plans for improving water quality. The steps
taken to evaluate each system included:
•Developing an enhanced water quality sampling plan
•Evaluating system operational changes for water quality
benefits
•Examining tank mixing alternatives
•Evaluating booster chlorination options
•Investigating benefits of a water line replacement program
•Determining if a unidirectional flushing program would
provide greater benefits over traditional flushing
•Reviewing historical water quality data such as chlorine
residual, disinfection byproducts and customer complaints
•Extended Period Simulation (EPS) modeling for water age
analyses

The Town of Addison, Texas and the City of Lancaster, Texas
developed Water Quality Action Plans to take a proactive
approach to maintaining water quality in the distribution
system. Like many wholesale customers in warm climates,
these cities occasionally face water quality challenges due to
long residence times and lack of control over water quality prior
to the delivery point. As part of the Water Quality Action Plans,
several aspects of the distribution system were evaluated in
order to develop a strategy for optimizing water quality.
